Assessment Report on Situation of Heavy Rains in Mirpur Khas District
To assess the situation of heavy rains in district of 1.6 million population, District Mirpur Khas, WHO
DEWS team visited 17 IDP camps and 10 UCs in three taluka of district Mirpur Khas on August 14, 2011,
where more than 5796 IDPs were observed in poor condition. In addition, there are many small camps
(estimated 4-15 families/camp) along road side on 50 km Mirpur Khas – Jhudo road. Roughly estimated,
more than 10,000 IDPs are residing in all IDP camps in three talukas of district Mirpur Khas, and need
support by humanitarian community.

Due to heavy rains and breaches in the canals, 5/6 Talukas of district Mirpur Khas have been affected
badly. Most of the population from these talukas has been displaced from their homes, and shifted to
government buildings, roadside areas, and their relative’s houses in safe places. UC. Dolatpur, UC
Mirwah Gorchani, UC Makhan Samoo, UC Bhelarho, UC Paban, Digri town, UC .Kangni, UC Sofan Shah,
UC Mir Khudabux, Jhudho, UC Fazal Bhambhro, UC Faiz Mohammaad Bilalani, UC Dengan Bhurgri, UC
Turk Ali Mari and UC Jhudho are among the worst affected UCs due to breaches in the canals.
Health facilities in affected areas:
Seven health facilities including (DHQ, 3 RHCs and 4 BHUs) were visited whereas 1 RHC (Mirwah) was
not accessible due to breach in the nearest canal. Of these, four HFs were closed due to
National/Sunday holiday. Two health facilities (1 BHU and 1 RHC) were under water. Health staff of RHC
Jhudo was running OPD outside the hospital on the road side. They were provided with 1 ambulance by
EDOH to visit affected areas for health coverage. Few snake bite cases, cases with minor head injuries
and wounds due to roof collapse and diarrhea/vomiting cases were the main conditions treated during
the day.
During visits of HFs, OPD registers were checked and health staff was interviewed but no communicable
disease of significance was reported. Medical supplies were found satisfactory in visited functional HFs.
In all visited areas, only two ambulances (1 at RHC Tando Jan Muhammad and 1 at RHC Jhudo) were
found supporting IDPs in term of medical care. No medical camp was observed/reported in any visited
IDPs camp.

Humanitarian Response:
All schools and health facilities have been temporarily converted into IDPs camps with poor support
from District Government. Only local community and few political/religious parties were found in the
field providing some relief support to IDPs, mainly in term of food. Response of International and local
NGOs was missing in the field. WHO team met IOM officials in DCO office, who informed the team that
they have provided some relief items for 300 families to DCO office on August 13, including tents, kitchen
sets, hygiene kits, plastic sheets, blankets, mats, ropes and jerry cans, but DCO office could not provide
them list of IDPs camps/information or any relevant data regarding distribution plan. By 13:00, DCO
office could not provide any information to WHO DEWS team and IOM regarding emergency situation
due to heavy rains.

Coordination:
During visit of EDOH office, District Monsoon rain control room was found closed due to national
holiday. No EDOH staff was there in the control room. On contact, it was informed by EDO-H verbally
that estimated 0.3 million population is affected due to heavy rains but it was a rough estimate based on
his observation. No official documents could be provided. WHO team visited DCO office and met few
officials including DDO-Revenue in absence of DCO. No emergency control room was established in DCO
office.
IOM team joined WHO DEWS team in DCO office and jointly requested DDO-Revenue a detailed
information regarding camps, support provided and needs of the district government. But no data was
available or provided by DCO officials. Lack of coordination among district authorities was observed.

Assessment of IDPs Camps:
The situation of camps was miserable with no health support from any organization except in Tando Jan
Muhammad (RHC T.J.Muhammad). No special arrangements for clean drinking water were observed.
Mostly camps were congested and open defecations in camp latrines were frequent. Poor sanitation
and drainage issues were common in these camps. In very few camps, TMA tankers provided water from
surface sources without chlorination. Samples have been collected from different sources in camps for
lab investigations. Overall environmental health condition was poor.
There was no increase in the number of AWD and other notifiable communicable diseases, however,
diarrhea, skin diseases mostly skin infections and scabies were a common complaint among the patients
visiting the health centers in the camps.
Main Challenges:
Poor health care support by district government.
Poor sanitation and drainage in IDPs camps.
Lack of clean drinking water in the camps.
Continuous provision of food supply and Shelter for IDPs.
Actions taken:
During camp visits, 150 jerry cans, 16,000 aqua tabs and 30 hygiene kits were distributed. Health
education was also imparted regarding importance of safe drinking water, personal and domestic
hygiene, safe use of latrines, proper hand washing and to keep environment healthy. Drinking water
samples were also collected from IDP Camps for microbial analysis.
Health care providers in HFs were sensitized regarding DEWS diseases and timely reporting. Data
compiled after assessment of IDPs camps has been shared with district officials and IOM for their future
interventions. There is a need of food, clean drinking water, aqua tabs/pure sachets, jerry cans, hygiene
kits, shelter, food items and medical cover for IDPs in the camps on urgent basis. On EDO-H and DCO
request, one DDK kit has been provided to district health authority.
