B-1 Data Collection

• MSDS Fall, Spring, and EOY Collections are used to calculate B-1: Graduation (Student Record Maintenance is also included) starting with first time freshmen and updated each year with the outcome of that cohort reported four years later as the Four Year Cohort Graduation Rate (five and six year cohort rates are also calculated)

• Graduation and Dropout (GAD) Application: Graduation Rates are appealed here. Check your rates for all students. Make necessary changes in the MSDS for elements such as: PEPE district, grade/setting, participation, and exit status.

B-1 Common Data Errors

• Neglecting to exit students in MSDS General Collection for EOY when students leave district (knew the student was leaving)

• Failure to exit students who don’t show up but were expected to continue in district (didn’t know the student was leaving)

• Neglecting to exit students with an IEP who reach maximum age or receive certificates

• Confuse district rate with high school rate--rates may be different even with one high school

Based on data review, locals issued a B-1 results transmittal in the April workbook must: •Convene a Review & Analysis Process (RAP) Team

•Review and analyze local data

•Create an improvement plan

•Complete and submit a Results Transmittal in CIMS

calculate B-2: Dropout (Student Record Maintenance is also included) by dividing the number of students with an IEP who dropped out of high school in one year by the number of students with an IEP in grades 9-12 in the same year

Percent of students with an IEP aged 6 through 21 served:

• Inside the regular class 80% or more of the day

• Inside the regular class less than 40% of the day

• In separate schools, residential facilities, or homebound/hospital placements

Measurement Michigan established targets effective 2011:

• Percent of students served in the regular class 80% or more of the day: ≥ 63%

• Percent of students served in the regular class less than 40% of the day: ≤ 11.9%

• Percent of students served in separate facilities: ≤ 4.8%

• Codes for children at least 6 years of age – Code 02: Public or Private Special Education School

Building at Public Expense (SE services at facility, but sleep at home)

– Code 03: Public/Private residential facility at public expense. (SE services at facility & sleep at facility)

– Code 05: Correctional Facility. Include juvenile detention facilities and correctional facilities. (SE services at facility because student disciplinary incident)

– Codes 06 & 07: Homebound/Hospital and Parentally Placed (respectively)

– Codes 11-13: Time in Gen Ed: >80%, 40-79%, or <40% (respectively)

Primary Educational Setting – Correctional or Residential Facility•Location where student participates in SE programs/services

•Codes categorized by age (birth-2, 3-5, 6-21)

•Age as of Collection Count Date, however, Special Education Count is in the fall

•Code 02: Public or Private Special Education School Building at Public Expense (SE services at facility, but sleep at home)

•Code 03: Public or Private Residential Facility at Public Expense (SE services at facility & sleep at facility)

B-5 Monitoring• Locals may participate in either an onsite

focused monitoring activity or a desk audit during the Spring Cycle

• Locals issued a B-5 finding of noncompliance in the August workbook must:

− Convene a RAP Team

− Review and analyze local’s policies, procedures, and practices

− Submit a corrective action plan (CAP) by October 1

− Submit a progress report by February 15

− Request verification and closeout by April 1

Your Indicator 5 data can be viewed in MSDS Report - Student Count by Primary Ed Setting:

– Step 1: Login MSDS

– Step 2: On left link under “Certified Data Reports”  click Certified Reports

– Step 3: In Submitting, Entity enter your LEA code or name and select it from drop down that appears

– Step 4: In Collection, select “Fall 2011 General Collection 2011-2012.”   Special Education count was combined

– Step 5: In Report, select “Student Count by Primary Ed Setting”

– Step 6: In Format, select “Excel” or PDF if you prefer.  Your screen you look like the image below
