Adnanberkata,buatjulungkaliMPSJ membekalkanbenihpokokbuah-bua- hansepertimangga,rambutan,durian Belanda, jambudanpulasansupayahasil tanamandapatdinikmatijirantetangga. "Aktivitigotong-royongsepertiini mampumengeratkanhubunganpen- dudukdanPBTberpeluangmendekati masyarakat untukmengenalpasti isu ataupermasalahan setempat,"katanya. Berhubungpeningkatankesdenggi khususnyadi SubangJaya,MPSJ turut menjalankanpembasmianaedesdi rumahtidakberpenghuni untukmenge- lakkanpembiakan jentik-jentik. Kempenitu mensasarkan100,000pokokpelbagaijenisditanammenjelangakhir2008denganMPSJmengagihkan-nyakepadaresidenuntukditanamseki-tar kawasanperumahanmasing-masing.

SUBANG JAYA - Majlis PerbandaranSubang Jaya (MPSJ) menetapkan sa-saran untuk menanam 103 juta batangpokok di sekitar kawasan pentadbiran-nya.

Yang Dipertua MPSJ, Adnan Md. Iks-han berkata, program itu bukan sahajauntuk mengindahkan persekitaran, ma-lah mengurangkan pemanasan global.

"MPSJ amat komited dalam menjagaalam sekitar, sekali gus memupuk rasatanggungjawab di kalangan orangawam.

"Selain menanam pokok, MPSJ jugaakan menyita kilang haram yang degiluntuk bekerjasama dalam program pe-mutihan kilang di kawasan itu," katanya

ketika mempengerusikan mesyuarat bu-lanan pihak berkuasa tempatan itu di sinisemalam.

Mengenai kewujudan kilang-kilang ha-ram, Adnan berkata, kira-kira 400 pe-milik kilang haram yang masih men-jalankan operasi tanpa mempunyai lesenyang sah.

"Untuk itu, MPSJ menyeru agar me-reka datang untuk berbincang untuk me-nyelesaikan masalah tersebut," jelasnyalagi. -

Sementara itu, kaunter pembayaranjuga akan dibuka setiap Sabtu bermula 8pagi sehingga 1 tengah hari bagi me-mudahkan pembayar cukai menunaikantanggungjawao mereka.

Kata Adnan, kaunter-kaunter itu jugadibuka di kompleks membeli-belah un-tuk memudahkan pelanggan menjelas-kan pembayaran.

Dalam pada itu, MPSJ akan menu-runkan papan iklan sekiranya pihak ter-babit masih gagal menjelaskan tungga-kan.

Tambah beliau, MPSJ telah menetap-kan syarat bahawa pemilik perlu me-ngemukakan lesen menduduki semen-tara (TOL).

"Ia untuk memberi kebenaran meran-cang dan permit untuk mendirikan pa- .pan tanda sebelum MPSJ boleh menge-luarkap lesen untuk papan iklan ber-kenaan," katanya.

When letters from the mayor'soffice informed them of the post-ponement of the objectionhearingfor the proposed commercialpro-ject in Federal Hill to May 15, tocoincidewith the exhibitionof theDraft Kuala Lumpur Local Plan2020- allthey couldthinkwas thatit was just another excuse by theKualaLumpur CityHall (DBKL)toshrug offresponsibility.

But what irked residents morethen anything was the revelationthat one of the directors ofPrimamudaHoldingsSdnBhd- thedeveloper who is applying for adevelopment order for the com-mercial project in Federal Hill - isthe Wanita Umno Bukit Bintangchiefand was a formerDBKLadvi-sory boardmember.

A check with the Companies. Commission of Malaysia (CCM)

shows that Mariany Mohamad Yitis listed as one of the directors ofPrimamuda Holdings Sdn Bhd.

The DBKL website also showsthat Mariany was also a DBKLadvi-soryboard member.

'This screams of political inter-ference," said Federal Hill residentPook LiYoon.

'This shows that DBKLis notaccountable to the citizens of KLand seems to be taking orders fromother sources," Pook said.

Li added that the postponementwas just another ploy by DBKLtochange the draft local plan to incor-porate the proposed developmentas after all, nQ one has seen thedraft plan anyway," said Pook.

Another resident S.Visvalingamsaid: ''The postponement does notshow coherence at all. We areafraid that they are merely buyingtime to make changes to the draftplan and jeopardise our case:'

"By right, the mayor shouldreject the proposal outright as it isdirectly inconsistent withKLSP2020.In fact, there shouldn'tbe an objection hearing in ~he first

place. I do believe that he may beunder political pressure,"Visvalingam said.

Another resident, who onlywished to be named as Chan, ques-tioned why the development pro-ject was not awarded on an opentender basis.

Local government and TownPlanning expert Derek Fernandezsaid that policy CF3 of the KualaLumpur Structure Plan 2020(KLSP2020)ensures that land des-ignated under Institutional use(Police reserve) must only be usedfor public purposes.

"Public purpose means publicfacilities such as parks, museum,educational facilities, recreation,police station, fire brigade and sim-ilar facilities for the public," he said.

'The mayor is obligated to rejectthe application because it directlycontradicts policy CF3 which pro-hibits institutional land from beingused for any other purpose exceptfor public facilities.

'There can be no change of theland in question for commercialpurpose nor can the draft local plan

be prepared proposing this land ascommercial as the Planning andDevelopment Act 1984 requires thedraft local plan to be consistentwith the KLSP2020.

Pook said that she was puzzledover DBKL'sreluctance to give resi-dents basic information like trafficassessment, structural impactassessment, development proposalplans and even the address andcontact number of the developer.

"When we asked for it the lasttime we visited City Hall,we practi-cally had to beg for these informa-tion. It seems like they have some-thing to hide," said Pook.

"I will not be surprised if themayor is under tremendous politi-cal pressure to see this projectthroughas it is estimatedto gener-ate RMIbil in profit.

Menyedari perkara itu, keraja-an mewajibkan setiap pemajusupaya mewujudkan kawasan la-pang dan taman permainan disetiap taman perumahan sebagaitambahan kepada taman-tamanawmnyang disedialmn di bebe,'a-pa tempat.

Fungsi taman-tanlan permai-nml ini sebagai lokasi pembentu-kat1fizikalyang sihat dan ak1:ivitisosia! yang lain sememangnya ti-dak dinafikan telah membawa ba-nyak faedah kepada masyarakat.

Kebanyakan penduduk di situmahukan padang permainan bagiUSJ 22 itu dipindaltkatl ke satutapak lain yang lebih strategik danselamal.

Tapak yatlg dimaksudkan ha-nya terletak beberapa meter salta-ja dm'ipada lokasi perumahatl me-reka dan dipisahkan dengan ta-nah perkuburan.

Ketua UMNO cawatlgan USJ16 - 27, Amrm1 Ahmad, 43, berka-

ta, pihaknya sudah dua kali meng-hantar surat bantahatl kepadaMPSJ agar projek tersebut tidakditeruskan.

"SUI'at bantaltan yatlg turut di-tandatangani oleh kesemua pen-duduk di sini kerana kami maltuMPSJ bersikap lebih peka terha-dap keselamatan katlak-kanakyang baka! menggnnakan padangpermainan di sini," katatlya.

Katatlya, surat jawapatl yangditerima daripada MPSJ memak-lumkatl b311awa projek tidak bo-leh ditarik balik kerana surat kon-trak dan tawaran telalt dikeluar-

MAKEit work. This is whatresidents of Subang Jaya wantfrom their local authorityfollowing the implementation ofSubang Jaya Municipal Council'snew zoning system to monitor theareas under its jurisdiction.

Under the system, which hasbeen implemented since

February, the municipality isdivided into 16 zones. The newsystem is aimed at improvingefficiency in handling problems.

MPSJ president Datuk AdnanMd Ikhsanwas quoted by Streetsyesterday as saying that underthe system, all the residentialareas in the zOnewere under theresponsibility of a departmenthead.

He had said department heads

were told to monitor the five essentialutility services such as streets andtraffic lights maintenance, potholeworks, garbage disposal service, .drainage maintenance and mowingof the grass in common areas.

The departments, Adnan had said,would oversee these issues in theirrespective areas and would forwardthe problems to the relevantdepartments for further actioninstead of waiting for complaintsfrom residents.

USJ Residents' Associationchairman P.c. Yeoh, 54, sma therewas no point in introducing a newmonitoring system, if it was notimplemented wholeheartedly.

"It will fail to achieve its aim if thecouncil's staff remain inefficient."

He claimed that there were stillcomplaints by residents which had

New hope for illegalfactories in Selangor

THE Selangor government ismulling over legalising unap-proved factories and billboardsthroughout the State soon.

Ronnie Liu said yesterday themove would allow local councilsto earn revenue from the factor-ies and billboards and deter cor-

ruption.Liu said there are more than

3,000 illegal factories operatingin Selangor.

"We want to legalise them tosolve the hassle.

"This way, the local councilscan collect.taxes and premiumsand which would be good for all,"he explained.

The same goes for illegal bill-boards. Liu said the State would

work closely with the land office

for the approval of temporary oc-cupation licences.

He said the move would curb

the practice of corruption, as op-erators would no longer have toresort to bribing officials.

"For example, if a billboard hasbeen up for two years, we willgive them a chance to have itlegalised and pay arrears.

"After all, it is not fair forthese structu res to be erected

anywhere and to have local coun-cils accept them by force: Liustressed.

Billboard owners who refused tohave their billboards authorisedby the local council, as well asthose deemed inappropriate anddangerous to the public, had beenwarned that they would be torndown.

The government will also re-strict the erection of new bill-boards, unless a suitable locationcan be found.

"We are having problems. Therates quoted by the contractorsare too expensive," said State loc-al government, study and researchcommittee chairman Ronnie Liu

yesterday.Still, Liu said the State gov-

ernment was reviewing the CCTVprices with the contractors as partof effortS to increase securitymeasures within the State.

He said this was part of theState government's target formu-lated during the exco meeting twoweeks ago, in which it was de-cided that the State would be

turned into a "greener, cleanerand safer Selangor."

"To create a safer Selangor, wewill start with the installation ofCCTVs."

In keeping with a "greener"Selangor, one million trees wouldbe planted by the end of the year.

Also, the rubbish collection andtreatment systems in the Statewould be revamped in a bid toachieve a "cleaner" state.

"Wewill start a campaign to getpeople involved and bring backthe gotong-royong concept." saidLiu.

"Wewant to step up recyclingcampaigns as well."

Liustated that the public areurged to abide by the 3R's -reduce, reuse and recycle.

He was speaking to members ofthe Press following a briefing heldby the Subang Jaya MunicipalCouncilwith Liuand other Stateassemblymen on districts fallingunder MPSJ.

When questioned by the mediaon the usage of CCTVsin his dis-trict. MPSJpresident Datuk Adnan

Md Ikhsan stated that the councilhas rented 100 units at a cost of

RM1.3 million per year for thenext 15 years, beginning lastSeptember.

Adnan also announced that

commencing April 12, the coun-cil's tax payment counters wouldremain open every Saturday fromgam to lpm.

He was responding to the callby Liu, made during the briefing,for local councils to extend the

opening hours of payment coun-ters to include Saturdays as manywould find it more convenient.

Before the briefing, MPSJ hadlaunched its 'Mesra, Cekap andBerintegritr (Friendly, Efficientand With Integrity) campaignearlier that morning, which wasofficiated by Liu.

The campaign is aimed at in-creasing the corporate image forMPSJ and among its staff.

MPSJ wanted secrecySUBANGJaya municipalcouncil officers acted alonewhen conducting Friday'sraids on two unlicensedspas - without includingother relevantauthorities,as is normally the case -to avoid alerting the spaoperators.

MPSJpresident Datuk Ad-nan MdIkhsan told TheMalayMailyesterday: "Wedid not want word of theoperation to get out.

However,he stressed thatthey would call in the otheragencies for other raids, de-pending on the informationthey received.

The raid, which took placein The Summit shopping

complex in Subang Jaya, in-volved 36 enforcement of-ficers and four MPSJoffi-cials.

During the 3pm raid, twospas were found to be op-erating without a license.

Both were sealed and aRM1,000compound was tobe issued to the owners ofthe establishments con-cerned.

Apart from the closure, en-forcement officers alsoseized various items such asmattresses and massage kits.

However, a spokesmanstated that the council wasunable to take further actionagainst the owners as it wasbeyond the council's jurisdic-tion and no other relevantbodies or authorities werepresent.
