Brief Background: Professor Fong is a registered medical practitioner with over 30 years’ experience in medical and health care delivery and a wide range of leadership roles. His strengths lie in systems management, reform and change management, developing strategic directions and leading and managing both health policy and operational entities. He has held and continues to hold very senior positions in all health care sectors covering government services, private hospitals, academia, health research, public health, aged care and not for profit organisations.

He likewise has unique academic qualifications as he holds Bachelor Degrees in Medicine and Surgery (Uni of Western Australia), a Masters in Theological Studies (Regent College, University of British Columbia) and a Masters of Business Administration (UWA). He remains a registered minister of religion and has 40 year record of youth and community service leadership roles and was in fact a finalist in the 2010 WA Citizen of the Year Awards in the category of Community Service and awarded a Centenary Medal in 2011 for services to healthcare by the Australian Government.

Professor Fong currently hold various private corporate positions, namely: Chairman of Bethesda Health Care, Chair of the Western Australian Country Health Service Board, Chair of the State Government’s Ministerial Council for Suicide Prevention Council, Professor of Healthcare Leadership at Curtin University and a director of a number of health companies. He is also the owner of his management consulting company, Australis Health Advisory with a solid track record in engagements with governments, private and not for profit health companies. The good doctor is likewise active in Disabled People’s organizations, such as Board Member for the Alyansa Ng May Kapansanang Pinoy (AKAP-Pinoy), Adviser for the Naga City Resource Center For The Blind, and Convenor & Adviser of the Amputee Support Group. With the advances in disease prevention & decreased deaths, it is predicted that more people will live longer with chronic illnesses and disability. Disability managements starts from promotion, prevention, treatment to mainstreaming with early intervention playing a crucial role. Cognizant of the aforementioned, and primarily, of the Rights of persons with disabilities on social protection, the Philippine Health Insurance Corporation invested in 3 benefit packages on assistive technology for the <18y/o (Prostheses, Orthoses, Wheelchair, Hearing Aids, Optical & Non-optical Aids, Developmental Delay, PT,OT,Speech) and >18 y/o (Prostheses, Orthoses, PT, OT) that will ensure safe and functional reintegration towards education, employment and independence.

DR. EDUARDO P. BANZON Principal Health Specialist, Asian Development Bank

Brief Background Dr. Eduardo P. Banzon is currently the Principal Health Specialist at the Asian Development Bank where he champions Universal Health Coverage (UHC) all over Asia and the Pacific, supports countries in pursuing UHC, and provides advice on designing and implementing country UHC strategies. Dr. Banzon had a short stint as President & CEO of the Philippine Health Insurance Corporation (PhilHealth) having been appointed in October 2011 by then President Aquino but tendered his resignation in January 2013 for personal reasons. PhilHealth recognized his contributions in the advancement of Kalusugan Pangkalahatan or Universal Health Care (UHC) in the country. He first joined the government as Vice President of PhilHealth in 2000 where he provided technical leadership in its shift from a traditional indemnity health insurer into a proactive health insurance program that addresses the health needs of both the formal and informal sector population. Eventually, he was given additional assignments by the Department of Health to help facilitate and enable the growth of generics medicines, and promote the use and application of information technology tools in the health sector. He was likewise a Regional Adviser for Health Economics and Financing of the World Health Organization-Eastern Mediterranean Regional Office (WHO-EMRO) where he advised countries in the Middle East and North Africa on improving their health systems and achieving UHC. He was also a Health Economist in WHO-Bangladesh and Senior Health Specialist for the World Bank. Dr. Banzon completed his medical degree in the UP College of Medicine in 1992 and later completed an MSc in Health Policy, Planning and Financing from the London School of Economics and the London School of Hygiene and Tropical Medicine in 1998. He became a Clinical Associate Professor of the University of the Philippines (UP) College of Medicine and the Department of Clinical Epidemiology. He also was Research Associate Professor of the UP-National School of Business and was an adjunct faculty of the Asian Institute of Management and Ateneo School of Government. In view of Dr. Banzon’s passion in his field, his alma mater gave him a much deserved recognition and was awarded the Distinguished Alumnus Award (Health Policy Development) by the University of the Philippines Alumni Association in 2015. He was likewise tasked to give the commencement talks for the graduating medical classes of the UP College of Medicine in 2013 and the Ateneo School of Medicine and Public Health in 2015. On his personal side, Dr. Banzon was born in Bacolod City in November 4, 1966, and graduated High School valedictorian from St. John’s Institute which has recognized him as one of its most outstanding alumni. He is married to Johanna Solon Banzon and they are blessed with three children, Juan Eduardo 16, Julian Francisco 12 and Julianna Fidelis 10.

GAD S. LIM Principal Research Manager, Cambridge English Language Assessment

Brief Background Gad is Principal Research Manager at Cambridge Assessment where he leads research on International English Language Testing System (IELTS) and Occupational English Test (OET), two English language proficiency exams used by international healthcare professionals. In that capacity, he has provided advice to health regulatory bodies and immigration authorities. Gad reviews for all major language testing journals, and has presented and published on various aspects of language teaching and testing. DR. CARL W. TAYLOR, J.D. Executive Director of Fraser Institute for Health and Risk Analytics

CEO, XCH, LLC, Princeton, NJ/Boca Raton, FL/Nairobi, and Kenya

Brief Background Dr. Carl Taylor holds a BS from Marshall University and a Juris Doctor from the

University of Miami. An acknowledged leader in the area of innovation in healthcare and

disaster response, his current work runs from designing new dynamic approaches to risk

modeling, deploying strategies for risk mitigation, and sharing best practices for

succeeding in a changing healthcare risk environment. Combined experience from the

private sector, academia, and consulting all contribute to a broad based background

focused on the development and deployment of next generation strategies for knowledge

based healthcare event management.

Dr. Carl is the creator of AIMS, a leading disaster situational awareness tool, which has

grown from 7 users to nearly 1,000 within nine years and AMS a disaster management solution for low and middle-

income countries. Under Dr. Carl’s direction, the Center for Strategic Health Innovation at the University Of South

Alabama College Of Medicine created some of the earliest population health strategies which won both the Southern

Growth Policy Boards’ Innovator Award for Health Care and the Council of State Government Southern Legislative

Conferences’ Innovation of the Year Award for Health Care.

Dr. Carl has received commendations for his disaster response leadership from both the United States Senate and the

Response Training Center, which to date has trained over 12,000 public health and hospital disaster professionals in

all facets of disaster preparedness and response. In 2010 Dr. Carl was named the Principal Investigator and Executive

occurring outbreaks or geo-physical events. Carl served on the CDC Team B for the Deep-water Horizon Gulf Oil

Spill. Presently Dr. Carl serves as Executive Director of the Fraser Institute for Health and Risk Analytics. Fraser

provides guidance in medical risk management to large insurers, private sector companies including hospitals and

medical providers. Fraser has provided guidance to the World Bank on risk mitigation for infectious disease outbreaks

and other naturally occurring events. His current work is focused on designing new approaches for dealing with

impacted populations during infectious disease outbreaks.

Finally, Dr. Carl serves as CEO of XCH. He and his Kenyan team are dedicated to enhancing disaster preparedness

and response in the developing world. XCH provides the systems and planning to enhance medical response-ability

Brief Background Jemain Tinio Diaz De Rivera is an opinion columnist, and concurrently the Executive Director of the Healthcare Information Management Association of the Philippines (HIMAP). The association represents corporations in the Healthcare Information Management Services (HIMS) industry which is the fastest-growing sub sectors in the IT & Business Process Management sector.

Jemain has extensive experience in marketing and corporate communications. Before joining HIMAP and Business Mirror, she was the Senior Manager of the IT and Business Process Association of the Philippines (IBPAP), Marketing and Sales Manager of Pharmacanada, Inc., Public Affairs Manager of the Australian Embassy in the Philippines, and head of Edelman Public Relations in the Philippines. Health information management services (HIMS) is the fastest-growing emerging subsectors within the Information Technology-Business Process Management outsourcing sector. It comprises three core areas—the payer or insurance segment, the provider, and the pharmaceuticals segments that constitute the overall healthcare outsourcing subsector.

In 2015, the size of the HIMS subsector was estimated to be US$ 33.4 billion. It is expected to grow to $59 billion by 2022. The key driving force behind the high uptake of outsourcing, as seen with the HIMS subsector, is the increased motivation to reduce the overall business cost and the aspiration to further expand the subsector through improved service levels. However, growing concerns regarding data security issues, especially if managed by a third-party provider, and the various regulatory processes followed in each country make it a challenge to serve different markets.

A review of some of the technology trends shows that cloud computing is beginning to finally fulfill its potential for the healthcare industry. Uptake has been relatively slower when compared to other industries, as the healthcare vertical has traditionally been more sensitive toward data security and information confidentiality. Having seen much progress in terms of overall cloud security, the industry is expected to witness higher demand from 2017 onward. With greater opportunities in terms of cost reduction and enhanced agility, cloud computing will become the new normal in the healthcare industry. All these represents alternative business opportunities for hospitals, as we capitalize on strengths available in the Philippines.

DR. RENATO U. SOLIDUM Undersecretary for Disaster Risk Reduction and Climate Change, Department of Science and

Technology (DOST)

Officer-In-Charge, Philippine Institute of Volcanology and Seismology (PHIVOLCS)

Brief Background Dr. Renato U. Solidum, Jr. is a geologist having obtained a BS Geology degree from the University of the Philippines. He finished his M.Sc. in Geological Sciences from the University of Illinois at Chicago and his Ph.D. in Earth Sciences from the Scripps Institution of Oceanography, University of California, San Diego. He has worked with the Philippine Institute of Volcanology and Seismology (PHIVOLCS) since 1984 and became its Director in 2003 up to February 2017. He was appointed Undersecretary of the Department of Science and Technology (DOST) for Disaster Risk Reduction and Climate Change (DRR-CC) and assigned as Officer-In-Charge of PHIVOLCS since March 2017. In recognition of his contributions to disaster risk reduction in the Philippines, Dr. Solidum has received numerous awards, such as the Presidential Citation for Public Service, the Presidential Lingkod Bayan (Civil Servant) Award from the Civil Service Commission, the Professional of the Year in the field of Geology from the Professional Regulation Commission, the Excellence Award for Government Service from the Philippine Federation of Professional Associations and the Presidential Career Executive Service Award from the Career Executive Service Board. Dr. Solidum is part of many national and global initiatives related to disaster risk reduction. As DOST Undersecretary, he spearheads the department’s DRR-CC undertakings with different stakeholders.

DR. HILTON Y. LAM, MHA, Ph.D Associate Professor (Research)

Director, Institute of Health Policy and Development Studies

Brief Background Hilton Lam is a Ph.D. trained Health Economist with extensive experience in modeling the public health systems, and health policy analysis in the Philippines. Dr. Lam has worked on various burden of illness studies, and have completed a study on the cost of chemotherapy for breast cancer, small cell carcinoma, nonsmall cell carcinoma, colon cancer, rectal cancer, Hodgkins Lymphoma, and NonHodgkins Lymphoma. He is also a member of the Philippine National Formulary’s (PNF) Formulary Executive Council (FEC) which reviews all medicines to be included and excluded from the national formulary. He is currently assisting the National Center for Pharmaceutical Access and Management (NCPAM) develop the overall design, training manual, and user manual for a national Health Technologies Assessment (HTA) program. Brief Background Amer Alicer Saber was born on October 4, 1952 to a family dedicated to civil service. He is the 6th of the 8 children of the late Dr. Mamitua Desarip Saber of Marawi City and Orfia Sevilla Alicer who hailed from a prominent family of bankers and builders in Leyte. His late father was the first Filipino-Muslim conferred with the degree of Doctor of Philosophy in Sociology at the University of Kansas, USA. He was also one of the founders of the Mindanao State University, a premier state university in Mindanao. Taking pride from his father’s long list of achievements and accolades, Amer Saber pursued his career as a medical professional. He took up his preparatory medicine course initially at the Silliman University in Dumaguete City in 1969 and later transferred to the University of the East in Manila where he eventually completed his bachelor’s degree in 1973. Encouraged by his passion to heal the sick, he went on to finish his medical degree in 1979 at the Southwestern University-College of Medicine in Cebu City. Dr. Saber began his career as a highly-respected civil servant and medical professional after earning his medical license in 1980 and became a resident physician at the Cebu Medical Center from 1981 to 1982. After this short stint, he decided it was time to serve his fellow Maranaos. He eventually moved back to Marawi City in 1983 and served as a resident physician at the Amai Pakpak General Hospital (APGH )under the Integrated Provincial Health Office of Lanao Del Sur. While at the APHG, Dr. Saber’s career continued to flourish as evidenced by his several promotions. In 1989, he was promoted from Medical Specialist III to Assistant Provincial Health Officer I. In the same year, he was sent to the University of the Philippines-College of Public Health in Manila where he earned his Master’s Degree in Public Health. Subsequently, he was promoted to the rank of Provincial Health Officer II in 1993. In 1998, he joined the observational tour that focused on successful family planning program implementation and hospital operations at the Muhammed Mahin Hospital in Cairo, Egypt, the Mohammadia District Hospitals in Jakarta, Indonesia, and the Bikakabiin Agency in Yogyakarta, Indonesia. In 1999, when APGH was converted into a medical center, Dr. Saber was appointed as its Medical Center Chief, the position he still holds today. On the fateful night of October 13, 2006, APMC was razed to the ground by an accidental fire caused by faulty electrical wiring, at time when the APMC century-old building just completed its full renovation. Undeterred, Dr. Saber saw this as an opportunity to further develop the Medical Center. To this day, the APMC continues its program of expansion with the objective of becoming a teaching and training hospital. Guided by its vision and mission, Dr. Saber envisions APMC to be the premier Medical Center in North Central Mindanao and in the Autonomous Region in Muslim Mindanao. In recognition of his commendable initiatives, Dr. Saber was invited to join the 20th Anniversary of the Association of Medical Doctors of Asia (AMDA) in Okayama, Japan. Consequently, he was able to link APMC to international organization to strengthen the Medical Center’s program for emergency response and upgrade the hospital services through the training program in laparoscopic surgery offered by AMDA. On his personal life, Dr. Amer Saber is married to Luz Abapo Abarquez, who was a fellow medical student, and blessed with two children, Lumer Yassin and Sohra Amelou, a registered nurse. Lumer Yassin, who likewise holds a nursing degree, is raising two sons, Prince and Knight, with wife Johaima M. Alug.

Military Treatment Facilities (MTFs) or Military Hospitals in the Philippines are located in the different parts of our archipelago. All MTFs adhere to the prescribed standards set forth by the Department of Health (DOH) and other accrediting institutions and that all organizational matters (missions, functions, capabilities, procedures, employment, conceptualization, composition, upgrading, downgrading, activation and deactivation) conform with the guidelines, regulations, policies, directives and current

thrusts of the Armed Forces of the Philippines (AFP). There are thirty two (32) Military Treatment Facilities in Luzon, Visayas and Mindanao that are manned by Medical Corps (Military Doctors), Nurse Corps (Military Nurses) and Medical Administrative Corps (Allied Medical Professionals). Victoriano Luna Medical Center, Armed Forces of the Philippines Health Service Command in V Luna Avenue, Quezon City is a tertiary level training, DOH accredited hospital with a bed capacity of 1,200. It provides comprehensive tertiary healthcare services to active duty service members, their dependents and authorized civilians to prevent disease, restore health and maximize readiness. The rest of the treatment facilities are DOH accredited and classified as level I, II and Infirmary hospitals. The Presidential Security Group (PSG) Station Hospital at Malacanang Palace Park, Manila caters the medical and health needs of the President, militaries assigned at PSG, qualified civilian employees and their dependents and it is classified by the DOH as Infirmary hospital. The Medical Corps (MC), Nurse Corps (NC) and Medical Administrative Corps (MAC) are under the Technical Administrative Service (TAS) as their Branch of Service but due to the TAS Integration that was proposed this year they will be integrated to the different Major Services such as the Philippine Army (PA), Philippine Air Force (PAF) and Philippine Navy (PN). MC is one of the technical corps components of the AFP Medical Service. Primarily, they are the lead personnel in providing effective and efficient medical and health services to all military personnel, their dependents and authorized civilians. They are composed of military doctors who while employed in the military service are at the same time linked to their profession and to their own medical specialty organizations. NC provides nursing care and services necessary for the accomplishment of the mission set by the Medical Service. MAC performs administrative functions for the Medical Corps who give priority and devotion in performing purely professional duties.

DR. K. HARALD DRAGER President, The International Emergency Management Society (TIEMS)

Brief Background Dr. K. Harald Drager is one of the founders of The International Emergency Management Society (TIEMS). He has been the President of TIEMS since 2002 and has contributed significantly to the development of the society.

He is the Managing Director of QUASAR Invest AS in Norway, a consultancy in global safety, emergency and disaster management. He earned his Master’s degree in control engineering from the Norwegian Technical University in 1967 and a Master’s degree from Purdue University in USA in industrial engineering in 1973. His specializations are international organizational development, emergency, disaster and risk management, and project management. He has done consultancy work for numerous clients internationally, which include the World Bank/International Finance Corporation, NATO and the European Commission. He has been project manager of several international research and development projects for methods and software development in risk, emergency and disaster management. He was employed by Det norske Veritas, in 1967 and a member of the Board of Directors of the company for 5 years until he left the company in 1983 and founded his own consultancy firm. He took the initiative to establish TIEMS, and was the International Vice President of TIEMS since its inauguration in 1994 until 2002, when he took over as TIEMS President. He has published numerous papers internationally on emergency, risk and disaster management.

He was TIEMS representative in the EU funded NARTUS project with the responsibility for consensus building and establishing the PSC Europe Forum, an all-stakeholder forum for public safety communication. PSC Europe Forum is a self-governed organization after it was launched at the end of the NARTUS project in 2009, which arranges two assembly conferences each year and is a leading global advocate for standardization and research initiatives in public safety communication. He was/is a member of the advisory board/user boards of the EU projects, namely: ACRIMAS, OPTI-ALERT, CRISMA, ARCHIMEDES, EDEN, TAWARA_RTM, PHAROS, RESCUER, TARGET and DRIVER. He was a European Commission appointed evaluator for the EU Security Calls for FP7 2013, and the Horizon 2020 Call for Secure Societies in 2014. He is TIEMS Project leader in the EU ASSET Project (Action plan on Science in Society related issues in Epidemics and Total pandemics), a four year project which started in 2014, and TIEMS Project leader in the EU HERACLES Project (HEritage Resilience Against CLimate Events on Site), a 3 year project which started in 2016.

He was given the 2011 Certificate of Appreciation by IAEM (International Association of Emergency Managers), with the following words of appreciation, “It is rare that IAEM recognizes someone who is not a member of IAEM; but Mr. Drager, through his leadership of our partner organization, TIEMS, has served our profession with distinct thinking globally and acting locally to create a society of academics within our profession. Deputy General Team Leader of China International Search and Rescue Team since 2009 and also an expert group leader of Search and Rescue of China Earthquake Administration. He is the vice president of The International Emergency Management Society (TIEMS) since 2011 and TIEMS Vice President, China chapter since 2009. He was the Director, Digital Disaster Mitigation and Emergency Management Research Center, IDC, Peking University since 2009 and an expert in the field of Disaster Prevention and Mitigation of Ministry of S&T of China from 2015-2020, and a Global Expert of UNDP on Emergency Management since 2012. Dr. QU is also an expert of disaster mitigation group of IAP and Integrated Research on Disaster Risk (IRDR) program, ICSU Regional Office for Asia and the Pacific and a member of global experts of UNDP in disaster mitigation. He is a Standing Committee Member, Special Committee for Risk Analysis and Crisis Management under China Disaster Prevention and Mitigation and an Expert of Comprehensive Disaster Research Group supervised by Ministry of Science & Technology since 1993. Dr. QU talk shall touch on global earthquake disasters and Castastrophic Incident Search And Rescue (CISAR) activities, Urban Search and Rescue (USAR)/Computer Emergency Readiness Team(CERT) capacity buildings and disaster response in China. He will also talk about what we can do during emergencies and disasters including discussions on China’s Search And Rescue (SARs) for Asia and Pacific, as well as TIEMS’ function and activities during emergency operations.
