The Transport and Works Act 1992 (TWA) has now been around for 16 years, but it’s difficult to find experienced consultants to promote an Order using these powers. This hasn’t been helped by the introduction of the Transport and Works (Application and Objection Procedure) (England and Wales) Rules 2006, which have introduced significant changes and due to its complexity, comes with its own separate guidance. The additional railway capacity facilitates the Felixstowe South Reconfiguration scheme, which will increase the Port’s handling capacity by 1.56 million Twenty-Foot Equivalent Units (TEUs) to a total of 5.56 million TEUs.
