From Commissioner and Director of School Education, A.P., Hyderabad, letter Rc .No. 1004/CE-1/2007, dated 09.07.2009. * * * ORDER: In the reference 1st read above, Government of India, Ministry of Human Resource Development, Department of School Education and Literacy, New Delhi considered the Computer Education Plan (CEP) of Andhra Pradesh in the Project Monitoring and Evaluation Group (PMEG), meeting held on 03.12.2008 and approved implementation of Information and Communication Technology (ICT) in Schools Scheme in 2000 schools (1300 Schools + 700 Junior Colleges(+2 level)) on (Build-Own-Operate-Transfer ) BOOT Model. Central assistance is provided in the ratio of 75:25 between the Central Government and the States under Centrally Sponsored Scheme of “Information and Communication Technology in Schools” for a five year contract period @ Rs.6.70 lakh per school for which Central assistance of Rs.5.00 lakh per school would be provided in phased manner as under:

1. 2008-2009 Rs.3000 lakh @ Rs.1.50 lakh per school for 2000 schools

2. 2009-2010 Rs.3000 lakh @ Rs.1.50 lakh per school for 2000 schools

3. 2010-2011 Rs.1500 lakh @ Rs.0.75 lakh per school for 2000 schools

4. 2011-2012 Rs.1500 lakh @ Rs.0.75 lakh per school for 2000 schools

5. 2012-2013 Rs.1000 lakh @ Rs.0.50 lakh per school for 2000 schools.

The Tender Approval Committee recommended that 1000 schools of 1000 Schools Project to be included in 1300 Schools Project as 1000 Schools computer Education Project which was started in 2002 with 100% State funds ends by 11th December 2009 and these 1000 schools can continue for next 5 years if included in this Project. Similarly Committee also proposed that 23 schools of CLASS Project started long back which is not in operation also to be covered under this 1300 Schools Project. It is proposed to include balance of 277 schools from the list of

*** ORDER: In the reference first cited, the Director of School Education, Andhra Pradesh, Hyderabad has stated that the ICT@5000 Schools Computer Education Programme has been implemented by the Seven agencies from 2008-09. In this regard, Government have allocated an amount of Rs.88.00 Crores (Central 66.00 Crores + State 22.00 Crores) in B.E 2010-11. The ICT @ 5000 Schools Computer Education Programme has been started from 2008-09 with the seven agencies and an amount of Rs.43,14,74,302/- has been released towards Mobilization Advance. This has to be adjusted in 1st and 2nd quarters and amount of Rs.7,83,78,501 has been released to the agencies towards service charges as part payment of 3rd quarter, still an amount of Rs.75.00 Crores is due to the agencies upto 31.03.2010. Hence, the Commissioner & Director of School Education, A.P. Hyderabad, has requested to release an amount of 75.00 Crores to clear off the dues to the seven agencies during 2009-10 and an amount of Rs.88.00 cores is to be required during 2010-11 towards payment of service charges. But, the Government has provided only Rs.88.00 Cores in the B.E 2010-11. Hence, there is a deficit of Rs.75.00 Crores, and the Commissioner & Director of School Education, A.P. Hyderabad has requested the Government to release an amount of Rs.88.00 Crores in relaxation to the quarterly regulations to utilize the said amount for payment of arrears towards service charges upto 31.03.2010 to the seven agencies and also to allot additional budget for Rs.75.00 cores for payment of service charges during 2010-11 to the seven agencies. 2. The Finance (Expr.SE) Department have issued Budget Release Order in the references second read above, for an amount of Rs.4,86,00,000- (Rupees Four Crores and Eighty Six Lakhs only) to the Director of School Education, Hyderabad towards Information and Communication Technology (ICT) for implementation of Computer Education in 5000 schools during 2010-11 under Plan Scheme. 3. Ltd., to procure software from Micro Soft Corporation (India) Pvt. Ltd at the rate of Rs.44,000/- (Rupees forty four thousand only) per school + Local taxes extra for 5000 High schools for implementation of the 5000 High Schools Computer Education Programme. The description of Software is as follows:
