BackgroundAsian Regional Biennial IASC meeting at Asian Institute of Technology (AIT), wasinaugurated by President of AIT at AIT Conference Center, Bangkok, Thailand. Therewere over 50 participants from Asian Region having experiences of research andpractical implementation of the common resources management. The participantcountries include Indonesia,Nepal, India,Thailand,ThePhilippines,China, Singapore,Pakistan,Vietnam,Japan,SouthKorea,Malaysia,Netherland,andUSA.Prof. Ganesh Shivakoti, Director of Ocean,introduced the themes of the conference thathave focus on the natural resourcesmanagement for resources conservation aswell as equitable distribution among thepeople of all levels. The Conference Themesinclude;a) Understanding diversity in Governing the

naturalresourcesb) Community forestry and social ecological

systemc) Community irrigation and robustness

challengesd) Climate Change, Natural Resources

DynamicsandLandusechallengesAmong these sessions of themes, several speakers and panel discussions wereintegratedtoreinforcethethemesondynamicsofnaturalresourcesmanagement.Thethemes discussed in the conference were quite relevant in the context of growingpopulationanddepletingnaturalresourcesinAsianRegion.The inaugural speech of President of AIT, Prof.Worsak Kanok-Nukulchai is includedherewith along with the agenda of the Conference. On the behalf of Asian Institute of Technology (AIT), it givesme a great pleasure towelcomeall theparticipantsandseveral longcollaboratorsofAIT, suchascolleaguesfrom theWaseda University; Tongji University; University of the Philippines; AmritaUniversity in India; National University of Singapore; Andalas and MulawarmanUniversity in Indonesia; Hue University of Agriculture and Forestry; Center forBehavior, InstitutionsandtheEnvironment(CBIE)ofArizonaStateUniversity;ChiangMai University, University of Faisalabad in Pakistan, Ministry of Agriculture andCooperativesofThailandandseveralotherparticipantsfromMalaysia,KoreaandNepalon theopeningceremony thismorning to the -AsiaRegionBiennial IASCMeetingon“RedefiningDiversityandDynamismofNaturalResourceManagementinAsia”.IampleasedtonotethatAsiaregionIASC(TheInternationalAssociationfortheStudyoftheCommons)meetingisbeingheldinAIT;thelastIASCmeetingwasheldinChiangMaiin2004.Ibelievethatthisyear’smeetingbringstogetherleadingAsianandglobalprofessionalsdedicated to the studyof commons through theexchangeofknowledgeamong diverse research, scholarship and practical experiences. This year’s meetingrevolvesaroundthreedifferent themes:(1)UnderstandingDiversity inGoverningtheNatural Resources, (2) Community Forestry and Social Ecological Systems, andCommunity Irrigation and Robustness Challenges, (3) Climate Change, NaturalResourcesDynamicsandLanduseChallenges.The issuesunder these themesare focal researchpoint for theOstromCenter for theAdvanced Study of Natural Resources Governance (OCeAN). Named after the NobellaureateElinorClaireOstrom,theCenterisbasedinSchoolofEnvironment,ResourcesandDevelopment(SERD)atAIT.Thiscenterbrings forward thenatural resourceandgovernance issues of the South and South-East Asia for global audiences and policymakers.Thefocusofthecenterisonpublication,hostingscholarlydiscussionstodraftadvancetheoreticalvolumes,organizingandsupportingprofessionaltraining,engaginginpolicydialoguewithdecisionmakers,andorganizinggrant-writingworkshops.Alike OCeAN, AIT has many such research centers besides teaching and capacitybuilding of Asian Region by awarding advanced Masters and Doctoral program inEngineering,ManagementandEnvironmentalandResourcesDevelopmentissues.

LetmeusethisopportunitytoshareafewsalientfeaturesaboutAITthathighlightouraffinity to IASC. IASC, as the name suggests, works for “the commons.” So does AIT.Unlikemanyotheruniversities,AIT’sresearchworkistargetedat“thecommons”–i.e.our research is not aimed at profit, but for benefitting humanity. Secondly, IASC is a‘not-for-profit” organization, and so is AIT. Your aim is to increase sharing ofknowledge, and AIT also works as a regional platform for sharing knowledge andcreatingnetworks.ButAITisalsoauniqueinstitutioninmanyways.Longbeforeinternationalitybecameabuzzword, our founding fathers fashioned AIT as an international institute foreducation.ThoughAIT ishosted inThailand, there areno foreigners in this institute,andeveryoneisequal.Itisprincipleslikethesethathavehelpedusachievethestatusas the top university in the world in “international orientation,” as revealed by therecentU-Multirankratings.Thereareotheruniquecharacteristicsaboutour Institutethatyouwilllearnandappreciateduringthenextfewdaysoftheworkshop.Thisworkshopwouldincludenumbersofpresentationsonadvancedtopicsonnaturalresource governance and field visits. I understand the field trips to the CommunityForestry Program on the last day would be an important avenue to bridge the gapbetween theoretical researchandhands-onexperience. For thoseof youwhohaven’tbeen to Thailand before, please take this opportunity also to enjoy the non-experimentalresearchesandeverydayThaiactivities.Finally, this is an opportune time for me to declare the official opening of the “AsiaRegion Biennial IASC Meeting on -Redefining Diversity and Dynamism of NaturalResourceManagement inAsia” and Iwishall four fruitfuldaysof the interestingandbeneficialprogramandthatyouhaveapleasantstayinAIT.Iwarmlywelcomeyouagain.
