Program Overview

MISSION STATEMENT Navy Wounded Warrior – Safe Harbor coordinates the non-medical care of seriously wounded, ill and injured Sailors and Coast Guardsmen, their families and caregivers. Through proactive leadership, the program provides individually tailored assistance designed to optimize the success of shipmates’ recovery, rehabilitation and reintegration activities.

The challenges that accompany a serious illness or injury can be confusing, frustrating and exhausting for a service member. Navy Wounded Warrior – Safe Harbor is ready to help. Navy Wounded Warrior provides seriously wounded, ill and injured Sailors and Coast Guardsmen, as well as their families and caregivers, with non-medical care. The program tailors support to each enrolled service member’s specific recovery, rehabilitation and reintegration needs. It allows service members and their families to focus on getting well and rebuilding their lives without distractions.

The Navy defines a wounded warrior as any Sailor or Coast Guardsman with a serious illness or injury requiring long-term care that may necessitate a Medical Evaluation Board and/or Physical Evaluation Board to determine fitness for duty. Essentially, the term “wounded warrior” has expanded to include a population much larger than those injured in combat. Navy Wounded Warrior enrollment consideration is given to: Operation Iraqi Freedom (OIF)/Operation Enduring Freedom (OEF)/Operation New Dawn (OND) casualties; service members injured in shipboard or training accidents; service members injured in liberty accidents; and service members diagnosed with serious illnesses – both mental and physical. Navy Wounded Warrior also will consider enrolling – on a case-by-case basis – service members who are not seriously wounded, ill and injured, but are high-risk.

Navy Wounded Warrior’s history is brief, but it has witnessed many changes. Back in 2005, the Military Severely Injured Center requested a Navy Liaison at their center to support Sailors seriously wounded in combat. A Navy Liaison, a Program Director and an Outreach Case Manager were designated as the first staff of Navy Wounded Warrior. At that time there were 20 wounded Sailors enrolled in the program. Today, only 11 years later, Navy Wounded Warrior has expanded more than twenty-fold, and its staff includes non-medical care providers located throughout the country. The program supports more than 4,100 seriously wounded, ill and injured Sailors and Coast Guardsmen, as well as their families. In 2012, Navy Wounded Warrior realigned from Total Force Requirements Division (OPNAV N12) to Commander, Navy Installations Command (CNIC). The program became N95, a department of Fleet and Family Readiness (N9) within CNIC. Effective Oct. 1, 2013, the program’s operations have fully regionalized across the five Navy CONUS regions and Hawaii. In 2015, Navy Wounded Warrior institutionalized its policies and processes through publication of CNIC Instruction 1740.1 highlighting the responsibilities of headquarters and regional staff in program execution.

Navy Wounded Warrior assists more than 4,100 wounded, ill and injured Sailors and Coast Guardsmen. As of 19 May 2016, more than 2,500 seriously wounded, ill, or injured service members are enrolled in the program and 1,670 less seriously wounded, ill, and injured service members have also received assistance with their immediate needs. The proportion of illnesses is currently outpacing injuries due to an uptick in cancer and PTSD diagnoses. Navy Wounded Warrior enrolled median age is 36, well above the average for the US Army and United States Marine Corps due to less combat exposure. Among those enrolled, the vast majority are male, enlisted and active duty. More than half of enrollees are currently transitioning out of the military. Only about 20 percent of Navy Wounded Warrior injuries are combat related which translates into an enduring mission for Navy Wounded Warrior as we continue to provide support to seriously ill and injured Sailors and Coast Guardsmen.

What does enrollment in Navy Wounded Warrior mean? Once enrolled in Navy Wounded Warrior, Sailors and Coast Guardsmen are assigned a team of non-medical care professionals who help them identify their short- and long-term goals. They develop a Recovery Plan outlining how those goals will be achieved. In addition, non-medical care providers address the service members’ day-to-day needs and work to resolve any problems that arise during their recovery process. Perhaps most importantly, non-medical care providers offer enrollees a shoulder to lean on, a helping hand, an ear to listen and encouraging words. They act as advocates when service members need one most.

Here are some examples of the non-medical support provided during service members’ recovery – when their medical conditions are most critical and the routine of daily life is most disrupted. For example, if family members need to travel to the bedside of a service member who has been seriously wounded in combat, Navy Wounded Warrior facilitates Invitational Travel Orders from the parent command and identifies housing options for the family.

Navy Wounded Warrior tailors assistance to each enrollee’s needs. It connects service members to existing programs and resources based on their specific situation. For example, Navy Wounded Warrior has on staff an attorney who – among other duties – serves as a mentor and advisor to enrollees, their non-medical care providers and their families. The attorney is thoroughly familiar with Navy and Coast Guard policies and procedures and can provide guidance on legal dilemmas of all shapes and sizes. In addition, the attorney coordinates closely with Naval Legal Service Command to connect enrollees with a global network of Legal Assistance Attorneys, as necessary.

Navy Wounded Warrior administers two crucial benefits for wounded warriors and their families. SCAADL – Special Compensation for Assistance with Activities of Daily Living – is a monthly compensation for service members who incur a permanent, catastrophic injury or illness. SCAADL helps offset the loss of income by a primary caregiver who provides non-medical care and support for the service member. PAC – the Navy’s Pay and Allowance Continuation Program – allows for the continuation of pay and allowances for up to one year during a service member's hospitalization and rehabilitation after incurring a wound, illness, or injury while on duty in a hostile fire area, or while exposed to other hostile actions. The administration of these benefits is overseen by Navy Wounded Warrior’s Navy Personnel Command Liaison.

The term “family” can mean many things: a spouse, a parent, another relative, a significant other, or a friend. However they are defined, the families of wounded, ill and injured Sailors and Coast Guardsmen are crucial. Without their selfless dedication, Navy Wounded Warrior enrollees would not likely be so successful in their recovery, rehabilitation and reintegration activities. Navy Wounded Warrior provides enrollee families with a variety of support services – including those outlined here – which help to make their jobs as caregivers more manageable and alleviate some of the stress that accompanies a major life change.

Adaptive sports reconditioning – athletic activities that are modified to meet the abilities of injured or ill individuals – are essential to the recuperation of wounded warriors. All enrollees in Navy Wounded Warrior are encouraged to make athletics a key component of their recovery and rehabilitation plans. The Navy Wounded Warrior Adaptive Sports Coordinator involves enrollees in a variety of athletic activities. The program hosts a series of adaptive sports reconditioning camps that focus on track and field, wheelchair basketball, archery, shooting, swimming, seated volleyball and other sports. The program also involves enrollees in the annual DoD Warrior Games, Multinational Invictus Games and other sports clinics and competitions hosted by partner organizations.
