The Village has been well represented in this by the Northland Ccmnuni ty council Developnent Comni ttee to force a more generous LSR zoning onto the site. The experience and reputation of many people in and out of Minerva Park has been utilized. We have felt fran the beginning that we had a very strong case. Now you will know if Columbus Council was convinced. The interest in and participation in this endeavor has been phenanenal., and I carmend our many residents for attending meetings at the Community Building, Columbus Developnent on Avenue and Columbus City Council. This is an expression of support for Minerva Park - but to this I must add, "Where are you when we need you?" The community association has a lot of activities and too few people to manage them. We are responsible for MinervaFlora, children's activities 3 times a year, the monthly Villager, a soon-to-be annual directory, a membership committee (nearly 400 members this year), information/publicity, annual garage sale (nearly $1400 this year), two annual Nancy Fischer scholarships, newcomers and sunshine carmittee, 4th of July celebration, and participation in Northland Ccmnunity Council. In addition, of course, we have a secretary', a treasurer, and president and vice president. We need plenty of help for the caning year, which begins in September with our annual meeting. In May, Squad 11 9 made 23 runs ; 14 into Blendon township and 1 into Minerva Park. Members volunteered a total of 1047 . 6 hours for the nonth, bri nging the total for the year to 6031.7. Leading volunteers of the nonth were Renee Woods ( 94 hours) , Lee Eckert (86 . 5 hours), and Frank Merdith (73 hours) .

The subject of the June training meeting was on extraction and was conducted by Lt. Burton of the Westerville Fire Dept. and the crew of Rescue 111 •

Lt. Brian Roy has replaced Julie Speicher as Asst. Chief (acting) .

The deparbnent continues with the planning to convert the squad frc:m a Basic Life Support to an Advanced Life Support unit .

And so the rains continue and everything is lush and green just as it is in the rain forest . The size of the perennials and the new growth on the shrubs is almost unbelievable. On the other hand, the annuals don't like a:>ld springs and are just sitting there looking much as they did when they were planted. I always figure that you really a:>unt on your annuals giving the touch of a:>lor that provides individuality to each home until around the 4th of July. Hanging baskets and container plants that have been raised indoors can be used to bridge the a:>lor gap between the daffodils and the annuals as they can be rroved inside whenever frost threatens, but the prettier they are in the beginning the rrore root bound they becane by mid stmmer. They need lots of watering to keep them going.

The perennials have done well and help fill the a:>lor gap. Peonies make a bold statement. The bloan needs staking and lasts a very short time, but the rest of the sunroer they are nice sma.ll bushes needing no care until they are cut off at the ground in the fall . They look great in mixed beds and are particularly good in a bed of their own along the driveway, as at 5254 E. Shore Drive or along the property line as at 2692 Wil~. Iris cane in all colors and look good bloaning with peonies but are susceptible to iris borer and preventable sprays with cygon are reccmnended.

Spireas are the shrubs for mid June, and we have lots of them growing in the Park. Particularly effective was a group of "Little Pri ncess" at 2847 Lake~ planted along side a dwarf blue spruce against a white house; at 2559 Lakewood 1 pale pink spirea 1 dwarf blue spruce, and 1 gold euonyrrous ma.ke a nice grouping; a large group at 291 0 Berry Lane surrounds a lamppost.

A darker spirea is featured at 2560 Maplewood - it matches the house awnings. At 2634 and 2626 Wildwood the spirea is paired with a purple clematis at the mailbox.

This is the peak of the rose season, and as usual the beds at 2635 Alder Vista, 2863 Lake~, 2621 Maple~, 5389 Park Lane Drive and on the east side of the last house on Minerva Lake Road are all doing well .

other spots of beauty this rronth were at 5081 Maple~ where 3 "Rose Bud" pink azaleas showed themselves against the blue house. Also YX:>rth looking at are the hostas at this address. 2706 Park Lane Drive had a nice display of red geraniums and white petunias. At 2730 Maplewood I couldn ' t miss a rose colored clematis on the mailbox with a matching bed of rose a:>lored impatiens planted underneath.

The bed at Briar Rose was very colorful when its 1 0 peonies were in bloan with red roses and spirea doing their thing on the back side - watch for its daylily bloom which is just starting. The Lake~ bed by the path had dark rose peonies, light pink hardy geranium and white daisies in bloom mid June and a fine stand of peach colored iris earlier. All 3 of the beds on the south side of the Park a:>ntain rrostly stuff that had to be rroved fran other places and have done amazingly well .

By the time you read this the Maplewood bed should be golden with lots of Stella D ' oro, day lilies, gaillardia and threadleaf Coreopsis. Stella is used in lots of plantings because it is a repeat bloaner and a prolific one; it is the parent of an award winning one which has a dark center, is called "Black Eyed Stella" and is said by the Wayside catalog at bloom continuously for 270 days! 2584 Lakewood has a fine stand of Stella by their house which got itself in full bloan before any of the rest got started. If any of you want plants, let me know. Stella is . a great multiplier and we can divide sane in the community beds in the fall .

Another bright yellow perennial in bloom now is the so called evening primrose seen in abundance along the driveway at 2638 Lakewood and at 2690 Lake~ all over the yard. Like all perennials they multiple rapidly and starts are usually available for the asking.

family ( 2785 Lakewood) for contributing and planting the pink and white impatiens along the path near the Lakewood bed. We now cane to the "better late than never" entry - the spots admired last ronth but omitted due to lack of space.

3245 and 3237 Minerva Lake Road both have red azaleas and hot pink phlox, 3340 Minerva Lake Road - azaleas and creeping phlox, 5254 East Shore - blue and white scillia and pink creeping phlox the entire length of the drive with dwarf purple iris just starting, 2921 Berry lane - pink azaleas flanking a garden gate, 5261 Westbridge - lots of ajuga under a dwarf red maple, 2810 Park lane - lots of deep pink azaleas, 2828 Park lane purple azaleas are spectacular against the white house, 5386 Park lane - a large white dogwood framing the front door with orange red azaleas and a mass of white azaleas below the large trees on the other side of the lot. Wow! This area is undoubtedly the azalea capital of Minerva Park. The best part is that all of us can look forward to enjoying them year after year getting better and better as they grow larger.

Village of Minerva Park Council Regular meeting - June 1 0, 1 996

The monthly meeting of council was held on June 1Oth. All members of council were present.

Council considered 3 planning requests . The building permits cannon on Minerva Lake Road were until 9-1-96. A conditional resident/business was approved owners at 5100 Cleveland Avenue. and side driveway variance was for 2709 Lakewood.

Lee Rupp advised that we will be using the east side of Cleveland Avenue shortly while t,X)rk is done on the west side. There are several spots in the Village where storm water runoff is a concern. These areas will be looked at.

A member of the AA group that meets at the conmunity building on Friday nights presented council with a resolution to allow them to srroke in the building during their meetings. Council will oonsider their request .

Mayor Murray is inqmn.ng with the Ohio water Developnent Authority about possible loans for our water line replacement. With oouncil approval grant rroney for the cleaning of the lakes will be pursued.

COmmittee Reports cannunity - Lynn Eisentrout advised that

the pool received a grant from the Ohio Dept. of Natural Resources . She and Jeri Wunder le will meet with the pool board and decide how to proceed. streets - Bob Landy advised that the lowest

bid for the slurry seal was American Pavement for $16,469 . This was the lowest bid and was accepted by council. The patching of the streets that the oouncil approved last month is done. The City of Columbus has sane spots to repair also. Service - Dave Stahr advised that he will

have a leaf pick-up oontract for 1996 by next meeting. He will continue his work on cleaning of the lakes and pursuing grant money. Legislation - Council accepted the second

reading of an ordinance to raise the surcharge on water usage for village residents. Council passed an ordinance

to vacate Eastbridge south of Maplewood and deed to adjacent property owners. Council passed an ordinance to set the hours and wage for the court clerk. It accepted the seoond reading of a resolution to place a 3 . 2 renewal tax levy on the November ballot, it passed a resolution supporting the Columbus Developnent Commission ' s vote to disapprove the rezoning at 5060 Cleveland Avenue.

The plans for the developnent on the west side of Cleveland Avenue were reviewed by Lee Rupp. All the plans have ~1 approved by the City of Coltmlbus already. The ravine will receive more water runoff, but not at any faster rate.

As of June 1996, the Village of Minerva Park is no longer obligated for the oonds used for the building of St. Ann ' s Hospital. Their merger with Mt. Carmel has been officially ooncluded, and Mt. Carmel has made arrangements for a Bond Trustee and Escrow Agent to be responsible for the payment of all obligations. The westerville, Minerva Park and Blendon Joint Township District that was formed in October 1982 may oontinue to meet with st. Ann' s officials on occasion for information.

That portion of Eastbridge Road that extends from Maplewood to the southern ooundary of Minerva Park has been vacated and will be deeded to the property owners abutting on each side.

Our Clerk of Courts, Joann Melsop, will be leaving this position and will be replaced by Regina Nash. Regina is a resident of westerville where she lives with her husband, stephen; son, Jonathan; and dog, Todo. We anticipate a smooth transition of responsibilities from Joann to Regina. Joann did an outstanding job. I will miss her pleasant smile and enthusiasm as well as her dedication to the job.
