EDUCATION REPORT

I am starting to settle down into my new position - it has been a very busy and exciting 4 months!

National Archery in the Schools Program (NASP) The NASP program is continuing to grow in Saskatchewan with over 200 schools taking part in the program, the amount of participants is increasing greatly every year. I am finding it a bit challenging to find BAIT trainers that are willing to travel and train others. . Two of the archers have made the Canadian All- Star team and one attended Worlds. Both tournaments were held in July 2015 in Nashville Tennessee.

Youth Conservation Camp This years boys and girls conservation camp was absolutely amazing. This was my first time coordinating and running a camp like this it was a great experience for me. I think I have truly found my passion teaching our youth conservation and lifelong skills. Our youth had the opportunity to learn many skills including knot tying, canoeing, identification, anatomy and aging of fish, wildlife habitat, deer necropsy and skinning, archery, shooting, team building, fire and stove lighting, knife safety, plant identification, trapping and fur identification.

This year’s Murray Doell winners were Jessica Attrux from Thickwood Hills Wildlife Federation and Chase Docken from The Lloydminster and District Fish and Game Association. These two fine youth showed great conservation and skills that were demonstrated throughout the week to their peers.

We have received such wonderful positive feedback from the parents as well as the youth. All participants would like to come back next year or would like to see a winter camp!

Women’s Outdoor Weekend (WOW) The SWF wants to encourage all women to expand and strengthen their outdoor skills and knowledge, and joining us for an Women’s Outdoor Weekend is just the way to do this. It’s an opportunity to learn new skills, try your hand at a fun activity and increase your outdoor confidence! We are currently in the planning process and hope to offer a WOW in the fall of 2016. Bigfoot Snowshoe Loan Program The snowshoe program is quiet at this time of the year. We are currently getting prepared for another busy season with this great program.

New Projects So far this year, the weather and water conditions have been favourable for undertaking many new fisheries enhancement projects. A few small angler access improvement projects have already been completed and a number of larger projects are scheduled for later this summer and fall. Projects we have lined up this summer include:

• Angler access improvement at Shannon Lake (Basin Lake Fish & Game League)

• Angler access improvement at Summit and Heritage Lakes (Prince Albert Wildlife Federation)

• New aeration installation at Motherwell Reservoir (Kindersley Wildlife Federation and other local partners)

• Installation of three new docks at the Hannin Creek Education Facility

• Perch population assessment at Macklin Lake

Additionally, the SWF was successful in our application to Fisheries and Oceans Canada’s (DFO’s) Recreational Fisheries Conservation Partnerships Program (RFCPP) for three projects:

• Shoreline restoration at Lac Pelletier (Lac Pelletier Regional Park)

• Fish Passage Restoration on Pinto Creek – includes decommissioning a timber dam and constructing rock riffles (Old Wives Watershed Association, Pinto Creek Conservation & Development Association, Water Security Agency)

• Upper Qu’Appelle Fish Habitat Restoration – includes construction of rock riffles and groynes to create spawning habitat and stabilize eroding streambanks (Water Security Agency)

In total for the three projects, we have been approved for $238,805 in funding from the RFCPP. The total value of all three projects including other financial and in-kind support is estimated at $548,967.

The RFCPP has been extended by DFO for another three years. We hope to access additional funding during that

period for larger projects. This is a good opportunity for SWF branches who wish to undertake a large project in their area that focuses on restoring degraded fish habitat or fish passage. Up to $250,000 in matched funding can be secured through this program.

Maintenance Projects We have a number of maintenance activities planned and underway this year:

• Reconnect aeration lines at Wilson Lake with the assistance of divers (Willowbrook Wildlife Federation)

• Replace culvert, repair ford crossing and construct rock riffles at Brightwater Creek Spawning Marsh (Brightwater Blackstrap Wildlife Federation)

• Maintenance to Olson Lake angler access trail near Spiritwood

• Modify pump intake at Eagle Creek Trout Pond (Eagle Creek Regional Park, Eagle Creek Wildlife Federation)

• Decommission well at Codette Rearing Pond • Decommission Swallow Lake Rearing Pond near

McBride Lake. Includes contracting an engineer to draw up decommissioning and restoration plans

• Repair leaky aeration lines at Shutte Lake near Endeavour.

• Continue with project assessments on past projects to ensure they are functioning as intended

• Annual maintenance on blower-style aeration systems (mostly completed for this year).

Aquatic Invasive Species We have been working closely with the Ministry of Environment and the watershed stewardship groups to deliver the aquatic invasive species awareness and monitoring program in Saskatchewan. We are in the first year of this initiative so things are beginning slowly but will increase over time. The watershed stewardship groups will be responsible for most of the local coordination and we will provide support to them. The watershed stewardship groups will be approaching SWF branches in high priority areas to assist with the monitoring and “Clean, Drain, Dry” campaign for zebra and quagga mussels. We encourage branches and members to get involved as this is a very important issue and a grave threat to Saskatchewan’s waterways.

Fish Hatchery In conjunction with the Fish Culture Station and the Ministry of Environment, we sent out a request for proposals (RFP) in May for engineering and aquaculture firms to undertake a study of the Fish Culture Station at Fort Qu’Appelle. We received two proposals and are in the process of selecting a firm to provide us with a comprehensive study and design to modernize the hatchery facility and stocking program in Saskatchewan. The report should be completed by the end of October with construction hopefully beginning in 2017. Further updates will be provided as the information becomes available.

Please contact Adam to discuss all new fisheries project ideas. We will have a significant amount of money available for fisheries enhancement projects as long as they meet fisheries management objectives.

Lake Use Survey

Lushani Nanayakkara, a Masters student at the University of Regina, is

conducting a lake use survey as part of her research. She looking for people

who use Saskatchewan’s lakes in some capacity (e.g., fishing, boating,

camping, cottages, etc.) to participate in her short online survey. In August, an email was sent to the SWF branches

promoting the survey. Please distribute it among your members so they can

take the survey right away.

HABITAT REPORT

HABITAT SECUREMENT It’s been a busy summer at the SWF offices, particularly for the Habitat Trust team. We have added approximately 1,600 acres to our over 65,000 protected acres of habitat land across Saskatchewan. We’ve also had 5 conservation easement deals, which saves just over 1,000 acres of land in perpetuity. Despite possible restrictions, interest in the easement program is high. People see the value beyond the dollar, and see the value in saving something for the greater good.

New this year is the FWDF land assessment project. The Habitat team have been out doing assessments all over the province, and have completed nearly 40,000 of the 150,000 acres. The SWF has recently signed an agreement with the provincial government, along with partners Ducks Unlimited and the Nature Conservancy of Canada, to assess the FWDF lands. The next phase of the agreement is to develop management plans for each of the 1,240 parcels, and then to move into the implementation phase utilizing haying and grazing practices to ensure habitat and ecosystem health remains strong. The SWF have already increased opportunities to producers this year due to drought conditions.

HABITAT TRUST GOLF TOURNAMENT We had another successful Habitat Trust Golf Tournament in early June, with sunny skies and friendly SWF volunteers greeting the over 130 golfers at Harbor Golf Club & Resort. The golfers, along with our generous branches and corporate sponsors, raised nearly $15,000 for the Fund. A special thank you to the teams in the Great Canadian Sausage Cook-off! Saskatoon Wildlife Federation, Outlook Wildlife Federation and Western Litho Printers donated their time and effort to host the cook-off, and generously donated their winnings back to the Fund. We look forward to seeing everyone out on the greens next summer.

REMINDERS The Hide collection program is set to run again this year, don’t forget to get your forms (found on the next page) into Central Office.

The antler shed is about half full, and anyone who would like to donate more can contact us to make arrangements to pick them up and ensure your branch receives credit for the donation.

The latest round of amendments to the firearms act namely Bill C-42 has now passed all hurdles and has become law. Bill C42 amends both the Firearms Act and the CriminalCode and makes considerable progress to many of our long-time concerns. The following summarizes those changes:

Creates a statutory category for non-restricted firearms. (The new definition allows the Governor in Council to designate firearms into this class).

Gives the Governor in Council the power to make regulations carving out exceptions to the firearms classification regime. (C42 grants the Governor in Council the power to override firearm classifications, thereby allowing firearms that may have been deemed restricted or prohibited to fall into the non-restricted category. Works in conjunction with point one).

Extends the application of the provisions that govern orders prohibiting the possession of firearms, weapons and other articles such as ammunition and explosives. (My understanding of this is it will allow more power for courts to prohibit possession of the aforementioned where courts deem the individual shouldn’t be able to possess said articles, for example, domestic disputes).

Makes the completion of a safety course a prerequisite to obtaining a new firearms license. (You will no longer be able to challenge the test).

Eliminates the Possession only License. (I’m told when you reapply you will now get a PAL).

Provides the automatic issuance of authorizations to transport (ATT’s) upon license renewal. (Instead of applying for your ATT separately it will now be attached to your PAL).

Renders the discretion of a Chief Firearms Officer to attach conditions to a license, authorization to carry or ATT subject to limits imposed by regulations. (Chief Firearms Officers will no longer be able to make certain discretionary decisions, such as banning certain firearms on their own, but will now be guided by regulation and I believe there will be an oversight committee)

Creates a grace period extending the validity of a firearms license for six months beyond the date that it would have expired. (This provision is to allow more time for people to renew before becoming subject to criminal charged, remember you PAL is only a temporary permit that prevents police from charging you with the crime you are committing, namely the possession of a firearm!) Clearly we have more work to do here to get the mere possession of an ordinary firearm out of the criminal code!

Imposes an obligation on businesses to report the importation of a prohibited or restricted firearm. (No doubt an effort to curb illegal sales or acquiring of said firearms.) No doubt there will be some hiccups as we move into this. In particular, the mandatory training. I am told that they are hoping to be able to do much of this online, but they are a ways away from this yet. Firearm instructors are going to have to get up to steam on what they need to do. The SWF has, and will continue to, support and keep instructors informed about these changes as they develop. We have been meeting with our local CFO who we are confident is working diligently to address the issues and concerns. As Usual…Never Forgive, Never Forget.

Convention Awards - presented at the annual convention in February!

Clayton Young Memorial Award Presented to individuals whose lifetime volunteerism has had a profound positive influence towards fulfilling our Federation’s mission statement “to ensure the wild life legacy we leave to our children surpasses that which we inherited.” These activities would include branch and membership support, wildlife and habitat conservation and education. The SWF would like to thank the branch executive and individual members who continually support the Federation’s many pro-grams. We would be in dire straits without our dedicated volunteers who give freely of their time and expertise, to say nothing of the money spent out of their own pockets. Although we can’t individually thank each and every one of our volunteers, every branch has a core few that do the majority of the work or someone who has stepped up to the plate and taken on a major project. The branches are responsible for nominating their key volunteers and we will honour 6 recipients per year, one from each region.

Ed Begin Conservation Project Award Presented to the SWF Branch for the best fish or wildlife habitat project, contributing to the conservation, improvement and or public awareness of Saskatchewan’s fish or wildlife habitat. Many projects undertaken by the branches of the SWF are certainly worthy of nomination. If your project was worth the hours of volunteer time, money and effort it took to complete, it is certainly worth the effort it takes to nominate it for this award. Judging on this award depends on how well the submission is done up. Branches make presentations on their projects (power point, pictures, newspaper clippings, etc.) on the convention floor. The convention delegates vote on the projects and the award plus $500 is presented to the winning branch at the convention.

Resource Management Conservation Award Presented to the professional employee in the conservation and/or resource management field, who has demonstrated dedication, courage, ability and expertise above and

beyond the normal course of duty in managing and preserving Saskatchewan’s natural heritage. There are many employees in the resource field that are well deserved of this nomination. Consider for example your local conservation officer, local biologist (fisheries/wildlife), personnel from Ducks Unlimited, Ministry of Environment, Nature Saskatchewan, Nature Conservancy, or your own SWF, etc.

Gordon Lund Memorial Award Presented to the person who, by thought, effort or deed is considered to have contributed the most towards the conservation of Saskatchewan’s renewable natural resources. Again, there are many people across the province that should be nominated for this award. This could be your neighbour, wife, husband or local conservationist – anyone who you feel has contributed to the conservation of our natural resources (i.e. some-one who spends countless hours teaching our youth about wild-life and conservation, a certain person who has spearheaded an ongoing project and has stuck with it from beginning to end, etc.) It is very important how you present your nomination. Just because you or your branch know of all the good things this person has done, remember the judges don’t.

Bill McDonald Youth Conservationist Award Presented to the youth (18 and under), who by thought, effort, or deed, is considered to have contributed the most towards the conservation of Saskatchewan’s Renewable natural resources. Any youth, 18 years of age or under, con be nominated for this award. This could be someone who has initiated programs for the local youth group or branch in general; has grown with your youth group and now has taken over a leadership role in teach-ing others; shows a great concern for our natural resources and is taking an active role in conservation; started a group with their friends or at their school etc., etc. There are many young people out there who deserve the recognition and encouragement to continue on with their efforts. They are the future!

Careful consideration should be given towards choosing worthy recipients for these most prestigious awards. Please send your submissions into Central Office by January 1. Your branch or any interested individual can make submissions. Judging panels prior to convention vote on all awards except the Ed Begin Conservation Project Award. The Project Award is voted on by the Convention delegates – all that is required by the January 1 deadline is the branch and the name of the project – the presentation by the branch is done on the convention floor and time will be set aside on the convention agenda for the project presentations.

IRVING GOSLING CONSERVATION PROJECT FUND What is it? The Irving Gosling Conservation Project Fund was established in 2004 at the request of the late Irving Gosling whose estate was left to the Saskatchewan Wildlife Federation. At the request of the late Mr. Gosling, the yearly interest of the estate's principle was to be made available to the branches of the S.W.F for conservation projects across Saskatchewan.

Who may apply for funding? Any branch of the Saskatchewan Wildlife Federation.

How much is available to the branch? The annual funding amount may not exceed 50 % of the total project costs and/or exceed $2500 per project.

What projects are eligible? Any project that benefits the wildlife or fisheries resource in the province or projects that help increase fishing or hunting opportunities. Examples: Habitat enhancement, fisheries enhancement, artificial nesting sites /spawning sites, certain habitat purchases. What is not eligible: wages/salaries, communication, workshops, printing, clubhouse repairs, gun ranges, fish derbies, poker derbies, mileage, etc.

Application deadline: Applications must be submitted, by mail or courier, prior to the start date of the project. Branches will be notified upon approval, and funds distributed. Applications are to be sent to Central Office c/o Irving Gosling Conservation Project Fund.
