• Less obvious: the push to "better", not "more"

• What follows the Western consumer economic model?

Globalisation is our friend

• The two “new” giants: China and India

• China lowest cost manufacturer in the world

• India lowest cost service provider

• Russia is quite different!

• So how can we justify European wages?

• Answer: intellect, culture and education

What this might mean for ICT

• The greatest shift of economic power for 150 years …

• … a shift in part driven by the new technologies

• Obvious applications in outsourcing …

• … but that is a hard way to earn a decent living

• So how do you use ICT to improve competitiveness?

• Answer: the only room is at the top of the market

ICT: application is the key

• It is a global level playing field …

• … and there is no "fringe" anymore

• Europe has no advantage over Asia

• So what can we do better than others?

• Answer: culturally sensitive applications

What this might mean for ICT

• The new technologies are universally available …

• … so application matters more than development …

• … but you need master technology

• The need to deploy European intelligence and creativity

• Estonia has some competitive advantages …

• … but there is no magic wand, just attention to detail

Government in the 21st century

• There are some things only governments can do

• But huge financial pressures as demands rise …

• … and revenues of most governments are cut away

• Government becomes an enabler, nudging society …

• … with light but effective regulation …

• … towards greater personal responsibility
