The parking officer (PO) is checking the parking
vehicle in the following sequence : Check for availability of a P&D slip or permit (sticker on
the window) If neither is available the PO looks for a Comet (where
available)
If neither is available the PO clicks the License PlateNumber on the handheld. The returning messagedisplayed on the cellular phone screen will show :
If the fees were paid using a cellular phone (where available) Special information such as indication that the vehicle is
stolen
If the answer to all queries is negative (fees werenot paid using any of the payment methods) aparking ticket will be sent to the main parkingserver and at the same time will be printed on theBluetooth printer carried by the PO

Both the Comet and sticker based permits are easilyvisually enforced
Using ARTEMISan additional validation process can takeplace preventing illegal activity
The PO can key the Comets serial number or a permit IDinto the handheld
As a reply the PO will receive on his cellular phone : For the Comet a special code that he can compare to a code
displayed by the device Pertinent information such as the vehicle license plate
number that can be used to authenticate a permit

Cellular phone offer distinct advantages compared todedicated handhelds (such as Duncans AutociteTM )when used for enforcement:
A fully "real time" system . All information including pictures is
immediately sent and stored on the main parking server Cheaper to buy - Around 15% of the price of special handhelds . In
most countries cell phones can be rented so initial capital investmentin minimal
Cheaper to own - The annual cost of special handheld maintenanceis higher than the procurement price of a cell phone based system!
Lighter- The weight of AutociteTM
is 700 gr.,ARTEMIS cell phone +printer weighs less than 450 gr. If you compare only the weight of thecell phone (assuming the printer is carried on the inspectors belt)than a cell phone based system is 85% lighter !!
