The housing fi- nance regulator, National Housing Bank, has banned the levy of pre- payment penalty. As per the new norm, there will be no penalty charges even if the pre-payment is made through funds from other banks and fi- nance companies. This move will help all the homeowners who have availed loans from any of the 54 housing finance companies. Adding to Diwali cheer, the regulator has also asked housing finance companies to ensure that all borrowers pay the same interest rate irre- spective of when the loan was taken. As the surging crowds tried to get past through the barricades put up at the central jail, the po- lice resorted to the lathicharge. At the entrance, Samata Sainik Dal and Dalit Sangharsha Samiti members protested by wav- ing black flags for the AIADMK leader’s in- volvement in the cases. Local members of her party, clashed with the DSS and Dal workers, who were slapped and beaten up. The protesters were demanding that Jay- alalithaa should own moral responsibility and resign from her chair. They felt that since she is in power, she could influence the witnesses and tamper with evidence. The police arrived just in time to break up the two groups. The hearing in the two disproportionate as- sets cases was heard by Justice Mallikarjunaiah, who after the initial hearing adjourned the case to afternoon. Earlier, Jayalalithaa arrived by a special flight at the HAL airport and from there in a convoy of 20 vehicles to the tri- al venue. A tight security cordon had been thrown around the jail. The Karnataka police had stationed over 1,000 personnel, while their Tamil Nadu counter- parts too had brought in 500 policemen. Fearing trouble, the police had declared sec- tion 144 in the 500 metre radius of the central jail. This is to ensure that nothing untoward hap- pened to the Tamil Nadu leader, who enjoys Z cat- egory security. The cases related to alleged acquisition of a hotel worth Rs 57 crore in 2001 and possessing illegal properties worth over Rs 97 crore in 1991- 96. DMK state general secretary Anbazhagan had filed the cases against Jayalalithaa. The Supreme Court had ordered that the cases be heard in Karnataka as the AIADMK was in power at Tamil Nadu then. A city-based advocate has filed a writ petition before the Karnataka High Court against Kumaraswamy for his alleged second marriage and seeking a direction to the Lok Sabha Speaker to disqualify the MP on this count. Advocate Shashidhar Belagumba has alleged that Kumaraswamy should be disqualified as he has committed a crime by marrying ac- tress Radhika during the life time of his present wife Anita. He got support from BJP state pres- ident K S Eshwarappa too. Talking to the media at Shimoga, he said, “There are bound to be flaws in everyone’s life. DREAM ROLLS Metro Rail service begins; Union minister Kamal Nath presses button Bangalore Beat Bureau Bangalore: With the press of a button, the dreams of Bangaloreans started rolling this morning. The much-await- ed Metro Rail was inaugurated by Union urban affairs minister Kamal Nath at the Metro station on MG Road at 11.10 am. Soon after the inauguration, Nath, chief minister D V Sadanandga Gow- da, Union railway minister Dinesh Trivedi, Union corporate affairs min- ister Veerappa Moily, Bangalore South MP Ananth Kumar, MPs H Vish- wanath, P C Mohan and D B Chandre Gowda, BJP national general secretary Arun Jaitley, home miser R Ashok, first citizen of Bangalore Sharadamma, deputy mayor Harish and a host of of- ficials and leaders travelled in the train to Byyappanahalli. But Union minister of state for rail- ways K H Muniyappa missed the in- augural ride as he came to the station late. He had to take the next train to Byappanahalli. With this, Reach 1, Phase 1 of the Metro Rail project, stretching up to 6.7 km, has been commissioned. The reach 1 runs from MG Road to Byap- panahalli. Rs 1,500 crore have been spent for the first phase, the con- struction of which began in 2007. The Bangalore Metro Rail Corpora- tion Ltd will run a train every 15 min- utes. The fares from MG Road have been fixed at Rs 10 for Trinity Circle, Rs 12 for Ulsoor and Indirangar and Rs 14 for Swami Vivekananda circle sta- tion, Rs 15 for Byyappanahalli. The Metro Rail services will operate from 6 am till 10 pm. Each train will have three bogies and can carry a 1,000 people at a time. According to BMRCL estimation, more than 30,000 people will use the mass transit sys- tem. The Bangalore Metropolitan Trans- port Corporation too is running 60 spe- cial feeder buses for these Metro sta- tions. Today, the services opened for the public from 4 pm. The central minis- ters and dignitaries were given a tra- ditional welcome at the MG Road sta- tion that had been decked up for the occasion. From Byyappanahalli, the digni- taries travelled back in a BMTC Metro Rail feeder service bus to Manekshaw Parade Grounds on MG Road, where a massive public function was held. We approached Delhi Metro Rail Corpo- ration managing director E Sreedha- ran, who gave us a detailed project re- port focusing mainly on metros like Bangalore, Chennai, Ahmedabad and Hyderabad.” “The initiation for the Metro projects came during the Vajpayee era and suc- cessive governments followed it up. The present chief minister D V Sadananda Gowda too worked hard to get it cleared from the Union ministry. This is the first Metro to roll in South India. When I questioned Hyderabad authorities, they said soil testing was still going on at several places. But we have succeeded in running it already.” The Metro Rail should evince in- terest among global investors to come into Bangalore and the state, said major and medium scale industries minister Murugesh Nirani. There are a lot of opportunities for companies to invest in Metro-related projects in Bangalore, which has al- ready made its name as the IT capital of the country. This is the first Metro Rail service in South India and it is a new feather in the city’s cap, he said. The state government will invite in- vestors from across the globe with open arms. They can come here and invest freely. “We are looking forward to the Global Investors’ Meet to be held in June next year,” he added. Energy minister Shobha Karandla- je said, “I am very happy that the Metro has been inaugurated when our government is in power. The sta- tion and the train look very good. Metro will certainly bring down traf- fic congestion on Bangalore roads. It is a very good facility for the people of the city. The BMRCL has provided the best service. The quiz programme was con-ducted by Giri Balasubramaniam.The first round had Cryptic Bytes,a crossword software with cluesfor teams to crack. This was fol-lowed by Visual Bytes – a visualround covering several aspectsof computing and IT. Rapid Bytes– was a round on the buzzer.Lateral Bytes: A Connect roundon the buzzer required teams tothink out of the box. The finalround was Bits & Bytes: a Multi-ple Clues round on the buzzer.

The quiz, which had a suc-cessful run in the state for overa decade, has now become a na-tional programme, covering Gu-jarat, Madhya Pradesh, Ra-jasthan, Maharashtra and Jhark-hand, besides Karnataka. Theregional rounds of the pro-gramme were conducted in allstates between August and Oc-tober for students from eighthto 12 standards. It has earnedan entry in the Limca Book ofRecords as the first IT Quiz forrural students in the country.

Chief secretary S V Ranganathgave away the prizes. IT-BT de-partment principal secretary MN Vidyashankar and others werepresent.

Vidyashankar said, “In ourconcerted efforts to promote ITamong the rural youth we havescaled up the event to nationallevel. The response from Gujaratand Maharashtra has been verygood this year.”

Chopper unit goes on bike expedition

Bangalore: As part of the ongoinggolden jubilee celebrations of the 109Helicopter unit of IAF, a motorcycleexpedition covering approximately1,750 km through, hills, ghats, forests,plantations and other historical andheritage sites across the state wasflagged off by Air Commodore B SYadav, air officer commanding, AirForce Station Yelahanka.

The expedition will travel throughMysore, Kodagu, Mangalore, Udupi,Chikmaglore, Hassan, Belur andHelebidu and terminating at Sravan-abelagola.

Air Commodore Yadav said sportsand adventure must form an integralpart of our lives.

The team of 20 riders is headed byWing Commander V S Srihari, com-manding officer, 109 Helicopter Unit.The expedition will meet studentsfrom schools and colleges to motivatethem to take up armed forces.

109 Helicopter Unit is the only op-erational twin engine helicopter unitof the Indian Air Force in the southernpeninsula and is located at the AirForce Station, Yelahanka.

Bangalore: Infosys Limited to-day inaugurated its new devel-opment center at the ChangiBusiness Park Crescent in Sin-gapore.

It will serve as its regionalhub in South-East Asia and willplay a strategic role in the com-pany’s operations, said a pressnote from the company. Infosysboard member Ashok Vemuriand CEO and Country Head UBSSingapore Gerald Chan inaugu-rated the new centre.

The new centre is spread over25,000 sqft of space and can cur-rently seat up to 450 people. In-fosys plans to expand the facilityto 1,000 people 2012-end.

The company is also strength-ening its employee base in Sin-gapore and has already hired 34graduates from the top three Sin-gaporean Universities. Over thenext six to nine months, Infosysplans to hire over 600 fresh en-gineers as well as experienced

professionals at the developmentcentre.

Vemuri said, “Infosys has beenpresent in Singapore for the pastseven years and the countryserves as our regional hub, al-lowing us to address businessdemands in the South-east Asianmarket. We now plan to makeSingapore our innovation huband deliver high-quality servicecapabilities to clients across ver-ticals. The state government andthe BBMP have to make bestof it, said opposition leader inthe council Motamma, takingpart in the ceremony to inau-gurate the Metro Rail servicesin the city today.

A lot of effort and funds havebeen released by the centralgovernment for the Metro Railproject too, she said.

“During the 1990s, thendeputy chief minister Siddara-maiah had dreamt of bringing

French first lady givesbirth to a girl: reports

Paris: French first lady CarlaBruni-Sarkozy gave birth to ababy girl on Wednesday night,the first infant born to a sittingpresident of modern-day France,according to media reports.

President Nicolas Sarkozy wasreturning from a meeting inFrankfurt on the euro debt crisiswhen the child was born around8 pm (1800 GMT) on Wednesday,according to BFM TV.

Europe 1 radio said the birth“went well” for the 43-year-oldmother, a singer and former su-permodel. She entered the small,private Muette Clinic in late morn-ing, according to the reports.

The presidential palace didnot immediately confirm thereports. The presidential en-tourage reiterated earlier onWednesday that no birth an-nouncement would be forth-coming. The couple had beencoy about the impending birthfrom the start, with measureddoses of information.

The infant would be the firstchild born to the first lady andthe 56-year-old president. Thecouple married less than fourmonths after Sarkozy took officein May 2007. The Italian-bornfirst lady has a 10-year-old sonfrom a previous relationshipand the president has threesons from two previous mar-riages - and is a grandfathersince January.

Sarkozy was seen enteringthe medical facility in westernParis in late afternoon, thenleaving about 30 minutes later- before rushing off to Frankfurtfor a meeting on the euro debtcrisis. With a scheduled visitThursday morning to Nor-mandy, Sarkozy was taking agamble.

J&K: 600 students barred from taking exams

Srinagar: The Jammu and Kash-mir education department hasrefused to acknowledge the CBSEcurriculum, barring over 600students from taking their annualexaminations.

The move is slated to resultin the students losing an entireacademic year.

us before giving provisional ad-mission in April. Now we are ina lurch as no school is takingus. We are totally frustrated,”said Shujaat. “Our future is indark. Poor families cannot affordto go out and study. The HRDMinistry must intervene,” saidanother affected student, Mu-nazah. Angry parents and stu-dents alleged that they were in-formed at the last hour, and thatit was too late to get enrolled inschools outside the state even ifthey tried.

“We were shocked to hear thatthe state board has not admit-ted/registered these students forPUC examinations,” said Shu-jaat’s father.

Agitated students even tookto the streets, blocking the Sri-nagar-Kishtwar road.

The education department of-ficials, meanwhile, said theywere trying to iron out sometechnical issues of syllabi com-patibility.

According to sources, CBSEofficials from Delhi will take upthe issue with the state govern-ment.

“This matter has come to mynotice. I assure their careerswon’t be spoiled,” said Syed Ki-fayatRizvi, district magistrate,Anantnag.

Until the matter is resolved,students like Shujaat are leftstaring at an uncertain future.

Siddu: Govt must waive offdrought‑hit farmersʼ loans

Bangalore: The state governmentshould waive off the loans offarmers as they are sufferingfrom crop loss due to drought,said opposition leader in the as-sembly Siddaramaiah.

He said, “Nearly 50 percentof the taluks in the state are fac-ing drought. Farmers have suf-fered loss of crops running intoseveral crores. They have not gotany yield this year because ofdrought. Rain has been erraticin the state. But the governmentis not serious about tacklingthese issues.”

“If the problem continues,farmers will face severe short-ages. The government shouldimmediately open cattle centresand start distributing foodgrainsand fodder. The governmentshould release funds immediatelyand take steps to overcomedrought effects. It should also

make arrangements to supplydrinking water, medicines andother supplies to drought-affectedregions.”

He said that there is a lot ofscarcity of a lot of basic amenitiesin many areas. There has been acrippling shortage of poweradding to drought woes.

The government should callfor an emergency legislature ses-sion immediately to discuss thesepressing problems. Replying tochief minister D VSadanandaGowda’s statementthat opposition parties did notallow the sessions to run smooth-ly, he said, “When we bringpressing issues to the notice ofthe government, it refuses totake either corrective action ordiscuss about it. When we protestdemanding discussion on theseissues, they adjourn the House.When a session is called for astipulated period, the session isadjourned sine die even before

all the issues are taken up. InParliament, the BJP-led opposi-tion protested for 23 days de-manding the constitution of aJoint Parliamentary Committeeto look into 2G spectrum issue.The government agreed to it. Buthow many times has the stategovernment agreed to the op-position demand?”

The BJP government has been

claiming that since it came topower in 2008, the state has gen-erated 2,600 mw of electricity.“We demand that the chief min-ister release a white paper onthe present power situation with-in 10 days.”

Siddaramaiah said he visitedthe Raichur Thermal Power Sta-tion recently, and found thatonly one lakh metric tonne ofcoal was in the storage. “Whenwe were in power, the RTPS hada minimum of 7-8 lakh metrictonnes of coal. The governmentis saying that we are facing prob-lems because of the pro-Telan-ganastrike in Andhra Pradesh.But it should have made alter-native arrangements and sourcedcoal from Maharashtra and Oris-sa. The government has createdan issue when there is, in fact, asolution.”

The government has boughtpower and coal worth hundredsof crores of rupees. Huge kick-

backs have been paid. Thereshould be an inquiry into theentire deal, he demanded.

The government is now sayingthat it will buy power from privatesuppliers. But for the last sixmonths, these suppliers havenot been paid. The governmentdoes not have any money to paythem.

The government has spent Rs7,615 crore to buy power. Withthe same amount, 2000 mw ofenergy could have been producedwithin the state.

Since their own party govern-ment is in power at Chhattisgarh,the BJP government here thoughtthey could source power fromthat state. But except for settingup an office at Chhattisgarh,nothing has happened. The statehas not bought a single acre ofland in the hilly state. “This isproof that the government is notserious about solving the powersituation,” he added.

Dawood aide IqbalMirchi gets bailLondon: Underworld don Dawood Ibrahim’saide IqbalMirchi has been granted bail bya court in London. He was arrested earlierthis month for allegedly threatening to killhis associate.

Mirchi, whose real name is IqbalMenon,is wanted by India in multiple cases ofmurder and extortion. The 61-year-old re-portedly manages Dawood’s drug busi-ness.

Mirchi was granted bail by a court inLondon on Tuesday, October 18. He wasreportedly released shortly after gettingbail. After his arrest on October 13, he wasremanded to judicial custody till October20. It is still unclear why his bail hearingwas pre-poned. The British police havecharged him with threatening to kill hisassociate Nadeem Kader. According to

some reports, Kader had called off themarriage between his daughter and Mirchi’sson.

Mirchi escaped from Mumbai in the early90s and has been on the run since then.He was arrested from his six-bedroom man-sion where he has been living for morethan 20 years now.

An Interpol Red Corner Notice - whichis like an international arrest warrant -was issued against him in 1994. He has re-portedly been moving between Dubai andLondon. Sources in CBI have said theywould approach the UK police throughthe Interpol and diplomatic channels toseek his extradition or deportation to India.He acquired the moniker Mirchi becausehis family originally traded red chilli powder.

CBI raids Jagan Reddyʼsresidence in Hyderabad

Hyderabad: A Central Bureauof Investigation team today raid-ed the Hyderabad residence ofYSR Congress leader Jaganmo-han Reddy, as part of investiga-tions into his assets.

Jagan Reddy, the son of formerAndhra Pradesh Chief MinisterYSR Reddy, is accused of havingassets disproportionate to hisknown sources of income.

Sources said the CBI team,that included officials from dif-ferent government teams, wastrying to assess if the declarationsmade by Mr Reddy matched in-dependent assessments.

The investigating agency hasbeen ordered by the Andhra HighCourt to examine the sources ofthe MP’s enormous fortune. The

CBI has said those who investedin Jagan’s companies had donethat as a quid-pro-quo for favoursextended by his father Y S Ra-jasekhara Reddy when he wasthe chief minister of AndhraPradesh. The CBI has, however,not named YSR in its FIR.

A case filed by a Congressminister Sankar Rao had allegedthat several investors who pouredfunds into Jagan Mohan’s dif-ferent businesses were returningillicit favours granted by his fa-mous father, a Congress leaderwho served as the Chief Ministerof Andhra Pradesh and died ina helicopter crash in 2009.

Jagan’s business empire in-cludes a vernacular newspaper,a TV channel, a cement plant

and a power project, and is esti-mated to be worth more than afew hundred crores. Earlier thisyear, he declared assets amount-ing to 365 crores.

Jagan himself has appealedto the Supreme Court to stop theinquiry against him and has de-scribed the case against him asa “witch-hunt” being conductedby the Congress, the party whichhe quit late last year.

Jagan has also said that iffavours were granted via gov-ernment decisions that benefitedhim, YSR’s entire cabinet shouldbe investigated. The governmenthowever says it is only Jagan’sphenomenal economic growththat is being probed and no oneis pointing fingers at YSR.

US releasesHeadley tapes

Washington: US federal prose-cutors have released interroga-tion tapes of admitted Pakistani-American terrorist David Headley,who helped plot the November2008 Mumbai terror attacks, aftera Chicago judge’s order.

Headley, son of a Pakistanidiplomat and an American moth-er, who changed his given nameof Daood Gilani to scout targetsin Mumbai without arousing sus-picion, is heard speaking publiclyfor the first time in the just re-leased clips, ABC News report-ed.

Wednesday’s release of theFederal Bureau of Investigation(FBI) tape came after a not-for-profit investigative journalismgroup, Pro-Publica, filed a courtmotion along with the PBS showFrontline.

The government argued thatHeadley’s family would be en-dangered if the video was re-leased. Judge Harry Leinenwebersaid he wasn’t convinced of that.

Headley is heard on the tapesaying: “I want some, I meanwould like, I know it doesn’t

matter what I want, but I’d like,from my eyes, I want some kindof bust to happen.

“I don’t want to keep on & Imean I know you have plenty ofevidence against me but reallyI’m just providing you more andmore evidence against me andyou aren’t making any arrests.”

During questioning, Headleywas told that he had to tell au-thorities everything he knew andthat any plea bargain would bebased on the importance andquality of the information.

That is when Headley made amotion to suggest a plea deal toavoid the death penalty and thendecided to turn on his boyhoodfriend, Pakistan born CanadianTahawwur Rana, who providedHeadley the cover of his Chicagobased immigration business.

Headley would go on to gethis plea deal in exchange fortestifying against Rana, who wascleared in June of his role in the26/11 Mumbai attacks but con-victed of providing material helpto Lashkar-e-Taiba (LeT).

Food inflationup to 10.60 pc New Delhi: Food inflation isback in double digits after a gapof a month-and-a-half and stoodat 10.60 per cent for the weekending October 8 on the back ofcostlier vegetables, fruits, milkand protein-based items.

Food inflation, as measuredby Wholesale Price Index (WPI),stood at 9.32 per cent in the pre-vious week.

The rate of price rise of food items stood at 15.72 per centin the corresponding week of2010.

As per data released by thegovernment on Thursday, veg-etables became 17.59 per centmore expensive year-on-year dur-ing the week ended October 8.Fruits grew dearer by 12.39 percent, milk by 10.80 per cent andeggs, meat and fish by 14.10 percent on an annual basis.

Pulses also became dearer by7.42 per cent and cereal priceswere up 4.73 per cent year-on-year.

However, onions became 11.27cheaper and wheat prices weredown 0.18 per cent during theweek under review.

Food inflation had previouslycrossed the double-digit markin the week ended August 20.
