For the past two years, I have provided Life Skills and Employability Skills trainingto the incarcerated women in the Loudoun County Adult Detention Center (ADC). Ihave also provided this same training to the men enrolled in the work releaseprogram. This experience has given me an appreciation of the complexity ofrehabilitation, recidivism and associated costs to Loudoun County's residents. Qualifications A professional association executive with 20 years of experience leading organizations in the generation of non-dues revenue, advocacy, membership development, board development, and strategic planning in both 501 (C) (6) and 501 (C) (3) organizations. Employment Experience President & Chief Executive Officer (CEO) July 2008 - Present National Recreation and Park Association, Ashburn, VA NRPA is a national membership association - 501 (C) (3) representing over 60,000 citizens, park and recreation professionals and industry partners. Responsible for leadership development, advocacy, corporate relations and financial stewardship. Report to the board of directors; manage a $19 million-dollar budget, and a large staff. Accomplishments: Launched a $28 million fund raising campaign to expand NRPA’s charitable mission while maintaining its professional services/operations. These funds support a three-year national plan to create healthy, sustainable and equitable communities and impact 4.5 million people in underserved communities. Testified before the US Congress on legislation impacting park funding. Identified and commissioned research to support NRPA’s mission, strengthened efforts on Capitol Hill and increased the association’s credibility as the “go to source” for parks, conservation and recreation. Received the Laurance Rockefeller – Stewart Udall Award for championing the reauthorization of the Land and Water Conservation Fund – legislation that provides federal funding for national and local parks Launched the Great Urban Parks Campaign with the American Planning Association to explore the social and environmental benefits of green infrastructure projects in parks in underserved communities. Appeared on morning news shows and was interviewed by national daily newspapers (Washington Post, USA Today, etc.). Increased the operating budget 15 percent in a down turned economy through the development of a new revenue stream that resulted in new programs and services. These programs positioned NRPA as a critical service provider increasing NRPA’s relevancy and credibility with internal and external stakeholders by branding the impact of parks in three areas: 1) health and wellness, 2) conservation and 3) social equity. Participated in an international task force that successfully created a business plan to “rescue” a fifty-year-old obsolescent international urban park association. Built relationships and credibility with the international community by sharing data/research and accepting speaking engagements which grew NRPA’s reach and international prominence. President and Chief Executive Officer (CEO) CEO: 2002 - 2008 Electronic Retailing Association, Arlington, VA Tenure: 2000 - 2008 ERA is an International trade association - 501 (C) (6) representing over 400 direct marketing companies who use the power of television, the radio and the internet to sell products and services. Active volunteer base of entrepreneurial owners to corporate executives. Member companies include live shopping (QVC, HSN, ShopNBC), online marketers (eBay, IAC, and Google) to industry suppliers (West, Aegon Services, Livemercial). Accomplishments: Increased operation budget from three million to seven million through new business ventures: industry magazine, member services, professionalized staff, and domestic and international growth. Net income averaged a growth of 115% since 2003. Established the ERA European Board of Directors, Latin American Council and the Asia Council to achieve 14% growth in less than two years. Launched the first fully-independent international branch of the Association and developed the European self-regulation program to protect consumers globally. Asia and Latin America self-regulation programs are emerging. Launched industry self-regulation program to improve the industry’s credibility. Collaborated with the Federal Trade Commission (FTC) staff including the Chairman to establish an industry/advertising self-regulation program that is now considered the “golden seal” by the FTC due to the program's pro-consumer approach. Developed the ERA Counterfeiting Fact-Finding Program in concert with the American Arbitration Association (AAA) to stop industry counterfeiting. Due to the complexity of the international legal system this program provides an effective alternative to litigation. Executive Vice President EVP: 2000 - 2002 Electronic Retailing Association, Arlington, VA Tenure: 2000 - 2008 Supervise and administer the business management functions of the association. Responsible for the effective creation and execution of all association tactical operations. Accomplishments: Established a Financial Committee to turn the association’s four-year financial loss to a positive net contribution. Implemented financial controls and accounting procedures to evaluate ERA’s financial health. Provided leadership in the development of annual and long-range budgets, and the accounting for and reporting of the association’s income and expenditures to the Board of Directors.

Created a political action committee (PAC) and a Government Affairs Committee to enhance ERA’s position on Capitol Hill. Identified key issues to meet public policy objectives with members of the Committee and, created an annual GA Conference that included Hill appointments with ERA members. Managed all aspects of staff development. Created management by objectives for staff to achieve ERA’s goals. Implemented new committee structure to assist staff with internal operations. Vice President of Operations 1996 – 2000 National Association of Travel Plaza Owners, Alexandria, VA NATSO is a National trade association representing owners and operators of travel plazas and truck stops. Member companies include multi-chain corporations (TravelCenters of America and Pilot) and independent operators. Advocacy included fuel, rest area commercialization, and environmental issues. Accomplishments Industry spokesperson, generated non-dues revenue, led recruitment and retention efforts, oversaw educational programs, and developed and executed annual convention. Developed association’s operations annual budget. Generated over 84% of the association’s income; presented Financial Operations Budget to Executive Committee and Board of Directors. Director of Marketing/Membership 1989 – 1996 The Army and Air Force Mutual Aid Association, Arlington, VA 22211 A professional membership association for Army and Air Force military officers. AAFMAA’s mission to take care of the soldier’s family in the event of death, included financial counseling, insurance coverage, and benefits representation. Accomplishments Developed a five-year marketing plan that resulted in the increase of new members, non-dues revenue and an improved retention rate. The plan was accepted by the Board of Directors and ultimately adopted as the Association’s business plan. The position required heavy interaction with top Army and Air Force officers, including the Chiefs of Staff. Oversaw special programs, insurance products, and made presentations to key military installations including West Point, the Air Force Academy, VMI and the Citadel; developed annual meeting, annual report, newsletter, online communications and all other publications.
