ADELAIDE’S DEVELOPMENT HISTORY
3
1.
Presentation Title Adelaide’s North-South Corridor : Integrating Transport & Land Use Planning 4
Adelaide early 1900’s
•Focus on Adelaide CBD
and the Port of Adelaide
•Development around public
transport lines
- Railways
- Horse Tramways
•A series of ‘Villages’
- Mixed use
- Close to employment,
shopping, etc.

Adelaide 1958
•Adelaide’s growth still
confined
- Primarily below Grand Junction
Road and the southern hills
escarpment
•Growth in motor vehicle
ownership
•Growth in manufacturing
•Desire for greater home
ownership (single houses
on large blocks)
Presentation Title Adelaide’s North-South Corridor : Integrating Transport & Land Use Planning
Adelaide 1958
•Trip distribution in 1958 was
still primarily CBD focussed
•Trams in Adelaide still
formed a network spanning
most of suburban Adelaide
•Key trip destinations
outside the CBD where to
the growing industrial/
manufacturing centres
Presentation Title Adelaide’s North-South Corridor : Integrating Transport & Land Use Planning
•The Adelaide Metropolitan area now
stretches some 90 km
• From Gawler in the north
• To Aldinga in the south
• The population of Adelaide is now
approximately 1.3 million.
• The CBD is still a significant focus for
employment, retail, higher education and
entertainment
• Generally low density residential
development across the suburbs
• In 2012, Adelaide was ranked as
Australia’s most liveable city in the
Property Council of Australia’s My City
liveability survey.
• `
Adelaide 2014
State of Australian Cities 2013
Presentation Title Adelaide’s North-South Corridor : Integrating Transport & Land Use Planning
•We are now experiencing greater
congestion on our roads (particularly
morning & evening peaks)
•Heavy reliance on car-based travel
• Limited public transport infrastructure
• Many outer suburban communities
are effectively transport
disadvantaged and highly vulnerable
to the effects of fuel prices
•There is no identifiable North-South
road corridor to service this
elongated city (or to efficiently
distribute freight)
Adelaide 2014
Presentation Title Adelaide’s North-South Corridor : Integrating Transport & Land Use Planning
•We need a north-south arterial route
for freight movements within the
metropolitan area.
•Such a route would provide a
continuous link between the northern
and southern suburbs (and the CBD)
•The current road network services
commuters, business and industry,
carrying up to 88,000 vehicles per
day & 16% commercial traffic
•Traffic volumes are expected to
increase by up to 6% per annum up
to 2020
Why do we need a North-South Corridor ?

MATS Plan 1968
•98 kilometres of freeways
•34 kilometres of expressway
•Widening of 386 kilometres of
existing arterial roads
•New arterial roads
•A new bridge over the Port River
•20 rail grade separations
•Heavy rail improvements (including
a subway under King William
Street)
•The North-South Freeway was one
of them most important parts of the
MATS Plan

MATS Plan 1968
•Public reaction was significant
- Large scale property acquisition
- Demolition of significant areas of
heritage suburbs – particularly the
inner suburbs of Adelaide
•Pressure for a more ‘European type
city’ for Adelaide
- Higher density housing
- Stronger emphasis on public transport

FIVE KEY LESSONS
45
6.
Presentation Title Adelaide’s North-South Corridor : Integrating Transport & Land Use Planning
The Torrens to Torrens project has
highlighted the complexities of upgrading
arterial roads in highly urbanised areas:
• Dealing with conflicting objectives between road
operation & surrounding land use
• Re-balancing the interests of local communities
with the wider community of road users
• Early & on-going community engagement to
understand impacts, risks & mitigation strategies
• Addressing social impacts:
- Relocation & disruption
- Community severance
- Loss of services & community facilities
through land acquisition
- Noise from the road
- Visual impacts
Lessons Learnt – Torrens to Torrens Project
Presentation Title Adelaide’s North-South Corridor : Integrating Transport & Land Use Planning
1. Have a vision – Have a plan
2. Understand the politics
3. Funding is critical
4. Take a more integrated and ‘holistic’ approach
5. Consider the community
47
Five Key Lessons
Presentation Title Adelaide’s North-South Corridor : Integrating Transport & Land Use Planning
1. Have a Vision – Have a Plan
• Understand why you want to undertake a
major road project
• Clearly express the vision
• Develop the overall plan – it is not just
about the ‘road’
• Context is everything – solutions must be
developed to address the specific local
circumstances
• Stage the project – break it into component
parts
(you can’t generally do it all at once)
48
Five Key Lessons
Presentation Title Adelaide’s North-South Corridor : Integrating Transport & Land Use Planning
2. Understand the Politics
• Commonwealth – they control the
funding
• State – they ‘create & drive’ the
project
• Local Government – projects such
as this ‘divide’ communities – you
need to understand & clearly
articulate the costs & benefits
• Interest groups
• Local communities
49
Five Key Lessons
Presentation Title Adelaide’s North-South Corridor : Integrating Transport & Land Use Planning
3. Funding is Critical
• Consider at the outset how you will fund
such projects
• Understand the Benefit Cost Ratio
• Understand the Commonwealth’s role in
funding (and the future of Infrastructure
Australia)
• Consider alternative funding sources
(PPPs, Toll Roads, Shadow Tolls, etc.)
• Consider land value capture opportunities
• What is the cost if you don’t invest in the
infrastructure?
50
Five Key Lessons
Presentation Title Adelaide’s North-South Corridor : Integrating Transport & Land Use Planning
4. Take a more integrated and
‘holistic’ approach
• Considering transport, engineering &
land use issues at the outset – and
balancing such projects against
community impacts
• Working within different governance &
legislative frameworks
• Balance road transport improvements
with public transport improvements
• Being acutely aware of the social &
political acceptability of such projects
• Seeking to achieve long term positive
legacies
51
Five Key Lessons
Presentation Title Adelaide’s North-South Corridor : Integrating Transport & Land Use Planning
5. Consider the community
• Major urban road projects affect people
• Have a better understanding of existing
(and future) communities
• Considering both the ‘bigger picture’ &
the impacts of our decisions on ‘the
individual’
• Seek to minimise community impact &
disruption – both during & post
construction
• Seeking to achieve long term positive
legacies
52
