The conception of the Lifesaving Association dates back to 1991 when Lifeguards at the

YMCA held a meeting at the Nairobi Central YMCA Branch under the guidance of Job

Kania and Teddy Wamunyu, then, the Lifesaving Instructors of the YMCA Lifesaving

Programme.

Association(KLLA) dates back to 1996 as an Aquatic Committee of KSCA. Later on, it

drafted its own independent constitution. On 12th January 2001, at the Annual General

Meeting of the KSCA, Job Kania, then the Chairman, passed a resolution to dissolve the

Aquatic Committee headed by Haider Ali and transformed the same committee to

KENYA Lifesaving and Lifeguards Association-KLLA. KLLA filed its Constitution with

the Registrar of Society the office Department o Registrar- General Government Of

Kenya in 2003. The pioneer officials were: - Job Kania as Patron, Albert Oketch as

Chairman, Anthony Muchiri as Secretary and Steve Kiarie as Treasurer.

In April 2004 Kenya Lifesaving And Lifeguards Association was registered with the

Registrar of ocieties, Department of the Registrar – General, Government of Kenya.

KLLA applied for full membership with the International Lifesaving Federation (ILS)

in 2005 and on September 2006 KLLA was affiliated to ILS as a full member of the world

governing body for the lifesaving and water safety. On 5 January 2008 KLF General

Assembly ratified and approved the adoption of the ILS water safety/lifesaving &

swimming education guidelines for

certification and complied KLF national water safety certification guidelines that will be

implemented in the country and applied for certification accreditation and endorsement by the

ILS as to bear the ILS Logo in all of KLF certificates to make them international recognized

for better job market. KLF is very active in all ILS activities such the world lifesaving

championship, World Water Safety conferences plus many other world activities.

thOn 25 April 2008 the Registrar of Society accepted the change of the Name and was

issued with a new Registration Certificate Number 22980 As Kenya Lifesaving Federation

File No. SOC/40425 by the REGISTRAR OF SOCIETIES, Department of the Registrar

– General, Government of Kenya.

In June 2008 KLF held it first inaugural National Lifesaving Championship in Kenya at the

St. Austin’s Academy. In 2008 was recognized as the official branch of the Royal Lifesaving

Society by the Commonwealth RLSS Headquarter In United Kingdom and has remains a full

paid up member of the ROYAL LIFESAVING SOCIETY, KLF issue RLSS awards such as

BRONZE MEDALLION, participate in all the Commonwealth lifesaving championships,

conference and other RLSS activities.

In 2008 KLF entered into a strategic partnership agreement with The Sports Stadia

Managent Board (SSMB) in lifesaving training, use of facilities at the sports stadia

Kasarani. IN 30 September 2008 KLF seek approval to train as a training provider by the

Directorate Of Industrial Training (dit) Ministry Of Labour And Human Resource

Development. In 16 January 2009 KLF was official affiliated to the Kenya National Sports

Council As a full member of the National sports body hence giving KLF official recognition

by the Ministry Of Sports. KLF has continued to run lifesaving championships in Kenya.

On 23 February 2009 KLF acknowledged as a responder by the NATIONAL DISASTER

Operation Center. Office Of The President, Provincial Administration And Internal Security.

On 1 April 2009 KLF was official affiliated to The International Federation of Swimming

Teachers Association (IFSTA) On 1 May 2009 KLF lease an office at Moi International

Sports Center-kasarani AQUATIC making the office KLF National Headquarters.

In July 2009 KLF started the auditing and inspection of public swimming pools facilities

with approval of Local Government Authority-Nairobi City Council and the NATIONAL

Environmental Management Authority (NEMA) Ministry of Environment and National

Resources.

In October 2010 KLF makes its first entrances in the world lifesaving championships in

Alexandria, Egypt, Rescue 2010. In January 2011 KLF begins the awards for RLSS

BRONZE MEDALLION and RLSS LIFESAVING RESEARCH DIPLOMAS.

In August 2011 KLF run a joint lifesaving refresher course with the University of Nairobi-

Department of Games & Sports. In April 2012 KLF held the first ever National Beach

Lifesaving Competitions at the Nyali beach – Mombasa.

The Kenya Lifesaving Federation (KLF) is the National authority in the National effort to prevent drowning and promotion of national water safety.

KLF is the National Federation for Lifesaving and Lifesaving Sport. Initiate a minimum of one sustainable significant drowning prevention project according

to the KLF priority list of at-risk communities. Plan, co-ordinate and implement a strategy

to assist locals in building its capacity to respond to community issues. Enter into additional

formal strategic alliances with government and other organisation (to be identified)

Increase by 10 % the number of branches organising branch lifesaving championships

and/or participating at national events (compared to the previous 4 year period).

Inclusion targets in KLF decision making for women and Local individuals (targets to be

determined). National Water Safety 2014 to have a minimum of 100+ delegates from

30 counties and 30 presenters from across all KLF Branches. Sufficient sustainability of resources

to employ professional management staff.

SETTING UP NEW BRANCHES AS NEW TRAINING CENTRES

We need training aids like manikins, injury simulators, training films, other associated

classroom equipments. Besides, for practical training in lifesaving, use of swimming

pool is necessary. cost of making the above is high the federation thus appeal to the county

government to assist in construction of such facilities and other institutions to assist in use

of their facilities for the training purposes. We aim to increase our branches all over kenya.

That kenya needs thousand of knowledgeable bystanders trained in first aid, lifesaving

and trauma care to save lives.

That first aid and lifesaving awareness should be made a priority in all youth organisations

a our young are forever going into harms way.

OUR APPEAL

Is to mega institutions like Armed Forces, Para Military, Police, National youth service,

local government authority like county councils, municipalities, youth Organisations like

Scouts, YMCA, Churches , Red Cross, St. johns etc instruct their members in skills to help

and join partnership with klf in teaching of lifesaving skills essentials for intervention in

aquatic disasters.

We appeal to the media that it helps in exhorting the public to learn skills to help to

further the cause of lifesaving in Kenya. Happily Kenya air force and some schools

have taken to acquiring skills in Lifesaving. The trend needs to grow and expand in

its coverage.

OUR DREAM

That people volunteer in thousand to learn skills to help their fellow being in distress.

FEDERATION'S BELIEF

That lives are saved at the site of an accident and not in the trauma centres where one is

brought in either dead or alive.


KLF STRUCTURES

At the highest level of , there is the General Assembly which is the supreme policy making organ, this consist of delegates from all the KLF branches full members, KLF board of directors, honourary life members, liason officers from ministry of youth and sports, Kenya national sports council, observers from ILS, RLSS, IFSTA.The second supreme organ is the National congress that is comprise of KLF board and branch delegates. The board of directors who run the daily operations of the federation they are assisted by the four commissions 1. The lifesaving commission 2. The sports commission 3. Drowning prevention commission and 4.invest and marketing commission.

BranchesKlf have establish a branch in each county region of the Kenya as per the government administrative system,the branch runs autonomous with support from the National Federation Headquarters in Nairobi.

Aims and Objectives

The aims of KLF are: a) To find the best methods and means of aquatic life saving, resuscitation of the apparently drowned and emergency care.b) To teach lifesaving and establish educational exchanges of aquatic life saving techniques and operations.c)To exchange practical, medical and scientific experiences in the field of aquatic life saving. d)To encourage the conducting of training schools available to the whole of the aquatic life saving district. e) To extend the teachings and activities of the KLF to all places throughout the district and to communicate and act in co-operation with other national and international humanitarian bodies. f) To promote uniformity concerning equipment, information, symbols and laws for control and regulation within the aquatic environment.

g)To promote and organise life saving sports and to regularly organise international aquatic life saving competitions in order to stimulate the interest of Members to improve their ability and willingness to save people who are in danger in the aquatic environment. h)To encourage the convening of national congresses for the purpose of creating links of friendship, solidarity and collaboration between Members and other international bodies which pursue the same humanitarian goals.i)To encourage measures to prevent the pollution of waters and beaches and other elements, which are dangerous to the public and users of the aquatic environmentj)To enter into financial transactions for the purchase of fixed or movable assets, or for other purposes which the KLF consider appropriate for its operation. k)To take such other actions as the KLF considers will advance its mission statement goal.

KLF SURVIVAL SCHEMES AWARDSWe run survival schemes awards for school students from Bronze award, S.ilver award,Gold award, honours award to Platinum award.

KLF NATIONAL PROGRESSIVE SWIMMING AWARDWe have in place an elaborate swimming progressive awards for pre primary, primary,secondary schools to college students swimming skills assessment test programmes from swimming level one the water exploration skills, level 2 the water confidence, level 3 the stroke readiness, level 4 the stroke development ,level 5 stroke refinement, level 6 advanced stroke, level 7stroke proficiency, level 8 the swimming excellence, level 9 swimming distinction and level 10 honours skills.

KLF SWIMMING DISTANCE AWARDSThere are 10 levels of swimming distance awards starting from level 1 25 metres, level 2- 50M, Level 3 -100M,level 4- 200M, level 5-400M, level 6-800M , Level 7-1500M ,Level 8- 2000M, level 9-2500M, Level 10- 3000M.

DISASTER MANAGEMENTWe have been in fore front of mitigating in disasters in focusing on pro active methods where we promote and sensitized water safety, the business end of mitigatting a disaster is to place first aiders/ lifesavers in the vicinity of the victim as soon as possible. Klf therefore aims at promoting these skills at the grass root level, thus creating a bank of first responders to react in times of disaster. We have participated in many rescue and recovery missions when called upon. We are members of national disaster management center, ministry of the internal security office of the president.

Objectives of KLF are:

1To encourage, develop and assist lifeguards in their field of work and their welfare.

2To publicise and advertise the great work that has been done by leading lifeguards of

Nairobi. To promote the prestige of the lifeguards as a professional who contributes much

to his/her local community and his /her district by building of sound mind and bodies

through the sport of competitive swimming/recreative swimming.

3.To give leadership and education in the field of lifeguards, instructors, pool attendants,

health and fitness. This will be achieved by:-

a.Co-operating with other interested groups.

b.Organizing International Seminar, forums and clinics.

c.Creating exchange programs between countries.

dHelping to publish and distribute written materials.

e. Promote forums where member's lifeguards may exchange ideas on techniques,

improvements and promotion of the aquatic safety locally and internationally.

4.To form co-operation between coaches, lifeguards, instructors/pool attendants, support

groups, international bodies, media, and sponsoring organizations.

5.To foster the employment of full time lifeguards, instructors/pool attendants with

professional status, and adequate salaries in all pools throughout the district. To persuade

educational institutions, private clubs, public pools etc. to elevate their present lifeguards

to a higher professional status.

6. To evaluate the standard of lifeguards, instructors/pool attendants and set high ideals

or professional competence. This should include broader experiences for and adding

formal education in physiology, psychology paraplegics and kinesiology and should

include exposure to research in aquatics and related fields such as fatigue, diet training etc.

7. To assist beginning lifeguards, instructors/pool attendants and to set high ideals or

professionals competence. To encourage Teacher training institutions and others to

incorporate lifesaving in their curriculum so that more physical educators are competent

in this field of work.

8.To foster the proper instruction of beginning lifesaving at all levels so that this instruction

includes the basic concept of proper lifeguarding that may lead to the development of

excellence in water safety.


9.To urge all beginning lifesaving instructors to teach all survival strokes and to encourage

competent lifeguards to seek additional training from professional lifeguards, and to seek

the advice and consultation of lifeguards in the set up of beginning instructional programs.

10.To help members understand the ethics of their profession and code of conduct. In

addition to recommend to governing bodies to standardize rules for lifeguards, instructors

/pool attendants.

11.To encourage the development and maintenance of pools in accordance with high

standard of competitive conditions.

12.To arbitrate any dispute which may arise between lifeguards, instructors/pool attendants

with employers and act in the best interests of all parties.

13.To organize life saving classes, to train swimming teachers and coaches, to upgrade lifesaving

standards by conducting refreshers courses.

14.Maintain a register of all lifeguards and instructors/pool attendants in Kenya. Reject anyone

acting as a lifeguard in Nairobi unless they are registered and confirmed as qualified to do so by KLF.

15.To create and sensitize aquatic safety awareness throughout the district.

16.To promote personal survival schemes in schools by training and awarding of Bronze - to -

Platinum certificates.

17.To license all lifeguards practicing in Kenya and renewing their licenses after every two years.

18.To assist in rescue operations in open water by setting up a rescue team in conjunction with

forces and relevant authorities in Nairobi.

19.To enforce safety rules for boating, canoeing, open water crafts and vessels.

20.To advice and recommend to the government and local government authorities on water safety.
