Outsourcing within the Hospitality arena has its own set of challenges and the decision to outsource

is often taken without proper consideration of what the effect might be on your service levels. Unlike

other industries, outsourcing your staff within the hospitality arena often means the outsourcing of

your reputation, as it is often the employees themselves who construct or shatter exactly that.

It is with these sensitive issues in mind that we set out to form a company that can deliver a much-

needed differentiated service. Beta Staffing Solutions was formed in 2009 to address the growing need

for skilled contract labour within the hospitality industry. Beta Staffing Solutions is an association of

industry professionals from both the hospitality as well as the labour outsourcing industries. At Beta

2. Need Analysis

Due to the nature of your operations, the need exists for maintaining a fixed pool of permanent employed staff to accommodate the variable business needs of the client. The categories of staff required are as follows, however not limited to;

High Quality Waiters and Waitrons (Servers) Bartenders Supervisors Hostess Food Service Assistant Demi Chefs Commis Chefs Chef De Partie Storeman Stewarding General Assistants

These staff will be required to work on an hourly basis or on a monthly basis when required or as per the specific ratios determined by management. Staff are to be recruited as per the specific needs and parameters as set out by the Client in question, or will be recruited from the existing pool of staff. 2.1 Recruitment Methodology All Beta Staff candidates are subjected to our specially formulated recruitment methodology. Through our experience, we have found that by following this methodology, we are assured of recruiting the best possible candidate for the position. Our emphasis is recruiting based on ATTITUDE rather than outright skill as we have various training programs specifically developed to address the skills level. Our standard recruitment process is as follows;

1. Recruitment: Establish the need and staff required specific to the client’s needs and requirements. Industry suitable candidates, competent and trained.

2. Advertising: By Word of Mouth / Print Advertising / Internet / Walk-ins / Training establishments.

3. Screening: CV’s, Job Application Forms, verbal and written reference checks.

4. Interview: One-on-One Interview, Basic Skills Test, Numeracy and literacy tests, high level of personal presentation and communication skills, an inherent desire to work in the hospitality industry, motivated and driven to achieve and guest service orientated personalities.

5. Training: Skills assessment workshop of minimum one week. Specific training provided when specialized services are required. Literacy and numeracy test

6. Matching: Match the candidate with a specific client and position. All staff are pre interviewed by the client before the commencement of their work.

7. Integrity Checks: Where required, Criminal and ID verification will be conducted. In addition, Beta Staff will provide this service at cost to the client, Matric checks can also be provided at a cost.

8. Matric: All staff to have Matric and verified results will be provided prior to employment.

9. Follow-up Training: Regular on-the-job or task specific training to take place

3. Scope of Work

3.1 Staff Shifts

Staff shifts are determined by the client. We suggest a 9 hours shift with an hour lunch break. Staff productivity schedules will be determined in conjunction with the client. 3.2 Overtime; Public Holidays and Sunday Pay

Upon commencement of each assignment our staff member will be informed of the hours which they are required to work. They are informed that they may also be required to work Overtime, Sundays and Public Holidays from time to time, and agree to do so unconditionally. Normal working hours and overtime limits are as set out by the Basic Conditions of Employment Act. Time off in lieu of overtime worked may also be granted only on monthly billed staff. Each employee needs to accept the fact that, as a condition of employment, in accordance with the relevant legislation, Beta Outsourcing may apply an Averaging of Hours or Compressed Working week to the calculation of overtime hours. Furthermore they acknowledge that meal intervals may be reduced by the client or Beta Outsourcing to a 30 minute interval. Work undertaken on a Public Holiday will be remunerated at double normal hourly wage, or as otherwise specified by the Basic Conditions of Employment Act or any other applicable legislation, unless time off in lieu thereof is granted. Work undertaken on a Sunday will be remunerated at the required rate as per the relevant legislation.

Furthermore Beta Staff members:

Will be required to work such number of hours per day, week or month as the exigencies of the particular assignment requires.

Undertake and agree to work overtime when the operational requirements of the Client to which you are assigned requires it.

Agree to work flexi hours as informed by management, and acknowledge that these may change from time to time.

Agree that in the event of not being assigned for a full day for any reason whatsoever, they accept that the principle of no work no pay will apply.

Overtime is calculated if an employee works more than 12 hours in a shift. For staff employed on the basis of 195 hours per month overtime will be calculated on the following basis: For instance a 14 hour shift would constitute 2 hours overtime at time and a half. Constituting the equivalent of 3 hours normal time. 15 hours of normal time will be deducted from the 195 monthly hours. If 195 hours are exceeded in a monthly period the staff member will be paid time and a half above the 195 hours. All overtime will be managed in conjunction with the client so that little or no overtime is worked above the 195 hours.

4. Value Offering

Based on the information of helping you serving the little cents and according to the economic hardships that are affecting the whole Nation, we are so proud to propose this to you; 4.1 Outsourced Staffing Beta Staff will supply all staff categories as per requirement of the client. These staff will be supplied on a ‘Rate per Hour’ (where applicable) basis as and when business needs dictate on request from the clientele. We have an employee leasing option as well where staff are supplied by on a fixed monthly fee based on working 195 hours. We are also able to provide a services contract where we provide a service versus a staffing solution. This option entails Beta Staff providing staff at an agreed service requirement level and will be charged for the service instead of the individual hours worked. All service staff supplied by Beta Staff will have undergone full skills assessment prior to being assigned to the client. All staff will be uniformed by Beta Staff as per the prescribed standard of the client and Beta Staff will assume responsibility for any ‘loss or negligent damage’ of Beta Staff uniforms. A minimum charge of 5 hours per assignee, per day will be charged for any Beta Outsourcing staff. The Outsourced Staff will be recruited as per the specific needs and parameters as set out by the client. Beta Staff will put dedicated management team in place to ensure that these staff are consistently managed as well as to ensure that service levels are maintained and service standards are constantly improved. Beta Staff Management will also be responsible for overall motivation of the staff through incentives. Beta Staff management will ensure that all HR and IR related issues are dealt with efficiently and will report to the client management on any issues requiring investigation.

Beta Staff can make a provision for a 13th cheque to be paid out every December as a “Xmas Bonus”. This provision will be held in a separate journal and the client will be presented with a quarterly statement reflecting the balance of this provision. The Client, as ‘owners’ of this provision may decide on how the provision is to be distributed amongst staff. 4.2.1 Staff Motivation Beta Staff acknowledges the fact that it is sometimes difficult to retain and motivate staff to perform consistently at a level which benefits and satisfies both the employer and employee. To answer this problem, we have composed the following incentive program, staff recognition program. We can also create a system in collaboration to ensure it is site specific and can motivate staff in the areas you require staff to be motivated in.

4.2.2 Provident Fund All staff can receive a Momentum provident fund based on 5% company contribution and a 5% employee contribution. This contribution also includes an additional Funeral cover to the value of R10 000.00 per family member. The entire claim and statement is online which allows staff 24 hour access to their statements. 4.3 Dedicated Management Team For the purpose of providing efficient and dedicated service delivery, Beta Staff will appoint a Contract Manager specifically in the role of managing and overseeing the staff and site supervisors. He will oversee the staff and assist staff with related issues. The Contract Manager will have a hospitality background, preferably be a Food & Beverage specialist and have a keen understanding of staffing dynamics. The generic duties of the Contract Manager are as follows, however not limited to; 4.3.1 Contract Manager Duties

Site specific induction programs Day-to-day liaising with staff and client Develop staff relations via on job training

Identify training needs to ensure service levels are exceeded Arrange all required training and inform the client of the training to be provided Identify potential development candidates and arrange developments programs for

them Assist with the running of VIP or major events Assure staff quotas are met according to rosters Maintain a pool of causal staff for replacement purposes Facilitate on job staff training and provide records of this training weekly Uniform Inspections Evaluate and appoint new staff Facilitate regular staff and client meetings communicating the required information Perform staff reviews with feedback from guests and management of the client. Human Resource management Industrial Relations management Ensure staff adhere to the smoking policies and allocated smoking areas Ensure staff adhere to the lost and found policy of the client and or company. Staff personal hygiene is monitored and maintained at all times Adhere to and maintain health and safety rules as per client requirements. Maintain agreed scores for all audits held by the client. Adhere to all security control measures and procedures as required by the client. All staff will be issued a job description specific to their job profile and ensure the

staff sign and understand their job description. Daily handovers with Beta Outsourcing staff and the client management.

4.3.2 Contract Administration

4.4 Industrial Action Contingency Plan In the unlikely event of Industrial action and strikes Beta Staff have a contingency plan in place for such eventualities. Beta Staff has not experienced any industrial action or strikes. Although all staff members are afforded the right of association, Beta Staff have no union members within the ranks of their employees. Beta Staff would plan to ensure that in the event of a strike that reserve staff would be available to ensure that the operation would not be effected. Beta Staff have a large contingent of available staff who can be called upon at short notice. 4.4 Staff Transport Beta Staff can however arrange transport on a daily basis for any staff coming off shift after 22H00. This transport will collect the staff from one central point, and deliver to one central point. All banqueting staff will be collected with the company vehicles. Transport can be provided at an additional charge as negotiated from time-to-time. We have an affiliated transport company with Taxi association links that collects staff on request. 4.5 Quality Training 4.5.1 Service Training As part of our recruitment methodology, all staff employed with Beta Staff must undergo an intensive skills assessment workshop. We have found through our vast experience that by doing this we can ensure that all staff on assignment with Beta Staff have a minimum skills base. Due to the requirements of the client we propose that regular training take place on the premises in an area allocated and conducive to staff training. Alternatively, this training may take place off-site at our training center. Various training courses are offered by our training department and all these courses can be altered to suit your specific needs and requirements. 4.5.2 Health and Safety Training Beta Staff will be trained in First Aid and fire evacuation procedures. The staff will be properly certificated and an ongoing refresher course will be provided to ensure that our staff has the latest skills. Beta Staff intend to accede the requirements of the client and ensure that all Beta Staff are adequately trained. This will be for the entire cost of Beta Staff. Health and Safety and first aid training happens twice a year at our head offices.

4.7 Staff Uniforms All staff will be issued a standard uniform as stipulated by the client and as required by the Occupational Health and Safety standards. The upfront capital cost of the uniforms will be carried by Beta Staff, limited to two sets or per staff member per year. The uniform will be reviewed every year. Beta Staff will recover the cost of the uniforms by means of uniform deductions from staff over a period of 3-6 months. Uniforms will be replaced on an annual basis. Beta Staff will ensure uniform standards are maintained and sufficient replacement stock kept. Laundry costs for all uniforms will be for individual staff member. The standard Beta Staff uniform comprises of the following;

4.8 Payment Terms Beta Staff payment terms are negotiated and tailor made to suite you. We have a 30 day payment term or a pay per invoice term. What makes us different is that we can make a pro-forma invoice before services can be rendered to actually give you time and to budget for the function. This will help in financial planning before the event can take place. 4.9 Social Activity Beta Staff is a company that is involved in social activities. We have pride ourselves in
