SECTION I

INVITATION FOR BIDS

SRI LANKA AIR FORCE

1. The Chairman Departmental Procurement Committee of the Sri Lanka Air Force now invites sealed bids from eligible bidders and qualified bidders for Construction of Three Storied

Student Officers‟ Accommodation Block No. 04 at Defence Services Command & Staff College Batalanda.

2. The Total Cost Estimate (TCE) is below Rs. 25.00 million and the Contract period shall be

180 calendar days.

3. Bidding will be conducted through National Competitive Bidding Procedure.

4. To be eligible for contract award, the successful bidder shall not have blacklisted and shall

meet the following requirement:

6. A complete set of drawings with regard to the above contract may be purchased by the prospective bidders from the above Officer after depositing a non refundable fee of Rs. 1000/= with Director Finance, Sri Lanka Air Force, No 140, Sir Chittampalam A. Gardiner Mawatha ,

Colombo 02.

7. Bids shall be delivered to the address below at or before 1030 hrs on 23rd April 2012. The

8. The bidder shall seal the original and the copy of the Bid in two separate inner envelopes and one outer envelope, duly marking the inner envelopes as “ORIGINAL” and “COPY”. The

a. be addressed to the Sri Lanka Air Force at the address provided in the Bidding Data. b. bear the name and identification number of the Contract as defined in the Bidding

B - PRICING PREAMBLES

EXCAVATION AND EARTH WORK

Unless otherwise measured separately rates for excavation and Earth Work shall include for:

a) Leveling bottom of excavations. b) Backfilling with selected excavated material and

consolidation. c) Bulking after excavation.

d) Trimming after excavation as necessary

e) Necessary planking and strutting. f) Disposal of surplus earth

The contractor shall obtain prior for approval for transportation and dumping surplus soil from the relevant authorities.

Hardcore filling

Unless otherwise measured separately rates for hardcore filling shall

d) Consolidating.

e) Ramming and compacting. f) Testing for limit of compaction

The measurement for earthwork shall be the net volume of after

compacting to the approval of the engineer.

The contractor shall obtain prior approval from the engineer for

characteristics of the soil to be used for filling.

Termite treatment

Termite treatment shall be carried out by a specialist sub contractor

using chemicals approved by the registrar of pesticide and shall provide a 10 years guarantee acceptable to the Engineer.

Unless otherwise stated all concrete shall be:-

a) All concrete shall be made dense with a vibrator and finished to receive respective finishes. The type and stability, which shall be

agreed with the engineer prior to commencement of concreting of each item.

WATER PROOFING

Unless otherwise measured separately rates for waterproofing shall

include for

a. Temporary screeds

f. Forming edges g. Testing for any water leaks.

h. Work to be done as per standard details necessary for complete system but not measured.

The contractor shall be responsible for the waterproofing system and

shall provide a 10 year guarantee in favor of the employer from their specialized Sub-contractor for materials and workmanship

(application).

The waterproofing shall be carried out by a specialist sub contractor

as per manufacture’s instructions.

The finish of the concrete slab shall be acceptable to the engineer

prior to carrying out the water proofing system.

All construction, contraction and expansion joints shall be made water tight, including all joints around and outlets.

Rates shall include cutting top line, notching bending and extra material for lapping.

Rates shall also include working into recessed duct covers, shaped

inserts, outlet pipes and the like. Rates shall also include for work to

falls and cross falls.

Rates for tanking and damp proofing shall include internal and external angles, angle fillets, arises, edges, and intersections on work

to cross falls.

Collars around pipes, standards arises and internal angel fillets and

the like are deemed to include.

Linings to gutters, channels, valleys, covering to kerbs shall deemed

to include edges, arises, internal angle fillets, tilting fillets, turning ribs into grooves, ends angles intersections. Outlets, and extra

materials for turning into grooves.

CARPENTRY & JOINERY WORK

Unless otherwise measured separately rates for joinery work shall

include for

a) Cutting, notching, drilling, linkage, trimming forming, joining,

splayed edges and the like

b) Fixing in position complete with all nails, spikes and screws and priming to joints and ends.

Rates shall include for all labour materials, hardware materials, all fixing materials, adhesives, ironmongery and finishes as specified.

Timber shall be as specified for all timber works.

The whole of the timber used in the work shall be of class I and shall be thoroughly dry and seasoned free from shakes vanes, loose

or dead knots and any other defects and shall be to the approval of DCE and stored under cover when not in use. Any warped or

unseasoned timber shall be rejected by the engineer.

Rates shall include fixing timber joints and members to masonry

with approved fixing method.

The sizes of timber given are finished without allowance for

planning

Rates shall include for of all necessary such as hinges, locks, hooks, barrel bolts, draw rings, casement stays, casement fastners, handles

etc,

as listed in schedule of ironmongery. All should be approved by the DCE.

Rate for all timber doors and windows shall include for finishes as

specified including preparation of the surface.

METAL WORK/ ALUMINIUM WORK & GLAZING WORK

Rates for metal work shall include for:

a) All necessary welding materials, cutting to length bending and shaping as required buffing all visible welds smooth and even for fabricating work

delivery, handling, hoisting, jointing, polishing and fixing in position.

b) Prepare and submit shop drawings and design calculations (Note: Wind

pressure for design purpose should be consider as 1200 N/m2) where required and obtain Engineer’s approval prior to proceeding with the fabrication and

work. The contractor shall check site dimensions and make fabrication work

correspond to the “Approved” shop drawings.

c) All metal shall be well formed to shape and size, with sharp lines or angles. Shearing and punching shall be left clean to true lines and surfaces shop

connections shall be welded or riveted and site connections bolted unless

otherwise noted. Use flat-headed counter sunk rivets where riveted connections are exposed to view in finished work. Bolt shall be turned up

tight, and threads nicked to prevent loosening. All bolts shall be provided with washers

d) From exposed connections with hairline joints, which are flush, and smooth

using concealed fasteners are unavoidable use counter sunk flat head screws

or bolts.

e) All preparation work to floor, walls and ceiling for fixing.

f) Raking and curved cutting where necessary.

g) Normal edges are deemed to include with the glazing.

h) All sealants, mastic, setting blocks and fixing wherever necessary.

i) Beading system to prevent ingress of water and air to be approved by DCE

prior installation..

j) Sub frames in aluminium

Joints between glass panes shall be butt joints.

Contractor shall carry out glazing work according to the drawings and

specifications.

Aluminium work shall be carried by a specialist sub contractor who can provided the performance guarantee for aluminium components and shall be

in an approved system with all standard fixings, sub frame etc.,

All glasses in partition, doors, windows etc., shall be as shown in relevant

drawings and should be included with the rates.

The tender is requested to provide the details of his aluminium subcontractor,

country of origin, micronage, thickness, type and make of glasses etc., along with his tender. Samples of all items required in aluminium work shall be

submitted for prior approval without any additional cost.

Rates shall include for all necessary ironmongery such as hinges, lock, hooks

etc., of approved quality. All ironmongery shall be compatible with the system proposed.

All locks, hinges, floor springs, handles, push and pull plates and other

necessary ironmongery shall be imported of best quality manufacture

approved by the Engineer

All units shall be complete with all necessary glazing inserts, sealing strips, gaskets, skids, weather strips, glazing beads and all necessary ironmongery.

All aluminium units shall be designed to resist penetration of external moisture to the inside of the building. Fixing of frames for all units to the

building shall be such as to ensure solid, void free, waterproof joints. The joints shall be caulked with a building mastic which does not sag or run, non

hardening, non-staining and can be painted.

All imported aluminium extrusions shall be in approved colour powder

coated sections.

FLOOR, WALL AND CEILING FINISHES

Unless otherwise measured separately rates for floor finishing shall include

for

a. temporary rules, screeds, grounds etc., for raking out joints of new brick work/ block work or hacking new concrete for key

b. internal and coved angles, joints between different surfaces and

between new and old plastering c. arises, quirks, inter sections between curved or irregular surfaces

etc d. Making good around pipes, sanitary fittings and similar fixtures.

Rate for plasterwork shall include for

a. Expanded metal or the like in areas of different modes of construction. (e.g. block work/ brick work and concrete work.)

b. Corner beads for vertical and horizontal edges to from straight and

neat edges c. Forming door and window reveals unless otherwise measured

separately. d. Leaving all concrete surfaces even finish to receive finishes.

e. Seasoning as specified

Rates shall including for making adequate space for drawing of all conduits on walls and partitions.

Fair joints, outlets, working over and around obstructions, pipes and

the like into recesses and shaped inserts, forming shallow channels,

bonding agents where included with the work, dividing strip where applicable, all extra work necessary for patterned work, are deemed to

include where applicable with the items.

Treads and risers are deemed to include fair edges, internal and

external angles.

Strings and aprons are deemed to include ends, and ramped wreathed

covers.

Skirting, kerbs and edges of floors are deemed to include fair edges,

rounded edges, curved junctions, angels and the like.

All tile/ marble/ granite grout shall be stain and dirt resistant and can

be cleaned up easily in water. Tile grout should be colourfast,

efflorescence and crack resistant with anti fungus properties.

All tile/ marble/ granite adhesive and backing materials shall be proof of any chemical reaction with the properties of tile/ marble/ granite

and shall not cause any discoloration of tile/ marble/ granite.

The contractor shall verify from the manufacture of tile/ marble/

granite and adhesive and backing materials to this effect and shall be guaranteed for life time that no such reaction take place on any tiling/

marble/ granite work. All tile /marble/ granite/ grout colour to be approved by DCE.

PAINTING

Unless otherwise measured separately rates for painting shall include for

Preparation of surfaces cleaning down, smoothing knotting, stopping

etc.

a. Protection of floors and fittings, removing and replacing door and window fittings if required and cleaning upon completion and the

like. b. Preparation of surface and application as per manufacturer’s

instruction.

Painting in metal work is deemed to include work to attached holder

bats, fastenings and the like. Work to services is deemed to include work to saddles, pipe hooks,

holder bats, conduit box and the like.

Rates for painting work shall include for painting door and window

reveals unless otherwise measured separately.

ROOFER & ROOF PLUMBING

Roofer Unless otherwise measure separately rates for roofing shall include for

a. hoisting and fixing complete with all nails

b. Screws c. Clips etc

d. Straight and square cutting and waste.

Rates shall deemed to be included for raking cutting, curved cutting.

Sheet roof coverings are deemed to include work to falls and crosfalls, underlay in contact with the covering, work in forming voids other than

holes, dressing/ wedging in to grooves, hollows, recesses, cutting laps and the like, aprons, sills and ridges.

Work for flashings deemed to include laps, seams and ends, angles and intersections, rolls, up stands, dressing/ wedging in to grooves, hollows,

recesses and the like.

All timber in roof framework shall be selected, well-seasoned and treated

with pressure impregnated system and shall bear a certificate for treatment for timber from the relevant treating specialist.

All timber in roof framework shall be as specified in drawings and

specifications and shall be approved by DCE before application of any

termite treatment.

Roof plumbing

Unless otherwise measured separately rates for all rain water down pipes shall include for

a. All necessary fittings such as bends inspection openings, tees etc., b. Gutters are deemed to include joints in the running length and

brackets. c. Cutting and jointing gutters to fittings is deemed to be included.

d. Down pipes are deemed include brackets joints and cuttings and the

like.

PLUMBING & DRAINAGE WORK

Unless otherwise measured separately rates for plumbing and drainage shall include for

a) Screws, nails, pipe hooks, saddles, brackets, sockets, connections, lagging

short lengths, back nuts, nipple joints b) Concrete blocks and the like and all holes, chasing

c) Making good in other trades such as plaster and painter.

Rates for piping shall include for pipe supports, saddles, clips, screws, nails,

hardware fixing and joints materials, cutting holes, chasings in brick work, concrete work, etc and making good the same in all trades.

Rates for pipes laid underground shall include for necessary excavation to

required gradient, backfilling with selected materials, planking and strutting, embedding in concrete and disposal of surplus excavated material as directed, any

special protection to pipes if necessary etc., [

Rates for piping shall include for burying in ground or walls or clipping to walls

as required and for pipe fittings such as bends, tees, “Y” junctions, reducers, inspection openings, stop ends, etc., as required for the completion of the system.

Any special water service and drainage fittings such as bends, tees, reducers etc., unless otherwise separately measured in the bill of quantities, shall be included

with the pipes and rates for pipes shall include for such fittings and for any extra work involved for the satisfactory completion of such items.

All work shall conform to the general specification and special specification for

drainage and water service and to the requirements of the local authorities.

All water, waste and sewer pipes shall be of approved manufacture and all

U.P.V.C. fittings shall be of moulded type and shall be to the approval of the Engineer’s.

Unless otherwise specified in the items the rate for the following shall include for

P.V.C. piping for water service/ waste water etc., such plastic piping and fittings shall comply with the latest B.S.S. viz. B.S.S. 1972 for polythene pipes.

The diameter of piping shall be the nominal internal bore of the pipe. Rates for piping shall include for all elbows, bends, tees, stop ends, junctions,

reducers, connectors, inspection opening and all other similar fittings and for testing.

Preamble notes to all other trades shall apply to this trade as well.

All fittings shall be moulded fittings

a. All taps shall be supplied as specified and should have a minimum 1 year guarantee cover.

b. All valves etc; shall be Hattersley, Crane, peglar” or approved equivalent.

c. All sanitary fittings shall be as specified in medium price range models

and should have a minimum of 10 years guarantee cover.

d. All toilet accessories shall be as specified and should have a minimum 1

year guarantee cover. [

Rates for any pipe connection in and out of the building shall be flexible

connection to suit for any acceptable structural movement.

Rates for all pipes include for pipes supports, saddles, clips, screws, nails, hardware fixing, jointing materials cutting holes, chasing in brick work, concrete

etc., and making good the same in all trades. Under ground piping all necessary excavation, backfilling, planking and strutting, concrete bedding and hunching,

dewatering and disposal of surplus material as directed. The proposal for pipe

fixing method to be submitted for prior approval of the Engineer.

Rates for pipes shall include for burying in ground or walls or clipping to wall

and all pipe supports fixed to under side of the soffit as required and for pipe fittings such as bends, tees, “Y” junctions, reducers, cleaning eyes inspection

openings, stop ends, etc., as required.

All pipes in and out to the building shall have flexible connection to accommodate moment due to any structural settlements to avoid any cracks

ELECTRICAL INSTALLATION

Unless otherwise measure separately rates for electrical installation shall include for

[

a) Conduits, conduit fittings, junction boxes, draw wire, cables, earth

conductors, screws, nails, nails, hardware, fixing and insulation materials,

b) Cutting holes and chases in brickwork, concrete work etc., and making good the same in all trades.

The contractor shall include in his rates the cost for supply, installing and laying

of all conduits, wiring, wooden plugs, wooden boxes, panel boards etc.

The contractor shall price for all switches, ceiling roses, holders, flexible code etc., for all light fittings and fans (wherever necessary) main switches, earth

leakage circuit breakers etc., of approved quality, workmanship and as shown in detail drawing all complete to working order and shall be to the approval of the

Engineer’s.

The height and the position of the lights shall be as per Engineer’s Approval.

The contractor shall obtain approval for electrical accessories, wires etc., from the Engineer's prior to purchase of same.

Rates shall include for

a. Supplying, installing, testing and commissioning of the system for power and lighting all complete to working order and to the entire satisfaction of the

Engineer's

b. All materials, equipments, wiring and workmanship shall confirm to local

codes of specification, B.S. Standards, latest I.E.E. regulations and Ceylon electricity Board specifications.

c. Make and manufacture of equipments shall be submitted with the tender for the approval of the Engineer’s.

Rate shall include for necessary chasing, trenching, conduits, cables, cable trays,

fittings and clips, cutting holes and chases in brick work/ block work/ concrete work complete with all necessary accessories such as sockets, connections, cable

glands, boxes, hardware clips, soldering and jointing materials etc for proper installing and laying of cables.

All under ground cables directly buried in ground to be properly laid in ground trenches and covered with cable tiles. Rate for under ground cables shall include

for all necessary excavation, sand layers, cables tiles, warning strips and back

filling with approved quality earth properly compacted.

Rates for all electrical panels shall include for supply and installation of all

necessary MCCB’s, MCB’s, EFR’s, ELCB’s auxiliary contracts, all vertical and horizontal pipes shall be to the approval of the Engineer’s.

Volt meters, ammeters, KWH meters, indicator lamps, selector switches, inter

connecting copper bus bars, inter locks aligning and grounding the panel, inter

connectors, internal wiring instrument wiring loops, connecting to switch gears, cable gland hugs, steel channels and necessary hardware fixing and insulating

materials with fully enclosed metal clad panels and distribution boards wherever necessary and complete as shown in drawing and comply with the specifications

and as per relevant latest B.S. Standards and I.E.E. regulations and all complete to

working order to the approval of Engineer.

All cables for equipments and units designated to function under fire condition to

be in fire rated cables and in steel conduits as indicated and rates for such items shall include accordingly.

Point Wiring

Rate shall include for all cables, conduits, clips, earth cables, fan hooks, draw

wire, wiring accessories, hardware fixing and insulating materials, cutting holes, chases and making good the same in all trades.

Cement rendering

Cement rendering shall consist of cement sand motar

1:3 proportions 16 mm thick and finished with a

setting coat of cement slurry.

Ceramic wall tiles

Tiles shall conform to BS 1281 and shall be in

thickness of 12 mm . The surface to be tiled shall be

even and vertical. Tiles shall be pointed with water

proofing tile grout after clearing joints of cement

mortar to a depth 3mm.
