Thursday, 8:30 am-9:45 am ~ Keynote: The Foundations of Building Bridges Between Professionals “Bridges are perhaps the most invisible form of public architecture” (Bruce Jackson, Author) Fire Professionals and Fire organizations are constantly striving to improve and grow. Any effort to move forward requires close collaboration with a wide variety of others, at both individual and organizational levels. The avenue for this collaboration does not simply reveal itself, but rather those involved in a desire to enact change have to build the bridges needed to reach their shared goals. This presentation will focus on the foundations of effective bridge building and the consequences of poorly constructed or missing bridges. Thursday 10:00 am-12:00 pm ~ Board Member Duties & Responsibilities—Roles, Responsibilities and OEC Ethics for Fire District Board Members This interactive presentation is based on real life scenarios and proven best practices. SDAO Consulting Services Administrator George Dunkel will introduce new Board Members while refreshing tenured Board Members on the basic responsibilities of being an effective Board Member. George will emphasis Oregon government ethics rules and proven best practices that will help dedicated Fire District Boards function effectively while building and/or maintaining community and organizational trust. Thursday 10:00 am-12:00 pm ~ Cascadia Presentation Dr. Cox is the director of the Cascadia Lifelines Program. CLiP conducts research that will allow Oregon’s lifeline providers to implement value- and cost-informed decisions to mitigate damage to Pacific Northwest infrastructure as the result of Cascadia subduction zone earthquakes. Dr. Cox’s research focuses on community resilience to coastal hazards, including tsunami and hurricane surge and waves inundation in the built and natural environments. He conducts research on tsunami and wave impacts on near-coast structures, tsunami evacuation and life safety, sediment transport and erosion, and nature-based solutions for coastal hazards mitigation.

Chief Jeff Johnson (Ret.) will provide an enjoyable and insightful path toward successfully building your organization while fulfilling our unique roles.

Thursday 1:30 pm-3:10 pm ~ Mutual/Auto/Intergovernmental Agreements We all have mutual aid agreements, but how long has it been since you actually looked at them? Be honest! This presentation will provide a panel discussion of the legal and practical items you can include in mutual aid agreements and other documents related to providing services outside your district boundaries. You will leave the presentation with concrete action items to apply once you dig out your dusty mutual aid agreements from the back of the file cabinet.

Thursday 3:30 pm-5:00 pm ~ New Now, Bridging the Generational Gap Lead your fire department to a higher level of satisfaction with your firefighters. Learn what motivates and satisfies the needs of today’s volunteer firefighters. Friday 8:00 am-10:00 am ~ Creating a Fire Authority This presentation shall discuss Fire Authorities. We will discuss what they are and why are they useful. It will also discuss options including analysis of whether a Fire Authority is right for your area. This will include an overview, the pieces that need to be developed before a decision to proceed can be made and options on how to implement and have it work on the ground. Lessons learned from four and a half years with this model.

Friday 8:00 am-12:00 pm ~ Creating a Culture of Resilience It would seem like a no-brainer to promote resiliency in employees who work in high-stress occupations. Unfortunately, many organizations don’t do it until something tragic happens. Creating a culture that supports behavioral health involves much more than signing a contract with an employee assistance program (EAP) or directing employees to the health insurance mental-health link. It requires department-wide buy in, from the top chief to the newest recruit. It requires a small investment to teach employees how to take care of themselves and each other and create resources to educate and respond to employee and organizational needs. Friday 10:15 am-12:00 pm ~ Lessons Learned from the UCC Shooting The attack at Umpqua Community College on October 1, 2015, marks the fourth major active shooter incident in Oregon and the third in just the past few years. We can no longer say "That would never happen here.” It is our collective obligation to learn from the past and prepare for what – in all likelihood – we will face again in the future. As time has passed, we in law enforcement and the fire/EMS service have refined our training and response protocols. We will focus specifically on the need for coordinated preparation and planning, the legal matters that must be resolved and the critical incident response issues relevant to first responders. Representatives from Douglas County Sheriff’s Office, Douglas County Fire District No. 2 and Umpqua Community College will address lessons learned from the UCC shooting – what worked and what can be improved next time. In addition, the FBI has produced a new training tool: The Coming Storm. This film is a dramatized account of an active shooter incident on a college campus. We will use this tool to spur conversation and share information about what you can expect in the first hours of an incident.

Friday 2:00 pm-3:30 pm ~ Youth in the Fire Service Which headline grabs your attention most, then tell me which one is more likely to be addressed in the fire service?

* Volunteer firefighter charged with sex abuse of a child under 12 *17-year-old junior firefighter dies in apparatus crash

Both of those scenarios are realistic and have happened in the past. Minors are being brought into the fire service in a variety of ways and SDAO receives questions about the limitations and acceptable uses of minors to assist fire districts. Any time a juvenile is brought into the workplace there must be adequate safeguards. In this discussion we will address both the legal and moral obligations a fire district has when minors are active at the district. Friday 3:45 pm-5:00 pm ~ Today’s Effective Fire Service Chaplain They are Called, Certain and Committed. Today’s fire service Chaplain should be well trained, operate in excellence and bring a strong sense of professionalism to the game. We will discuss things such as:

Training breeds professionalism at all levels. Whether the department is a small rural agency or it serves a larger population base, meeting the needs of humanity with a skill set bathed in training is now the expectation. Chaplains provide service to the highest degree. They are often the “Tool in the tool box” that Chiefs are looking for. Saturday 8:00 am-12:00 pm ~ Module 2: Governance, Expectations and Current Assessments Through discussion, this module identifies the ways in which a fire department may be organized, what are the roles, responsibilities and expectations of leadership, the advantages of performing community risk assessment, and self-assessment.

Saturday 8:00 am-9:30 am ~ BHO: Processing & Prosecution The presentation familiarizes the audience with the process of making Butane Hash Oil, primarily using the “Open Blasting Method,” in an effort to assist first responders and investigators in cause determination. Through this, investigators can collect appropriate evidence to assist in possible prosecution in both Federal and State court. Real life scenarios to demonstrate this are presented to the audience as well as a discussion of the applicable law.

Saturday 9:30 am-10:00 am ~ Legislative Update Oregon Fire District Directors Association Executive Director and Lobbyist Genoa Ingram will discuss the current and future state of Oregon’s legislative issues relating to the fire service. Saturday 8:00 am-10:00 am ~ Making the Pieces Fit As public funds diminish and competition and demands for existing local tax dollars increase many emergency services organizations are looking at alternatives. In many cases a viable option is to engage in cooperative service with neighboring jurisdictions. This dynamic and informative presentation will use case studies and a broad set of proven tools to assist individuals and agencies in answering questions such as: Why cooperative service? What are the options? What are the short and long-term benefits? What are the risks? Where would savings most likely occur? Are the savings significant? And will the efforts provide enhanced services, capabilities and safety for your communities and personnel.

Saturday 10:15 am-12:00 pm ~ Community Paramedic, Mobile Integrated Health, Fire Department CARES—What are these programs? How do we get started? How do we pay for these services? What exactly are the services that we should be offering? This presentation will describe the development of the FD CARES program that is currently operational and staffed 24/7 within the Kent Regional Fire Authority in Washington State and is being adopted by a number of organizations across the country. We will discuss the differences of these programs along with some of the challenges, solutions, and the initial steps necessary for your EMS system to successfully implement a program for the community that you serve.

Saturday 10:15 am-12:00 pm ~ Managing the New Reality This session is designed to assist managers, supervisors, and staff in coping with the challenges of the current environment. ESCI President Sheldon Gilbert will share innovative, but proven concepts, principles, and techniques that will not only be informative and useful, but also entertaining. He will discuss what happened to create the current operating environment, including structural deficit issues; tools for your toolbox; innovation and consequences if we don’t change. Also included in the discussion will be quality issues and customer service, the human elements of being successful, the changing environment, and dealing with change. Don’t miss this opportunity to learn and participate as we take a hard look at what is driving the New Reality.

Memorial Service Application Form In memory of deceased Oregon fire service members, the Oregon Fire District Directors Association conducts a memorial service at the commencement of the Oregon Fire Service Conference every year. Any deceased Oregon fire personnel may be memorialized. Please complete the application and provide the information requested below for any individual you wish to include in the memorial program. Please note, all submissions for the memorial program must be sponsored by an Oregon fire service organization.
