Northern College

Northern College serves the postsecondary education needs of over 1,700 full-time postsecondary students, with an additional 700 students in China, and 6,700 part-time and continuing education students in the Cochrane and Timiskaming Districts of Northeastern Ontario. Its catchment area covers 160,000 square km and includes 65 communities, 18 of which are First Nations. The college has four campuses located in: Haileybury, Kirkland Lake, Moosonee and Timmins and seven Learning Centres throughout its service region. Northern College is recognized for its warm, welcoming and culturally inclusive environment. As a highly respected community and regional partner, the College plays a strong role in the region’s economic development and success. Northern College participates in regional development projects that build community capacity, and its faculty, support staff and administrators are dedicated to helping individual learners succeed. Campuses

Timmins Campus – the main and largest campus houses the Centre of Excellence for Trades and Technology (opened in 2010)offering cutting-edge programs in trades and engineering technology; and the newly opened Integrated Emergency Services Complex.

Haileybury Campus - home to the modern Veterinary Sciences Centre, which attracts students from across Ontario, and the world-renowned Haileybury School of Mines .

Kirkland Lake Campus – houses the School of Welding Engineering Technology - a leader in the field of welding education and training. The School was the first in North America to become an authorized training body for the International Institute for Welding (IIW).

Moosonee Campus – has a satellite Trades Centre, linked to the Centre of Excellence for Trades and

Technology, located at the Timmins Campus. It provides high-skills training in technology, trades and apprenticeship programs to James Bay coastal communities.

Draft Strategic Mandate Agreement (2017 – 2020)

The Strategic Mandate Agreement between the Ministry of Advanced Education and Skills Development (MAESD) and Northern College outlines the role the college currently performs in Ontario’s postsecondary education system and how it will build on its current strengths to achieve its vision and help drive system-wide objectives and government priorities. The term of the new SMA is from April 1, 2017 to March 31, 2020, and addresses the following Priorities for Differentiation:

Student Experience Innovation in Teaching and Learning Excellence Access and Equity Applied Research Excellence and Impact Innovation, Economic Development and Community Engagement Enrolment Strategy, Program Direction, Sustainability and Partnerships Institutional Collaborations and Partnerships

As an institution, Northern College identifies the following “Institutional Aspirations”:

Building collaborative partnerships provincially and internationally to attain a full-time enrolment (FTE) count of 2,020 students by 2020;

Achieving barrier-free learning; Becoming the college of choice for Indigenous learners.

Additional aspirations include:

Collaborating with Algoma University to see an expansion of undergraduate programs at the Timmins Campus that will create clear 2+1 and 2+2 pathways from college diploma to undergraduate studies;

V i c e - P r e s i d e n t , C o r p o r a t e S e r v i c e s

The Vice President Corporate Services is the senior administrative position at Northern College accountable for providing leadership, strategic planning and senior management direction to the managers and staff responsible for the administrative services of the college. The Vice-President, Corporate Services is accountable for finance, human resources, plant and property, and ancillary services. The Vice President holds an appointment as Treasurer of the Board of Governors. The Vice President Corporate Services is a senior administrator who participates in the overall management of Northern College as a member of the President’s Senior Management Team and as such shares accountability for the attainment of the college’s Strategic and Business Plans. The Vice President Corporate Services provides strategic advice to the President.

Key Leadership Priorities for the new Vice-President, Corporate Services:

• As a member of the Senior Management Team of the College, share strategic and operational accountability for the attainment of the College’s Strategic and Business Plans.

• Working closely with the Corporate Services Team, oversee and champion the successful implementation and execution of initiatives contained in the Business Plan.

• Identify opportunities for positive change that will continue to enhance organizational efficiency, effectiveness and innovation, while maintaining high levels of quality, service and student satisfaction. Strive to enable a culture of continuous improvement, quality and effectiveness across the division and entire organization.

• As Treasurer, provide sound advice and support to the President and Board of Governors in order ensure the financial integrity and sustainability of Northern College while ensuring compliance with all Ministerial/legal/policy requirements and objectives.

• Provide solid leadership, management, mentorship and support to the core team of managers (and their respective teams) within the portfolio to ensure future success, continuous improvement and development. Be visible within the various campus locations of the college.

• Provide executive management and oversight of the College’s Private/Public Partnership.

• As a member of the Senior Management Team, help to spur new/enhanced entrepreneurial growth, contract/corporate training partnerships and opportunities to ensure sustainability and new revenue streams into the future.

• Provide strategic support to the President and College to ensure positive human resources, labour relations and engagement across the institution.

• Lead the development of long-term business plans and approaches to planning, including capital investment, planning and deferred maintenance costs – as part of the current and future budget plans and processes of the College.

• Champion and enable a collaborative philosophy and approach with all other leaders and departments across the College to ensure cohesion and synergy.

Reporting Structure to the Vice-President, Corporate Services Reporting directly to the President, The Vice-President, Corporate Services is a member of the Senior Management team of the College which includes the following positions currently:

The Vice-President, Corporate Services also holds an appointment as the Treasurer of the Board of Governors, and

assists the President in advising the Board of corporate issues, such as planning, by-laws, finance, budgeting and

A minimum of a post-secondary degree (i.e., Business Administration) is required. A Master’s

degree/MBA, and professional accounting designation would be viewed as an asset, but is not considered mandatory.

A minimum of 13 years of corporate leadership and management experience from within a complex, unionized, public-sector environment or organization.

Proven ability to lead and manage a diverse team of professionals and leaders across different disciplines in the division which includes finance, human resources, physical resources, and corporate training services. Proven leadership and management skills to successfully support, mentor and develop teams and professionals. Experience and expertise in managing human resources, labour relations, health and safety, and the administration of collective agreements will be important.

Demonstrated strategic thinking, planning, and analytical skills within the context of the College’s strategic mandate and priorities and within a constantly-evolving environment. Proven skills providing leadership in strategic and business planning, budgeting, forecasting, modeling and preparation of financial statements, management reports and plans, as well as enterprise-wide risk management to ensure the effective allocation, management, alignment and optimization of resources across the College. Will be proficient in the use of financial and management software and business information technology.

Proven experience working with Boards and Audit/Finance Committees as a member of an executive

leadership team. Demonstrates a high degree of personal and professional integrity, competence and credibility, to ensure confidence.

Demonstrated ability to develop and optimize respectful, collaborative and mutually-beneficial relationships and partnerships across the institution, with community/business partners, as well as the Ministry of Training Colleges and Universities (MTCU). Experience working with Indigenous communities and/or partners would be valuable. Experience developing, negotiating and managing complex contracts and partnerships will be beneficial.

Strong decision-making and problem-solving skills. Exercises excellent judgment by relying on professional knowledge and experience. Will hold him/herself and others across the division and College accountable. Will have the courage and conviction to make tough decisions/recommendations, as required.

Ability to champion innovation and continuous improvement by offering new ideas, challenging the status quo, presenting new approaches, ideas and solutions, and encouraging others to do the same. He/she will maintain a supportive environment to develop and implement new approaches effectively balancing risk-taking and return on investment.

Excellent interpersonal skills and highly developed oral and written communication skills. An open, approachable, accessible and collegial style. A positive, optimistic attitude and good sense of humour is valued.

Compensation Package Salary band 16: $126,716 to $168,954 per annum (*presently under review) The position is eligible for an annual Performance Incentive of up to 15%. The College also offers a complete range of fringe benefits, including a comprehensive benefits plan, and CAAT (Colleges of Applied Arts and Technology) defined-benefit pension plan.
