Affirmant received a copy ofthe conformed Summons and First Amended Complaint withAffidavit of Verification from Pamela Bamett for personal service upon the United States ElectionAssistance Commission herein.3 Affirmant placed the conformed Summons and First Amended Complaint with affidavit ofverification in a plain manila envelope with the name ofthe United State Election AssistanceCommission and location written thereon with "Urgent legal Service" designated at the lower left-handcomer ofthe envelope.4 That on July 2 2 , 2010 Affirmant went to the building at 1 2 2 5 New York Avenue N.W.Washington District of Columbia and was told by the Building Concierge in the lobby that the UnitedStates Election Assistance Commission had recently relocated the offices to 1 2 0 1 New York AvenueN W third Floor5 At 1 38 P M Affirmant went to the third floor reception for the United States ElectionAssistance Commission located at 1 2 0 1 New York Avenue N W and there spoke with the receptionistBeverly Russell, a light brown skinned woman in her forties about 5 foot 3 , slight of build with grayingblack hair in a permanent hair style, seeking to personally serve the executive Director Thomas Wilkeyfor the United States Election Assistance Commission;6 Ms. Beverly Russell received service ofthe Summons and First Amended Complaint withAffidavit of Verification for personal service upon the executive Director Thomas Wilkey and to deliverthe service obtained substitution ofa fellow employee tofill-inat reception while she served theExecutive Director where she went before Affirmant left the office
