Site Description

Municipality of Sagnay is located in the 4th district “Partido” province of Camarines Sur, it is found at 13˚ 36’ 15” North 123˚ 31’ 12” East, it has an estimated land area of 11, 819 hectares and it ranks 21st

in the province in terms of land area while municipal waters has an estimated area of 12, 358.35 hectares with 27.28 kilometer coastline (NAMRIA). The town has 31, 314 total population (National Statistic Office [NSO], 2010). It is

situated in the eastern portion of Camarines Sur fronting the coastal water of Lagonoy Gulf, in the south by the municipality of Buhi, Southeastern side by municipality of Tiwi, Province of Albay, on the North by the municipality of Tigaon, on the west by municipality of Ocampo and Iriga City. According to the people residing in the municipality, the name Sagnay was derived from the word “Sanga” which means branch of the

tree. It composed of 19 barangays, seven (7) are classified as coastal barangay, six (6) is mountain barangay and six (6) are in Poblacion. In 1690, Sagnay was made in a “pueblo” or town, majority of the people in this municipality embraced Christianity.

Climate Based on the data of Department of Science and Technology - Philippine Atmospheric, Geophysical and Astronomical Services Administration (DOST,PAG-ASA) , the town has classified as Type II climate category, which is considered as no dry season with a very pronounced maximum rain period from December to February. It also characterized as no single dry month. Minimum monthly rainfall occurs during the period from March to May. The rain was experienced year round with a maximum rain period happen during the months of June to December as caused by the start of the Northeast Monsoon “Amihan” and cyclonic storms. During summer, high temperature and humidity is experienced while the months of November and December records moderate temperature humidity. The municipality is exposed to typhoons. Of the weather disturbances, tropical cyclones are the most destructive in the municipality since besides the heavy rains they are accompanied also by strong winds.

Biodiversity Background

1. Corals Reef:

Bradecina et.al. (2004) state that the municipality of Sagnay is gifted with rich marine resources from the municipal fishing ground particularly in Atulayan Bay that has a sharp topography and is known to be part of the migratory route of pelagic species. According to the result of the participatory resource assessment made by his team that was completed on August15, 2003, an average live coral cover of 50% dominated by Staghorn corals (Acropora sp.) was recorded for the stations which is slightly lower than the 76.2% coral cover recorded for Atulayan Island by separate study (David, et. Al., 2004). Although Soliman (2004) reported that Atulayan coral cover decreased from “good” to “fair” from 1994 to 2004, the island’s coral reef is comparatively better off than the overall coral cover of Lagonoy Gulf pegged at 36-39% (fair condition) live coral cover. The higher coral cover of 63% recorded for station 1 represented the degraded reef portion of the island indicating some portions are at risk. An average seagrass cover 73% was recorded for Atulayan.

2. Seagrass:

At least three species of seagrass were identified in the area out of the eight species found in the Philippines namely, Cymodocea sp., Thalassodendron sp., and Halophila sp. According to the local fisher, citing of dolphins, sea horse and sea turtle was observed in Atulayan Bay.

3. Mangroves:

While mangrove was estimated 19 hectares based on the “summary validation of mangrove areas of Region 5 as of 2010. (Department of Environment and Natural Resources [DENR], 2010). Mangroves has four species identified they are Avicenia, Sonneratia, Aegicurus and Nipa (CRM Plan, 2005-2006).

On Coral Reef:

Coral reef ecosystems help a lot to human needs. It serves as a natural barrier that protects coastal areas, shoreline erosion that cause by strong waves. Coral reefs provide livelihood to coastal communities, habitat of different reef fishes. Aside from the livelihood given by this ecosystem, a healthy coral reef gives attraction to the tourist specifically to the SCUBA divers and snorkeler.

On Mangroves:

Mangroves is very important in the lives of the people residing in the coastal communities, it protect shorelines from strong wave and floods. It also help to avoid erosion and filtered sediments from land thru this root system, it serve as a buffer zone for sea and land. This habitat also serves as a nursery ground for crusteceans, mollusks, and fishes as well as it serve as habitat for migratory birds.

On Seagrass:

Seagrass give an important role in the ecosystem, it serve as a breeding area, nursery for different species of fish and give food to different organisms. It also trap sediments and control wave that may cause erosion to the shoreline.

Atulayan Bay Fish Sanctuary and Marine Reserve is located in Lagonoy Gulf, the largest fishing ground in Bicol Region. It has a total area of 142.64 hectares surrounded in the island. Fish Sanctuary has a total of 70.3 hectares and 72.28 hectares for Marine Reserve. This FSMR covers the Coral Reef, Sea grass around the island. It has white sand beaches that encourage tourist that coming in the island. the municipality, intervention on how to manage the FSMR was in placed. Supportive LGU officials, PSU, U.S. Peace Corps Volunteer, Association of Barangay Council the creation of Sangay Coastal Resource Management Board (SCRMB) which unified the involved LGU officials stakeholders, and other partner agency such as BFAR, DENR, NGOs in Sagnay order to address the problems in coastal and fisheries management in Sagnay. This board was created and serve as a management body with multi-sectoral in an effort to manage the coastal issues that enjoins the active participation of various stakeholders and with the acknowledgement that a diverse board can manage resources more effectively.

Atulayan Fish Sanctuary and Marine Reserve (FSMR) was established and enacted thru Resolution No. 93-041 and Municipal Ordinance no. 93-001 series of 1993 known as “An ordinance establishing a fish sanctuary and marine reserve in Atulayan Bay to be known as Atulayan Bay Fish Sanctuary and Marine Reserve pursuant to Section 444, paragraph b, Section 447 (a) of Republic Act No. 7160, otherwise known as the Local Government Code of 1991. This FSMR was placed the management , supervision and administration of the Sangguniang Bayan of Sagnay, Camarines Sur.

This species is undergoing localised declines in abundance due to harvesting for the aquarium trade and habitat degradation, however these threats are not known across its entire distribution. This species has a broad distribution throughout the Indian and Pacific Oceans. Monitoring of the regional threats and population trends is needed to ensure localised significant declines do not become more widespread.

History of the MPA

In 1991, Local Government Code was passed; responsibility for managing the municipal waters and the resources therein has largely devolved to the local government level. Municipality of Sagnay was initiated Coastal Resource Management through the recommendation from a gulf-wide study conducted by the International Council for Living Aquatic Resources and

Management (ICLARM) in 1991 under the Fishery Sector Program Phase 2 (FSP2). Technical assistance in the delineation of the MPA was done with the assistance of the Bureau of Fisheries and Aquatic Resources Region 5 dive team. Passage of Municipal Ordinance for the establishment of the Atulayan Fish Sanctuary and Marine Reserve (FSMR) was sponsored by Hon Efren C. Camposano on June 14, 1993. A series of public hearing has been conducted to the stakeholders.

Previous and Existing Management Strategies

In order to address the problems in the management of the Coastal Resources in the municipality of Sagnay, thru the assistance of Partido State University and recommendation to the study entitled “Saving Our Vital Coastal Resources from Wanton Destruction” The PSU Atulayan Bay Coastal Resource Management Project headed by Raul Bradecina, LGU-Sagnay created the Coastal Resource Management Board (CRMB).As a strategy management for coastal resource management, CRMB was composed of the members by the community with the local government being the facilitator through legislation and funding support with the assistance of the academe, non-government organizations and stakeholders.As of now World Wildlife fund initiated fisheries related program in the municipality as well as the Aecid, Intered and the 4 P’s of the Philippine Government. Objectives of the program were to uplift way of living of the fishing communities and the sustainable fishing.

Historical Description In 1684, the friars established the town of Sagnay. Rev. Fr. Felix de

Huertas reported: “The place is thickly populated. The southern end is mountainous from where the good class of lumber and rattan are found; the valley produces corn, rice, abaca, fish along the coastal areas and other products are seen frequently transported by boats toward the province of Albay. “Sagnay was the first mission port in Mt. Isarog called “Partido”. Partido de Lagonoy was still under Albay.

Sagñay was founded as a mission post in 1684, but did not have a regular minister until 1690. In that same year the construction of a wooden chapel began under the direction and management of Fr. Pedro Perona. St. Andrew, the Apostle was made the patron saint and marking the 30th of November as the town’s fiesta.

Sagnay’s name is adapted from sagnay, an abundantly growing tree in the locality. It may have also originated from the word sanga, a Bikol word meaning branch. The present road network which connects Sagnay and Tigaon was just a narrow road in the olden times. This road branched out from the bigger road from Naga to Lagonoy. So, the town, by way of the road that branched from the main line, prospered and grew. It was just natural that it be named Sanga. As the years went by, the letter Y was added to Sagna and became Sagnay which up to now remains the name of the town. In 1865 Fr. Frutos Garcia began the stone church and continued by secular clergy: Fr. Perfecto Ascuho, continued the foundation from 1861-1877 leaving its walls finished; Fr. Mariano Calvo continued until 1888 when Fr. Lope Delgado finished it with G.I. roofing.

On July 13, 1818 at the crack of dawn, 39 pancos led by Datu Amayloco and Datu Caratao stormed Sagnay, Camarines. They plundered the town proper, laid waste what was valuable and burned down the church and the town hall. They carried 84 captives and all the palay they could lay their hands on. This only shows how devastating were the Moro raids not only in this town but all the coastal towns of Partido. (Partido Tourism Profile)

Campaign’s Social Context

The people of Sangay speak Bicol dialect. About 13, 251 of Sagnay, Camarines Sur has a total population of 31, 314, it is estimated 42% of the total population lives in the coastal areas with seven barangays namely Brgy. Patitinan, Bongalon, Sibaguan, Turague, Nato Sto. Nino and AtulayanFishing is main source of income for this barangay. Barangay Atulayan contributes 3% of the town population. Fishing households in Atulayan Island are observed large in number it average 6.6 person average size. This figure also emphasized that the average household size is bigger than the municipality’s average size of 5.83 person in 2002 (Candelaria and Bradecina, 2000). It also explained that large household size in a small island give clear and present threat to the sustainable use of the resources. It also revealed in this study that fishing in the island mainly undertaken by men (100%) who mostly spent more than one half of their lives fishing (57% of the fishers spent 21-45 years in fishing) signifying the absence of other employment opportunities in the island. Atulayan fishing families have a relatively low educational attainment with 85% of them take ementary schooling but only 10% went to high school, 5% of them did not have an elementary education. This low educational attainment projected that the next generation of fisherfolk in the community will have difficulty in rising permanently out of poverty. Most number of the fishers derived their income through fishing indicating the dense reliance of the fishers to the island’s fishery resources. Bradecina et. al (2004)
