Commander’s Action Line
The Commander’s Action Line gives all Air-men a direct link to the 113th Wing command-er for any questions or suggestions regarding the 113th Wing.
The action line can be used to express con-structive points of view on the policies and procedures of the wing, as well as discuss safety and security issues. The goal is to pro-vide you with an accurate, timely response.
Airmen should use this tool after coordinat-ing problems or concerns with supervisors, first sergeants or commanders. If you’re not satisfied with the response or are unable to resolve the issue, e-mail the action line at [email protected].

Women’s Equality DayIn1971,Congresspassedlegislationtoofficiallyrecog-
nizeAugust26ofeachyearasWomen’sEqualityDay.Thedaymarkstheanniversaryofthe19thAmendmenttotheU.S.Constitution,whichwaspassedonAugust26,1920,andgavewomentherighttovote.Women’sEqualityDayalsodrawsattentiontowomen’songoingeffortstoachievefullequalitywithmen.Manyorganizations,libraries,work-places,andotherinstitutionshaveobservedthedaybypar-ticipatingineventsandprogramsthatrecog-nizewomen’sprogresstowardequality.Thisallstartedin1948whenPresident
HarryTrumansignsintolawtheWomen’sArmedServicesIntegrationAct,grantingwomenpermanentstatusintheRegularandReserveforcesoftheArmy,Navy,andMa-rineCorps,aswellasthenewlycreatedAirForce.ThenewAirForceincorporatedaprogramwhichservedtobringwomenintolimitedrolesintheUnitedStatesAirForce.TheprogramincorporatedwasWomenintheAirForce(WAF).TheWAFprogramendedin1976whenwomenwereacceptedintotheUSAFonanequalbasiswithmen.WhentheUSAFwasofficiallyformedin1947,anumber
offormerWomen'sArmyCorpsmembers(WACs)continuedservingintheArmybutperformedAirForceduties,astheAirForcedidnotadmitwomeninitsfirstyear.SomeWACschosetotransfertotheWAFswhenitbecamepossible.Atitsinceptionin1948,WAFwaslimitedto4,000en-
listedwomenand300femaleofficers.Womenwereencour-agedtofillmanydifferentrolesbutwerenottobetrainedaspilots,eventhoughtheUnitedStatesArmyAirCorpshadgraduatedtheirfirstclassoffemalepilotsinApril1943underwartimeconditions.WAFwasdistinctfromtheWom-en'sAuxiliaryFerryingSquadron(WAFS),asmallgroupoffemaleciviliantransportpilotsthatwasformedin1942withNancyH.Loveascommander.WAFSwasfoldedintotheWomenAirForceServicePilots(WASPs)in1943;WASPwasdisbandedinDecember,1944.TheWAFdirectorshipwastobefilledbyanon-pilot.AllWAFswereassignedgroundduties,mostendingupinclericalandmedicalposi-tions.Womenwhowerealreadypilotsandwhowouldhavebeen
goodcandidatesforWAFleadershipwereinsteaddivertedtotheAirForceReserves.Forexample,NancyHarknessLove,founderandcommanderoftheWomen'sAuxiliaryFerrying
Squadron(WAFS)andexecutiveoftheWomenAirForceServicePilots(WASPs),wasawardedtherankoflieuten-antcolonelintheReservesin1948afteritwasdirectedtoadmitwomen.JacquelineCochran,whohadvolunteeredintheRoyalAirForceandhaddemonstratedsolidleader-shipingreatlyexpandingtheWASPprogram,wassimilarlydirectedtojointheReservesin1948withinwhichsherosetotherankoflieutenantcolonelin1969.FemalepilotsintheReserveswereclassifiedasfederalcivilianemployees,not
activemilitarypersonnel.In1967,PresidentJohnsonsignedPublic
Law90-130,liftinggraderestrictionsandstrengthlimitationsonwomeninthemili-tary.1973wastheendofSelectiveService(the"draft")meaningmilitaryrecruitingpracticeswerebeginningtoexperienceradi-calchanges.In1976,womenwereacceptedintothemilitaryonmuchthesamebasisasmen;theseparatestatusofWAFwasabol-ished.Thatsameyear,theUnitedStatesAirForceAcademybeganacceptingfemales.Accordingto2013DoDDepartment
ofVeteran’sAffairswomenservinginthemilitaryis14.6%onActiveDutystatusand
isslightlyhigherforReservestatusat19.5%andintheNa-tionalGuardat15.5%.Intoday’sRegularandReserveforcesoftheArmy,Navy,
andMarineCorps,aswellastheyoungestbranchcreatedtheAirForceopenlyacceptswomen.Barriersarestillbeingbrokenfornotonlyrecruitmentbutjobsallbrancheswel-comewomentoenlistandcommission.U.S.militaryleadersinJanuary2013formallyliftedthebanonwomenservingincombatpositions,withDefenseSecretaryLeonPanettasayingwomenhavebecomean"integralpart"ofthemilitaryandhavealreadydemonstratedtheirwillingnesstofightdur-ingthewarsofthelastdecade.ThegroundbreakingmoverecommendedbytheJoint
ChiefsofStaffoverturnedthe1994rulebanningwomenfrombeingassignedtosmallergroundcombatunits.Pa-netta'sdecisiongivesthemilitaryservicesuntilJanuary2016toseekspecialexceptionsiftheybelieveanypositionsmustremainclosedtowomen.TheMilitaryisareflectionofourNation,sowithallthe
constantstridestowardsequalityrememberweareinaevo-lutiontoaccomplishWomen’sEquality.TakestrideinrenderingaSaluteofrespecttotheWomen
oftheMilitaryaswellasourNation’sworkforce!

TheDistrictofColombiaEmployerSupportoftheGuardandReserve(ESGR)regularlyhostseventsforthelocalemployersofGuardsmenandReserviststostrengthencom-munityemployersupport.Themostrecenteventwasanairrefuelingmission,
enablingemployersofthelocalcommunitytoflyonaKC-135RStratotankerwiththe459thAirRefuelingWingReserveunitMay14.TheD.C.ESGRwillhostthenexteventforthe113th
Wing,AirNationalGuardonSeptember18.Thiseventwillbea‘BreakfastwiththeBoss’.AirmencannominatetheiremployersfortheeventbycontactingMs.ArseniaEdwardsatarsenia.edwards.ctr@mail.milorbycalling(202)685-8823.“BossLiftsareanexcellentwaytogainthesupportof

viceEmploymentReemploymentRightsAct(USERRA),afederallawprotectingtherightsofworkingindividualswhoserveorhaveservedintheuniformedservices.
Col.RonaldStamps,directorofthejointstaff,D.C.Na-tionalGuard,spokewiththeemployersabouttheimportantroleofthesupportiveemployerattherecentBossLift.“Withoutourtraditionalguardsmenandreservists,we
couldnotdoourmission,”saidStamps“…andwithouttheemployer’ssupport,wecouldnotdothemission.”TheintentoftheESGRistoincreaseemployersupport
fortheArmyandAirNationalGuardandtheReservebyencouragingemployerstoactasadvocatesforemployeeparticipationinthemilitary.EmployersareencouragedtosignastatementofsupportpledgingtohonortheUSERRA.Theemployerspledgetoappreciatethevalues,leadershipanduniqueskillsservicemembersbringtotheworkforce,andwelcomeopportunitiestoemployGuardsmen,Reserv-ists,andveterans.“MostemployersthatattendtheseESGReventsleave
excitedandhaveanunderstandingthattheyneedtosup-portourmilitarymembersandthisinitiative,”saidESGREmploymentCoordinatorJanieBranson,whospecializesintheHero2Hiredprogram,andworkswithlocalcommunityemployersofGuardsmenandReservists.“Theyhaveanewinsightforthatyoungservicememberthattheyareemploy-ingandabetterviewofthatperson’scommitment.”.TheDepartmentofDefenseestablishedtheESGRand
sincethecreationofthisprogramin1972,thousandsofem-ployershavecommittedtoshowtheirsupporttotheirArmyandAirNationalGuardandReserveemployees.

201st AS retires C-38In1998theD.C.AirNationalGuardacquiredtwoair-
craftssolelyuniquetothem,theC-38A.Amodifiedcivilianaircraft,the201stAirliftSquadronoperatedtheaircraftsprimarilyforoperationalsupportanddistinguishedvisitortransport.Nowafter17yearsofservice,thejourneysoftheaircraftsarecomingtoanend.
In effort to reduce costs, the 201 AS,113thWing,releasedtheaircraftfromAirForceinventoryandtheNavypickedthemuptobeusedaschaseplanestoreplacetheF-18sfortheirmissions.TheC-38isuniquetotheD.C.
ANGbecauseitwastheonlyoneintheentireDefenseDepartmentwiththisparticularaircraft.Withitsspaciouscabinabletoseateightpassengersalongwithtwopilots,theC-38Awasusedtotransportdistinguishedvisitorssuchastheexecutivebranch,congressionalmembers,DepartmentofDefenseandhigh-rankingU.S.andforeigndignitaries.Whiletransportingdistinguishedvisitorswastheaircrafts
primaryjob,itcouldalsobeusedformedicalevacuation.“Wehadthecapabilityofputtingaspectrummedicalunit
inside,”saidLt.Col.ScottGlasser,C-38Aaircraftcom-mander.“Wecouldtakeouttheseatsandreconfigurethein-teriorwiththecapabilityoftakingeitherapatientorababy.WewereabletodoafewmissionswherewewereabletobringpatientsintotheD.C.areawhichwasaveryrewardingexperience.”
The201ASwasequallychallengedtomaintainthisaircraftbecausetherewasnootherunittocalluponforpartsormaintenanceassistance.UnlikethemajorityofaircraftintheAirForceinventory,notechnicaldataormanualsexistedforusebytheC-38crew.
TheAirmenwithprideutilizedtheAirForcecorevaluesandplacedservicebeforeselftoensurethatthisuniqueair-craftmaintainedafullymissioncapablestatus.“Themaintenancepeopleinthisunit
havebeenabletotakeaverychalleng-inganddifficulttechnicaldataaircraftandreallymakeitworkforthislongperiodoftime,”saidMaj.JasonKunik,201ASmaintenanceofficer-in-charge.
“Itreallybodestothequalityofourmaintainers.Itwasachallengingprogram,butasuccessfulprogramduetothepeople.”
Even though this aircraft had its challenges, it strength-enedthebondamongAirmenandleadershipwithinthe201AS.“Wehaveputalotofblood,sweatandovertime,through
nightsandholidays,onthisaircrafttogetittomakeamis-sion,”saidMasterSgt.CarlT.Watson,201ASsystemsflightsupervisor.“Itreallyseparatespartschangersfrommechanicstokeepitflying.”Itiswithaheavyheartsomewillsaygoodbyetotheair-
craftstheyhaveworkedsocloselywith.

“I’malittlesadtoseeitgobecausethishasbasicallybeenmyairplanemywholecareer,”saidMasterSgt.FrancisLauterborn,201ASqualityinsuranceinspec-torandformerC-38crewchief.“I’vebeenworkingonthis,alongwithafewotheraircrafts,butthisismymainaircraft.I’veflown20to30timesonitinthepast,formaintenancereasons.Therewasaperiodoftimewheretheyhadflyingcrewchiefsonthisaircraftstomaintainitontheroad,soIdidthatforawhile.It’ssuper-fastandsupersmooth.It’saniceflyingairplane,itfeelslikeamini-fighter.”AformalceremonywasheldJuly24onJointBase
Andrews,Md.,tocommemoratetheevent.Speakingtoanaudiencecomprisedofpilots,crewmembers,andcontrac-torswhohavesupportedtheaircraftthroughtheyears,Brig.Gen.GeorgeDegnon,113WGCommander,sharedafewmemorieswiththecrowdandletthemknowhowproudhewasoftheyearsofservicetheaircraftoffered.“Althoughtherearecurrentlynoplanstoreplacethe
C-38,ourexperiencedpilotsandmaintainersarereadytoacceptnewaircraft.Wemusttakeadvantageoftheirvastexperience.BeingintheD.C.area,wehavethepersonnelandclients,sothe201stASstandsreadytoacceptnewairplanes,”saidDegnon.
TheC-38flewitslastmissionasanAirForceasseton27JulyandwaspilotedbyLt.Col.GlasserandMaj.HeatherPenney.AlthoughthetwoC-38Asjourneyhascometoanend
atthe113WG,theplanes’longserviceisnotoveryetandtheteamworkandcomraderybuiltfromtheC-38Asmis-sionswillcertainlyremain.
