• Ausgrid are removing category 311 – previous sub-category of Cat 3 (now Class 2C)
• To install Mid-span services for Class 2C, the relevant training will continue to be required and is captured in the below training table in Annexure H

Upcoming Changes to Authorisation Process
Note: These changes have not been implemented yet. You will be advised via a General Information notice when they are finalised and implemented
Initial/Baseline Authorisation
• Process for initial authorisations will be largely unchanged, but will not be required for currently authorised workers wishing to gain Authorisation with an additional company or adding additional classes to their current Authorisation
• Initial authorisations will be run in a group conference room environment, followed by equipment check sometime on the same day
• Following initial authorisation, a field safety audit will be required within 6 months of being authorised

Additional Company Authorisations or Classes• An Application form will need to be submitted for change of company
name, AUC number, joining additional companies or the addition of new Classes for an existing authorised person
• A new card listing all the companies you are authorised for including any other changes will be posted out – no need to attend an interview
• You will have one expiry date for all company authorisations (on the one card)
• Fees for adding or changing authorisations will be reduced accordingly
Note: Where the ASP’s authorisation has expired prior to changing employer, an initial authorisation and baseline audit will be required, and the full authorisation fee will be applied.

Proposed Reauthorisation Process• Reauthorisation forms including evidence of training competency will
need to be submitted to Ausgrid each year – minimum 4 weeks before expiry date
• No need to attend Ausgrid depot to complete the interview
• Field safety audits will still be required but will not necessarily be every second year – you will be contacted when an audit is required and have a fixed timeframe in which to arrange it
• Field audits will generally be conducted by an ES&A Officer
• Where defects or safety breaches are identified, you will be required to attend Ausgrid for an interview to discuss these matters, and/or additional field safety audits may be required

New Authorisation Card Format & ASP Classes• The ASP scheme has renamed the previous Categories, now known as classes:
1. Class 2A (Previously cat 1)2. Class 2B (Previously cat 2)3. Class 2C (Previously cat 3)4. Class 2D (Previously cat 4)5. Class 2X (New Class – Non-electrically qualified)
• Initially, the cards will be updated to show these class names and eventually all your authorised companies will be listed on one card

Refund of ASP Security Deposits• With the upcoming changes regarding the issue
and installation of meters, Ausgrid wishes to remind all ASPs of the requirements when requesting the return of your meter or sealing plier security deposits
• For the return of your meter security, ASPs must email [email protected] to confirm your existing ASP/2 security details. Once confirmed, you must complete ES4 - Annexure L and email it to [email protected]
• For the return of your sealing plier security, ASPs are required to return the pliers to Ausgrid accompanied with a letter on company letter head to [email protected] requesting the return

ESR Exemption for Refresher Training Authorisation Requirements
Request for Dispensation and Application of One (1) Month Tolerance Ausgrid wishes to advise all ASPs of the introduction of an exemption to the Electrical Safety Rules, that may permit an authorised person to apply a one (1) month latitude to their required refresher safety training
Exemption• ASPs must make all reasonable attempts to have workers attend refresher
training as required by the ESR at, or prior to, the 12 month anniversary date • Where this is not able to be reasonably achieved, refresher training must be
booked to be completed within one calendar month of the last training anniversary date
• ASPs must formally request the dispensation for the worker to continue working to the ASPLevel2@ausgrid inbox prior to the person performing authorised work. The request must be accompanied by supporting evidence including confirmation of their booking for refresher training
• Upon approval by the Manager – Electrical Safety & Authorisations, the worker may continue to work on or near the Ausgrid Network during this latitude period until the completion of their training

• Impact drivers must not be used to install or tighten Insulating Piercing Connectors (IPCs). Only 13mm or 17mm hexagonal socket spanners shall be used to install IPCs
• See Ausgrid’s Network Standard NS 124 Specification for Overhead Connections (100 to 400Amps) for installation instruction for IPC’s or contact the manufacturer
• Impact drivers must not be used to install or tighten underground (UG) terminations. Examples are all shear-off bolt connectors. Only the correct sized hexagonal socket spanners, or torque wrenches with the correct sized hexagonal socket/hex drive, shall be used to install UG terminations

• Where terminating a service at either a link pillar or a pole with links/open point installed you MUST indicate on your NOSW sketch which side of the open point the service has been terminated where it can be determined
• You must also indicate the link number on the NOSW and sketch. Where no link number is present write ‘No link number’ on the NOSW in the link No. section
• Inter Distributor Tee’s (IDT’s) do not have a link number however you MUST indicate which side of the links you have terminated the service and write ‘IDT’ or ‘No link number’ in the link number section of the NOSW

SA13_16 – House Service Connector (HSC) Quality Checks
• Essential Energy have been experiencing manufacturing issues with a particular type of HSC
• These issues include - Incorrect date labelling, outer mould material inside the connector preventing connection continuity and the bolt thread stripping before head shear off
• This could lead to HR joints and potential supply failure, HR joint on the neutral will lead to excess volts returning via the earth an open circuit neutral may lead to more serious shocks or damage to equipment

Regarding work near UG cables, NS156 States:• Raising or lowering surface level above
cables/conduits• Within 0.3m either side of UG distributor cables
