II" RATIONALE

*aste management is all those activities and action re.!ired to manage /aste from its

inception to its final disposal )his incl!des amongst other things, collection, transport, treatment

and disposal of /aste together /ith monitoring and reg!lation &t also encompasses the legal and

reg!lating frame/or0 that relates to /aste management encompassing g!idance on recycling etc

)he term !s!ally relates to all 0inds of /aste, /hether generated d!ring the e1traction of ra/

materials, the processing of ra/ materials into intermediate and final prod!cts, the cons!mption

of final prod!cts, and h!man activities, incl!ding m!nicipal 2residential, instit!tional,

commercial3 agric!lt!ral and special health care, ho!sehold, ha$ardo!s /aste, se/age sledge3

*aste management is intended to red!ce adverse effects of /aste on health, the environment or

aesthetic *aste management practices are not !niform among co!ntries 2develop and developing

nations34 regions 2!rban and r!ral area3, and sectors 2residential and ind!strial3

One of the ma5or problems in the Philippines is abo!t /aste )he government came !p

/ith the idea of solid /aste management /ith the increasing pop!lation in the !rban areas )he

amo!nt of solid /aste generated per day also increases )he !nit generation rate of solid /aste in

the Philippines ranges bet/een 676 to 686 0ilogram per capita per day for r!ral and !rban

comm!nities respectively

respective areas )he criteria in the selection of /inners incl!de segregation at so!rce, segregated

collection 2o segregation, no collection policy3 collection coverage, operation and maintenance,

barangay initiatives and apprehension of violators

One of the ma5or problems of barangay 77 PR Site #ega$pi City is abo!t /astes

beca!se of the absence of proper place /here they can dispose properly their /astes )hey either

p!t it any/here even /ithin their drainage canals )hat !p to this moment, it ca!ses negative

effect on the side of the residents and also to their environment

)he Solid *aste %anagement Act 2RA 6673 /as passed in >666 to provide for a

national ecological solid /aste management program and create the re.!ired instit!tional

mechanisms and incentives )he la/ sets g!idelines and targets for solid /aste avoidance and

vol!me red!ction thro!gh so!rce red!ction and /aste minimi$ation meas!res, incl!ding

composting, recycling, re@!se, recovery, green charcoal process and others &t see0s to ens!re

proper segregation, collection, transport, storage treatment and disposal of solid /aste thro!gh the

form!lation and adoption of the best environmental practices in ecological management &t

provides for the creation of a ational Solid *aste %anagement Commission /ith members from

the government sector and the private sector &t prescribes as /ell the creation of provincial, city

and m!nicipal solid /aste management boards /ith representation not only from government

agencies b!t also from the -O sector, the recycling ind!stry, and the man!fact!ring(pac0aging

ind!stry )his board are responsible for form!lating and enforcing long@term solid /aste

management plans in their respective areas )he la/ provides that primary responsibility and

enforcement of the solid /aste management program rests /ith local government !nit /ith

cooperation /ith the national government, other local government !nits, non@government

organi$ations, and the private sector, incl!ding b!siness establishments

Philippine Clean *ater Act of >66= 2Rep!blic Act o >893, this Act provides for the

abatement and control of poll!tion from land based so!rces, and lays do/n /ater .!ality

standards and reg!lations )he Act shall apply to /ater .!ality management in all /ater bodies:

fresh, brac0ish and marine /aters &t shall be the policy of the State to: prevent, control and abate

poll!tion of the co!ntry?s /ater reso!rces4 promote environmental strategies for the protection of

/ater reso!rces4 form!late a national program of /ater .!ality management4 promote commercial

and ind!strial processes and prod!cts that are environment friendly and energy efficient4 etc )he

Act among other things shall provide for: the designation of /ater .!ality management areas by

the Department, in coordination /ith the ational *ater Reso!rces Board4 the designation of

/ater bodies /here specific poll!tants from either nat!ral or man@made so!rces have already

e1ceeded /ater .!ality g!idelines as non@attainment areas for the e1ceeded poll!tants4 a national

program on se/erage and septic management4 domestic se/age collection, treatment and

disposal4 /ater poll!tion permits and charges4 offences and penalties

III" O-ECTIVES

)he researchers have several ob5ectives in ma0ing this case report )he ob5ectives are as

follo/s:

management

IV" METHODOLOGY

O!t of seventy 2863 barangays in #ega$pi City, Albay, the researchers happened to chose

Brgy 77 Pearanda as the s!b5ect of the case st!dy )he overall goal of the researchers is to

eval!ate the different strategies that the members of the barangay is practicing to maintain the

Solid *aste %anagement and the cleanliness to avoid the illnesses that is ca!sed by improper

/aste disposal especially many children and senior citi$ens are members of this Barangay

On ebr!ary ;, >6;, one of the researchers /ent to Barangay Pearanda to give the

comm!nication letter to the barangay chair/oman as0ing for permission to cond!ct an

intervie/ /ith her and /ith the residents

)he researchers visited Barangay Pearanda last ebr!ary >6, >6; and cond!cted an

intervie/ /ith some of the residents and to one of the barangay 0aga/ad, Eon %arife Dela

)orre 2the barangay chair/oman /as not available that time3 )he researcher fo!nd o!t that

in their area only ; garbage collector is collecting their garbage and the time of collection is

at = o?cloc0 in the morning, o?cloc0 in the morning and > o?cloc0 in the afternoon )he

researchers have learned that some of the barangay residents are really practicing 7R?s b!t

some doesn?t D!ring the cond!ct of intervie/, the researchers also noticed that many

residents are selling street food along the street

After the cond!ct of the intervie/, the researchers form!lated possible action that can be

done to strengthen the Solid *aste %anagement of the barangay and if the barangay

approved the proposal, the researchers /ill p!sh thro!gh the cond!ct of seminar to f!rther

ed!cate the residents regarding /aste management
