What are the mandates and whohas imposed them?Provisions of the federal legislation known

as the No Child Left Behind (NCLB) Actrequire that all teachers of core academicsubjects be "highly qualified" by the end of 

the 2005-06 school year with teachersnewly hired after the first day of instructionfor the 2002-03 school year required to be"highly qualified" when hired.

Option 11. 3 years of teaching experience plus,

since the issuance of your MichiganProvisional teaching certificate, a minimumof 18 semester hours in a planned

standards-based State Board of Educationapproved program in the core academicsubject area or master’s or higher degreein an area appropriate to elementary

education.

Option 23 years of teaching experience and by the

end of 2005-2006 school year, you willhave completed an individual professionaldevelopment plan, approved by the local

school improvement team of at least 90contact hours or 6 semester hours of coursework which are standards based,subject/content program related to the core

academic subject are and documented withthe local district on a form approved by theMDE.

Option 3 You can demonstrate competence of 

subject matter knowledge and teachingskills, as outlined in a local performanceassessment of your employing district, as

per Michigan’s definition of highly qualifiedteacher, otherwise known as the highobjective uniform state-standard of evaluation (HOUSE) .
