BENSCL / STATUS OF WORKS 19.10.2020 Status of Road Works taken up by Bengaluru Smart City – 19.10.2020 1. Bengaluru Smart City Limited under the Smart Cities Mission has taken up 13 projects (with 36 specific roads) for Revitalization of the historic heart of the city and is currently constructing the roads in the CBD area of the city. These roads have been taken up as part of the Original Action Plan proposed by the BBMP in 2017. 2. The total length of these road works is 30 kilometers and the SMART roads are being built on the lines of TenderSURE roads of BBMP. 3. Shifting of utilities, provision of ducts, improvement of Junctions, development of Footpaths and Cycling lanes, household-level service connections, etc. are the major features. 4. Along with the above, the implementation is also focussing on the improvement of seamless connectivity between different modes of transport, development of residual spaces, provision of green buffers, and place-making themes for enhanced accessibility and sustainable mobility in the ABD of Bengaluru Smart City. 5. The major stakeholders are BBMP, Bengaluru Traffic Police, BESCOM, BWSSB, BSNL, BMTC along with the local associations and our citizens. In view of ease of implementation, Bengaluru Smart City is working in close coordination with all the stakeholders and executing the works on site. The Consultants from WRI have been on-site to handhold and guide concerning drawings and design issues. 6. It may be noted that the work orders for these 36 road works have been issued in 2019. There was an inordinate delay by the PMC to issue the Good-for-Construction drawings. After continuous persuasion and several deadlines, the GFC drawings were issued for a few roads works in the first week of November 2019. 7. Following this, the Hon’ble Chief Minister of Karnataka laid the ground-breaking ceremony for the 13 road projects (Phase A – 7 Packages and Phase B – 6 Packages) on 09.11.2019. 8. The works commenced on the ground after due permission from the police department as all the roads are in the high-density traffic zones and after the necessary coordination with the stakeholder departments phase by phase. 9. The works were started with a target to complete by end of May 2020 (the one side of the road works that were started by January 2020).

1. Bengaluru Smart City Limited under the Smart Cities Mission has taken up 13

10. By March 2020, for 15 road works all machinery and manpower were mobilized and

work was in full swing as per the PERT chart identified by the CE and PMC.

11. However, owing to the COVID-19 pandemic and the national lockdown, migration of

labor, it has become extremely difficult to mobilize labor and carry out the work at

the desired speed. Issues of COVID-19 spread for labor/contractor/engineer and

their families have led to delay in the progress of work as it affected the pace of

different skilled labor teams who work on-site in close coordination and tandem

(sequential nature of activities).

12. The projects have gathered momentum in the Unlock scenario and work is being

monitored day and night. It may be noted that major utility shifting tasks and

junction improvement or connectivity are being handled during the night only after

the complete mobilization of men and materials at the site as per the PERT chart.

13. Instructions have been given to follow all the guidelines about the safety of

pedestrians and motorists, and adherence to the safety measures – barricading, use

of reflective material, precautions to be taken while carrying out critical tasks during

the night is being monitored by the CE and EEs day and night and the same is

constantly being reviewed and updated to the Senior Officers.

14. The Contractors have been given clear directions to ensure the tree pits are provided

to guard the plantation on the existing site and watering/spraying of water is carried

out on the roads to avoid dust and remove all the debris from the site regularly.

15. Site inspections and regular inspections are being carried out both by the engineers

and the Consultants.

17. The works are being monitored constantly and the road works on the above

mentioned sides will be completed as per the scheduled timeline with the due

coordination with all the stakeholders on war-footing round the clock.

18. The activities are in a critical phase and major utility shifting along one side of the

roads has already been tackled. It is a request for the citizens to kindly bear with the

temporary inconvenience being caused because of the digging and construction of

roads.

19. Several place-making themes have been included as part of the road works and

Bengaluru Smart City Limited is targeting to complete the works in good quality in

the scheduled time.

20. The roads once completed shall be a vital part of permanent Public Infrastructure

for Bengaluru City.
