Die volledige koste-ontleding sal na verwagting in Maart2014 voltooi wees en die munisipali-teitsaldaarna’nbesluitneemoorwat-ter opsie die Langeberg ondersteun.

According to the Ashton police,Zolani residents stoned and thenburneda26-year-oldmantodeath forallegedly murdering a local man onSaturday 23 June in the early mor-ning hours.Warrant Officer Riana Truter, in-

terim station commander, says anargument erupted between the twomen, just after midnight, and it issuspected that the 26-year-oldstabbed his 40-year-old victim in thechest and ran away.Police launched a search for the

suspect, but could not find him.At 02:45 police received an anony-

mous phone call with informationthat a large group of people werestoning the suspect, who is said to bea foreigner, in Khuselo Street.Truter says that upon their arrival

on the scene, officers were met by a“big riotous crowd”who kept the po-lice from helping the victim. Mem-bers of the crowd then set the vic-tim’s body alight.No-one has been arrested in con-

nection with the murder and policerequest the assistance of residentswith any information regarding theincident.

Truter assures residents that allinformants will be kept anonymous.JohanBurger, a senior researcher

with the Crime and Justice Pro-gramme at the Institute for SecurityStudies, says theremight be two rea-sons for a community to react in thisway.The first is a lackof faith in the jus-

tice system and a lack of trust thata perpetrator would be prosecuted.The community thus takes the lawinto their own hands.A second reason might be the ab-

sence of traditional courts amongstpeople who migrated from areaswhere theywereused to such courts.

Burger explains that they are notfamiliar with the official justice sys-tem.He adds that the mob killing may

Robertson pharmacy best in SAThe Robertson Hospital’s pharma-cy was awarded the National Pub-lic Institutional Pharmacy of theYear award by the PharmacyCouncil of South Africa.This was at their annual awards

ceremony held at Sun City on Sat-urday 29 June.It is the second time that this

pharmacy has been awarded na-tional recognition. Sampie vanStaden, pharmacist, was awardedthe National Pharmacist of theYear award in 2011.Theprestigiousawardwasgiven

to the pharmacy for its achieve-ments in the following areas:

Two farms proposed to tapinto the energy of the sunDALEEN FOUCHÉ

Proposals for two solar farms inthe Langeberg are currently be-fore the local council for a deci-sion.

Rezoning applications for bothproposed solar farms were submit-ted by the developers, Sunspot Pty(Ltd), to the LangebergMunicipalityearly in June.The first application requests that

aportionofBosjemansdrift farmout-side Bonnievale be changed from ag-riculture to renewable energy.In a second proposal, Sunspot also

applied to rezone a portion of farm340 in the Takaps Valley outside Mc-Gregor.The National Department of Agri-

culture, Fisheries and Forestry hasexpressed concern over the rezoningapplication for the portion of Bosje-mansdrift and the loss of agricultur-al land. But Mark Bleloch, owner ofSunspot Pty (Ltd) says this portionof Bosjemansdrift, which is private-ly owned land, has not been farmedin seven years.Both solar farmprojectshavebeen

in planning for over a year and havereceived environmental approvalfrom the provincial Department ofEnvironmental Affairs andDevelop-ment Planning in November lastyear(“McGregorsolarfarmgainsap-proval”, Breede River Gazette, 18 No-

vember 2012).But Bleloch says the two Lange-

berg projects still have a long way togo after the rezoning applicationshave been approved. He explainsthat in order to become an independ-ent energy provider, a company hasto be selected by the Department ofEnergy through the renewable bid-ding process.Bleloch plans to submit both

projects to bid in the third windowof thenationalRenewableEnergy In-dependent Power Producer (IPP)Procurement Programme. If Sun-spot is selected by the Department ofEnergy as a preferred bidder, Sun-spot will win a contract with Eskomto provide energy.Bleloch says the bidding process

and building of the solar farm maytake up to two to three years to com-plete.If, however, Sunspot is not chosen

by the Department of Energy, Sun-spot will look at options for sellingelectricity to private companies, ifthetariff to feedintothenationalgridis not too expensive at that time.The Bosjemansdrift project pro-

posestobuildasolar farmwithafoot-print of 19,9 ha with an output of8,5 Mw.The McGregor project proposes to

builda12,5hasolar farmwithanout-put of 5 Mw.Bleloch says that a solar farmwith

a 5 Mwcapacity can roughly provide

electricity to 1 000 houses if the sunshines from 09:00 until 16:30.Bleloch says the solar farmswould

feedpower into local substationsandprovide power to the local communi-ties during the day.“I prefer to develop smaller

projects that provide energy locally,instead of building big projects,where energy has to travel over along distance before being used.”Bleloch says he chose to specialise

in solar energy instead of wind ener-gy, because of South Africa’s abun-dance of sunlight.He says that with wind energy, it

is not as economically viable to pur-sue small projects as it is with solarenergy. He says mountainous andcoastal areas are suitable for windfarms, but says most inland areas ofSouth Africa are suitable for solarenergy.“In South Africa, the wind is often

dependent companies are urgedto plan renewable energyprojects. Once these projectshave the necessary approvalfromtheappropriateauthorities,includingenvironmentalauthor-isation, the project can be sub-mitted for the national biddingprocess.The bidders, preferred by the

National Department of Energy,are then awardedwith a contractwith Eskom to provide a prede-termined amount of renewableenergy into the grid.The required 3 725 mwisdivid-

ed by the Department of Energyinto various renewable energytechnologies: Onshore wind is toaccount for 1850 mw, concentrat-ed solar thermal is to account for200 mw and solar photovoltaicwill account for 1 450 mw. Bio-

SPCA in good shapethanks to bequestDALEEN FOUCHÉ

The WinelandsSPCA is on a stablefinancial footingthanks to a bequestfrom an estate thathas been finalised.

This was an-nounced at the Wine-lands SPCA’s AnnualGeneral Meeting(AGM), held at theRobertson BowlingClub on Tuesday 2 Ju-ly.The AGM was

opened by chairper-son Sarah Ford, whoexpressed her thanksto all the volunteersand members attend-ing the meeting.In her report, Ford

expressedaneedforanumbrellaorganisationfor all animal protection groups to strengthentheir effort to prevent animal cruelty.In her financial report, Ford emphasised

how easily a non-profit organisation can be-come financially unstable. She said withoutthe Jeffery Whelan bequest of R900 000, theWinelands SPCA would only have enoughmoneytocontinue theirwork for thenext fourto five months.Altogether R400 000 of the bequest has been

placed in a fixed deposit account in order toensure the future of the Winelands SPCA.This, in lightof therecentclosureof theHar-

rismith and Breede Valley SPCAs, was wel-come news.

Ford says she is al-sohopeful thatanout-standing applicationforR300 000 to theNa-tional Lottery will beapproved.During her inspec-

tor’s report, LesleyBevis-Challinor,Winelands SPCA in-spector, raised eye-browswith the statis-tics related to thework of the Wine-lands SPCA.From April 2012 to

March 2013, 1 976dogs and 772 catswere brought to theWinelands SPCA. Inthis time, the Wine-landsSPCAsterilised330 and de-wormed134 animals. Morethan 220 animal cru-

elty complaints were attended to. Six animalcruelty court cases were finalised, while theoutcome of six cases are still pending.The Winelands SPCA’s infrastructure con-

sists of six adoption kennels, four kennels forlost and injured animals, two large catteriesanofficebuildingwitha clinic and twomobileclinics.Themobileclinicsvisiteachof the fivetowns in the Langeberg on a weekly basis.The current committee for the Winelands

SPCA was re-elected with open invitation foranyone to join the committee. Ford empha-sised the importanceofagoodrelationshipbe-tweenthecommitteeandthestaffandthankedall involved for their hard work and commit-ment to the work of the SPCA.

This was the testimony of several speakersat the Breyten Breytenbach literary festivalthat took place inMontagu over theweekend.The festival is only in its second year and
