The Asia Pacific Regional Board and our Malaysian firm welcome you to Penang.
To start your day right, a full American breakfast will be served each morning. Choose from a variety of
cold or hot items, including fresh fruit, cereal, yogurt, cheeses, bakery items etc.
Business sessions will begin promptly at 9.00am on Saturday and Monday.
Please note all tours will leave from the lobby of the hotel. Dress is business casual for business sessions.

GUEST SPEAKER PROFILE
Prof Dr Datuk Woo Wing Thye
Economics Department, University of California, One Shields Avenue, Davis, California 95616, USA
Wing Thye Woo is Executive Director of the Penang Institute in Malaysia, Professor at University of
California at Davis, Cheung Kong (Chang Jiang) Professor at the Central University of Finance and
Economics in Beijing, Distinguished Professor at Fudan University in Shanghai, and Director of the
East Asia Program within The Earth Institute at Columbia University. His current research focuses on
macroeconomic management of open economies, and on the growth the East Asia economies,
especially, China, Indonesia and Malaysia. He just published two reports in 2012: A New Economic
Growth Engine for China: Escaping the Middle-Income Trap by Not Doing More of the Same (World
Scientific-Imperial College Press); and Ranking the Livability of the Major Cities in the World (World
Scientific).
Wing Thye Woo's article "The Monetary Approach to Exchange Rate Determination under Rational
Expectations: The Dollar-Deutschemark Case," Journal of International Economics, February 1985,
was identified by JIE in 2000 to be one of the twenty-five most cited articles in its 30 years of
history. From 1994-96, he led an international team (which included Leszek Balcerowicz, Boris
Fedorov, Fan Gang and Jeffrey D. Sachs) to study the reform experiences of centrally-planned
economies. This report was published as Economies in Transition: Comparing Asia and Europe, MIT
Press, 1997. He directed the Harvard Institute for International Development report on “China’s
Integration into the World Economy” (1997-98); and a part of it was published as “Discrepancies in
International Data: An Application to China-Hong Kong Entrepot Trade,” in American Economic
Review, May 1999. In 1998, he headed the project “Asia Competitiveness Report 1999” to analyse
the Asian financial crisis for the annual meeting of the World Economic Forum in Davos,
Switzerland, February 1999 (updated report was published as The Asian Financial Crisis: Lessons for
a Resilient Asia, MIT Press, 2000).
Wing Woo is also an expert on the Indonesian economy: he is the lead author of Macroeconomic
Crisis and Long-Term Growth: The Case of Indonesia, 1965-1990, World Bank Press, 1994, and he
delivered the 2010 Sadli Lecture (established by Universitas Indonesia and Australian National
University) “Indonesia's economic performance in comparative perspective and a new policy
framework for 2049” (published in the Bulletin of Indonesian Economic Studies, April 2010).
Wing Thye Woo was in the Consultant Team to China's Ministry of Finance that helped to design
the tax and exchange rate reforms implemented in January 1994 (report published as Fiscal
Management and Economic Reform in the People's Republic of China, Oxford University Press,
1995). During 1997-1998, he served as a special advisor to the U.S. Treasury; and from 2002-2005,
he was the Special Advisor for East Asian Economies in the Millennium Project of the United
Nations. In July 2005, he was appointed to the International Advisory Panel to Prime Minister
Abdullah Badawi of Malaysia; and in April 2009, he was appointed Chairman of the International
Economic Advisory Panel of Penang state, Malaysia. In 2001, he helped establish the Asian
Economic Panel (AEP), a forum of about 80 specialists on Asian economies which meets triannually
to discuss important Asian economic issues; and selected proceedings are published in the Asian
Economic Papers, MIT Press (of which he is the editor). In 2004, the University of California at
Davis awarded him its Distinguished Scholarly Public Service Award; and in July 2009, the Governor
of Penang awarded him the chivalry order of Darjah Setia Pangkuan Negeri (DSPN), ).
Wing Thye Woo was born in 1954 in Penang, Malaysia, where he was a member of the 2nd.
Georgetown (S) Senior Scout Troop, out of Methodist Boys' School. He graduated from Swarthmore
College in 1976 with a B.A. (High Honors) in Economics, and a B.S. in Engineering; received an M.A.
in Economics from Yale in 1978, and an M.A. and a Ph.D. in Economics from Harvard in 1982.
Wayne Lockhart
Wayne is a Fellow of The Institute of Chartered Accountants in Australia, holds a Bachelor of
Financial Administration degree and Graduate Diploma of Financial Planning. Wayne has 30 years
experience helping all types of organisations succeed, both big and small. He is an accredited
facilitator with Mindshop, a leading global provider of ‘strategic and personal development’
solutions for business leaders and advisors.
Wayne's specialty is financial diagnostics. Having founded the online product "profitguardian" with
its integrated financial scoring diagnostic, the financial stress points in any business can be
pinpointed, fixed and value created. It is common for strategies to be put in place that result in at
least a doubling of present day value. "profitguardian" is receiving international acclaim because
the complexities of traditional accounting reports have been broken down into an easy to
understand financial performance score out of 100; a single score to be improved upon with
absolute clarity.
Wayne’s interests outside of work are family, cycling, gardening and cars.

TOUR INFORMATION
City & Heritage Tour
We start the tour with a visit to Fort Cornwallis built by Sir Francis Light after taking possession of Penang in
1786, from here you’ll be able to gaze at prehistoric architectures such as the Town Hall and the Anglican
Church. Visit the “Khoo Kongsi” Clan Houses and drive through Penang’s Clan Settlements, Chinatown and
Little India before heading to the State Museum to view all the historical artifacts. On return stop by to visit
the Reclining Buddha Temple also known as the “Wat Chaiya Mangkalaram” before stopping by the Royal
Selangor Pewter Showroom for souvenir shopping.
