Some days are diamonds! The cool mornings of these early spring days are invigorating but the heat of midday certainly reminds us of summer to come.

The postponed general meeting of Council was held on September 15 to enable as many of our four Councilors as possible to be present as staff illness as well as other commitments have made it difficult to have all in attendance. The meeting agenda was a very busy one filled with a diverse range of issues to be dealt with during the day.

Council directed that the Blackall- Tambo Regional Council seek the support of the Barcaldine Regional Council in their endeavor to lobby the Minister for Transport and Main Roads as well as QantasLink before the date of the proposed flight cuts to reverse this decision and have the flights to both centres reinstated. I have spoken with Barcaldine Regional Council Mayor Rob Chandler and we will also have the support of the Member for Gregory Vaughan Johnson in this matter. In the meantime we will continue with plans of the upgrade to the Blackall airport apron.

There will be a new Works Management Plan and Program developed over the next two months by the Manager of Works Paul Martin and Senior Works Management staff. This will be of great value to Council and the community within the region.

We are looking forward to the installation of the new wash down facility at the Blackall saleyards. This facility will be advantageous to all who need to use a wash down in the course of their operation and will certainly enhance our weed control/free green image. The further upgrades at the

saleyards have been constructed with some further water infrastructure installation, of sprinklers and troughs, this particular upgrade will be completed. The saleyards have continued to attract a steady level of stock numbers on their weekly sale day.

Council accepted with pleasure the generous gift, donated by the former Rotary Club of Blackall, of the Sulky and the Barrier which are displayed at the Blackall Visitor Information Centre. Council will acknowledge the donation by the installation of a plaque stating the significance of the gift and its history.

The construction of the ‘Grassland @ Tambo’ building has reached the final stages of the work. This building is looking extremely good and will be a huge boon to the town of Tambo. Congratulations to Project Manager Fia Adams and Engineer Graeme Wills for their fortitude and persistence in getting the project up and running as well as finalizing the construction phase.

The Blackall-Tambo Regional Council rate notices have been sent out with only one period for discount. If paid before the October 7 there will be a discount of 15% allowed. Please take advantage of the discount period.

Together with Economic Development Officer John Hine I attended a meeting in Alpha auspiced by the Barcaldine Regional Council with regard to the proposed Alpha mines. This was a most interesting gathering of staff from all manner of state Government departments. There were no miners present, with little water less infrastructure this eventuation is a concern for the

Barcaldine Regional Council.

While I was attending this meeting I was presented with a copy of the Statutory Central West Regional Plan. I have not had time to read this document as yet but there are now, for those who may be interested, some copies available at the Council Office front counter, please enquire. The launch of the Central West Regional Plan took place in Longreach on September 10 with Minister for Planning and Infrastructure the Hon Stirling Hinchcliffe officiating.

The Department of Primary Industries and Fisheries have appointed a Wild Dog coordinator John Cuskelly to take a leading role in the Livestock Predator Management in Queensland. A Wild Dog Advisory Committee is being established to bring together the key stakeholders and oversee the implementation of the Wild Dog Strategy. John Cuskelly will work with the Committee, landholders, Natural Resource management groups and local Governments, and states that a coordinated approach will deliver the best outcomes to rural communities.

BLACKALL’S historical connection to legendary shearer John ‘Jackie’ Howe is explored in a major new touring exhibition which opens early next month on October 5 in Blackall.

The Blackall Living Arts Centre will host the Top 150: Documenting Queensland exhibition though to October 14 2009.

Well-known historian Dr Murray Johnson selected Queensland’s top 150 historical documents from the State’s cultural heritage institutions and ranked them in order of significance for Top 150: Documenting Queensland.

Ranked at number 107 in the exhibition is John ‘Jackie’ Howe’s scrapbook. The son of a circus acrobat, Howe first rose to fame in 1892 when he set a world record by shearing 237 sheep by machine in a single day at Barcaldine Downs. Howe kept clippings of his shearing career in his scrapbook which extends beyond his retirement in 1900.

Top 150: Documenting Queensland is a visual timeline of the decisions, events, people and places that were instrumental in shaping Queensland’s identity.

The exhibition was commissioned by Queensland State Archives through the Department of Public Works to commemorate Queensland’s 150th anniversary and it provides a fascinating insight into Queensland’s past.

For more information visit the Queensland State Archives website at www.archives.qld.gov.au. See more about Queensland Arts Council Ontour onexhibition 2009 at www.qac.org.au.

BLACKALL State School Chaplain Bec Ossipow provides a personal point of contact, care and support for the students and others in the school community.

While the local chaplaincy committee (Blackall LCC) does receive some government funding, they are required to fundraise essential funds that ensure continued chaplaincy at the school.

Through Scripture Union Queensland’s Partner Program, QBE Insurance is donating $25 to the Blackall LCC for each local vehicle transferred to its insurance, along with annual donations each time registration bills are due. All that is required is a transfer of Compulsory Third Party (CTP) insurance to QBE Insurance through the partner program, at no extra cost.

Another fundraiser for chaplains in the past has been the Stock Up for Hope charity drive.

The first drive two years ago saw cattle walked from Hughenden to Blackall to raise funds for school chaplains in outback Queensland.

This year the drive has kicked off in Mitchell and travelling via Injune, will finish in Roma on October 13 with a major cattle sale, agribusiness forum and gala dinner celebration.

Stock Up for Hope was established in 2002 as an avenue for primary producers to support regional youth, using the livestock economy. Producers are invited to donate cattle for the charity drive. All money raised goes directly to supporting rural school chaplains.

For more information on SU Qld’s Partner Program, go to www.partnerprogram.com.au or contact Blackall LCC Treasurer Phillip Walker on 4657 4884 or Chaplain Bec Ossipow on 4657 7307. For more information on the charity drive or to donate cattle to support chaplaincy in Blackall, contact Phillip Walker ‘Westhill’ Blackall.

THANKYOUThe members of the Anglican Ladies Guild are extremely grateful for the support of the community at our 80th Annual Flower Show last Saturday.

We especially pay a very BIG “thankyou” to all who helped in any way to make the occasion so successful.

LETTER to the EDITORBlackall,As I sit and contemplate the last eighteen months of

my life and consider that time spent in Blackall, I am reminded of the Banjo’s “Clancy of the Overflow” and the last verses and see what he means:

And the bush hath friends to meet him, and their kindly voices greet him. In the murmur of the breezes and the river on its bars, And he sees the vision splendid of the sunlit plains extended, And at night the wondrous glory of the everlasting stars. The verse continues …

I am sitting in my dingy little office, where a stingy Ray of sunlight struggles feebly down between the houses tall, and even though my office is not dingy; the coastal sun is strong; the houses replaced by the Glass House Mountains, I trust you catch the picture.

Dawn and I thoroughly enjoyed the pleasures and treasures of Blackall and beyond and will certainly carry great memories of its people, its vastness, its uniqueness and the spirit of the town. In our short sojourn, we made many friends, saw Heartland opened and the fulfilment of the Power of the Dream.

We tried our best to say our farewells to all we got to know, but time ran out. So please excuse us and we crossed the old Barcoo enough times to ensure our return for the occasional visit. Thank you Blackall for accepting and welcoming us to your community and I am sure that Mark and Linda Whysall along with their family will enjoy their time serving you as the Peelies have.

Yours for Life, Les & Dawn

town water, industrial and mining purposes.

Blackall is one of 70 towns that lies above the Great Artesian Basin and is reliant on the basin for its water supply.

The town of Blackall relies on three artesian bores. The majority of properties surrounding Blackall also rely on water from the basin for both stock and domestic water. Some of this water comes from artesian or free-flowing bores and some from sub-artesian bores.

As well as townships, the pastoral industry in this region and others around Australia could not function without the Great Artesian Basin.

The first artesian bore to be drilled at Blackall was the Pioneer bore, situated in Aqua street. The Pioneer bore was the first to be commenced in Queensland although not the first to reach completion. It was drilled to 507 metres (1,664 feet), tapping into Hooray sandstone. The water from this bore was not suitable for human consumption, due to high fluoride content. It also had high levels of salt and bicarbonate, which made it unsuitable for irrigation or gardening. It was used mainly for wool-scouring and stock watering.

The second, the powerhouse bore, was drilled in 1901 to a depth of 789 metres (2590 feet), tapping the Hutton’s sandstone. Its initial flow was measured at 1,138,380 gallons per day.

As a result of the high temperature of the water, a decision was made to put the water through a cooling pond, before reticulating it around the town. This was completed in 1905. An excavation was made adjacent to the bore head, and a grid of pipes was laid. The supply for the town flowed through the pipe grid, exchanging heat with water in the excavation. The system was later removed.

The third bore, at the Blackall showgrounds, was completed in 1962 at a depth of 843 metres (2776 feet).

The fourth, located on Leek street, was completed in 1994 and

drilled to a depth of 840 metres (2757 feet) with 918,000 gallons flowing per day.

All three bores supplying the town draw their water from Hutton’s sandstone. The water is of high quality, for drinking and gardening. Water temperature at the bore heads is approximately 62 degrees Celcius, resulting in the majority of properties in Blackall having cooling systems as opposed to hot water systems.

Prior to the advent of flowing bores, sub-artesian bores and wells supplied water to travelling stock and horse teams. One of the first bores drilled in this area was the Delta Crossroads bore, now known as the Deep well. Situated on ‘Stratford’, it was put down in 1886 to supply water to the horse teams working between Blackall and Jericho.

Station properties soon began utilising the Great Artesian Basin for stock and domestic purposes. Drains from flowing bores ran for miles, providing water for sheep and cattle. At the higher elevations, windmills brought water to the surface, thus allowing the utilisation of pastoral country which would otherwise be unusable.

The bore drain system puts tremendous drain on the pressure in the Great Artesian Basin. Water wastage in bore drains is vast with only five percent of water used as the remainder is either soaked up or evaporates. While high pressure at lower elevations supplied adequate water, lower pressure in the system caused many flowing bores to cease, and the water level in sub-artesian bores to drop, in some cases dramatically, particularly in bores situated at higher elevations.

A system of capping flowing bores and replacing bore drains with polythene pipe is helping to restore pressure in the Great Artesian Basin by reducing the number of free-flowing bores. These schemes are funded by some state governments, the Commonwealth and concerned landholders.

The Great Artesian Basin has

supplied water for public bathing ever since the powerhouse bore was completed. Surplus water from this bore used to flow down Woodbine street (now Coronation Drive) to holes in the river’s floodplain. These holes were used for public bathing. In 1904 resolution bathing was permitted on weekdays before 8am and after 6pm, and before 9pm on Sundays. In 1907 the swimming hole was set aside for public bathing between 8pm and 10pm.

In around 1920 public baths were constructed in Blackall at a site now partially covered the Blackall Cultural Centre. These baths served the town for 50 years, and were succeeded by the Aquatic Centre.
