effectiveness of e-learning to achieve the Lisbon goals, are:

• the quality of e-learning contents, • the quality of e-learning delivery

(management) • to improve the technological, pedagogical

competences, to encourage and prepare them to create e-learning material and to collaborative and guiding. !?

E-learning -backgroundAccording to recent surveys the European schools have strongly improved the technical ICT infrastructure during the last years and almost all of them have internet access. We also find essential improvements concerning the basic ICT competencies of teachers.
