Prof. A.D. Sahasrabudhe, Chairman, AICTE welcomed all the members to the 11[7tt meeting of thcfixecutive Committee. The Chairman briefed the members about the following recent activities inAIC'f E since the last EC meeting:

. AIC'l'E conducted theory and practical examination of Undergraduate and Post graduate studentsof four Deemed to be Universities as per the directives dated November 03,2017 of l-lon'blcSupreme Court. There were 14 NlTs, Anna University, Chennai and PEC, Chandigarh as centres o[examination. 'lhe entire task of conceptualizing and execution to hold examination in a timebound manner of various LJG and PG courses was a herculean task. AICT'E places on record itsappreciation for Prof. Rajive Kumar, Adviser-I, Policy and Academic Planning Bureau [orspearheading this tremendous task with dedication and sincerity. 'fhe team of officers/officialsassociated with this task are acknowledged for coordinating and executing smooth conduct ofexams.

AICl'E approved running of Faculty Development Programme[FDP) through ISTE. 287 FDPs havcalready been held till date and 67 more programmes are lined-up for conduct till June 30, 2018.

A 3-day F'DP for Str,rdent induction which is a part of AICTE model curriculum having a compone ntof value based t'ducation have commenced in different parts of the country for training faculty toconduct induction programme for students beginning from the ensuing AY 2018-19.

The new Scheme launched by AICTE for National Doctoral Fellowship, has received a goodresponse from State and affiliated institutions.

Start-up activities have progressed well and letters have been sent to Governors, for inviting ViccChancellorsofStates/Ul'stohave adialogueneededlorcreationofmorejobs. Arccentonc-dayworkshop in the state of Jammu and Kashmir, drew a large response. Start-ups led bywomen area welcome step and are drawing full support as per MoU signed with Canada and CarltonlJniversity. A start-up mentor programme is also lined up at AICTII to be held during 25-26 June2018.

A workshop was held by MI-lRD in the last week of May at Mussorrie titled 'Vision 22'. Secretary(HIl), JS fiJIiJ and other officers of MHRD, UGC, NCTlj, AIC'fll etc., Dr. Manjul Bhargava, Dr. P. P.

Chakrabarti, Director, II1'-Kharagpur and Secretary, Skills also participated to discuss theroadmap of education in the country. Flon'ble HRM also attended and guided the participants.During this workshop, the Quality initiatives of AICTE were appreciated and UGC was also askedto prepare similar initiatives for betterment of Higher education in the country.

II'l Delhi has been designated as National Coordinator for developing a Perspective Plan fortechnical education in India. The industry chambers like CII, FICCI and ASSOCI{AM are alsorequtred to be roped in for giving their feedback on the current scenario oftechnical education.

F'raming of regulations for courses conducted by professional body/institutions is already inprogress by a duly constituted committee which will be sent to MHRD soon.

A Study in India program was conducted by NAFSA at Philadelphia, tJS during May 27, Junc 1,2018 and a delegation of members of EPSI led by Chairman, AICTLI along with Proi. Usha Natcsan,Adviser(ApprovalJ attended this program. It was an enriching experience to interact withacademic, industry, eminent experts from varied fields, corporates etc. across the world.lJniversities from morc than 120 countries participated. Special session was held betweenCanadian and Indian institutions for collaboration.

The Executive Committee appreciated the efforts made by AICI'E for improving the quality oftechnical education in the country.

The Executive Committee confirmed the minutes of the 116thmeeting of the Executive Committee held on April 26,20L8.

: To receive a note on action taken on the decisions taken andrecommendations made in the 11-6th meeting of the blxecutiveCommittee held on April26,2018.

The Executive Committee received the note on action takenon the decisions taken in the 116th meeting of the ExecutiveCommittee held on April26,2OL8.

: To consider and approve the recommendations of Expert VisitCommittee (EVCs) for new registration of Skill Knowledge Providers(SKPs) and Extension of Approval to the Skill Knowledge Providers[SKPs) under NSQF.

The Executive Committee was informed that there are 22 SKPsregistered with AICTE under NSQF instead of 10 SKPs asmentioned in the Agenda.

The Executive Committee deliberated and approved thcrecommendations of the Expert Visit Committee (EVC) of DrcamWeavers, falandhar Puniab as a new registered Skill KnowledgcProvider (SKP). The EC further approved the Extension ofApproval to the existing 18 SKPs under NSQF for the AY 2OtB-79and approved the closure of following three SKPs with a refundof their security deposit with AICTE:

The EC also approved the closure of M/s Assam ProfessionalAcademy (APA), Assam along-with the refund of Securitydeposit of Rs.5.00 lakh.

Furthermore, the EC suggested that a workshop of SKPs / NEIIMfacilitators / other stakeholders may be conducted by AICTH tounderstand various concerns, if any, while seeking approvalfrom AICTE. If required, the existing guidelines may be suitablyamended by AICTE for better facilitation and an advertisementmay tre issued in this regard for registration of more SKPs andNEEM facilitators.

To consider and approve the Final Draft of 'A Comprehensive TrainingPolicy for Technical teachers.' [Deferred Item of 116th EC meetingJ

A presentation on the'Iraining Policy for Technical Teachers wasmade during the meeting. The Executive committee deliberatedand approved the Final Draft of 'A Comprehensive Training ltolicyfor Technical teachers.'

The EC further recommended that the training policy may beuploaded on the AICTE website for inviting suggestions toimplement this policy by the respective [Iniversity / institution.

The EC was informed about availability/ acquiring of ,land forAICTE-Camp office at Vadodara, Guiarat where it is also proposedto build an infrastructure for holding workshops and training oftechnical teachers from time to time.

: To consider and approve the F'inal Draft on 'Recommendations forExamination Reforms'. (Deferred ltem of :t16th EC meeting)

A presentation on the 'Recommendations for ExaminationReforms'was made during the meeting. The Executive Committeedeliberated and approved the Final Draft on'Recommendations forExamination Reforms'. 'fhe EC further suggested that workshopsfor teachers on the 'Recommendations for Hxamination Reforms'may be conducted by AICTE inviting 1-2 faculty from concernedUniversities / institutions, who may form a chain for impartingfurther training to their co-faculty for adopting these reforms inthe examination pattern by all concerned.

To consider and approve permission for undertaking journey incheapest Airline under the scheme "support to students forparticipating in competition abroad".

The Executive Committee discussed on the proposal anddecided that AICTE, under the scheme "support to Students forParticipating in Competition Abroad" (SSPCA), should providcassistance of Rs.1.00 lakh as a package inclusive of all relatcdexpenses, to the eligible students as per the scheme withoutputting any barrier on head of expenditure.

: To consider and approve recommendations of the Committeeconstituted to evaluate the applications submitted by NEEM Applicants.

The Executive Committee deliberated and approved thefollowing:a) Registration of applicants as NEEM Facilitators as

recommended bY the Committee.

b) Withdrawal of applications by M/s Karma ManagementConsultants Private Limited, Maharashtra.

c) To close the cases of applicants which are not recommendedby the Committee and those applicants who remained absentin last two meetings.

The EC further suggested that a workshop of NEEM facilitatorsand other stakeholders may be conducted by AICTE tounderstand various concerns, if any, while seeking approvalfrom AICTE. If required, the existing guidelines may be suitablyamended by AIC IE for better facilitation and an advertisementmay be issued in this regard.

To consider and approve absorption/redeployment of staff of erstwhileNTMIS scheme.

The Executive Committee deliberated on the matter andapproved absorption/redeployment of staff of erstwhile NTMISscheme as per the decision of CAT and subsequent directions byMHRD as referred in the proposal. The EC approvedabsorption/redeployment of Smt. Asha P. Tanwade and Sh. Y.S.

Patil, erstwhile employees of NTMIS Nodal Centre Mumbai onsupernumerary posts. lt was decided that these twosupernumerary posts will cease to exist on superannuation ofthese aforesaid two NTMIS personnel.

: To consider and approve the Annual Accounts of the Council for theFinancial year 201.7 -L8.

A detailed presentation was made by Dr. B.L Rama, Adviser(Finance) on the Annual Accounts of the Council for theFinancial year 2Ol7-18. The Executive Committee was apprisedof the receipts and payments of funds under different heads ofAccounts under Plan and Non-PIan.

The Executive Committee after due deliberations approved thcAnnual Accourtts of the Council for the Financial year 2OI7-lB.The EC also appreciated the efforts made by the Finance lJureauand its Bureau head Dr. B.L. Rama, for on time completion ofAnnual Accounts for further sending to Director General ofAudit, Central Expenditure (DGACE) and Ministry of HRD, Govt.of India. The HC suggested that Hindi translation of AnnualAccounts may be taken up simultaneously for a timely placingthe same before both the Houses of Parliament.

To consider and approve the revised proposal for setting up ofInnovation Cell under Ministry of HRD, Govt. of India to be operatedfrom AICTE.

The Executive Committee was informed about MHRD letter thatexpenses on Innovation Cell are to be met by AICTE from its ownfunds and annual budget be reduced to Rs.6.00 crores per year,for a period of two years i.e. 2018-19 and 2Ot9-20. The FIC

approved the following actions initiated by AICTI1 for setting upof Innovation Cell under Ministry of HRD, Govt. of India to beoperated from AICTE:

a) Hiring of support staff through manpower agency ondaily wages, due to reduction in budget.

To consider and approve preparation of "Hands on Learning Series"standard textbooks based on the latest AICTE curriculum for theapproved Vocational Courses under NSQF for further recommending as

text-books for this curriculum and signing a MoU with M/s KhannaPublication.

To deliberate and decide the issue of granting approval to Standalone0DL Institutions to admit students twice in an academic Calendar Year.

The Executive Committee discussed and approved the proposal forapproval to Standalone ODI. Institutions to admit students twice ina Calendar Year. The EC further decided that the total studentsadmitted twice in a year shall not exceed the overall approvedintake capacity accorded by AICTE to respective institute till thetime AICTE notifies its regulations for Standalone ODL institutions.This data is to be submitted online twice in a year once by Augustend and second by January end.

To consider and approve the proposal for Auction & Disposal of old PCs

of AICTE Hqrs.

The Executive Committee considered and approved the proposalfor auction and disposal of 717 numbers of old PCs. of AIC'IE Hqs.,which have now become obsolete / beyond economic repair and allwere procured prior to the year 2010.

To deliberate and decide the proposal to modify the Approval Processfor establishment of new institutions offering 'lechnical Programs atDiploma/Post Diploma/Under Graduate Degree/Post Graduate Degret'and Post Graduate Diploma Levels.

The Hxecutive Committee deliberated on the proposal of givingLetter of Intent (tOI) and in principle accorded approval to theproposed procedure for Approval Process for 2Ol9-20 onwards incase of establishment of new institutions offering TechnicalPrograms at Diploma/Post Diploma/tJnder Graduate Degree/PostGraduate Degree and Post Graduate Diploma Levels on same linewhich was in vogue before 2012.

In the above process, approval of the new institute was in twophases. In first phase on the basis of land and approved buildingplans Letter of Intent (LOI) was being issued and was valid for twoyears. After completion of all required infrastructure on the basisof EVC report, Letter of Approval (LOA)/ Letter of Reiection (l,OR)was issued.

The EC, also decided that AICTE may accordingly modify on theproposed lines and other concerns may also be addressed in theAPH which may be consolidated and placed before the ExecutiveCommittee for further deliberations.
