SECTION - I

1.1. Introduction: In 2011 the Government of Bihar (GoB), with support of the Asian Development Bank (ADB),

prepared a road map for improved quality of urban life in Bihar, covering 24 urban economic

centres and including a wide scope of urban infrastructure such as water supply, sewerage, storm

water drainage, solid waste management and urban roads and slum improvements. ADB agreed to

co-finance implementation of certain components of the road map in Bihar‘s four largest towns

(other than the state capital Patna), i.e. in Bhagalpur, Darbhanga, Gaya and Muzaffarpur.

On 31 January 2012, the Government of India (GoI) and the ADB concluded a framework financing

agreement for a multi-tranche financing facility (MFF) for the Bihar Urban Development Investment

Program (BUDIP).

On 29 March 2012 ADB approved the MFF and on 13 April 2012 it approved the loan for the first

tranche under the MFF. On 25 March 2013 The Loan Agreement between GoI and ADB for

Tranche 1 of BUDIP (Loan 2861-IND) was signed. The loan became effective on 6 June 2013.

The overall BUDIP undertaking is scheduled over a nine year period. The first loan 2861-IND is a 5

year period. Loan closing date is 30 June 2017.

The total value of BUDIP is $286 million. The MFF is for a loan amount not exceeding $200 million.

Loan 2861-IND is for an amount of $65 million.

The Program is carried out by the GoB acting through the State‘s Urban Development and Housing

Department (UDHD) and its Bihar Urban Infrastructure Development Corporation Ltd (BUIDCo).

The scope of BUDIP project encompasses three main components:

1. Capital investments (works) in the four towns (Bhagalpur, Gaya, Muzaffarpur and Darbhanga)

to improve water supply and sewerage services;

2. Improvement of the capacity of management and technical & financial operation of water

supply (and sewerage) service delivery in the four towns;

3. Program management to ensure successful implementation and completion of BUDIP.

Considering the scope of the project and the project consultants, PMC, DSC and PMU, PIU from

client side, to plan, review and implement the project in all the four cities in the stipulated time

period, there is a need to showcase & share the Project information regarding Inception, progress,

implementation, e-tendering, Bids selection and other Office Orders and Circulars Important for

Inter-departmental use, Citizens & all the stakeholders.

1.2. Web-Portal:

A website represents the first contact point for any prospective business solution. It is, in a nutshell,

showing how professional a project is, and its feasibility and completeness. A Professional, robust,

creative and informative Budip Project Website which would benefits to the citizens and the BUDIP

project stakeholders such as PMU,PIU,PMC, DSC, ADB to have the ready project status reports,

data and information uploaded on the website. This portal will also help to have a better

coordination among all the stakeholders and their team-mates.

A project website and its layout shall be developed in full consultation with Project stakeholders to

ensure the site is attractive, appealing and reflects the appropriate image and to justify the purpose

of the web-portal.

1.3. BUIDCo:

BUIDCo is interested to develop and upload BUDIP project website for sharing and information and

status of the project with the citizens and stakeholder and for all the concerned organization to have

a better and timely completion of the project.

BUIDCo interested to invites resourceful and experience Firms/ vendors/companies to submit

sealed proposals to Design, Develop, and Host and Maintain a BUDIP project website. The

awarded Firm/company/vendor will deliver a professionally designed website that should be intuitive

and user friendly including staff training and support for a minimum of 12 months from the date of

―Go Live‖.

SECTION - II

2. Instruction to Bidders (I.T.B.)

2.1. Qualification of Bidders:

This invitation for bids is open to all Firms /Entrepreneurs‘ who are eligible to do business in India

under relevant Indian laws as is in force at the time of bidding except those who have been

declared by any agency/ Government institutions/department to be ineligible to participate for

corrupt, fraudulent or any other unethical business practices during the period for which such

ineligibility is declared.

In addition, bidders/Entrepreneurs/Firms/companies, longing for bidding for the work shall have

the following qualifications:

(i) The bidder/Firm shall have five years‘ experience in designing the professional website

and should have designed and uploaded at least 20 web sites in last five year, out of

which he should have designed at least one web site for Government Department in

.gov.in domain during the last two years. (The work carried out should be supported

with certificates from authorised person).

(ii) The bidder/Firm should have employed at least one Programme Manager/Senior

Engineer/Graduate Engineer (B Tech in computer Science Engineering/Information

Technology/Web Design engineering) with at least five year experience in relative field.

(iii) The bidder/Firm should have employed at least Three Web Developers .For this

purpose, the term ‗Web Developers‘ means a person with a graduate degree in

computer or communication areas from a recognized university or a diploma in web

designing with three years‘ experience in the field.

(iv) The Turnover of the bidder/Firm, shall not be less than Rs.9 Lakhs (Rs. Nine Lakhs

only) in each of the preceding two years (FY 2012-13 & 2013-14).

2.2. Cost of Bid Document:

The Bidders/Firms shall bear all the costs associated with the preparation and submission of its

bids, and the Tendering Authority or Client in no case, will be responsible or liable for any such

costs, for the complete process.

2.3. Bid Documents:

The Firm is expected to examine all instructions, forms, terms and specifications in the bid

documents. Failure to furnish all information required by the bid documents or submission of bids

not substantially responsive to the bid documents in every respect will be at the Firm‘s risk and

may result in rejection of the bid.

The bid proposal must be properly indexed and bound. Any loose document submitted by

bidders will be rejected.

2.4. Preparation of Bid:

Language of Bid – The Bids, as well as all correspondence and documents relating to the Bids

exchanged by the Firm and the Departmental Tender Evaluation Committee shall be in English

only.

Bid Currency – Prices shall be quoted in Indian Rupees only.

2.5. Documents required to be submitted with the Bid:

The Firms are required to include with its Bids

(a) Written confirmation of authorisation to sign on behalf of the Firm:

(b) The Firms shall submit the requisite experience certificate as per requirement mentioned at

clause 2.1.(i) above (with complete name, address of the firms and telephone no. of the contact

person therein) in designing the professional website for five years. (Annexure-II-Form ELI-3)

(c) The firms should also submit a list of their clients/ customers (with complete name, address of

the firms and telephone no. of the contact person therein) for which they have worked/or have

current commitments along with Technical Bid.

(d) Companies Registration Certificate in case of Companies; or Partnership Deed in case of

Firms or Self-Proprietary Declaration in case of Proprietary Firm.

(e) The firm should submit the list of employed personnel‘s along with their CVs with a minimum of

personnel‘s as per requirement mentioned in clause-1(ii)and(iii) .(Annexure-II-Form ELI-4a and

4b)

(f) The Firms should submit Balance Sheet for preceding two financial years (2012-13, 2013-14)

with all Annexure/ Schedules/ Profit & Loss A/c showing the annual turnover. (Annexure-II-

Form ELI-2)

(g) Demand Draft of Cost of Bid document for Rs.500/- (Rs. Five hundred only) and Bid Security

for Rs.10,000/- (Ten Thousand Only) as per details given in Clause 2.7.a) below. .

Note:-If the supporting documents as mentioned above in clause-2.5 are not enclosed with the bid,

their bids/ offers may summarily be rejected.

2.6. One bid per service provider:

A service provider shall submit only one bid in the same selection process. A service provider who

submits /participates for more than one bid as a partner with other firm will cause all the bids to be

disqualified.

2.7. Bid Document cost and Bid Security Deposit:

a) The Firms shall furnish, as part of its Bid Document costs (Rs .Five Hundred only) and Bid

Security deposits (Rs. Ten Thousand only), in the form of a Demand Draft drawn in favour of

―BUDIP-ADB Project Fund A/C(Bank account no.5017 6302 533), on Allahabad Bank payable

at Patna. Bids which are not accompanied with Bid document cost and Bid security will be

summarily rejected.

b) The Bid security of unsuccessful Firm‘s will be discharged /refunded within two months after

award of contract.

c) No exemption for submitting the Bid Security will be given to any agency including SSI Units.

d) The Bid Security shall be forfeited if – (a) Firm withdraws its proposals during the period of bid

validity as specified or within the extended validity period as required by the client or (b) in case

a successful Firm denies accepting the Work-Order.

2.8. Validity of Bids:

The bids should be valid for a period of 120 days from the opening of tender/bid documents or up to

the extended validity period.

2.9. Preparation of Bids:

Contents of Envelopes:-The Bids shall be prepared in two envelopes

a) The Technical bid and Financial bid

b) First envelope shall be marked as Envelope No.-1 :Technical bid and shall contain one

original and one copy of:

Letter of Technical Bid (Annexure-I and all forms of Annexure-II)

Demand Draft for Bid document cost and Bid security Deposit,

Firms/Companies Registration Certificate in case of Companies; or Self-Proprietary

Declaration in case of Proprietary Firm.

All the documents establishing Firms/Companies eligibility and qualification mentioned

in clause- 2.1 and 2.5 (a) to (g) above.

c) Second envelope shall be marked as Envelope No 2 :Financial Bid and shall contain:

Financial bid in the prescribed format Annexure-IV:

Letter of Financial Bid (Annexure-III).

2.10. Submission of Bids:

Sealing and Marking of Bids – The Firms/Companies shall seal the Envelope No. 1

(Technical Bid) and Envelope No. 2 (Financial Bid) in separate inner envelopes, duly

marking the envelopes as ―Envelope No. 1, Technical Bid‖ and ―Envelope No. 2

Financial Bid‖. He shall then place these two envelopes in an outer envelope. Both the

inner envelopes and the outer envelope should be submitted and addressed to:

The inner and outer envelopes shall be marked as:

“BIDS FOR DEVELOPING WEBSITE FOR BUDIP, Patna”

Both the inner envelopes shall indicate the name and address of the Firms/Companies.

It should be noted that if the outer envelope is not sealed and duly marked, the

submitted Bids will be summarily rejected. Similarly, Bids submitted by email, Telex,

Cable or Facsimile will also be rejected.

2.11. Late Bids:

The BUIDCo shall not consider any Bids that arrive after the deadline for submission of Bid. Any

Bid received by BUIDCo after the deadline for submission of Bid shall be declared late, summarily

rejected, and returned unopened to the service provider

2.12. Evaluation of Bids:

The Bids shall be evaluated & finalised by a Tender Evaluation Committee constituted by the

BUIDCo.

1. The Tender Evaluation committee shall evaluate the Technical Bids on the basis of criteria

as outlined below:

a) Experience of Firm/companies in undertaking similar assignments (As per Section II-

clause 2.1).

b) Personnel (CVs):

I. Graduate Engineer (B Teach in computer Science Engineering/ Information

Technology/ Web Design Engineering) with at least five year experience in

relative field.

II. The Firm/companies should have employed at least Three Web Developers. For

this purpose, the term ‗Web Developers‘ means a person with graduate degree

in computer or information technology from a recognized university or a diploma

in web designing with three years‘ experience in the field.

c) After the technical evaluation is completed, the client shall notify, in writing,

Firm/companies who‘s Technical Bids are qualified, indicating the date, time and location

of opening for Financial Bid of qualified Firm/companies.

2. The Least Cost Selection (LCS) method shall be used. The client will select the lowest

Financial Bid of those Firm/companies who qualifies technically as per their Technical Bid.

3. Information relating to the examination, evaluation, comparison, and post-qualification of Bid,

and recommendation of Contract award, shall not be disclosed to Firm/companies or any

other persons not officially concerned with such processes until information on Contract

award is communicated to the successful Firm/companies.

4. Any attempt by a Firm/companies to influence the Client in the examination, evaluation,

comparison, and post-qualification of the Bids or Contract award decisions may result in the

rejection of its Bid.

5. To assist in the examination, evaluation, comparison and post-qualification of Bids, the

Client may, at its discretion, ask any Firm/companies for a clarification of its Bid. Any

clarification submitted by a Firm/companies that is not in response to a request by the Client

shall not be considered. The Client‘s request for clarification, and the response, shall be in

writing. No change in the prices or substance of the Bids shall be sought, offered, or

permitted, after the opening of Financial Bid, except to confirm the correction of arithmetic

errors discovered by the Client in the evaluation of the Bid.

6. The Client may waive any non-conformity or omission in a technically qualifying Bid that

does not constitute a material deviation.

7. The Client will correct arithmetical errors during evaluation of Financial Bid on the following

basis:

a) if there is a discrepancy between the unit price and the total price that is obtained by

multiplying the unit price and quantity, the unit price shall prevail and the total price shall

be corrected, unless in the opinion of the client there is an obvious misplacement of the

decimal point in the unit price, in which case the total price as quoted shall govern and

the unit price shall be corrected;

b) if there is an error in a total corresponding to the addition or subtraction of subtotals, the

subtotals shall prevail and the total shall be corrected; and

c) if there is a discrepancy between words and figures, the amount in words shall prevail,

unless the amount expressed in words is related to an arithmetic error, in which case

the amount in figures shall prevail subject to (a) and (b) above

8. If the winning Firm/companies does not accept the correction of errors, its Bids shall be

disqualified then his Bid security shall be forfeited and the second ranking Firm/company

shall be invited for negotiations and finalization of the Contract.

9. The Successful Firm/companies shall submit the required Performance Security deposit for

the amount in the form acceptable to the client (Demand draft in favor of BUDIP-ADB Project

Fund A/c drawn on Allahabad Bank) while signing of contract within a week time after

acceptance of financial bid of the successful Firm/companies.

10. The Successful Firm/companies is expected to commence the Services on the date and at the

location specified in the Data Sheet

2.13. Award of Contract:

The contract will be awarded to the successful Firm/companies, who‘s Bids has been

determined as Technically & Financially acceptable.

2.14. Interpretation of the Clauses in the Bid Document:

In case of any ambiguity in the interpretation of any of the clauses in Bid Document or the

Contract Document, interpretation of the BUIDCo shall be final and binding on all parties.

2.15. Decision Taken:

The decision taken by the BUIDCo in the process of Bid evaluation will be full and final and

binding on all the bidders.

Acceptance:

The Firm/companies shall conduct Acceptance Tests, involving testing of each module of each

Application System with live and test data, in the presence of a person‘s nominated by the

BUIDCo, Patna.

2.16. Performance Security Deposits:

The successful Firm/companies shall have to submit a performance security deposits for an

amount equivalent to 10% of the accepted/awarded contract amount before signing the

contract in the form of Demand Draft payable to BUDIP-ADB Project Fund A/c drawn on

Allahabad Bank (account no.50176302533). The security deposits so retained shall only be

returned after the successful completion of contract period.

2.17. Penalty Clause:

I. If the Firm/companies fails in executing the desired services as per requirement or causes

a delay in execution of the ―GO LIVE‖ activities a penalty of 0.25% per day for the delayed

period shall be imposed and recovered from due payments .However the maximum

amount of penalty shall not exceed 2.5% of the awarded amount. In-case of non-

performance by the Firm/companies during maintenance, support and training period a

penalty of 0.10% per day of due payment shall be imposed/recovered for non-performance

days.

II. In case the Successful Firm/companies is not able to execute the contract to the

satisfaction of the BUIDCo even after imposition of penalties or causes to delay further in

execution or shows intentions for non-performance of the awarded work, then the BUIDCo

may invoke any or all of the following clauses —

a) Forfeit the Performance Security Deposit, and,

b) Terminate the contract without giving any notice.

2.18. Force Majeure:

The Firm/companies shall not be liable for forfeiture of its security deposit to the extent that

its delay in performance or other failure to perform its obligations under the Contract is the

result of an event of Force Majeure. For purposes of this clause, ―Force Majeure‖ means an

event beyond the control of the Firm/companies and not involving the Firm/companies‘ fault

or negligence and not foreseeable.

Such events may include, but are not limited to, acts of the Tendering / Implementing

Authority in its sovereign or contractual capacity, war or revolutions, fires, floods, epidemics,

quarantine restrictions and freight embargoes.

If a force Majeure situation arises, the Firm/companies shall promptly notify the Tendering /

Implementing Authority in writing of such conditions and the cause thereof. Unless otherwise

directed by the Tendering / Implementing Authority in writing, the Firm/companies shall

continue to perform its obligations under the Contract as far as it reasonably practical, and

shall seek all reasonable alternative means for performance not prevented by the Force

Majeure.

2.19. Termination for Default:

The BUIDCo may, without prejudice to any other remedy for breach of contract, by written

notice of default sent to the awarded Firm/companies, terminate the Contract in whole or part:

If the awarded Firm/companies fails to deliver any or all of the Software solutions within

the period(s) specified in the Contract,

If the awarded Firm/companies fails to perform as per the performance standards.

If the awarded Firm/companies, in the judgment of the BUIDCo. has engaged in corrupt or

fraudulent practices in competing for or in executing the Contract.

2.20. Legal Jurisdiction:

All legal disputes are subject to the jurisdiction of Patna courts only.

2.21. Taxes and Duties:

The rates quoted shall be in Indian Rupees and shall be inclusive of all taxes, duties and levies

as applicable up to the completion of job. Any increase in the rates during the period of

Contract will not be allowed. However the Service Tax if paid by the Firm/companies shall be

reimbursed as per prevailing rules.

2.22. Binding Clause:

All decisions taken by the BUIDCo Tender Evaluation Committee regarding the processing of

this bid and award of contract shall be final and binding on all concerned parties.

2.23. Rights reserved by the Department:

The BUIDCo reserves the rights to verify, modify, revise, amend or change any of the Terms &

Conditions mentioned above or to reject any or all the Bids without assigning any reason

whatsoever thereof or to terminate the tender process midway without assigning any reason

whatsoever.

SECTION - IV

4. Scope of Services:

The scope services to be performed by the bidder are as below:

4.1. Section – I: Website „Go-Live‟ work includes the following:

4.1.1. Domain name registration & web hosting: Registration of Domain name with ―Gov.in‖ or as advised by Project Nodal Officer.

Hosting, upload and download services on a secure server and user friendly1.

Uploading, changes and maintenance of content whenever required by BUIDCo.

4.1.2. Website Design: A modern, clean design that utilizes the BUDIP logo and other logos as suggested by the

BUIDCo.

Several main navigation links or graphics, with drop down lists of subpages so that users can easily navigate to any website page within the website; and,

A consistent look and feel to all page fonts, graphics, and color schemes.

4.1.3. Special Features: The website should have:

A Content Management System (CMS) with different authority levels for page editing, capable of being maintained and updated by BUIDCo /designated personnel;

Rapid loading capability and easy navigation between pages;

Seamless addition of supplementary web-pages, if needed;

Seamless addition of images and videos on website pages;

Access to agency statutes, rules and policies and administrative updates of periodic changes.

Periodic uploading of project reports, MoM, PMIS, guidelines and other documents keeping the old one for next three – six months.

Protocol for forever/periodical, removal/storage should be maintained.

Principles of ―Archives‖ should be maintained.

A responsive mobile design, enabling a desktop, laptop or any capable mobile device to receive the same level of web functionality;

Search engine optimization (SEO) so that the website can be found on the web with related keywords;

A website search bar for keywords and phrases that links to pages within the website;

Site analytics for tracking of web hits, donations, etc.;

Social Media Integration (Facebook, Twitter, YouTube);

E-mail newsletter capabilities;

A built-in blog;

Links to other related websites;

A viewable monthly calendar for updates, with the ability to add pictures to events;

Scalability to allow for future establishment of intranet site.

It can be accessed with any browser such as Explorer, Chrome, Firefox etc.

4.1.4. Technology: The website technology should utilize modern, industry standard programming language and multimedia features of sound and animation to make it attractive.

4.1.5. Security: The website‘s security must meet the requirements stipulated by the web host provider. In this regard the guide lines for secure web applications must be followed. The web site so designed and developed should be secured enough to protect website from hackers.

4.1.6. Public Interface: The website should possess comprehensive information and should include separate sections for: (1)Home, (2) Stakeholders/Departments (3) Daily News, (4) Acts & rules, (5)Circulars/Notifications/Meetings etc (6) Notice Board (7) Approved Reports / Orders etc (8) Reports Section, (9) BUDIP & Stakeholders Organizational Chart (10) Project Timeline (11)Tenders/RFP (12) Photo gallery (13) Feedback/Complaints (14) FAQ (15) Videos (16) Publications etc. The information desired under different sections (1 to 16) above may be changed, altered as per the directions of BUIDCO representative. A sample layout is annexed in annexure-VI. The site should have direct mailing facility using which mails can be sent to different contact person within the department/stakeholders. Documents uploaded should be in a manner that allows quick search based on their subject matter or description.

4.2. Warranty Period: The designed website should be covered by a 12 month warranty, covering the functioning and security of the website. During development, and up to 9 months after the ‗Go-Live‘ of the website, the successful firms/companies shall have to provide services for adding the content or making minor changes in the layout to the website during the warranty period without any extra cost.

4.3. Duration of the Services: Two months from date of commencement for Designing, Development and Up-loading of

website. 1. Half month (Two weeks) for submitting draft lay out and designing the layout

and get for it approved by the nodal officer. 2. Next one and half month for development of website as per the approved

layout.

Next one Month for changes, fine tuning as per the BUDIP and its stakeholders and training to the designated officials after designing and uploading the website.

Next Nine Months for Maintenance and Training.

4.4. Final Changes & Up-dating phase:

After ‗Go-Live‘ of BUDIP web-portal, next one month is kept for review by all the concerned authorities and stakeholders. During this one month period the bidder would update the website, changes in the layout, access and security of the portal if any and many more updating, which may be required by the BUIDCo representative so that the web-portal should be available to the project team for communication with all the stakeholders.

4.5. Maintenance, support & Training phase: The proposal should include comprehensive training for selected staff during the implementation phase of website set up and during this maintenance, support & training phase, the bidder shall arrange to depute a qualified engineer during this period (for nine months) capable to modify, update, changes in the ‗Go-Live‘ web-portal as and when required by the BUIDCo representative. Since all the data, progress reports and other reports, photos shall be uploaded on monthly basis so the deputed engineer has upload all the required information on the portal during this maintenance/support phase.

The Engineer so deputed should be capable of handling such works and he shall also impart training to the BUIDCo staff/officials. The Engineer shall made at-least 8 visits per month during this period in consultation with BUIDCO representative and shall impart training and shall perform any maintenance/up-dating work. He shall also support in uploading the information‘s/tenders/circulars and reports etc. as directed by BUIDCo representative.

4.6. Responsibilities of BUIDCo: Nominating a Nodal Officer for the project to coordinate with the vendor and to provide

required information.

Checking the quality of service (QOS) provided by the Firm/Company/vendor.

Facilitating the Firm/Company/vendor during the course of the Services/project for necessary information and support.

BUIDCo shall not provide any equipment like Laptop, Printer, Wi-Fi, etc required for development of website. Only working desk will be provided by BUIDCo. Bidder may be allowed to use office internet /Wi-Fi facility after discussing with nodal officer. The Firms/companies shall arrange required Laptop/printer etc at his own cost.

Domain registration charges shall be paid by BUIDCo.

The cost of web hosting will be paid by BUIDCo.

SECTION - V

Information about BUDIP Project

Objectives, impact and outcome

The ultimate objective of BUDIP is to contribute to the ―sustainable economic growth through improved

quality of urban life‖. The investment program will improve and expand the water and sewerage

infrastructure in four towns, i.e in Bhagalpur, Darbhanga, Gaya and Muzaffarpur. It will also assist the

urban local bodies (ULB) of the towns in bringing about operational discipline and structure, which will

ensure sustainable operation and maintenance of the facilities.

The impact of BUDIP will be improved access to water supply and sanitation facilities by the urban

population of the relatively poor and weak capacity state of Bihar. The expected outcome will be access

to better quality and sustainable urban water supply and sewerage services for people, especially

vulnerable households, in the four towns covered under the program.

Outputs

While BUDIP concerns both water supply and sewerage in the four program towns, the limitation to the

overall program budget (of US$ 286 million) allows for the implementation of a selected number of sub-

projects only. During preparation of the Road Map and the BUDIP Investment Program in 2011 the

following pre-selection has been made:

The Program intends implementing all ―firm‖ subprojects. If one or more of the ―firm‖ subprojects do not

require financing, the GoB will select alternative(s) from the group of ―standby‖ subprojects. A ―standby‖

sewerage subproject in a town will become eligible only after a contract for water supply improvement in

the same town is awarded. Currently this applies to Muzaffarpur where a 24/7 water supply project is

under execution.

The five outputs of the BUDIP are:

solution, new raw water intakes, clear water pumping mains, water

treatment plants, overhead tanks, distribution networks and water

meters will be developed and procured in Bhagalpur, Darbhanga

To address inadequacy in new investment, new house

connections, sewer networks, pumping stations, sewage treatment

plants, maintenance equipment will be developed and procured in

Muzaffarpur.

3. O&M of assets

To address deficiency in O&M staff number and skills, all major

infrastructures will be constructed and operated by DBO

contractors, which will field additional O&M staff and provide on-

the-job training to ULB staff for at least 5 years. Also, permanent

ULB staff under the municipal civil servant system will take

technical courses in India to upgrade their qualifications for asset

operations.

To enhance the executing agency‗s accountability to the financers

and the people of Bihar, and to strengthen the implementing

agency‗s contract management and subproject formulation, teams

of consultants will provide the executing and implementing

agencies with support and on-the-job training through day-to-day

collaboration.

Out of the five outputs of the entire BUDIP listed above, the expected outputs of Tranche 1 are:

i. Contribution to improved water supply services in Bhagalpur, by implementation of part of the

required capital investments.

ii. Improvement of O&M of assets created in Bhagalpur.

iii. Improved urban service delivery.

iv. Improved project management and implementation skills and improved transparency.
