BACKGROUND: In accordance with Iowa Code 279.10, a Public Hearing is required prior to adopting the School

District Calendar. The Public Hearing for the 2020/2021 School District Calendars will be held on

February 10, 2020 at 5:00pm in the Board Room of the Education Service Center, 1516 Washington

Street, Waterloo, IA 50702. The Notice of Public Hearing was published in The Courier.

The District is proposing a start date of August 24, 2020 for all Waterloo Schools.

Notice is hereby given, in accordance with Iowa Code Section 279.10, by the Board of Education of the Waterloo

Community School District that a Public Hearing will be held in the Board Room of the Education Service Center, 1516

Washington Street, Waterloo, Iowa, at which time any and all interested persons may appear to give their views on the

proposed School District Calendars.

The time of public hearing is hereby set at 5:00pm (local time) on Monday, February 10, 2020.

BACKGROUND:

Pursuant to Board Policy 701.9, donations over $2,500 must be approved by the Board of

Education. Waterloo Schools would like to recognize and thank John Deere PEC for their

generous donation of classroom supplies and various clothing items to Cunningham School for

Excellence and Irving Elementary School. Approximately $10,000 worth of donations will be

distributed as follows:

“that the Board of Education accepts with gratitude the donation of classroom supplies, clothing

January 27, 2020

The Board of Education of the Waterloo Schools, County of Black Hawk, State of Iowa, was called to

meet in regular session at 5:00pm on Monday, January 27, 2020, in the Board Room of the Education

Service Center, 1516 Washington Street, Waterloo, Iowa.

Present: Board members: Endya Johnson, Jesse Knight, Shanlee McNally, Stacie Mills, Astor Williams

and Lyle Schmitt

Superintendent, Dr. Jane Lindaman

Associate Superintendent for Educational Services, Dr. Stephanie Mohorne

Chief Officer of Human Resources/Equity, Kingsley Botchway II

Chief Financial Officer/Board Treasurer, Michael Coughlin

Assistant to the Superintendent/Board Secretary, Pam Arndorfer

Absent: Board member, Sue Flynn

I. Call to Order

The meeting was called to order by Ms. McNally at 5:02pm.

II. Moment of Silence

IV. Mission Statement

The Waterloo Schools Mission Statement was read by Mr. Williams.

V. Public Hearing for the Lowell Elementary Asbestos Removal and Demolition Project

The Public Hearing for the Lowell Elementary Asbestos Removal and Demolition project was

declared open by Ms. McNally at 5:04pm.

Ms. Candace Dix, 2127 Byron Avenue, Waterloo, spoke in opposition to demolishing the

building and preserving the school as a historic site.

It was moved by Mr. Knight and seconded by Ms. Johnson to close the Public Hearing for the

Lowell Elementary Asbestos Removal and Demolition project. Motion carried 6-0 on a roll call

vote. Public Hearing closed at 5:10pm.

VI. Public Hearing for the New Lowell Elementary Construction Project

The Public Hearing for the New Lowell Elementary Construction project was declared open by

Ms. McNally at 5:10pm. No public comments were brought forth. It was moved by Mr. Knight

and seconded by Ms. Johnson to close the Public Hearing for the New Lowell Elementary

Construction project. Motion carried 6-0 on a roll call vote. Public Hearing closed at 5:11pm.

VII. Information from Individuals and Delegations

Ms. Charity Hartson, 1915 Caras Road, Waterloo, shared concerns on how “Hawk Time”

is being implemented at her child’s school

Ms. Lindsay Evans, 3341 Rosehill Terrace Road, Waterloo, shared her concerns on

“Hawk Time” and the changing environment at her child’s school

Mr. Carl Hartson, 1915 Caras Road, Waterloo, shared his concerns about the bussing

contract with Durham

VIII. Consent Agenda

It was moved by Mr. Knight and seconded by Mr. Williams that the Board of Education approve

the consent agenda as revised. Motion carried 6-0. The following items were approved:

It was moved by Mr. Schmitt and seconded by Mr. Knight that the Board of Education approve

the date of February 10, 2020 at 5:00pm to hold the Public Hearing for the 2020/2021 School

District Calendar. Kingsley Botchway, Chief Officer of Human Resources & Equity, provided

information. Motion carried 6-0.

IX. Lowell Elementary Asbestos Removal and Demolition Project

It was moved by Mr. Knight and seconded by Ms. Johnson that the Board of Education approve

the Lowell Elementary Asbestos Removal and Demolition project and publish a Notice to

Bidders. Board members and Dr. Jane Lindaman, Superintendent, shared information. Motion

carried 6-0.

X. New Lowell Elementary Construction Project

It was moved by Mr. Williams and seconded by Ms. Johnson that the Board of Education

approve the New Lowell Elementary Construction project and publish a Notice to Bidders.

XI. Superintendent’s Report

The East vs. West basketball games have been rescheduled to tonight – great opportunity

to support our high school athletes

Thank you to those who took the time to speak at tonight’s board meeting – District staff

will follow up with those families and their concerns

Each board member was given the opportunity to comment.

XIV. Adjourn

It was moved by Mr. Knight and seconded by Ms. Johnson that the Board of Education adjourn

the meeting. Motion carried 6-0. The meeting adjourned at 5:44pm.

ISSUE: Textbook Adoption for High School Human Services Department

BACKGROUND:

The textbook, Child Development Ninth Edition, published by Goodheart-Wilcox Publisher, is to

be used district-wide in the class of Child Development.

In support of the career focused, Career and Technical Education program within the District, the

recommended textbook will enhance the rigor of the Child Development program. Teachers are

in agreement that this textbook will meet the needs of students and contains required

components.

This resource will be funded through a recurring budget item in the curriculum budget.

The staff is recommending adoption for the remainder of the 2019-2020 school year.

The total instructional materials adoption is $5,802.49.

THE SUPERINTENDENT’S RECOMMENDATION IS: “the Board of Education approve the adoption of Child Development, Ninth Edition, in the

amount of $5,802.49.”

classes and June 2, 2021 as the last day of the academic year. Two built-in snow days are included

in the calendar.

ISSUE: SBRC Modified Allowable Growth Request

BACKGROUND:

Iowa Code Section 257.31 grants Iowa schools the authority to request modified allowable

growth from the School Budget Review Committee (SBRC) due to unusual circumstances that

constitute a need for additional funding. Waterloo Community School District has such unusual

circumstances for the fiscal year ending June 30, 2018 through December 31, 2019 and is

therefore requesting modified allowable growth under 257.31.

This process does not generate any additional funds for the District, but does with approval,

increase the Authorized Budget Unspent Balance and improve the financial health of the district.

In conjunction, this increased allowable growth may be funded by cash reserve levies.

Exhibits are being prepared to address the SBRC in March 2020 for modified allowable growth

for the following circumstances:

For removal, management or abatement of environmental hazards due to state or federal

requirement. Estimated cost of $393,243.23.

THE SUPERINTENDENT’S RECOMMENDATION IS:

“the Board of Education approves the appearance at the School Budget Review Committee to

request modified allowable growth of $393,243.23 for the costs associated with environmental

projects and that this increased allowable growth may be funded by 2020-21 cash reserve levies.
