the Jubilee Year such as:the opening of Holy Doorsand the granting of plenaryindulgences; the pilgrimage asan impetus to conversion; therediscovery of the corporal andspiritual works of mercy; the
sacrament of reconciliation,and the granting of indulgencesduring the Holy Year ofMercy. The brief catechismwas followed by a communal
celebration of the Sacramentof Reconciliation. All priestswere available for individualconfessions. Then the assemblymade a penitential processionfrom Mt. Carmel Church to St.Augustine Cathedral, where the

When I rst met Bishop Federico Escaler, S.J., in Ipil Prelature
in September 1980, he had just been installed three months earlier onJune 21 as its rst bishop-prelate. The Prelature of Ipil was createdout of the earlier Jesuit Mission District, attached to the Archdioceseof Zamboanga. At that time, the mission district covered a third ofZamboanga del Sur province, from Tungawan in the southwestto Margosatubig. (In was turned over earlier to Pagadian Diocesebecause of the distance from Ipil.)
In 1980-81, I was assigned as Assistant Parish Priest to Siay inthe newly-created prelature as my pastoral exposure after my specialstudies abroad. The land area of Siay parish then was vast, includingthe two present-day parishes of Payao, a coastal municipality, andSampoli in Sibuguey Valley. Siay had no electrici ty and we had to usethe “kinki” kerosene lamps at night. The provincial highway traversingthe prelature from Pagadian to Zamboanga City (a distance longerthan the Manila-Baguio route) was rough and unpaved--dusty whendry, muddy when wet. The barangay roads were in a worse condition.With some lay leaders we were used to walk two to four hours to reacha remote kapilya community. Taking a banca or riding on a horse wasnot uncommon as the only means to reach a sitio.
I. Lawlessness and Human Rights ViolationsIt was in this setting at the height of Martial Law that the prelature
confronted peace and order issues. Five armed groups were said to beactive in the prelature -- the “Moro pirates” preying on small shermenalong the sea coast; the military manning checkpoints along thehighway; the New People’s Army moving along the mountain range;some “lost command” units cuddled by the military or the Moro NationalLiberation Front; and occasional bandit groups in the hinterlands.There were also kidnapping incidents as well as passenger busesbeing ambushed. Charges of human rights violations were broughtup against the military by several of our lay leaders. Some of themwere even suspected as NPA sympathizers. One report brought up inone of our prelature assemblies was about an air force plane droppingbombs on a suspected barangay occupied by indigenous people,causing casualties, among unarmed Subanon civilians. At one of ourclergy meetings with Bishop Escaler, we drew up a set of principles forthe protection of the human rights of any victim, regardless of religiousbelief or culture. This was much appreciated, we learned later, byMuslims and lumads who heard about this.
II. Muslim-Christian RelationsRelations with Muslims were not easy at this time with the MNLF
insurgency going on. Resident Muslim families were considered partof the community. However, outside elements could easily come in andout along the long coastline or through river routes. In the early 70’sthe Ilaga-Barracuda conict, involving extremist armed groups on bothsides, broke out in several parts of Mindanao. At one point, Ipil townitself became a battle ground. Towns people recall the bravery of Fr.Bob Walsh, an American Jesuit missionary, who in his white soutanawas the only one not afraid to go out on his motorcycle to the battleeld to bury the Muslim dead. Fr. Bob had learned Tausug and earnedthe respect of Muslim residents in Ipil . As parish priest of Ipil, he startedthe construction of the square-shaped cathedral upon the coming ofBishop Escaler. On another occasion, Fr. Adrian Mestdag, S.J., aBelgian missionary who had worked in Africa and was the parish priestof Kabasalan, recalled how Fr. Walsh and Fr. Francisco Montecastro,S.J., would keep watch at nights by the Kabasalan bridge to preventIlaga militants from crossing to attack a minority Muslim settlementon the other side. At the signing of the Tripoli Agreement in 1976 onChristmas eve, he also remembered the ring of ries into the air by
many combatants as a celebration for ending hostilities.
III. KRISKA ProgramThe unsettled conditions throughout the Zamboanga Peninsula
in the 70’s and 80’s was perhaps one reason for the wide spreadadoption of the Kristohanong Kasilinganan (Christian Neighborliness)program. KRISKA, the acronym of the program, was introduced in theJesuit Mission District by several of the Filipino Jesuit priests, includingFrs. Simplicio Sunpayco, Samuel Dizon, Angel Antonio and DomingoMacalam. Learning from the earlier experiences of the MaryknollFathers in Tagum and the Oblate Missionaries of Mary in Cotabatoin forming Basic Christian Communities (later called Basic EcclesialCommunities), Fr. Sim as Mission Superior pushed for its introductionin all the parishes. It was also seen as the concretization of therecently-concluded Vatican II Council towards a participatory church.When the prelature was formed, Bishop Escaler fully supported theprogram, also providing some funding with counterpart from eachparish.

The KRISKA program entailed the formation of groupings ofve or more families into cells (seldas). The cells would have weekly
sessions for Bible-and-life sharing based on the Sunday Gospel
passage. A KRISKA guide would be used by the facilitator or alagad(servant) for the group members’ reections and sharing.
In a sitio or barangay, a grouping of these seldas would forma kapilya (chapel) community. All the selda members would cometogether on Sundays for their Katilingbanong Pag-ampo (CommunityWorship) at the kapilya building. The kapilya community would haveits core group of ofcers, including a president, a kaabag or layminister, a secretary and other leaders.
A grouping of about ve to seven kapilyas would constitutea sona (zone), under a sona president (usually one of the kapilyapresidents). In Siay Parish in 1980-81, we had ten sonas,corresponding to ecological zones – e.g., kapilyas along the coastline,or upland kapilyas, or rice-growing kapilyas in Sibuguey Valley. TheParish Council included the ten sona presidents as members, ensuringthe participation of rural communities beyond the poblacion (towncenter). Parish assemblies included all the kapilya presidents.
The selda-kapilya-sona structure of the parish facilitated theconduct of various ministries – e.g., bible-sharing at the selda level,sacramental celebrations at the kapilya level, and pre-Cana seminarsat the sona level. The collective leadership at every level produced
many local leaders among “ordinary” small farmers, shermen,housewives, etc. The KRISKA structures also provided a senseof solidarity and security among members in the face of attemptedincursions by the NPA, military harassments, or some other crisis.Likewise, the interfacing of structures reinforced one’s identity – as amember of a selda, a kapilya, a sona, and a parish altogether.
IV Clergy, Sisters, and Lay WorkersTwo factors contributed to the rapid expansion of the KRISKA
program. The rst was the support of practically all the clergy andreligious, with the full backing of the bishop. In addition to the Jesuitmission fathers and the growing number of Filipino diocesan priests,other missionary congregations of men came to reinforce the prelatureclergy: Maryknoll, PIME, Claretians, and Sacred Heart. BishopEscaler also invited several sisters’ congregations to help in thevarious ministries: Dominican, St. Paul of Chartes and Spinola Sistersfor schools, Maryknoll and Medical Mission Sisters for a community-based health program, Missionary Sisters of Mary, Mercy, and FaithfulCompanions of Jesus sisters for parish work, and RVM sisters in theseminary and the bishop’s house.
A second factor was the formation and support of full-timeparish lay workers. Several of these dedicated lay workers had beensent earlier in 1970 to a summer institute on leadership at XavierUniversity. Others were sent to other formation programs in Oroquietaor other places in Mindanao. Many of these lay workers became thetrainors of alagads for selda formation, seminar speakers on familylife, social action heads, etc. Bishop Escaler continued this practice oflay workers’ and leaders’ ongoing formation which resulted in a moreparticipatory laity-driven local church.
V Kidnapping of a BishopOn February 22-25, 1985, much of the activity in the prelature
came to a standstill with the news that Bishop Escaler with somecompanions was kidnapped. In retrospect, all the earlier concerns ofthe prelature on lawlessness and human rights violations now came toa head in the personal drama involving the bishop and his companions.
Bishop Escaler left early Friday morning for Zamboanga Cityin a white-colored L-300 vehicle with ten other passengers. Midwayalong a secluded bend of the highway in Tungawan, their vehicle wasstopped by about ten armed men dressed in military fatigues. One ofthe car tires was punctured by bull ets. All the passengers were ordered
to come out of the car. Two of the elderly women who could not walkfar were allowed by the rebels to stay behind. The rest were forcedto move toward the forest – the bishop, three other men (Meliton, thedriver; Joel, a teacher; and Rene, a convento boy), and ve women(Neneng, the bishop’s secretary; Sr. Nilda, a Spinola sister; Janet,principal of the prelature’s night high school; Genie, a catechist; andJojo, a nurse of the CBHP ministry).
For four days and nights, according to Sr. Nilda, the group wasforced to walk through thick underbrush, ford streams, endure leechesand mosquitoes, and climb up a steep hill. They prayed the rosaryas a group at rst and then individually when the kidnappers toldthem to keep quiet. Each one had a ration of only three spoonfuls oflugaw every day. Drinking water came from the river. (Bishop Escalerhimself eventually suffered dehydration and on the last day had to beaided by Meliton, his faithful driver for many years.)
On the rst day, the kidnappers killed two shermen along theriver because they chanced to witness the whole party passing by.The rebels spoke in a mixture of Bisaya and a Muslim dialect. Theyoungest among them was a ten-year old boy with a harelip. BishopEscaler offered to help him go to school and have his harelip operated
on when this ordeal was over. However, that was the last time he sawthe boy.
Sr. Nilda recalls the presence of mind of the bishop – i nsisting to
the rebels that all nine persons stay together in one place; negotiatingwith the leader to release everyone else if the kidnappers were onlyafter the bishop; and stating frankly that the church does not payransom money. As they moved along, Bishop Escaler dropped piecesof tissue paper which provided a trail for any pursuing party. Onthe third day, a Sunday, after climbing up a hill to reach a plateauwhere the rebels had built several huts, the abducted group sharedsome foreboding that this might be the end for them. They prayedand examined their conscience while the bishop offered to give themgeneral absolution.
Then, on the fourth day, Monday, at noontime, the victims heardbullet shots whizzing over their heads as a combined group of CAFGUpersonnel and regular soldiers opened re at the hut where they werestaying. After an intense exchange of gunre, the nine kidnap victimswere told to crawl out of the hut, and roll down the hill towards the river.
Although now safely in the hands of their rescuers, the entire groupstill had to trek from sundown to midnight to reach the landing site of amilitary helicopter that would take them to Zamboanga City.
Fortunately, the rescued persons had no major injuries; onlybruises on their arms and blisters on their feet. For Sr. Nilda, what was
most uplifting for their recovery was the realization that all the parishchurches in the prelature had been conducting prayer vigils duringthe entire period of uncertainty and helpless waiting. The Pope alsosent a message of concern while national newspapers headlined theprogress of the crisis.
None of the kidnappers were apprehended and there were nocasualties on either side. (Some skeptics hinted that the kidnappingwas stage-managed because the bishop was known to be among the“magnicent seven” bishops critical of martial law.) Nonetheless, itwas for everyone a traumatic experience that Bishop Escaler helpedmitigate by his calm “negotiating” conversations with the kidnappersand his insistence that he and his companions stay together all thetime.
VI The Ipil Raid and MassacreUncannily, the four days of the kidnapping incident in 1985 were
followed exactly one year later by the EDSA People Power Revolutionon Feb. 22-25, 1986. The entire country was caught up with hopesfor a brighter future after the vicissitudes of 14 years of a martial lawregime. Yet, after the tenth anniversary of his episcopal ordinationin 1986, Bishop Escaler indicated to the apostolic nuncio his desireto retire. He cited the need for a younger successor who couldadminister a prelature “as varied as Ipil” – with 13 different nationaliti esand 18 religious missionary priests and sisters. The total income fromthe 17 parishes, he reported, accounted for only 7.4 per cent of theprelature’s expenses.
Bishop Escaler acknowledged the nuncio’s reservationsregarding his proposed “early retirement” at age 65. He continued tosolicit outside help in terms of more missionary personnel and fundingover the next ten years. More signicantly, he nurtured the growthof a local clergy. A modest building for the St. Joseph Seminary ofIpil was blessed in Zamboanga City to enable the prelature’s collegeseminarians to study at the Ateneo de Zamboanga University.
Then as he was approaching the normal retirement age forbishops at 75, unexpectedly, Bishop Escaler met the last and heaviestcrisis in his episcopal ministry. On April 4, 1996, at high noon, Ipil wasattacked by a motley group of rebels coming from four directions. Itwas the rst time that the name “Abu Sayyaf” gained notoriety. Therebels razed the market place to the ground, red indiscriminately atcivilians, killed six policemen at their outpost, looted two banks, andleft behind 60 or more persons dead. Among the dead were Placido,
the cathedral’s secretary, and Benigno, one of our social actionworkers in Siay.
The resident priests were out of Ipil for a meeting while thesisters had gone early that morning to start their retreat in Zamboanga.Bishop Escaler was left alone to go to the burnt market place, blessthe dead, and console dazed relatives and friends of the victims. Butthe most important action he made was to urge the townspeople not toresort to any reprisals against the minority Muslim community residingin Ipil.
When I joined Bishop Escaler as Coadjutor Bishop the followingyear, in October 1996, the peace building program was the rstactivity I engaged in. Through seminars among clergy, religious andparishioners, we hoped to create a culture of peace, especially in thelight of the impending peace agreement between the government andthe MNLF.
On July 16, 1997, Bishop Escaler passed on the full running ofthe prelature to me after a nine-month apprenticeship. Looking back,he left behind a legacy that exemplied his episcopal motto, “Pro Fideet Justitia”. He had served for 21 years as bishop-founder of two ofthe poorest mission areas in Mindanao – four years in Kidapawan and
17 years in Ipil. He weathered two of the most harrowing experiencesa pastor could have – the kidnapping and the deadly raid in his hometown. In the meantime, as a good administrator, he managed to solicitoutside resources for the growing needs of the local church, evenleaving behind an endowment fund to sustain the operations of theprelature (now a diocese with its third bishop).
But perhaps, most of all, Bishop Escaler was able to harness andharmonize the multiple charisms of the rst generation of missionarypriests and religious in Ipil – meeting with them in quarterly prelatureassemblies and encouraging them to build the participatory structuresof the KRISKA-BEC program.
During his 18 years of retirement, Bishop Escaler made himselfavailable for calls of the ministry in the Manila area. One of his lastwishes was fullled when he joined 40 other Jesuits in a privateaudience with Pope Francis at the nunciature during the papal visitlast year. Bishop Escaler died quietly on November 28, 2015, at theage of 93. His remains were laid at the Jesuit cemetery of SacredHeart Novitiate where he had started his religious life 74 years ago.His niche is not far from the niche of another Jesuit bishop who alsoserved in Mindanao, Bishop Francisco Claver. May they rest in
peace.

The Daughters of MaryImmaculate International(DMII) in the Diocese of Cagayande Oro shared Christmas
cheer to 118 parishioners and35 families with parole andprobation at the administrativeCDO ofice of the Department ofJustice - Region X. It was held onDecember 4, 2015 at VictoriaBeach, Bayabas, Cagayan deOro City. The Christmas party/program included amazinggames, team-building activities,caroling contest amongparolees and probationers withtheir families.
During the programproper, Regional Director Lina K.Burdeos gave her inspirationalmessage focused on the valuesof obedience and commitment,
observance of lawful dutiesand responsibilities expectedfrom them as parolees andprobationers. Director Burdeosgave them her Christmas bestwishes and encouraged themto work hard “not to return tojail.”

The Archdiocesan BEC
formation team attended the 3rdCBCP-BEC National Assemblyon November 11-14, 2015 atPaco Catholic School in Manila.Hosted by the Ecclesiasticalprovince of Manila, the themewas: “50 Years of Vatican II: BECas Community of MissionaryDisciples and Church of thePoor.” The assembly also servedas the culminating celebrationof the Philippine Church of the50th anniversary of Vatican II.
More than 1,100participants from the 74Dioceses of the country came,most of whom were clergy,religious, and BEC lay leaders.The oficial delegates wereaccommodated in the differentparishes of the Archdiocese ofManila and welcomed by theirhost families. ACDO delegateswere assigned to the Diocese ofParañaque.
In the afternoon of the irstday, Most Rev. Socrates Villegas,DD, CBCP President, led theopening mass at San Fernandode Dilao Parish in Paco, Manila.The plenary assemblies were allheld at the auditorium of PacoCatholic School.

D.D., Archbishop of Cotabato,delivered the opening talk:“BECs in the Philippines-Thanksgiving for 50 years ofVatican II’s Spirit of Renewal.”He strongly stressed that theChurch is the “people of God.”The day ended with a masspresided by the Most Rev. JosePalma, D. D., Archbishop of Cebu,who shared in his homily thatthe BEC has brought so muchdevelopment in the Churchand has nourished the faith ofCatholic believers.
In the next two days,representatives from variousregions in Mindanao, Visayasand Luzon shared stories oftheir respective BECs in creativeways. Following the reports,
Msgr. Manny Gabriel madea synthesis and Fr. AmadoPicardal presented the “Trends,Concerns and Challenges” of theBECs in the country. Then, HisEminence Luis Antonio CardinalTagle gave the most awaited talk:“The BECs in the Philippines:Responding as a Community ofMissionary Disciples to the callof Pope Francis to be a PoorChurch for the Poor.” He said theBECs become a communion withChrist and became the backbonefor the Church to spread out theEvangelization into action.
Following the afternoon
Mass which recalled the BECmartyrs, the delegates hada special dinner and socials.The culminating activity onNovember 14 at the CunetaAstrodome from 12:00 noonto 5:00 PM was attended, notonly by oficial delegates andobservers, but also by over10,000 members of BECs in theNational Capital Region. Thiswas preceded by motorcadesfrom various dioceses andparishes in Metro-Manila whichconverged near DFA building
along Roxas Boulevard. Fromthere the participants hada procession to the CunetaAstrodome. A programand cultural presentationfollowed. The apostolic nuncio,Archbishop Giuseppe Pinto,graced the occasion and readthe message of Pope Francis tothe assembly. At 4:00 PM, theclosing Mass was celebrated,presided by Cardinal LuisAntonio Tagle.
The ACDO BEC formatorsare grateful for meeting other
BEC Leaders through the event,and learned from their practices.They were also inspiredfrom the talks and witnessedthe great challenges in theapostolate. They went home totheir parishes illed with hopeand enthusiastic energy tocontinue their voluntary workswith courage. What made thegathering remarkable was thedifferent success stories learnedfrom each other, and being partof the discoveries of the BECs’dreams for the upcoming years.

evangelization: to bring those
who have grown cold in the Faith
back to the Church. The group is
now looking forward to making
more proclamations in the year
2016.

Cagayan de Oro’s
City Inter-Agency Council
against Traficking –
Violence against Women
(CIACAT) held a Planning
Workshop on August 25,
2015 at Philtown Hotel,
Cagayan de Oro City. They
inalized the program of
activities to be submitted
to the City Council of
Cagayan de Oro for budget
purposes under the care
of Hon. Teodolfo Lao. The
workshop was attended
by 23 government ofices/
agencies, non-government
agencies, among them the
Archdiocese of Cagayan de
Oro Migrants Ministry. The
Council was formed in June
2015 making Cagayan de Oro
the irst city in Mindanao to
have organized CIACAT, as
mandated by R.A. 9208 and
amended by R.A. 10364, the
expanded Anti-Traficking
Law. It is noteworthy that
Sec. 15 of the Law provides
for the establishment of
Migrants Advisory and
Information Network
Desks in municipalities and
provinces in coordination
with DILG, Philippine
Information Agency (PIA),
Commission on Filipinos
Overseas (CFO), NGOs and
other concerned agencies.
The Council formed
three committees:
1.Prevention; 2. Quick
Response/Rescue; and 3.
After Care. The different
agencies/ofices will
collaborate as a group but
divide themselves according
to the expertise/services of
their respective agency/
ofice.
The Planning Workshop
gave an orientation,
presented by Prosecutor
Joseph Eduard Eullaran
of the Quick Reaction
Teams (QRT), and thefunctions and duties of
each agency member. QRTs
are small teams of 4-5
members with skills and
knowledge to counter a
particular Traficking in
Person (TIP) case based
on the requirements of
the law. There are four
venues of QRTs: airport,
seaport, land-based, and
at-large. Composition
of representatives of
government agencies ismore or less similar: a team
leader, a law enforcement
oficer, a prosecutor, and
a counseling oficer. They
are important especially
in relation to Sec. 10 of
R.A. 7610 which provides
that any person who has
in his company a minor,

10 years or more younger,
who is not related within
the 4th degree of afinity/
consanguinity (children,
niece/nephew, irst cousin),
or he/she is not performing
a legal or moral duty andcannot explain convincingly
their being together, may
already be liable for human
traficking.

Malanog discussed the
important provisions of R.A.
9208 as amended by R.A.
10364. A traficked child is
one who has been recruited,
transported, transferred,
harbored, adopted, or
received for the purpose
of exploitation within
or outside the country.
Consent is not material;meaning it does not remove
the crime or make it lawful.
These and many small data
that the public ought to
know were presented and
explained so clearly that
one could feel committed
to be a part of the anti-
traficking campaign which
today is reportedly among
the biggest illegal business
in the world, together with
illegal arms and illegal drugs.
Worse is that the goods
consist of human persons
created in the image andlikeness of God. This was
the atmosphere in the air as
the group purposefully went
into amending their plan
of action considering the
presence of new agencies
and more relevant data and
learning received.
Good Shepherd Nun Talks on Human Trafcking
Sr. Deena Mananzan,
RGS gave a talk on HumanTrafficking on November
25, 2015, at St. Augustine
Cathedral, Cagayan de Oro City.
She pointed out that human
beings are created by God
in his image and likeness; so,
everybody is sacred and holy.
Unfortunately, some people
are sold like commodities.
Human trafficking is the third
dollar earner in syndicated
crime, next to drugs trafficking
and arms trafficking. Human
trafficking is closely linked
to prostitution, forced labor,
domestic work, and childlabor. The most vulnerable are
women and children below 18
years old, virgins and minors.
They are sexually preferred
by pedophiles. They are also
exploited for cheap labor
especially in factories, farm,
and by begging syndicates.
Sr. Mananzan pointed out
that human trafficking is both
a human rights issue and a
gender issue. The root cause
is patriarchy where women,
children, slaves, animals,
and lands are treated as
possessions of a male head of
the family. She said
that Pope John PaulII in his Letter to
Women, 1995, calls
for conversion to
women, meaning
to recover, to
restore the dignity
of women as
human beings
created in the
image and likeness
of God. (Genesis
2:27). The Pope
himself showed
this conversion to
women by saying:
“I am truly sorry!”There could never
be real love for
humanity if more
than half who are not restored
to their original dignity as
human beings, like men,
created in the image of God.
The first apostle of
the resurrection that Jesus
chose was a woman, Mary
Magdalene. Jesus appeared
first to her before the men
apostles. Jesus told her, “Go
and tell them..” (John 20:11-
18)
Sr. Deena believed that
recovery of the human dignity
as divine is necessary to
counteract human trafficking.
Integral to this gospel value
of persons is the equality of
man and woman which calls
for radical cultural conversion
from patriarchy or male
domination. The evangelical
value of personhood should
be given priority and urgency
in the present catechesis and
ongoing religious formation.

Cathedral said that the Church
gives honor to Mary, as the
Mother of Jesus. She was an
ordinary person but chosen
by God to be the Mother of
the Son of God. When Mary
was chosen to be the Mother
of God, He chose us also to behis children. Every person is
blessed for he/she received
the abundance of his mercy.
“Through Mary who became
the Mother of God, the door
of mercy was opened for us.
She has become our Mother
too for through Jesus, the God
in human flesh, we become
adopted children of God.
Thus, we have the privilegeof calling Mary, our Mother,”
he said.
Fr. Montemayor presided
at the Eucharistic celebration
on January 1st, the Solemnity
of Mary, Mother of God at
Fatima Chapel, Velez St.,
Cagayan de Oro City.
He said that it is also
our call and challenge, and
a new year’s resolution to
recognize Mary, the Mother
of God as our mother too. “Weare challenged to give honor
and respect to our very own
mothers. We have to respect
and value all their sacrifices
rendered to us. If we give
respect to our mothers and all
women, we show respect to
Mary the Mother of God,” he
said.
The Council of Ephesus
taught that Mary is truly the
Mother of God, since she gave
birth to the Second Person of
the Trinity who became man
for our sake. This title of Mary
is solemnly proclaimed by theCouncil of Ephesus in 431.
