1 ELECTRICAL SERVICES SPECIFICATION

1.1 Introduction

The Electrical Services Contractor (ESC) shall be responsible for the complete installation

as detailed in this specification, Electrical Data Sheets (EDS) and as detailed on the Tender

drawings.

It shall be the ESC responsibility to familiarise themselves with the requirements of these

and other documents in relation to the electrical services installation.

1.2 Electrical Data Sheets (EDS)

The ESC shall fully comply with all codes of practice, European norms, European standards

and British Standards given within the electrical specification data sheets and generally as

detailed within the contract documentation.

In addition to providing the standards to which the ESC shall comply, the EDS also provide

workmanship and materials specifications. The ESC shall comply with these and all other

contract documents.

All clauses within this document are subject to compliance with the EDS.

1.3 Schedule of Tender Drawings

Drawings are to be read in conjunction with the specifications and form part of the

documentation; Refer to Drawing Issue Sheet.

1.4 Electrical Fire Stopping and Service penetrations through

Acoustic partitions

The ESC shall include for all fire stopping using intumescent pads or similar equal and

approved. Service penetrations through acoustic partitions shall be installed in accordance

with details provided by the Acoustic Engineer; Fleming and Barron.

1.5 Circuit charts and labels

Each distribution board shall be provided with a circuit chart having the following

information;

• Size of cable feeding the board.

• Circuit from which the feed to the board is obtained.

• Circuit breaker reference and numbers.

• Equipment supplied by each fuse-way or circuit breaker.

• The capacity and reference number of each MCB Circuit breaker.

• Size of cable feeding each sub-circuit.

The chart comprises of a white card covered with transparent non-flammable PVC or similar sheet and shall be secured to the inside of the board cover. The engineer must approve chart details and fixings before fitting takes place.

An identity label shall be affixed to each of apparatus, e.g switchgear, panel boards, distribution boards etc. These shall be permanent non-flammable traffolyte, or equal labels engraved in 5mm block letters, filled on a white background. Labels shall be attached to the covers of apparatus by means of brass screws.

2 DESCRIPTION OF WORKS

2.1 Main Incoming Electrical Supply

The incoming electrical supply shall be derived from a new 800kVA transformer protected

via a 1250A MCCB metering cubicle both owned and maintained by Western Power

Distribution (WPD).

The transformer shall be located adjacent the car park housed within a GRP housing to

WPD Standards.

2.2 Main Switchgear and metering

WPD shall be responsible for the installation of the HV switchgear, transformer and the

associated LV cable tails. The tails shall terminate within a 1250A MCCB cubicle provided

by WPD. The ESC shall be responsible for the installation from the MCCB termination point

onwards.

From WPD’s MCCB cubicle the ESC shall supply and terminate the LV tails within a Main 8

Way Switchgear Panel via a 1250A Air Circuit Breaker (ACB). The ACB shall be installed as

an isolator complete with an earth fault relay (rated at 40 times the full load current) only

.The short circuit and over-current protection shall be disabled via the settings.

The switchgear panel shall be of BS EN 60439-1 Form 4 Type 2 standard, assembled for

front access. The switchgear shall be a 8 Way TP&N panel providing power to the following;

3 No sub - distribution panels( PB 1, PB 2,and PB 4) within the school; 3No external feeder

pillars; sprinkler pumps plus spare ways to facilitate future expansion.

The main incoming supply shall be metered via a separate metering panel provided by

others. The meter shall be multi-function with volt-free pulsed output for kWh BMS

monitoring.

The switchgear and metering panel shall be located adjacent the transformer, housed within

a GRP enclosure to match the specification of the WPD enclosure.

2.3 Power Factor Correction

The school is likely to contain many loads that contain switched mode power supplies

therefore, generating significant harmonic currents. We expect these to include:

• Studio dimming racks

• ICT hardware

• High Frequency Lighting

• Electric cookers

• Rotating machines within resilient material labs

To mitigate harmonics and improve power quality a combined harmonic filter and power

factor correction unit shall be installed.

Such as “Power Perfector” or equal and approved

This unit shall be situated between WPD metering / MCCB cubicle and the main LV switch-

panel.

The unit shall be rated at 200kVA / 800A and shall be capable of achieving a level of 0.95

lag.

2.4 Combined Heat and Power Unit

The ESC shall be responsible for the connection from Panel Board No.2 located within the

electrical switch room to the CHP distribution board located within the swimming pool plant

room.

Refer to Electrical distribution schematic for details.

Where indicated on the electrical schematic castell key interlocks shall be provided on the

incoming supply cables to the CHP split-panel boards and sub panel board and PB2.

This provides a manual safety feature when taking the CHP unit off line for maintenance

and connecting onto the electrical distribution network.

Refer to Mechanical Particular Specification and associated data sheets for details.

2.5 Earthing

The ESC shall provide a comprehensive earthing system that is fully compliant with:

• The Electricity at work regulations

• BS 7430 – Code of Practice for Earthing

• BS 7671 – I.E.E Wiring regulations

In addition, the earthing system must also comply with the requirements of the Electrical

Data Sheets EDS.

A purpose made common earth bar shall be installed within the main switchgear housing.

The bar shall be complete with removable links to facilitate testing, mounted at 500mm

above the finished floor level. The bar shall be sized with a minimum of 25% spare capacity

arranged in such a way that the removal of any one cable will not affect the termination of

an adjacent cable.

All areas with 5 or more computers connected in a ring main circuit shall be provided with a

high integrity earthing to the distribution board.

2.6 Sub-Main Distribution

Cables supplying the Main Panel boards shall be 3 x 4C 400mm2 XLPE/SWA/PVC/PVC

type installed within ducts or buried direct according to ground conditions. For proposed

cable routes refer to external site-wide services layout. Drawing No E-SW-01.

Sub-main cables shall be installed from the main panel boards to supply the various Sub -

Panel Boards, Mechanical Control Panels, Final Distribution Boards, Lift, Fire Alarm Panels,

and other load centres.

The Final Distribution Boards shall be supplied with switch disconnectors (2 pole / 4 pole as

appropriate), Miniature circuit breakers (MCB) and associated blankways.

2.7 Sub-Metering

KWh sub-meters with volt-free pulsed output for BMS monitoring shall be installed within a

metering cubicle integral to each Main and Sub-Panel Distribution Boards. The metering

cubicle will monitor the energy use in accordance with Part L of the revised building

regulations.

Containment drawings show the location for the meters which are located within the Panel

Boards.

2.8 Site-wide Power Distribution

Strategically placed around the development are sheet steel service feeder pillars root

mounted within the concrete footings. All feeder pillars (FP 1 -5) shall be green in colour

unless stated otherwise and contain timber backboard for mounting the following equipment:

2.9 System of Wiring

2.9.1 General

The final distribution system of wiring shall generally be by LSF copper cables, installed in

galvanised trunking and/or conduit throughout.

Galvanised conduit shall be used where cast into building structure or run in floor screeds,

Separate conduit, trunking cable basket, cable tray systems are to be installed for:-

a) General Lighting

b) General Small Power

c) Mechanical Control Wiring

d) Fire Alarm

e) Security

f) Structured Wiring Network

Where trunking is used, the wiring under items a, b and c, may be combined. All other

systems shall be completely independent.

2.9.2 Description

Separate conduits are to be installed from the trunking to serve final lighting and small

power positions.

All wiring, conduits, cables, cable trays, ladders, and trunking etc. shall be concealed in the

building fabric with exception of the following cases. No other surface work shall be

accepted.

• Electrical Switch rooms

• Basement Plantroom

• Lift motor room

• Corridors where polished brickwork is used

• Risers

Any chases and holes required in the building fabric must be agreed with, and confirmed by

the architect before work commences.

2.9.3 Dado Trunking

The ESC shall supply and erect a system of dado trunkings as indicated on the drawings;

The trunking shall comply with BS 4678 part 4, BS 4662 and shall be non flame propagating

in accordance with BS 476 and part 7, Class 1 and shall be white in colour.

Where indicated on the drawings, the 2 compartment trunking shall rise into the ceiling / roof

void and link with the main containment system within the corridor.

All angles, tees, internal corners shall be pre-fabricated by the trunking manufacturer. On

site production of these items will not be allowed.

The system shall be complete with suitable accessory back boxes as recommended by the

manufacturer. Back boxes for all accessories shown on the drawings shall be provided.

Switched socket outlets and spur connection unit.

2.9.4 Floor boxes

Floor boxes shall be installed on the ground floor only to serve those locations were island

benches are required.

The floor boxes shall consist of 2No. 13A twin socket outlet and 2No. data/ telephone RJ45

outlets unless stated otherwise on the drawings.

2.10 Electrical Accessories

The ESC shall supply and install all electrical accessories, e.g 13A socket outlets, switches

etc. as indicated on the Tender drawings and EDS. For guidance, the following is

applicable:-

• Plantrooms and M&E risers Surface Mounted Metal clad finish

• Workshop classrooms Trunking Mounted Metal clad finish

• General circulation spaces Surface Mounted Metal clad finish

2.11 Compliance with Part M – building regulations

To comply with Part M, all electrical accessories shall be specified with Graphite Grey

rockers and face plates so that they contrast with their surroundings.

ESC shall be responsible for providing a colour sample of the proposed socket outlet for

approval by architect prior to installation.

2.12 Transient Over Voltage Protection

Transient Over Voltage surge protection shall be incorporated within the Main Switchgear

panel and Main Distribution Boards. The unit shall be as Furse ESP 415 M1 or equal and

approved.

2.13 Small Power Distribution

2.13.1 General

Where possible, all horizontal cable distribution systems shall be installed within the depth

of the ceiling void within the dedicated service voids, or concealed above acoustic panels.

No penetrations through acoustically sensitive areas (i.e general classrooms, music

accommodation etc.) are permitted.

Distribution boards shall be of the MCB type, with provision for single module RCD’s set to

30mA tripping sensitivity where appropriate.

Type A and B Distribution boards shall be installed within the majority of spaces, however,

split distribution boards shall be installed within the lab / workshop classrooms where

dedicated supplies protected via an Emergency Power Off (EPO) buttons are employed.

Final circuit distribution cables shall be single core LSF insulated stranded copper

conductors installed within conduit and a combination of galvanised, dado and skirting

trunking as indicated on the drawings.

Durable, high impact PVC shall be used throughout with the exception of the technology,

resilient material classrooms, where galvanised steel trunking and/or conduit shall be

installed.

2.13.2 ICT Classrooms

Due to the high usage of switch mode power supplies within these classrooms, all sockets

supplying the computer desks shall contain two earth terminals to provide a double earth

facility to comply with Section 607 of BS 7671, IEE Wiring regulations.

In addition, the small power circuits within the ICT classroom shall be derived from a

dedicated distribution board within each the classroom

2.13.3 Science Classrooms

Sockets within the science classrooms shall be installed as radial circuits protected by 20A

Combined MCB/RCD’s with 30mA trip sensitivity.

Circuits shall be derived from a dedicated split consumer unit (lockable), located at an

accessible height adjacent the teachers desk.

An Emergency power off (EPO) button (capable of being reset by keyswitch) shall be

positioned adjacent the consumer unit which in the majority of classrooms are located near

the classroom entrance. If the consumer unit is installed the opposite end to the classroom

entrance then a further EPO is required adjacent the entrance door.

Three Phase power supplies to the fume cupboards shall be derived from the general

distribution boards located throughout the school. If the fume cupboards are Single phase

then these shall be supplied locally from the general side of the split consumer unit.

Power supplies to the gas shut off system shall be derived from the emergency section of

the dedicated split consumer unit.

The fixed fume cupboard unit shall be provided with a 32A RCD protected ring main for

socket outlets mounted on the fume cupboard and a 32A 400V 50Hz supply at roof level for

the extract fan. The fan shall be cabled in 6mm² 4c XLPE/SWA/LSF.

All controls wiring shall be supplied and installed by others.

2.13.4 Food Technology Classrooms

45A DP cooker control units as MK K5215CK or equal and approved shall be installed

adjacent to each cooker location. Power supplies shall be derived from a Three Phase split

distribution board with lockable door positioned adjacent the teachers desk.

An Emergency power off (EPO) button (capable of being reset by keyswitch) shall be

positioned adjacent the distribution board and near the classroom entrance where

applicable.

Power supplies to the workstations, lighting, refrigerators and freezers shall be derived from

the general section of the split board while supplies to the cookers and gas shut off unit shall

be derived from the emergency section.

2.13.5 Resilient materials / Technology Classrooms

Supply to each machine shall terminate within a lockable isolating switch located within 2m

of the machine. Final connections to the machine shall be provided by the equipment

supplier who will also provide the associated equipment mounted isolation and emergency

power off facilities.

If not integral to the machines provided by NCC, the ESC shall provide the start/stops

buttons associated with the relevant equipment.

Power supplies shall be derived from a three-phase split distribution board (lockable)

located within the prep area.

An Emergency power off (EPO) button (capable of being reset by keyswitch) shall be

positioned adjacent the distribution board and near the classroom entrance where

applicable, in addition EPO’s shall be positioned on each wall elevation.

Power supplies to the workstations, lighting and the dust extract system shall be derived

from the general section of the split board while supplies to the machines shall be derived

from the emergency section.

2.13.6 Main Kitchen

Electrical services shall be provided to suit the requirements of Shine Kitchens Limited, and

the additional twin outlets required by NCC as detailed on drawing No EP/006

The ESC shall be responsible for the supplementary bonding to all metallic work surfaces,

storage racks etc. Refer to drawing E/LP/005 for schedule of catering equipment.

2.14 Luminaires General

All luminaires shall be designed and built to comply with the appropriate maintained

illuminance levels (in lux) recommended by CIBSE.

High Frequency dimmable ballasts shall be installed within all fluorescent and compact

fluorescent lamps.

ALL luminaries shall be provided complete with lamps, as appropriate and individual power

factor correction to achieve a minimum power factor of 0.9 lagging.

Lighting levels shall be designed in accordance with CIBSE guides for interior lighting and

Luminaires shall be fully compatible with the ceiling type and complete with all necessary

fixings of diffusers, louvers, and clear sheets to ensure avoidance of unwanted noise due to

vibration or rattling of any kind.

Conventional switching shall be used in some areas, however the majority of the

classrooms, stores and w.c’s shall utilise combined photocell and presence detectors.

These detectors shall be capable of offering a wide range of timeout periods to suit the

various areas throughout the school.

2.15 Automatic Lighting Controls

The majority of the school shall be controlled via automatic lighting controls..

There are 3 different methods of automatically controlling the luminaires within the school.

These are identified on the lighting drawings by the reference numbers below marked within

the sensors.

Each different method shall operate in the following way:

1. Simple presence detection. When movement is detected the luminaire is switched on. When no movement is detected for 20 minutes the luminaire is switched off.

2. Presence detection and daylight linking. Operates as method 1 except that luminaire output is regulated according to amount of daylight available. Off delay can be set to users’ preference between 5 to 35 minutes.

3. Presence detection, daylight linking and manual control. Luminaire output is regulated according to amount of daylight available. Off delay on presence detection can be set to users’ preference. Manual switching included with local momentary push-to-make switch which can be used to raise or lower the lighting level or turn lights on or off.

Generally, the lighting within each classroom shall comprises of 3/4 rows of fluorescent

luminaires, each to be controlled subject to the quantity of available daylight within the

room. Each row will dim between two set points, programmed during commissioning, and

based upon the required lux level. Once the lighting is activated, the daylight linking will

operate providing the system is in the automatic mode.

All areas that do not have an automatic control method indicated shall be switched via

standard switching arrangements as indicated on drawings,

The automatic lighting controls shall be Ex-Or Lightspot or equal and approved.

2.16 Emergency Lighting Installation

The emergency lighting installation shall comply with the requirements of the Building

Control Officer and BS 5266 Part 1: 1988.

In general, the emergency luminaires will be of the standard range of luminaires fitted with

an inverter / battery pack. The inverters shall be fitted with their own mains failure change

over relays, which will monitor a fuse or mains supply failure of the circuit, which it is

connected. The inverters shall be wired direct from the circuit fuse/MCB.

The inverter / battery pack will also be complete with a stand alone, self test unit which

simulates a mains failure and indicates via local coloured LED lamps, the status of the

battery pack and lamp.

As Thorn: “Explorer Project Emergency Lighting system”, or equal and approved.

All emergency lighting units shall have as standard a duration period of 3 hours.

2.16.1 Testing and Commissioning

On completion of the emergency lighting installation(s) the ESC is required to carry out, in

the presence of the Consulting Engineer and Building Control Officer, the complete testing

and commissioning of the whole installation in accordance with the equipment

manufacturer’s recommendations, and the requirements of BS 5266.

On satisfactory completion of the above tests the equipment manufacturers will be required

to supply to the ESC the necessary completion certificate for the complete system as

outlined in BS 5266.

The ESC shall allow in his costs for completing all required commissioning and system demonstration tests. a minimum of 10 days’ notice of the proposed test dates shall be given to enable the Consulting Engineers / Building Control Officer to witness these tests.

The ESC should also note that a full system load test if required which shall comprise the operation of all emergency luminaires for the required battery support periods of 3 hours followed by full recharging within 24 hours.

All tests shall be fully recorded and issued with the ‘As Fitted’ drawings and the Operating and Maintenance manuals.

All positions, numbers and types of installed emergency luminaires shall be detailed on the “As Fitted” drawings and in the Operating and Maintenance manuals. In addition, within the O&M manual, each emergency luminaire shall be included on a log book indicating the manufacturers reference and the test date, with future test dates indicated.

2.17 Exit and Fire Emergency Escape Signs

Generally the emergency escape signs shall be of the non-maintained type, apart from

within the community areas such as Swimming pool and changing facilities, Main Hall,

Drama Studios, Sports Hall and Gymnasium where maintained emergency luminaires shall

be installed.

Luminaires shall be fitted with their own invertor / battery pack and self test unit installed in

the positions as shown in the drawings.

The batteries shall have a duration period of three hours. All emergency escape luminaires

shall be designed and built to comply with the latest EN60595 - 2-22 requirements and shall

have fitted pictogram options to meet the European signs.

2.18 Exterior Lighting Installation

All luminaires shall be designed and built to comply with the appropriate maintained

illuminance levels (in lux) recommended by CIBSE.

Exterior Lighting shall be sub-divided into 3 groups:-

2.18.1 Building mounted lighting

Surface mounted lighting fittings on perimeter wall with compact fluorescent lamps.

Emergency lighting battery packs shall be incorporated within the fittings located over

emergency exit doors. The wiring shall generally be routed within the building with cables

terminating directly into the fittings.

2.18.2 Car Park Lighting and road lighting

Column mounted flat glass lantern fittings shall be provided within the car park area as

detailed on the site-wide external services drawing.

The electrical supply for the car park lighting shall be taken from distribution boards

mounted within Feeder Pillars located around the site.

The car park lighting shall be group switched via a time-switch and photocell arrangement.

Light fittings shall have an efficacy of at least 50 Luminaire-lumens/circuit-Watt.

The ESC shall be responsible for confirming the suitability of the proposed lighting columns

and outreach brackets for use with the proposed light fittings in terms of windage and weight

and shall take into account local weather conditions.

All lighting columns shall be hot dip galvanised sheet steel and the paint system selected

shall be suitable for the area in which the columns are to be installed.

The electrical services ESC shall provide suitable rated fused cut-outs within the base

compartment of each column.

2.18.3 Sport Pitch Lighting

Column mounted lantern fittings with adjustable distribution shall be used to illuminate the

ATP and MUGA sports pitches as illustrated on the site-wide external services drawing.

The ESC shall be responsible for the removal and reinstatement of the existing ATP

columns that we intend be reused as part of the new lighting scheme.

The electrical supply for the car park lighting shall be taken from distribution boards

mounted within Feeder Pillars located adjacent the pitches.

The ESC shall be responsible for confirming the suitability of the proposed lighting columns

All lighting columns shall be raise/lower type to match existing, hot dip galvanised sheet

steel and the paint system selected shall be suitable for the area in which the columns are

to be installed.

The electrical services ESC shall provide suitable rated fused cut-outs within the base

compartment of each column.

The lighting shall be contactor controlled from the main and community reception area via

controls cables to the relevant feeder pillar locations.

2.19 Disabled W.C. Call System

Each disabled WC shall incorporate a call system comprising of the following:

(a) Pull cord switch with red cord and acorn, and reassurance lamp;

(b) Wall mounted reset push button located within the W.C. at 1400mm AFFL.

(c) Lamp/buzzer indicator unit located above the W.C. door within the corridor

The above components shall be powered from a central 12Way indicator panel located within the main reception and a repeater panel within the community reception.

2.20 Disabled Refuge Call System

The ESC shall engage the services of a specialist contractor for the design, installation,

testing and commissioning of an emergency voice communication system associated with

the disabled refuge area. This system shall be designed and installed to comply with BS-

588, BS5839-9 (2003) and the Disabled Discrimination Act.

The system shall comprise of Type B two-way intercom systems that communicates with a

master control panel located adjacent to the fire alarm panel within the main entrance lobby.

An electrical supply will be installed adjacent to the main control station at the ground floor

main reception / entrance. The supply will be derived from the local distribution board with a

fused connection unit for local isolation via enhanced fire cable.

2.21 Fire Alarm Installation

The school building will be provided with an automatic fire detection and alarm system

complying with BS5839-1:2002, as described below and outlined within the Electrical Data

Sheets

The system has been designed to comply with category L1/P1 system, with automatic

detection provided in all areas of the building including service voids greater than 800mm

and risers.

The system will incorporate a 2 stage ‘accept and investigate’ facility activated by automatic

detectors. This facility will have automatic over-ride for detector/break glass activation, input

module activation or coincidence operation.

The 2 stage principle is signified by the following:

• Two automatic devices (including sprinkler flow switches)

• An automatic device followed by expiry of the acknowledgement timer

• An automatic device followed by expiry of the investigation timer

• An automatic device followed by management confirmation of fire

• Automatic device followed by manual call point

The detection system will incorporate the following devices; refer to EDS for additional

specification requirements:

• Type A manual call points (BS EN 54-11, 2001) complete with clear plastic hinged covers

• Optical smoke detectors

• Fixed temperature heat detectors

• Beam detectors

The alarm system will incorporate the following devices, see equipment data sheet for

additional specification requirements:

• Loop powered electronic sounders (internal and external)

• Xenon flasher beacons

The system has been designed so that the above components are incorporated within the

same device.

In addition to electronic sounders and beacons being activated during a fire alarm situation,

the following auxiliary systems will be provided with a signal via interface units, see

equipment data sheet for additional specification requirements:

• Passenger lift

• Mechanical control panels

• Gas solenoid valves – (Gas-guard system)

• Ventilation systems shutdown relays

• Performance sound control panel

• Auto-dial unit to monitoring station

• Intelligent Access Control Units

• Roller shutter (Main servery counter)

• Sprinkler system

• CHP system

• Fixed fume cupboard

The ESC shall provide the wiring from the control unit to the relevant interface devices, final

connection from the interfaces shall be provided by others.

The fire alarm wiring will comprise of two types, see EDS for additional specification

requirements:

• Network wiring between the fire alarm control panels will be enhanced fire resisting cable as described in BS5839-1.

• Detection loop wiring from each fire alarm control panel will be enhanced fire resisting cable as described in BS5839-1.

The fire alarm equipment will be supplied, tested and commissioned by an approved manufacturer/supplier. The manufacturer / suppliers shall be a member of one of the trade associations BFPSA, LPCB.

2.22 Class Change System

The class change system shall be integrated into the fire alarm panel.

Control of the class change shall be via a separate timer linked to an interface within the fire

alarm panel

The ESC shall be responsible for ensuring the tone generated by the class change is

different to the tone of the fire alarm sounders.

2.23 Panic Alarm

Panic alarms buttons shall be installed within the pool hall. These shall be hard wired back

to buzzers and indicator lamps within the main and community receptions.

2.24 Induction Loops

Induction loop system shall be installed in the following rooms/areas:

• Main and Community reception

• Main Hall

• Music Rooms

The induction loop system will comprise of an input jack, microphone, an amplifier and a

copper induction loop tape. Generally the induction loop tape will be installed above the

suspended ceilings.

An electrical supply will be installed adjacent to the amplifier for each system. The supply

will be derived from the local distribution board with a fused connection unit for local

isolation.

2.25 Structured Telecom and Data Wiring Installation

Voice and IT systems will be provided to Bettws School via a new copper connection. The

main termination point of the incoming fibre will be located within the AdminOffice area on

ground floor. The IT cabling will be CAT 6 and distributed throughout the building via a

dedicated risers. The IT cabling on throughout the school will be fed derived from the main

IT room on second floor. Fibres will then link to the various cabinets located strategically

around the school. (Final cabinet positions to be agreed with NCC).

The active equipment such as the server racks, cabinets, UPS etc shall be supplied by

NCC.

Final terminations, testing and commissioning shall be by NCC, nominated IT specialists

2.26 Wireless

Wireless network connection points shall be installed above the ceiling throughout the

building to ensure that a wireless network connection is always available. The ESC shall

provide the CAT 6 connection only.

2.27 IT Installation Standards

The communications cabling system shall be installed to the following standards:

• EIA/TIA 568B : Commercial Building Telecommunications Building Wiring Standard.

• BS 6701 : Code of practice for the installation of apparatus connected to telecommunications networks.

• BS EN 50174-2 Information Technology – Cabling Installation – Part 2: Installation Planning and Practices Inside Buildings

• BS EN 50174-3 Information Technology – Cabling Installation – Part 3: I nstallation Planning and Practices Outside Buildings

• BS 7718:1996 : Code of Practice for the Installation of Fibre Optic Cabling

• IEC 60793 Optical fibres, Parts 1 and 2

• IEEE Electrical wiring regulations 16th Edition.

• British Approval Board for Telecommunications

• Telecommunications Act 1984. Approval under section 22 of cabling and wiring accessories for connection between certain telecommunications apparatus

2.28 Cable Specifications

2.28.1 Category 6 Unshielded Twisted Pair (UTP)

Category 6 UTP cables shall conform to the current edition of EIA/TIA 568B

Four-pair, LS0H, 100Ω UTP cable shall be used.

2.28.2 Singlemode 8µm Fibre

2.28.3 Internal

Fibre optic cable with singlemode elements shall conform to the ISO 11801 standard for

OS1 fibre.

Internal grade single-mode fibre cable shall be LS0H.

2.28.4 External

External grade cable shall be armoured to protect against crushing and rodents and shall

have the following specifications:

• suitable for installation in external ducts, which are prone to intermittent flooding

• non-metallic moisture barrier

• jelly filled polyester tubes each containing elements with aramid yarn laid around the tube for strain relief

2.29 Connector Termination

2.29.1 Copper Cable

2.29.2 Backboxes

Physical compatibility shall be ensured between connector faceplates, provided under this

contract and backboxes, provided as part of the electrical contract.

Particular attention shall be paid to the depth of the connector and clearance within the

associated backbox.

Cables shall be neatly cable-tied and dressed inside backboxes.

Sufficient slack cable shall be allowed on each connector to enable the faceplate to be

unscrewed and removed for visual examination or repair, and to allow replacement of

connectors at a future date.

Care shall be taken that cables within backboxes do not to exceed the maximum permitted

curvature.

Appropriate protective glands, grommets, boots and sleeves shall be installed and securely

fixed at entry points to backboxes.

Cables shall be secured or tied to ensure that strain is not transferred to electrical contacts,

and that inspection of connectors imposes no movement or strain on individual cable pairs

and their terminations. Strain relief shall not damage cable jackets or conductors.

Strain relief shall be inherent within connectors or separately mounted.

2.29.3 Floorboxes

Connectors in floorboxes shall be securely fixed to floorbox faceplates and be firmly

attached to backboxes or compartments intended for communications terminations.

2.30 Inspection, Testing, Commissioning and Handover

2.30.1 General

During the testing procedure, the Cable Contractor shall confirm that each cable and outlet

has the correct permanent label. If the label is not correct, the formal test of that cable shall

be deferred.

The purpose of testing is to demonstrate that the workmanship on site has been adequate

and it should be noted that a successful test of a cable does not assure that the cable is free

from faults. Each cable and termination should be visually inspected for faults and for

workmanship standards. Where testing is carried out, the cable test shall demonstrate that

the cable installation is to the required standard.

Cables that continually fail tests shall be pulled out and replaced by complete runs of new

cable. Cable jointing or running of part segments will not be acceptable.

2.30.2 Test Equipment

To ensure tests are conducted and meet the required standard the cabling contractor shall

use a Fluke DSP – 4000 tester.

Multi-Pair Copper Cable Testing

Tests shall be carried out on all terminated multi-pair copper cables to verify:

• conductor continuity

• conductor separation

• polarity of cable pairs

• insulation resistance between each conductor and earth

2.30.3 UTP Category 6 Testing

Every pair of every installed and terminated cable shall be tested to meet the link

performance characteristics stated in EIA/TIA 568B:2000.

Computed results that indicate that some part of the test result is closer to the limit than the

tolerance of the test equipment may be noted as ‘PASS*’ or ‘FAIL*’. Such results will not be

accepted as a demonstration that the installed works meet the criteria of this specification.

DC resistance, polarity check and cable lengths shall be recorded for all cables in a tabular

form on paper and on CD ROM, or other approved medium.

Attenuation and NEXT loss shall be recorded for all cables in tabular form as "PASS" or

"FAIL" on CD ROM, other approved medium.

For all installed cables, the results of tests shall be recorded in the original electronic format

on one or more CD ROM, or other approved medium. It shall be possible to retrieve the

values for the production of hard copies at a later date. The test results shall use the cable

identity in full or the cabling contractor shall provide an electronic schedule of the

mnemonics actually used in the test results and the full cable label.

2.30.4 Optical Fibre Cable Testing

OTDR and power meter testing shall be completed on optical fibre cables.

For each link the following information shall be recorded

• Overall loss budget, to the nearest 0.1dB, measured with a light power meter in addition to the OTDR measurements

• Confirmation of mapping of core terminations on patch panels

• The length of the link in meters, to the nearest metre from the OTDR

• A printout of the OTDR trace, showing the information detailed below

The hardcopy of the OTDR should be scaled to allow measurements of insertion loss across

all splices and connectors on the link to the nearest 0.1dB. The location of all splices and

connectors should be clearly indicated, along with the measured insertion loss. These

requirements may be generated by the OTDR tester in the form of an event table.

The results of the OTDR testing must be provided on magnetic media, in addition to a hard

copy. This should be capable of being read into a PC based application provided to the

Client.

2.30.5 Certificate of Conformance

A uniquely numbered certificate of conformance shall be provided for each fibre optic cable

reel and for each batch of connectors, pigtailed connectors, patch cables and drop cables.

These certificates shall:

• confirm that each element is unbroken

• confirm that the requirements in this specification are met

• provide the identity of the supplier and the manufacturing factory

Pigtailed connectors, patch and drop cable assemblies shall have passed the following tests

before delivery to site:

• thermal cycling to determine ageing and MTBFs

• front and back lit inspections of connectors with a microscope

• connector shall be considered to have passed this test if there are no visible signs of damage or substandard terminations

• random mated loss of each connector shall be less than 0.5dB

• random mated loss across a link with two connections shall be less than 1.1dB

Each certificate of conformance for the above shall confirm that all tests have been passed

and shall be signed and dated by the tester. Each certificate shall state the random mated

loss (and return loss for single-mode connectors) of every connector measured to two

decimal places.

Any cable reel or batch of connectors, pigtailed connectors, patch and drop cables with a

non-compliant certificate of conformance, or without a certificate of conformance shall be

returned to the supplier. Non-compliant cable reels shall not be stored on site.

2.30.6 Patch and Drop Cables

Patch cables do not have to be independently checked on site.

Faulty patch cables shall be replaced. No attempt shall be made to re-terminate and rectify

patch cables on site.

2.31 Security Systems

2.31.1 General

The ESC shall engage the services of an approved NACOSS registered specialist

contractor(s) for the design, installation, testing and commissioning of the following security

systems generally as indicated on the drawings.

The system will be in accordance with guidance given in the following documents:

NACOSS Codes of Practice

The drawings and specification indicate the design intent for the individual systems

described. Because different manufacturers have different design protocols the specialist

contractor will be responsible in ensuring that the system installed is fully operational and

compliant with the outline specification described herein.

The ESC and the specialist sub-contractor shall note that the acoustic walls between

classrooms shall not be penetrated. Wiring shall be routed through the corridor and enter

each room through a common hole which shall be sealed following completion of works.

2.32 Closed Circuit Television (CCTV) - External

The ESC shall engage the services of Camerasonic part of the OpenView Group ltd who

are NCC preferred and approved specialist contractors for the design, installation, testing

and commissioning of the complete CCTV system generally as indicated on the drawings.

The CCTV system comprises of 12No external cameras.

The proposed system is to comply in full with the Data Protection Act 1998.

The CCTV system is to be monitored in the Administration Office located on ground floor

adjacent the main reception. The CCTV system is also IP enabled, designed to interface

remotely with the Newport City Council Corporate Network.

The functional dome cameras are to be operated using a Telemetry keyboard complete with

variable speed joystick. All camera images are to be recorded digitally using a hard disk

recorder. The camera images are to be displayed on monitors in a multiplex and single

camera (live) formats.

The system comprises of 12No. CCTV cameras located at strategic positions around the

site as indicated on drawing E/SW01. The external CCTV cameras are triggered by building

mounted PIR devices, which in turn will drive the camera to view the alarm target areas.

2.32.1 Electrical Column and Supplies

The ESC shall provide 5 metre 114mm diameter galvanised steel columns base hinged for

raising and lowering, for maintenance to the cameras, and low level compartment for supply

cut-out and telemetry control gear. The columns shall have a black finish primer as supplied

from the manufacturer. The Main Contractor will be responsible for installing the columns

and providing two final coats of paint to a colour determined by the Architect.

The base compartment will incorporate Transient Over-voltage Protection for the CCTV

telemetry and coax cables.

Column mounted cameras will be provided with an electrical supply derived from the radial

circuit indicated. An IP65 DP switch will be provided for local isolation at the base of the

column.

2.33 Close Circuit Television (CCTV) - Internal

The ESC shall engage the services of one of the approved specialist contractors listed for

the design, installation, testing and commissioning of a digital CCTV system generally as

indicated on the drawings.

The CCTV System shall comprise of internal semi-recessed colour fixed and functional

dome cameras and external fully functional colour/monochrome high-resolution dome

cameras. The proposed system is to comply in full with the Data Protection Act 1998.

The CCTV system is to be monitored in the administration office located adjacent to the

main entrance. The functional dome cameras are to be operated using a Telemetry

keyboard complete with variable speed joystick. All camera images are to be recorded

digitally using a hard disk recorder. The camera images are to be displayed on monitors in a

multiplex and single camera (live) formats.

The system will incorporate a 15” split screen colour TFT monitor for general viewing of the

images and a 15” colour TFT spot monitor for playback. The monitors will be wall mounted.

All cameras will have the following general specification, however it is noted that particular

manufacturers specifications may be slightly adjusted. The ESC will provide full technical

specification for the CCTV system with the tender submission.

The control equipment will comprise of the following:

1. 16 inputs per controller

2. Up to 64 inputs to be controlled by one keyboard and joy stick

3. The controller to have its own 15” TFT monitor and spot Monitor 15” on wall brackets

4. The control unit will have multiplex, spot, 2 x sequence and playback monitor outputs

5. Each control unit to have 16 no. of alarm inputs

6. The digital recorder shall be capable of recording at the following speeds:

a- Real Time Mode

b- Event Mode

c- 24 Hour Mode

d- 48 Hour Mode

e- 72 Hour Mode

7. Each recorder shall be capable of pre- and post-event recording during playback

mode

9. Each recorder shall have multi-zoned video motion detection as an option

10. Image retrieval shall be carried out using camera numbers and/or time and date as

search parameters

11. Each controller shall be powered by 230 volts AC

2.33.1 Electrical Supplies

The ESC shall provide 3No. 13A twin socket outlets for the muti-plexer, digital recorder and

monitor within the general office. The supply will be derived from the local distribution board.

In addition, an electrical supply will be provided adjacent to each camera. The supply will be

derived from the local distribution board with a fused connection unit for local isolation.

2.34 Intruder Alarm System

The ESC shall engage the services of an approved NACOSS registered specialist

contractor for the design, installation, testing and commissioning of an intruder alarm system

generally as indicated on the drawings.

The intruder alarm system will be supplied and monitored by a control panel located in the

ground floor administration office. The system shall have the ability to be separated into

zones enabling each area to be set/unset independently, although coded access at any

keypad will enable the user to access any zone.

This sub-division enables the community areas to be used whilst keeping the other parts of

the school protected against intrusion/un-authorised access.

Each zone will have a control keypad located at the dedicated final exit point. This keypad

will enable the user to set/unset the alarm for the zone.

All external doors will be provided with magnetic contacts, all ground floor rooms with

external windows will be provided with Passive Infra-red (PIR) detectors.

The alarm system will comprise of three external sounders complete with flasher beacon,

and three dummy sounder boxes to act as a warning and deterrent. In addition the alarm

system will be connected to an external monitoring centre at Newport City Centre Monitoring

station.

In the event of an alarm, the monitoring station will call the Keyholder on the first detection

signal. The local police will only be called on a confirmed activation provided by two

detection methods be activated within close a time-period.

2.35 Access Control Management System

The ESC shall be responsible for installation of the power supplies and containment

associated with the Access Control Management system.

2.36 Television Aerial / Satellite System

The ESC shall supply and install a television/satellite cabling containment system. This

system shall consist of 25mm PVC conduit and television outlet boxes in locations as

detailed on the drawings.

The ESC shall engage the services of a specialist TV/Satellite aerial contractor for the

design and installation of the complete TV/Satellite system.

All sockets shall be of the same manufacturer and finish to match the other accessories

within the space.

2.37 Lightning Protection

A lightning protection system shall be installed to comply with British Standard 6651.

Typically the system will utilise the metallic roof and the structural columns as the down

conductors. Refer to drawing No. EZ-001

2.38 Electrical requirements For Mechanical Services

The ESC shall be responsible for the following electrical for mechanical provisions:-

1. Sub-distribution boards, associated supply cabling, sub-circuit wiring and containment.

2. Supplies to Extract fans

3. Isolators associated with Condenser units

4. Supplies to the gas solenoid drop valve.

5. Supplies to Gas detection system within Food Tech areas

6. Supplies / Isolators associated with Boilers and pumps within basement

7. Supplies / Isolators associated with the Manifolds for under-floor heating system

The Mechanical contractor shall provide all equipment such as room temperature control

units etc free of issue to the ESC prior to installation.

2.38.1 Electric Hand Dryers

The 3kW electric hand dryers shall be supplied and installed by the ESC. The hand dryers

shall be controlled by a fused connection unit installed adjacent to the hand dryer. Final

connection shall be made through the back of the dryer using heat resistant cable.

Hand dryers as Wandsworth HDT/5 or equal and approved.
