    2) Due tothe extremely long half-lives ofthe radionuclides within the landfill, plans forcarrYingthe remedy beyond the 30-yea:rscope fur Alternative L4should beden1onstrated to'cover the estimated time needed to reduce the radioactivity belowlevels of concern.3) The perfunmmceof the concrete rubble used inthe final landfill cover design shouldbe evaluated and reported toensure integrity of the cap in perpetuity. 4) Trigger criteria based onlong-tenn monitoring data, such asnewly detectedgroundwater contamination, should be set forth within the ROD, vvhlchpotentiallyrequiresadditional investigation and/or remedy modification discossions. Thefive-year review events would be aneffective tool inthe collection and evaluationprocess for any such future decision-making efforts.5) To supplement the five-year reviews, an agreement with the United States ArmyCorps ofEngineers and the Earth City Uvee District should be developed t perfonnregJ.tlarinspections and maintenance ofthe levee system surrounding the'West LakeLandfilLThe department sees atl th.eseas important aspects of a successful Long-Term StewardshipProgram.Asweare progressing toward development of the remedial design, it is important tokeepin mindthe amount >f time that the institutional and engineering controls ~ i l l need to be in place andfunctioning according to the design specifications, irlorder for them tobe protective ofhumanhealth well into the future. The department isready to assist and participate in reviewing alldecision documents and design plans prior tofinalization to ensure that 'they meet the substantivecurrent state regulations and standards, aswell asmeeting the stewardship aspects ofprotectiveness and longevity demands.We understand that the EPA will now compose the Responsive Summary to public commentsreceived andthen develop the ROD.
