On January 19, 2010, the Superintendent and District staff recommended OPTION H for the high school student assignment plan.

The Board of Education voted to approve from OPTION H only the attendance areas for the Whale Branch Early College High School, Bluffton High School, and Hilton Head High.

The description, map, and demographics tables for OPT H follow.

Option H:

• Whale Branch Early College HS: The attendance area would include all of the WBMS zone, plus Laurel Bay and the areas just outside of the gate including the neighborhoods of Irongate, Capehart, and Pinewood subdivisions.

• Battery Creek HS: The attendance area would include the RSMS zone (minus the areas assigned to WBECHS) and adds all of the Beaufort ES zone and the Port Royal ES area.

• Beaufort HS: The attendance area includes all of LIMS zone plus the area of Mossy Oaks Elementary.

• Bluffton HS: Attendance boundaries would not change; however, ninth graders would be served at McCracken Middle School.

• Hilton Head HS : Attendance boundaries would not change

At that January 19, 2010, the Board of Education delayed approving attendance zones for Battery Creek High and Beaufort High through an amended motion which created an OPT I and OPT J for staff to explore and bring back to the Board at its next meeting. Staff also included an OPT K. These options only involve Beaufort and Battery Creek High Schools.

Option I Opt I would split the Beaufort ES attendance area down the middle of Ribaut Road, much like OPT G, but only include the Beaufort ES piece, so that the east side of the split would attend Beaufort High and the west side would attend Battery Creek High. This option leaves the Mossy Oaks area and Port Royal areas attending Beaufort High.

Option J Opt J would split the Beaufort ES attendance area down the middle of Ribaut Road and the Port Royal ES attendance area down the middle of Ribaut Road, sending all high school students living on the east side of the split to Beaufort High, and all students on the west side to Battery Creek High school. This option leaves Mossy Oaks area attending Beaufort High.

Option KOption K would have all the Beaufort ES attendance area attend Battery Creek HS and leave Mossy Oaks and Port Royal at Beaufort HS.

Beaufort HSThe attendance area would include all of the LIMS attendance area, all of the Mossy Oaks and Port Royal elementary attendance areas and takes the east side of Ribaut Road to Beaufort High.

We recommend Option K with an additional policy recommendation that the Board allow rising 9th through 11th graders in the Beaufort Elementary attendance area who currently attend Beaufort Middle to complete Beaufort High School.

At the February 2, 2010 meeting, the Board of Education voted 6-5 to approve OPT K as recommended by the Superintendent.

Option A - Attendance Area DescriptionsWhale Branch Early College HS

The zone would include all of the WBMS zone, plus Laurel Bay and the areas just outside of the gate including the neighborhoods of Irongate, Capehart, and Pinewood subdivisions.

Battery Creek HSThe zone would include the RSMS zone (minus the areas sent to WBECHS and adds all of the Beaufort ES zone. It also crosses the Broad River bridge to the intersection of Hwy 170 and Hwy 462 near the BJ-ACE school.

Beaufort HSThe zone remains essentially the same, except for the Beaufort ES zone area (downtown) to be reassigned to BCHS.

Bluffton HSThe zone loses the area north of the intersection of Hwy 170 and Hwy 462 to BCHS. It also loses to HHIHS the neighborhoods in the Sawmill Creek Road area, Colleton River Plantation, and Malphrus Road neighborhoods of Heritage Lakes, Olde Town Village, and Pine Forest.

Hilton Head HS The zone adds the areas of Sawmill Creek Rd, Colleton Plantation, and the neighborhoods off of Malphrus Road.

Beaufort HSThe zone remains essentially the same, except for the Port Royal ES zone area to be reassigned to BCHS.

Bluffton HSNo change from OPT A.
