I also wanted to give remembrance to those officers from our area. Records show that 474 officers from Louisiana have been killed in the line of duty. Records of police officers being killed in the line of duty from the United States were started in 1791. From 1791 to date, some 22,888 known officers have lost their lives while on duty. Just last month, in Washington, D.C., fallen officers from all over the United States, including Louisiana, were honored at the Law Enforcement Memorial. I started my career in law enforce- ment in 1962 and was a deputy for the St. John Parish Sheriff’s Office under Sheriff Lloyd Johnson and Sheriff Wayne Jones. I worked very closely with some of the deputies from St. John the Baptist Parish killed in the line of duty. Because of my career path and los- ing my fellow officers and friends, I decided that I wanted to honor fallen officers in Louisiana in my museum. My wife Debbie and I, both having full time law enforcement careers, decided to travel around to other states and look at their memorials for fallen officers. We went from Washington D.C. to Miami, Florida. We decided to add The Louisiana Law Enforcement Memorial Center & Museum. Our wall was appro- priately named, “Gone But Not Forgotten.” We are a non-profit museum with the state of Louisiana and worked very hard to make sure that these officers were given the respect that they all deserved. Our wall contains photographs of the fallen officers and a brief expla- nation of how the officer died in the line of duty. However, during the Great Flood of August 2016, our Gone But Not Forgotten Wall was heavily dam- aged. We were able to remove some of the photographs and store them until all our repairs are completed. We are working to restore the memorial and make it even better than it was before the flood. We also had police memorabilia in cases that were flooded, along with other police items that we will try and replace. We will also have on display hand- cuffs from the 1800s, cuff and chain that attached to the prisoners’ legs and the ball that they had to drag while wearing it, old photographs and many other police related items. We have not received any fund- ing for the repairs and have to pay for the repairs as we go. We would like to thank all the volunteers that did provide help after the flood with the removal and packing up of dis- play items in the museum so that the building could be cleaned and rebuilt. They were a blessing. Today may be the day that you want to say thank you to our law enforcement officers who protect and serve the public everyday. Retired officer working to rebuild tribute to fallen The Louisiana Treasures Museum located on Louisiana 22 just west of Ponchatoula includes a ‘Gone But Not Forgotten’ wall that was damaged during a flood in 2016. Repairs are underway. SPECIAL TO L’OBSERVATEUR Roland Anthony Gravois, a Vacherie native, recently celebrated his 90th birthday. He grew up on a plantation in West Baton Rouge Parish, served in the U.S. Navy and is a graduate of LSU. Gravois is the author of L’histoire et la Genealogie de la Famille, published in 2016, an update of his 1997 book, La Famille Gravois, les Trois Cents Annees Passees. The books are the culmi- nation of years of detailed research, including researching trips to France and Canada. It is the story of the last 350 years of the Gravois family, begin- ning with their original settlement in Nova Scotia, Canada, immigrating from their native France, their journey south and their eventual settlement in Louisiana and the family’s stories since then. According to Wayne Gravois, the book does not read like most genealogy books as it includes interest- ing historical facts in regard to each era in history and the families’ contributions during those periods. Gravois also wrote de Generes and Allied Families published in 2012. This book details his wife, Carmen Marie’s ancestry, the story of the Generes/Degeneres family including their settle- ment in Louisiana and their associated stories. Roland and Carmen still reside in the Greens in Pelican Point and in addi- tion to his continued geneal- ogy research for the Diocese, they enjoy spending time with their four children, four grandchildren and four great grandchildren. Gone But Not Forgotten Wall

St. John the Baptist Parish Coun-cil will receive Proposals for the project described as follows:

Disaster Restoration and Recov-ery Services

St. John the Baptist (herein referred to as “Parish”) hereby issues a Request for Proposals (RFP) for qualified companies for disaster restoration and recovery services in the event of a local, state or federal declaration. The parish is made up of thirty-six (36) buildings that service the public’s essential needs. The par-ish recognizes that if its facilities and/or operations are dam-aged and disrupted by a major disaster, existing employees and systems may be overwhelmed by the scale of necessary disaster response and recovery work.

The selected contractor must be a qualified, experienced, and licensed/certified disaster resto-ration company.

Proposals shall be addressed to the St. John the Baptist Parish Council and delivered to the receptionist at the Parish Presi-dent’s Office in the Percy Hebert

Building, 1801 West Airline Hwy., LaPlace, LA not later than 2:45 o’clock P.M. (CDT) on June 28, 2017. Proposal package shall be clearly marked “RFP – Disaster Restoration and Recovery Services.”

Any proposals received after the specified time and date will not be considered. The sealed proposals will be publicly opened and read aloud at 3:00 o’clock P. M. that same date in the St. John the Baptist Parish Joel S. McTopy Council Chambers located at 1801 West Airline Hwy., LaPlace, LA.

LAPLACE — Police arrested one juvenile after LaPlace neigh-bors said he was shoot-ing guns, one of which was stolen, in the air in broad daylight.

Following the Friday complaint, St. John the Baptist Parish Sheriff’s Office deputies respond-ed to the 2500 block of Cambridge Drive in LaPlace, quickly locat-ing a subject fitting the description of one of the suspects riding a bicy-cle southbound in the 2800 block of Concordia Drive.

“As deputies attempt-ed to make contact, the suspect jumped off the

bicycle,” a Sheriff’s Office release said. “As the suspect attempted to flee on foot, officers observed a semi auto-matic firearm protrud-ing from his waist-band. The suspect then stopped and retrieved the gun from his waist-band, tossed it into the

grass and surrendered to deputies.”

Police identified the suspect as a 16-year-old male from LaPlace. An inquiry of the serial number showed the firearm stolen out of Baton Rouge.

Police said a second suspect fled the area, and deputies were unable to locate him.

On Tuesday, police said further investiga-tion indicated the sec-ond juvenile subject was not involved in the shooting.

The arrested juvenile was booked with illegal use of weapons, posses-sion of a firearms with an obliterated number, illegal possession of a handgun by a juvenile

and illegal possession of a stolen firearm.

The teen was trans-ferred to the Terrebonne Parish Juvenile Center.

cifically the plan for transition in the event that the founding lead-ership is unsuccessful. The applicants were not clear that board leader-ship would be willing to remove the found-ing leader in the event the founding leader is unsuccessful.

• The applicants indi-cated they will choose a new ELA curriculum for grades kindergar-ten through second that meets state guidelines.

• The school district and charter school dis-cussed enrollment cri-teria — these criteria (inclusive of enrollment requirements and grade configurations) need to be agreed to and adopt-ed by the charter board prior to issuance of a contract.

• The applicant must meet pre-opening requirements prior to the execution of the final contract.

George said St. John Public Schools is send-ing a letter to Louisiana Premiere leaders this week outlining the School Board’s most recent action.

“We will start to arrange meetings with the charter group and whatever personnel they want us to meet with to work on those conditions,” George said. “The state also requires a set of pre-opening requirements that the Charter group has to complete before they can open the school.

“They can open as early as August of 2018 but it is totally depen-dent on how quickly they get their pre-open-ing requirements done and how quickly we

can negotiate the condi-tions that the St. John School Board wants to address.”

In their application, Louisiana Premier Charter School leaders said the school would initially serve kinder-garten through ninth grade students, with the addition of grades 10th, 11th and 12th planned in future school years.

“LAPC seeks to achieve a racial and socioeconomic bal-ance reflective of St. John Parish schools for its students as evidenced by enroll-ment and economic data reported by the Louisiana Department of Education,” the appli-cation reads.

The charter school noted the public school district enrolls 5,759 students, with more than 2,000 St. John stu-dents in private schools and “at least 500 stu-dents” home schooled or attending school in a neighboring district.

“Our target first year enrollment of 575 stu-dents would represent about 10 percent of the public school enroll-ment and less than 10 percent of total enroll-ment in the district,” the application reads. “This level is lower than all of the other charter schools in the state that are the only charter school in their rural parish and is therefore a reasonable target.”

Louisiana Premier officials said the pub-lic school district is approximately 78 per-cent black, 13 percent white, seven percent Hispanic and less than one percent for students designated as other eth-nicities.

“As reported on St. John the Baptist Parish District’s Report Card, 11 percent of the pop-ulation is special edu-cation and 86 percent is economically disad-vantaged,” the applica-tion reads. “LAPC will enroll throughout the district and expects to enroll a student popu-lation consistent with these percentages.”

Louisiana Premiere Charter School officials indicated they plan to actively recruit in minority communities to ensure a diverse stu-dent body and operate in compliance with the Parish Desegregation Court Order.

“Over the upcoming months we will hold informational meet-ings and post applica-tion information in churches and commu-nity centers in diverse neighborhoods,” school officials said. “LAPC will hold an open enroll-ment period for a mini-mum 30-day period in January and February 2018. Students will be notified by mail of their acceptance. LAPC will hold a lottery if enroll-ment applications for each grade level exceed capacity. Once the num-ber of spaces have been filled, waiting lists will be generated. Siblings will be given prefer-ence on the waiting list. Remaining appli-cants will be placed on the waiting list in the order the application is received.”

Upsilon Mu Zeta continues youth investment

Upsilon Mu Zeta Chapter of Zeta Phi Beta Sorority is on the move in a big way.

Upsilon Mu Zeta is invest-ing in River Parish com-

munities. The youths are one of their priorities. They have adopted Fifth Ward Elementary School in Reserve. Drenean Brown is the principal.

Upsilon Mu Zeta has contributed to the empowerment of the youth through donations of school supplies, book bags and other language, math and vocabulary learning tools.

Two students were selected by school personnel and received bikes for Christmas.

2017 Street Lighting Materials & Supplies

Sealed Bids will be received by St. John the Baptist Parish Council until 2:45 p.m., June 20,2017 at the St. John the Baptist Par-ish President’s Receptionist Desk, Percy D. Hebert Building,1801 West Airline Hwy. LaPlace, LA.

Complete Specifications and Bid Forms may be viewed and electronic bids are being accepted at www.centralbidding.com. Bid documents are also available for viewing on www.sjbparish.com and can be obtained by contacting the Jean Stewart at [email protected].

Bids are to be addressed to the St. John the Baptist Parish Coun-cil. Bid envelopes shall be sealed, display the name and address of the bidder, and be clearly marked on the outside of the envelope:

“Bid for 2017 Street Lighting, Mate-

rials & Supplies.”

Bids will be opened and read aloud at 3:00 pm, June 20, 2017 in the St. John the Baptist, Joel S. McTopy Council Chambers, 1801 West Air-line Hwy., LaPlace, LA 70068.

St. John the Baptist Parish Council, being a government agency, is exempt from all sales tax. Therefore, the amount you bid should contain no sales tax.

St. John the Baptist Parish reserves the right to accept or reject any and all bids and to waive any irregulari-ties or informalities incidental there to, and to accept any bid which the Council feels serves their best interest. Any such action shall be in accordance with Title 38 of the Louisiana Revised Statutes.
