TENDER NOTICE FOR PROVIDING HOUSE KEEPING & FACILITY MANAGEMENT SERVICES
AT BANK OF BARODA’S OFFICE PREMISES ON 4th FLOOR AT METROPOLIS-II, BEHIND
CACULO MALL, ST. INEZ, PANAJI, GOA
Bank of Baroda invites tender for above mentioned work from reputed Facility Management
companies for manning and maintaining various services by engaging manpower as per
requirement mentioned in tender document.
Tender form can be downloaded from Bank’s website: www.bankofbaroda.com (tender
Section) from 11.09.2020 to 03.10.2020
Last date of submission of tender is: 03.10.2020 up to 1500 hrs
Bank has its office premise on the 4th floor, Metropolis-II, B Behind Caculo Mall, St. Inez, Panaji,
Goa having a Conference room, Passage, Cupboards, Cabins, Toilets, Canteen, etc.
admeasuring approx. 4240 sq.ft. For high quality up keeping of above premises and to
maintain good ambience, we propose to engage one Facility Management agency for
manning and maintaining various services by engaging required staff as detailed below. Period
of contract shall be initially for a period of -12- months (-1- year) which will further be renewed
for 2nd year subject to satisfactory service.

PART I (TECHNICAL BID)
Agencies downloading application form from the website need to submit the offers in two-
bid system to the address given below before 3.00 pm on 03.10.2020.The technical part of
the tender shall be opened on 03.10.2020 at 4.00 pm at the following venue.

Technical and financial tender should be submitted in two separate sealed covers. The bidder
shall clearly write on Envelop -I- the words. “Technical Bid- Envelop – I.
Bidder shall clearly write on Envelop -II- the words "Financial Bid – Envelop – II.
Sealed Envelope –I- Shall Contain
1. Technical bid duly signed & stamped on every page by the bidder
2. Organizational data and its enclosures
3. Proof for having satisfactorily executed such jobs
4. EMD of Rs. 10,000/- (Rs. Ten thousand only) by way of DD/ BC favoring Bank of Baroda
payable at Panaji.
(Please Note no application will be entertained without EMD)

SCOPE OF WORK
Types of Services and their Frequency:
A Works to be completed by 9.30 am on all working days (Except Sundays,
2nd and 4th Saturdays and Bank Holidays):-

In addition to the above, one supervisor needs to be deputed to look after the
quality of the job being done on daily basis up to 10.00 am.

Note:
I. However, agency to keep minimum staff on Sundays and Bank Holidays to carryout
Housekeeping works at 4th floor as per requirement and as per authority’s instruction,
which are part of daily routine works & no extra payment shall be made in this regard.
II. Requirement of number of staff and labour deployment shall be assessed by the
vendors looking into the task he has to perform under the Facility and Management
Services (FMS). Hence, at any point of time no deficiency should be observed.
III. The Bidder shall ensure quality work in planned and time bound manner. The
standard of cleaning material, tools and tackles, machinery/equipment and
deployment of manpower for carrying out housekeeping work shall be to the
satisfaction of Officers of Bank supervising the work. Whenever the quality of the
Housekeeping and Facility Management Services /maintenance rendered are below
standard, the Bank at its own discretion will impose penalties as mentioned in this
TENDER documents and recover/adjust the amount from the monthly bill/Security
Deposit.
IV. The Successful Bidder will have to work in close coordination with the Bank’s Officials
working in various Departments related to House Keeping & Facility Management
Services work and they (Bank’s Official) may modify working schedule/time as per
the convenience of the Bank, if required. No extra claim whatsoever on this account
shall be entertained.
Consumables to be used
Tissue rolls, toilet rolls, Urinal Screen Deodorizer, Hands wash liquid soap & small soap.
Other approved toiletries and liquid cleaners
Room freshener, Air freshener
Please note that penalty of 5% (on total monthly payment) will be levied if proper
upkeep of premises is not maintained or required good quality of material is not used.
Brooms, mops & dusters, disinfectants & other consumable for cleaning and
maintaining hygiene in our office premises.
Scope of providing consumable will also include disposal of any waste item related to
same.
(The expenses of consumables to be borne by the successful Bidder. No separate
payment will be made.)
INSTRUCTIONS TO THE TENDERER & ELIGIBILITY CRITERIA
Applications of the contractors who are desirous of tendering for above work and fulfill
following requirements only shall be considered:

The bidder should have completed/ undertaken either of the following Facility
Management services contracts.
A. Three similar completed works annual invoicing for each job (single job or
Combined offer from one party) costing not less than Rs. 2.8 lacs each.
OR
B. Two similar completed works for each job (single job or combined offer from one
party) costing not less than Rs. 3.5 Lacs each.
OR
B. One similar completed work for each job (single job or combined offer
from one party) costing not less than Rs. 5.6 lacs
Having sufficient numbers of experienced personnel, technical know-how,
equipments&machinery- to complete the jobs with superior quality of materials &
workmanship as perstandard specifications.
• The applicants should have main/branch office preferably in Panaji
(Certificate of Registration is required).
• Solvency certificate for minimum value of Rs. 5.0 lacs (Issued not prior to 3
months) is required to be submitted.
• Name of persons employed to be duly authenticated and necessary
verification documents to be issued to them.

Terms & conditions of the tender:-
• Enclose documentary evidences for having successfully carried out similar services
(Facility Management services) during past Three years along with satisfactory
certificate from respective clients (at least two works). Firms which do not submit such
certificate are liable to be rejected.

• Solvency certificate of minimum Rs.10 00,000/- (Rupees ten lakhs only) (Issued after
date of Floating of this Tender).
• Price bid shall be opened for those bidders who fulfill eligibility criteria.
• Bank has the right to reject / select one or more agencies for the job. Bank reserves the
right to reject any or all the applications without assigning any reason thereof.
• No conditions shall be entertained. Conditional offers shall be rejected.
• It will be sole responsibility of the contractor to have their manpower to complete the
work within specified time period.
• Contractor is required to abide by the minimum wage Act,(State) Labour laws, Child
labour acts, etc. of the Central/ state government /statutory bodies/ Police verification
of their staff, etc.
• The contract period will be for One year (it will be renewed for the 2nd year subject to
satisfactory performance) from the date of written order to commence work and it will
be fixed rate contract and no request for revision of rate will be entertained during
total contract period. At any point of time, if the contractor’s services are found to be
unsatisfactory, Bank has the right to terminate the agreement giving 2 months’ notice.
• The Tender offer for works shall remain valid for acceptance for a period of 90 days
from the date of opening of part –II- of the tenders. If any tenderer withdraws his tender
before the said period, the Bank shall be at liberty to forfeit Earnest Money paid along
with the tender.
• Bank will make all monthly payments to the Housekeeping & FMS contractor for
services rendered satisfactorily in accordance to the relevant clause of conditions of
contract as mentioned above. Bank account details to be provided where charges are
to be remitted.
• The earnest money, which will be converted and kept with Bank during the contract
period as security deposit (interest free), and will be forfeited, if he fails to comply with
any of the conditions of the contract.
• Copies in support of documents to be furnished wherever required are to be self-
attested copies.
• Contractor will carry out the routine maintenance job of plumbing without
charging extra labor charges.
Special Conditions:
Insurance:
The Contractor shall indemnify and keep the Bank its servants or agents indemnified against
claims, actions or proceedings bought or instituted against the Bank, its servants or agents by
any of contractor’s employees or any other third party in connection with relating to or arising
out of the performance of the services under the Agreement. The third party insurance shall
cover:
(a) Personal Injury - Rs. 1.00 lac
(b) Property Damage - Rs. 1.00 lac
Compliance with all statutory requirements:
The Contractor shall comply with all statutory requirements prescribed by the local as well as
central government authorities from time to time and submit a monthly report along with all

the required proof of compliance to the Bank along with the monthly invoices. The contractor
shall produce all the relevant statutory documents, licenses and approvals for inspection by
the Bank and the government authorities. Bidder shall assist the Bank for preparing necessary
registers/ records that needs to be maintained by the Bank and timely submission of the same
to the Labor Office or any other authority.
Occupational Health and Safety:
With regards to occupational health and safety, the contractor shall adhere to the following:
• Comply with applicable local regulatory requirements. ESIC compliance by the
contractor for their employee is must.
• Comply with applicable Banks requirements specified in the contract and appendices.
• Correct all health and safety non-compliances in a timely manner and where there is
an immediate danger to health or life, to stop work immediately.
• Be liable for liabilities arising due to non-compliance of contractor employees, agents
or subcontractors with applicable requirements.
Compliance with Minimum Wages Act:
Contractor has to pay monthly remuneration/payment/salary to all staffs/workers
deployed by them at site necessarily as per applicable minimum wages act (Central).
As an evidence of salary paid, contractor have to submit Salary Slips/ Copies of salary
receipt register, ESIC challan , Insurance Policy and PF challan, etc. to the Bank. Under
no circumstances, the salaries of individual staff employed by the firm will be
entertained by the Bank.
Discrepancies in Services:
Bank may deduct/recover amount from contractor’s monthly bill in case of any
discrepancies observed in supplying/proving of materials or labour/manning/services
so as to arrange the same by the Bank through any other agency at risk and cost of
contractor.
Penalty/Liquidity Damage:
This contract will be executed for One year subject to renewal (2nd Year) on successful
completion contract as per tender condition each year. In case of any deficiency in
services observed by the Bank during the contract period, Bank may give necessary
instruction to the contractor to improve the services (or to correct the deficiencies

observed). In case, deficiency continues/unattended for reasonable/long period, Bank
may deduct as a penalty from monthly bill @ 1% of bill amount per week of deficiency
period maximum up to 5% of bill amount.
Indemnity:
a) The Contractor or any of their employees / officers / staff / personnel /
representatives / agents shall not, under any circumstances, be deemed to have
any employer-employee relationship with the Bank or any of its employees /
officers / staff / representatives / personnel / agents.
b) The Contractor shall indemnify and keep the Bank, it's directors, officers, employees
or agents indemnified and saved harmless against claims, costs, expenses
(including attorney’s fees), damages, actions or proceedings bought or instituted
against the Bank, it's directors, officers, employees or agents by any of contractor’s
employees or any other third person or authority in connection with relating to or
arising out of the performance of the services under this Agreement.
c) If for any reason, the Bank is obliged by virtue of the provisions of the Workmen's
Compensation Act, 1923 or Contract Labour (Regulation and Abolition) Act, 1970
or Employees Provident Fund and Miscellaneous Provisions Act, 1952, any statutory
modification or re-enactment thereof or law relating to performance of the services
by the contractors to pay compensation to workmen employed by the Contractor
in execution of work or providing services, the Bank shall be entitled to recover
from the Contractor the amount of compensation so paid and special damages for
any prosecution launched and/or penalty or punishment imposed.
Security Deposit:
A deposit of amount equivalent to 5% of the contract value as security deposit has
to be paid within -10- days of award of contract by way of Banker’s Cheque /
Demand Draft / Bank Guarantee favouring Bank of Baroda, Panaji. The same shall
remain valid till the period of contract including authorized extensions, if any.
Bidders are advised to visit the site and ensure the requirements of owner/users before quoting
theprice.
