IMPROVING REGULATION IN UKRAINE

The Government approved two important decisions, on which the BRDO Office has worked together with the Ministry of Finance and the Ministry of Economic Development and Trade. These decisions will simplify the registration of PTRs and provide business owners with an opportunity to use smartphones or tablets as cash registers. Licenses for mining are not officially required in Ukraine – BRDO received an official explanation of the State Service of Special Communications! We analyzed the cryptocurrency market regulation (https://bit.ly/2MPCIuj) and identified a risk to miners: mining can be declared a licensed activity as “providing services in cryptographic protection of information”.

In June, we initiated preparations to define the most comfortable region for doing business in Ukraine – the “Ease of Doing Business. Regional Doing Business” rating developed by the Better Regulation Delivery Office (BRDO) and the Union of Ukrainian Entrepreneurs (UUE) using the updated methodology based on the World Bank Group’s methodology. BRDO presented a draft law “On Waste and Packaging”. The adoption of the new law on packaging will allow to recycle up to 60% of packaging waste by 2030. Read more here.WASTE MANAGEMENT

BRDO experts conducted a rolling review of the legislation and found out that in Ukraine, 228, or 37%, out of 618 legislative acts in state price regulation had no function. The government, business, public and expert community representatives discussed the market issues during the roundtable “State Price Regulation in Ukraine: pros and cons”. Read more here.

BRDO presented a Roadmap for beekeeping industry reform. We propose to make amendments to a series of legislative acts that will that will allow to have stable positive developments, promote the development of SMEs in the regions and establish new export records. Details are available here.

In Ukraine, there are still no clear mechanisms to define state and regional interests of urban development and territorial planning, and the relevant laws are not synchronized with the administrative reform provisions. BRDO experts discussed how to change the situation and what it takes here.
