UDESA - Universidad de San Andres, Buenos Aires, Argentina: The Joint Master

Program MIPI will be offered by the Universidad de San Andrés (UDESA) in Buenos

Aires, Argentina. San Andrés is ranked as one of the top universities in Argentina. It

has the feel of a small liberal arts college, with a beautiful and secure campus, just

half an hour from downtown Buenos Aires. In addition, to its dedicated faculty and

wide-ranging, interdisciplinary studies, UDESA prides itself on its accessibility to

students of all income levels. Indeed, UDESA’s financial aid is one of the best in

Argentina, where over 40% of the student body receives full scholarships. UDESA is

honored to host this joint master program to promote IP education and innovation

throughout the region.

INPI - Instituto Nacional de Propiedad Industrial, Buenos Aires, Argentina

The Argentine National Institute of Industrial Property (INPI), which has among its

principal objectives to promote initiatives and develop activities conducive to

enhancing knowledge and protection of IP at a national level, is contributing to the

design and joint offering of the new MIIPI Degree Program.

INNOVATION: THE DRIVER OF DEVELOPMENT IN THE 21ST CENTURY

The global knowledge/innovation market is large, growing exponentially and filled

with challenge and opportunity. In this marketplace, knowledge has become the

critical resource and valued asset, fueling innovation that drives transformational

development and progress. The dynamism and impact of this will be significant,

with countries either adapting, connecting, catching-up or being left behind.

Catch-up will require rapid establishment of an innovation ecosystem, wherein

coordinated and efficient interaction among the government, public/private

sectors and entrepreneurial community, at the local, regional and international

levels, will be key. Furthermore, in the 21st Century, organizations cannot accelerate

increasing complex innovation in isolation: they must connect to the global network

of information, technology, innovation and product development, embracing the

open innovation paradigm where innovation flows in multiple directions.

Sophisticated capability in IP law, management and strategy is necessary for

successful and sustainable progress. Intellectual property not only protects

advanced innovation but also lowers transactions costs, fostering licensing,

technology transfer and collaboration; hence as the catalyst of the open

innovation system it must be embedded in an overall strategy that emphasizes the

interchange of ideas, knowledge and technology in value creation.

BRIDGING THE GAP: THIS IS OUR TIME

Latin America cannot afford to delay knowledge-based, innovation-driven

development. With each passing day, the urgency increases: investment in

building requisite human capital and institutional infrastructure needs to be a

priority. As the developed world rapidly changes, with knowledge-intensive sectors

exponentially expanding, Latin America continues to lag, dependent on outmoded

natural resource-intensive economies. It is therefore crucial for Latin American

countries to advance, invest in and embrace innovation for development.

How to accelerate change, growth and development in Latin America? By

building the institutions and fostering human capital to facilitate innovation-driven,

knowledge-based, economic systems, with IP as an integral component of this

process. The MIPI program will build this human capital, training professionals in the

management of intangible and knowledge assets thereby promoting sustainable

and efficient development of innovation ecosystems throughout the region.

Intellectual property is the critical tool and asset in innovation development, indeed

a foundation upon which sustainable success will be built.

STRUCTURE AND CONTENTS

The MIPI will be offered for the first time in 2018 in full-time mode.

The program shall run from February 1, 2018 and October 5, 2018. It shall be

structured in two different phases:

(i) Phase 1 : Online Phase - February 1 to March 31, 2018

The WIPO Academy distance-learning courses shall serve as prerequisite

training of prospective students. This initial phase, which shall consist of 2 WIPO

modules offered through e-learning, is designed to provide all participants

with a preliminary background. This first phase should be completed before

mandatory face-to-face classes begin on April 3, 2018. The two compulsory

courses are “Intellectual Property” (DL-101) and “Management of Intellectual

Property" (DL-450) are successfully tested WIPO Distance -Learning courses,

prepared by WIPO IP experts.

(ii) Phase 2: Residential Phase - April 3 to October 5, 2018

This phase is the residential part of the program. It is an intensive classroom

learning period delivered at the UDESA campus in Buenos Aires, Argentina.

Phase 2 shall consist of two trimesters and a 2-week recess:

● The first trimester shall run from April 3 to June 29, 2018.

● The second trimester shall run from July 3 to October 5, 2018.

● There will be a two-week recess from July 21 to August 5, 2018

coinciding with the University winter break.

Each trimester, students will attend mandatory courses from Monday through

Thursday mornings. Afternoon sessions with tutorials and research periods will

follow. Some evenings, as well as Friday and Saturday mornings are reserved

for attending elective courses from other post-graduate programs of UDESA.

There will be 12 mandatory subjects (6 each trimester) focusing on IP

principles in national, regional and international contexts, with practical, real-

world applications and with an emphasis on the Latin American region.

Topics covered in the MIPI Program shall include:

IP in the Creative Industries)

● Technology Transfer

● Trademarks and Geographical Indications

● IP Valuation

● Internet Policies and Governance

● Media Law: Legal Aspects of the Web

● IP for Entrepreneurs

● Management of IPRs: Open Innovation

● IP in Health & Agricultural Innovation

● National and Business Strategies on IP &

Innovation Policy for Development of Latin

America

In addition, students of the MIPI Program shall take approximately five elective

subjects chosen out of a pool of courses offered by the University in other post-

graduate programs.

FINAL PAPER

Each participant will be required to submit a research paper presenting an

innovative application of a subject pertaining to the program, relating to the private

or the public sector, at the entrepreneurial or national level, developing a particular

case-study or a strategy showing efficient management of intellectual property.

VENUE

The MIPI Program will be held at the Universidad de San Andres, Buenos Aires,

Argentina. Most classes shall be at the suburban campus in Victoria, Buenos Aires.

Some classes and events shall be held at the downtown building of the University at

25 de mayo 586, City de Buenos Aires.

APPLICATION

In order to be eligible to apply for the Master Program, applicants must:

● Have at least a Bachelor’s degree from a recognized university.

● Be fluent in Spanish and have a good knowledge of English. Though virtually

all lectures will be given in Spanish, there may be some bibliography and

case studies, in English. Visiting Professors' lectures may also be in English.

Therefore, students will be expected to have a sufficient knowledge of English

to follow these elements of the program.

● Provide transcripts of University studies and recent Curriculum Vitae.

● Complete and submit the application form available on the Master’s

SCHOLARSHIPS

There shall be a number of WIPO scholarships available for students from Latin

American countries on a competitive basis among deserving candidates, including

full tuition plus accommodation costs.

Applicants requesting WIPO sponsorship should visit and apply at the WIPO

Academy page and send all required documents as mentioned above as well as a

supporting letter from the Government Office, Department or Institution. For more

In addition to the WIPO scholarships, other forms of financial aid for local and

international candidates, as well as tuition reductions, shall be granted by the

University on a competitive basis. Some of these benefits provided by private sector

companies were arranged by Instituto Nacional de Propiedad Industrial (INPI).

Others are provided directly by the university.

The applicant who wishes to apply for any of these financial aid benefits, must

submit the respective form at the time of registration along with the required

documentation.

Organización Mundial de la Propiedad Intelectual (OMPI), Ginebra, Suiza

OMPI es un foro mundial para la propiedad intelectual en relación a políticas,

servicios , información y cooperación. Como organismo especializado de la ONU,

OMPI asiste a sus 191 estados miembros a fin de que puedan desarrollar un marco

legal de PI internacional y equilibrado para poder satisfacer las necesidades de la

sociedad. Ofrece servicios de negocios para obtener derechos de PI en múltiples

países y para resolver disputas. Otorga programas de construcción de capacidades

que ayudan a que los países en desarrollo se beneficien de la PI. Y ofrece acceso

libre a bancos de conocimiento únicos en información sobre la PI.

La Academia OMPI es una división de OMPI dedicada a incrementar la capacidad

de los que usan el sistema de PI, utilizando un enfoque multidisciplinario en

educación sobre PI al enfocarse en sus conexiones con el comercio, la innovación,

está situada en un campus a media hora del centro de la ciudad de Buenos Aires.

Además de su dedicado grupo de docentes y sus estudios interdisciplinarios, UdeSA

Propiedad Intelectual e Innovación.

INNOVACIÓN: EL MOTOR DEL DESARROLLO EN EL SIGLO 21.

El mercado de la innovación global crece de manera exponencial lleno de

desafíos y oportunidades. En este mercado, el conocimiento se ha transformado

en un recurso crítico, promoviendo la innovación y generando un desarrollo y

crecimiento transformativo. El dinamismo e impacto de este nuevo sistema basado

en el conocimiento será contundente. Los países tendrán que adaptarse,

conectarse y actualizarse, o bien, se quedarán atrás.

La clave de esta actualización radicará en la creación de un ecosistema de

innovación, en donde abunde la interacción eficiente y coordinada entre

gobierno, sectores privados, instituciones académicas, y las comunidades de

emprendedores a nivel local, regional y nacional. Además, en pleno siglo XXI, las

organizaciones no pueden acelerar la innovación compleja y creciente de

manera aislada: deben conectar con una red global de información, tecnología,

innovación y desarrollo de productos, abrazando un paradigma de información

abierto, donde la innovación fluya en múltiples direcciones.

La propiedad intelectual es una herramienta crítica que no solo protege la

innovación avanzada sino que promociona la transferencia y colaboración

tecnológica, actuando como catalizador de un sistema de innovación abierto y

subrayando el valor del intercambio de ideas, conocimiento y tecnología.

La capacidad sofisticada en el derecho de propiedad intelectual, gestión y

estrategia es necesario para un progreso exitoso y sustentable. La propiedad

intelectual no solo protege la innovación avanzada sino que también disminuye los

costos en las transacciones, la promoción de licencias , la transferencia y

colaboración tecnológica: como el catalizador de un sistema de innovación

abierto incluido en la estrategia total, que pone énfasis en el valor del intercambio

de ideas, conocimiento y tecnología.

SUPERANDO LA BRECHA: ESTE ES NUESTRO TIEMPO

América Latina no puede permitirse demorar la transición hacia un desarrollo

basado en el conocimiento y la innovación. Cada día que pasa, la urgencia

aumenta. La inversión en construir el capital humano necesario y una infraestructura

institucional acorde debe ser una prioridad. A medida que el mundo desarrollado

evoluciona, con los sectores de conocimiento intensivo en plena expansión

exponencial, América Latina ha quedado atrás, dependiendo de economías

naturales de recursos obsoletas. Por lo tanto, es crucial, para los países

latinoamericanos avanzar, investir y abrazar la innovación para el desarrollo.

Pero, ¿cómo acelerar el cambio, el crecimiento y el desarrollo en América Latina?

Construyendo las instituciones y fomentando el capital humano a fin de facilitar

sistemas económicos basados en el conocimiento y la innovación, con la propiedad

intelectual como un componente integral y fundamental del proceso. El programa

MIPI construirá su capital humano, capacitando profesionales en el manejo de

bienes de conocimiento e intangibles, y de esta forma promoviendo un desarrollo

eficiente y sustentable de ecosistemas de innovación en toda la región. La

propiedad intelectual es una herramienta crítica y un bien en el desarrollo de la

innovación, de hecho, una base sobre la que se construye el éxito sustentable.

ESTRUCTURA Y CONTENIDOS

Se ofrecerá la Maestría de Propiedad Intelectual e Innovación por primera vez en

2018 con la modalidad full-time.

El programa tendrá lugar del 1 de febrero al 5 de octubre de 2018.

La maestría estará estructurada en dos fases consecutivas:

(i) Fase 1 : Fase previa online del 1 de febrero al 31 de marzo, 2018

En la primera fase, el alumno cursará dos módulos a distancia ofrecidos por la

Academia de la Organización Mundial de la Propiedad Intelectual (OMPI), que

servirán como requisito previo para la capacitación y nivelación de futuros

estudiantes: “Propiedad Intelectual”(DL-101) y “Gestión de PI” (DL-450), ambos

diseñados y evaluados por los profesores de OMPI .

(ii) Fase 2: Fase presencial en el Campus de UdeSA del 3 de abril al 5 de octubre,

2018

La segunda fase es la parte presencial del programa. Es un programa de

aprendizaje intensivo en el campus de la UDESA en Buenos Aires, Argentina. La

Fase 2 consistirá de 2 trimestres y un receso de 2 semanas a mitad de la cursada:

● El primer trimestre se llevará a cabo del 3 de abril al 29 de junio, 2018.

● El segundo trimestre se llevará a cabo del 3 de julio al 5 de octubre,

2018.

● Habrá un receso de 2 semanas del 21 de julio al 5 de agosto , que

coinciden con el receso de invierno de la universidad.

Cada trimestre, los estudiantes asistirán a cursos obligatorios de lunes a jueves por la

mañana. Las sesiones de la tarde continuarán con tutoriales y tiempo de

investigación. Algunas noches, así como los viernes y sábados por la mañana. están

reservados para la elección de cursos optativos entre las materias de otros

programas de postgrado de la UDESA. Habrá 12 materias obligatorias (6 por

trimestre) que se enfocarán en los principios de la PI en el contexto nacional,

regional e internacional, con una aplicación práctica y real, y con énfasis en la

región de América Latina.

El plan de estudios consistirá en las siguientes materias:

Asimismo, el alumno de maestría cursará 5 materias optativas entre las materias

ofrecidas en otros posgrados de la Universidad.

TRABAJO FINAL

Los alumnos presentarán un trabajo final dando cuenta de una aplicación

innovadora en un caso particular, sea en lo privado o en lo público, a nivel

empresario o nacional, desarrollando un caso real y una estrategia para mejorar la

gestión de la propiedad intelectual del caso.

CURSADA

La Maestría tendrá lugar en la Universidad de San Andres, en Buenos Aires,

Argentina. Se cursará en parte en el campus de la universidad en Victoria, Buenos

Aires. También habrá clases y eventos en la sede central de la Universidad en 25 de

mayo 586, Ciudad de Buenos Aires.

ADMISIÓN

Los postulantes para el programa de la Maestría deberán cumplir con ciertos

requerimientos:

● Deben contar mínimamente con un título de grado de una universidad

reconocida.

● Los candidatos deben saber español y tener un nivel de inglés competente.

Aunque casi todas las clases se dictarán en español, la bibliografía y estudios

de casos serán tanto en español como en inglés. Las clases de los profesores

invitados podrán dictarse en inglés. Por tanto, alumnos deberán contar con un

nivel de inglés satisfactorio para seguir estos elementos del programa.

Cada postulante deberá proveer certificados analíticos de estudios y un

curriculum.

Deberá a su vez, completar los formularios de solicitud en las páginas web de

la Universidad de San Andres y de la OMPI antes del plazo del 10 de

diciembre, 2017.

BECAS

● Habrá un número de becas OMPI disponibles para alumnos de países de

América Latina sobre una base de competitividad, incluyendo beca

completa y costos de alojamiento.

● Los candidatos que soliciten el patrocinio de OMPI deben llenar su solicitud en

la página de la Academia OMPI y enviar toda la documentación requerida,

así como una carta de apoyo de una oficina de gobierno, ministerio o

instituto. Para más informes, comunicarse con OMPI al mipi.udesa@wipo.int

antes del 10 de diciembre, 2017.

● Además de las Becas OMPI, habrá otras formas de ayuda financiera para

candidatos locales e internacionales, así como reducción arancelaria

otorgadas sobre una base de competitividad. Algunas de estas becas han

sido gestionadas entre empresas del sector privado por el Instituto Nacional de

Propiedad Industrial (INPI) y otras son aportadas directamente por la

universidad.

● El postulante que desea solicitar cualquiera de estas becas o asistencia

financiera, deberá presentar al momento de la inscripción el formulario

respectivo junto con la documentación que justifique adecuadamente la

necesidad económica.
