    The minutes of the April 1 20 14 meeting of the Board of Park Commissioners wereapproved following a motion by Mrs. Pierce and seconded by Mr. Phillips.

    REPORTS: The report from Jeremy Drake, Park Superintendent, was accepted assubmitted. Mr. Phillips asked about the meeting with Trail Solutions. Mr.Drake replied that they are still in the very early preliminary stage of thedesign of the mountain bike trail. When the study is complete, they are goingto bring three options to the Mountain Bike Trail Board, and that Board willmake a recommendation to the Park Board for further action. Mr. Phillipsthen asked about Scarff s Nursery and Landscaping working on the design atthe gateway to Treasure Island. Mr. Drake replied that they are helping withthe landscape for this entrance. Mr. Phillips then asked about the positionposting, and Mr. Drake replied that this is a full time laborer posting andthere was no interest internally, so they are going to the labor s list that CivilService Commission has certified. Mr. Drake then explained that the

    The report from Ken Green, Director of Golf at Miami Shores Golf Course,was accepted as submitted. Mr. Green noted that vendors were coming outto give estimates on the damage from the winter flood to the irrigation boxes.He will update the board as this continues. Hopefully they will get thedamage fixed soon. Mr. Phillips asked if they would have to irrigate by hand,and Mr. Green replied that this can be done, but hopefully there will not be adry May. Mr. Green also noted that they are working on setting out T's forkids to work with, as this is not a large cost. Mr. Green also noted that thisyear they will have the first year of the PGA Junior Tournament on May 25.This will be for 7 17 year olds, and participants will be coming from as faraway as Columbus and Cincinnati. They hope to hold this tournament againnext year.

    Mr. Kappers had nothing to report from the Planning Commission, as he wasnot in attendance.BARN IN THE PARK AGREEMENT UPDATE:

    Mrs. Knight updated the Board on the Barn in the Park Lease. She said that thebid will be advertised this week, and she will be working with representatives of theTroy Civic Theatre to complete the bid packet.WILLIAM H. MAIER TRUST CHECK:Mr. Phillips explained that a check was received from the William H. Maier Trustin the amount of 1,532.67. Mrs. Pierce made a motion to accept the check, Mr.Phillips seconded and the motion passed.REQUEST FROM LINCOLN CENTER:Shane Carter addressed the Board with a request from Lincoln Center forpermission to place a tent in the grassy area behind the Center. The tent would remainin place for nine weeks. Mr. Carter explained that this tent would be used during aprogram for kids to work out, and when the kids are not working out, they will take theequipment back into the Lincoln Center facility. Mr. Drake was asked if he had anyconcerns with this request, and he had none. Mr. Phillips moved to grant permission toallow the tent for the duration of nine weeks. Mrs. Pierce seconded, and the motionpassed.

    CITIZEN CONCERNS RE. MOUNTAIN BIKE TRAIL:Jim Thompson of 209 Nottinghill Lane, Troy, Ohio addressed the Board. Mr.

    Thompson said that he and his wife moved Troy about a year ago, and they purchasedthe property they did because of the wooded area behind his house, and they felt thatthis created a feeling of privacy even though they were inside the city limits. Theyregarded this area as somewhat of a nature preserve. They do not want a bicycle trail 25feet from their yard. t was noted that the study has not been completed, and may notbe for some time. Mr. Phillips also explained that when the study is complete, the ParkBoard will review the study, and talk with neighbors before making a decision onwhether or not to continue with the project. At this time, it is not known if the area issuitable for this type of trail, and we are not sure about the cost of implementing thistype of trail. Mr. Thornpson said that he understands that this trail will be taken care ofby volunteers. Mr. Thompson didn't feel that this would work because he has pictures ofa current trail that is supposed to be taken care of by volunteers, the trail has logsacross the trail, and the volunteers are not taking care of the area. Mr. Thompson thenwent on to say they didn't want to be blindsided and he would like to be notified whenthe study is ready to look at. Mr. Phillips said that the Board meets monthly, and he iswelcome to attend any of the meetings. When Mr. Thompson explained that most of theneighbors work and it is difficult to attend these meetings due to work schedules, Mr.Phillips replied that the Board would entertain the idea of having an evening meetingwhen the study has been received. When Mr. Thompson alleged that the Board movedquickly to get the study started, Mr. Drake replied that they had to move quickly so thatthe firm performing the study could view the area before the honeysuckle came out. Mr.Drake reemphasized that they are in the very early planning stages of this project. Mr.Titterington noted that Mr. Thomson could give his e-mail address to the recordingsecretary, and she can put Mr. Thompson on the distribution list for Park BoardPackets.

    Tony O Neal of 249 Riverside Drive, Troy, Ohio then addressed the Board. Mr.O Neal reiterated that he has the same concerns that Mr. Thompson has regarding theMountain Bike Trail. He understood that this property was originally purchased to be anextension of the cemetery, and he feels that the Mountain Bike Trail would not be a gooduse of the land. The deer and the fox are being pushed out and he feels this wouldfurther push them out of their environment.
