There is no question that the Gold Line Foothill Extension, which will extend the Gold Line from Pasadena to Azusa and beyond to Ontario Airport, will be a part of our future - but that future should be now. This year’s essay question was “Failure can often teach more than success can. Discuss how failure has taught you a valuable lesson?” Each contestant presented their essay as well as their most recent school report card and was required to attend three pre-competition meetings to be eligible to participate in the competition.April Kelcy of Earthquake SOLUTIONS and Irwindale Toastmasters Club coached the contestants on presentation skills and self-confi dence to prepare them for the oral presentation of their written essays. Here are some facts about back pain. 31 million Americans experience low-back pain at any given time.One-half of all working Americans admit to having back pain symptoms each year.Back pain is one of the most common reasons for missed work.Back pain is the second most common reason for visits to the doctor’s offi ce,It is estimated that as many as 80% of the population will experience a back problem at some time in our lives.

Symptoms associated with back pain:Usually the following symptoms accompany back pain, although not always. If you experience any of the following seek treatment immediately.

Sciatica or pain down the back of the leg.Leg pain.Calf crampsWeakness or heaviness in the leg(s)Numbness and /or tinglingSharp back pain, especially when worse at nightNight sweats Insomnia due to painLimited range of motionDiffi culty urinating or incontinenceBack pain when sneezing or coughingPain that interferes with active daily living

What Causes Back Pain?The back is a complicated structure of bones, joints, ligaments and muscles, nerves and blood vessels. You can sprain ligaments, strain muscles, rupture disks, and irritate joints, all of which can lead to back pain. Sports injuries or auto accidents can also cause back pain. Sometimes a simple move, such as bending and picking up a paper clip from the fl oor, can have very painful results. In addition, arthritis, poor posture, prolonged sitting or standing, being overweight and psychological stress can cause back pain. Back pain can also directly result from disease of the internal organs, such as kidney stones, kidney infections, blood clots, bone loss or other pathology.

Tips to Prevent Back PainMaintain a healthy diet and weight.Remain active.Avoid prolonged inactivity or bed rest.Warm up then stretch before exercising.Stretch after your activity.Maintain proper posture.Wear comfortable, low-heeled shoes.

There are many ways to prevent back pain. However, if you experience back pain it is not to be taken lightly. Pain is our body’s way of alerting us that something is wrong. it will also reduce congestion for those who still must drive each day. At a time of record jumps in the unemployment rate, the extension will also create jobs for thousands of people in our community and provide a much needed boost to our local economy. And, as we have seen in the fi rst phase of the Gold Line, the project will create millions of dollars in business and real estate development along the rail line.On June 26, 2008, the MTA board was scheduled to vote on the county’s 10 year transportation plan that outlines how the MTA plans to reduce traffi c congestion. If commuters in our region are to benefi t at all, the Gold Line Foothill Extension from Pasadena to Montclair must be funded in the MTA’s long term plan. However, the MTA board pushed back the vote on the long range plan until November 2008, further delaying progress on this important project. There has been much debate about the merits of the Gold Line versus the Expo Extension, but the Los Angeles region desperately needs both these projects. And while some may claim that these two extensions are in competition for local and federal funds, they need not be, and we must not create a destructive zero-sum game by playing one line’s advocates off against another’s. The Gold Line is the only project in Southern California that is ready to begin construction now and is already eligible for federal funding. Expo Phase II is an important and valuable transit project, but it is still a few years away from such eligibility and construction. If funding is provided today, the Gold Line can begin operation in 2012. According to MTA’s estimates, EXPO Phase Two will not begin service until 2016. We should not delay construction of the Gold Line, when we can have the opportunity and the resources to build both. The MTA long range plan does not currently have a strategy to access much-needed federal funds for several years. If the board does not provide a local match, we leave hundreds of millions of federal dollars on the table that will be directed elsewhere in the state or country. And, if the Gold Line funding is approved now, construction will be well under way when Expo is ready to begin breaking ground, allowing the entire Los Angeles Congressional delegation to focus on securing federal funds for the Expo Line. Some on the MTA have also argued that a half cent sales tax can provide the local match for the Gold Line extension and that we should wait to see if this tax increase passes before including the extension in the long range plan. While I share the hope that this measure will be placed on the ballot, the legislation still must pass out of the California State Senate and later garner a 2/3 vote of the public. Since the MTA already has the necessary funds at its disposal for the Gold Line, there is no reason to put off support for the extension while awaiting the results of the sales tax effort. On the federal level, I have been working with my colleagues in Congress to see that Congress and the Federal Transit

Administration (FTA) allocate hundreds of millions of federal dollars to the Gold Line Foothill Extension. To do so, however, the federal government requires a local commitment of funds to mass transit projects and will normally match that local investment on a 50/50 basis. But since the fi rst phase of the Gold Line was built with only state and local funds, we in Congress are urging the federal government to give us a more favorable match - maybe as high as 80 percent federal, for 20 percent local. I am pleased that the president recently signed H.R. 1195 into law, which will help ensure that the expansion to Azusa and later to Ontario receives a favorable federal match. There is no guarantee that we can get an 80/20 match, but without at least a 20 percent local commitment of funds, one thing is clear: potentially hundreds of millions of federal transit dollars will be spent on projects elsewhere in the state and country instead of our region. Allowing these much-needed funds to go to projects in other states does not make fi nancial sense for Los Angeles County and its millions of gridlocked commuters. With so many practical, economic and environmental reasons to fund the Gold Line Foothill Extension, we should not delay construction of this project any further. Textiles in municipal solid waste are found mainly in discarded clothing, although other sources include furniture, carpets, tires, footwear, and nondurable goods such as sheets and towels. EPA estimates that approximately 13.5 percent of textiles in clothing, sheets, and pillowcases was recovered for export or reprocessing in 2000. Handling this load are the more than 500 textile recycling companies in the United States, most of which are family-owned businesses that employ 35 to 50 people, according to the Institute for Local Self-Reliance. The Council for Textile Recycling estimates that 48 percent of reclaimed textiles are reused as second-hand clothing, 20 percent become wiping and polishing cloths, and the remaining 26 percent are converted into fi ber to be used in new textile products. The industry employs approximately 10,000 semi-skilled workers at the primary processing level and creates an additional 7,000 jobs at the fi nal processing stage. Primary and secondary processors account for annual gross sales of $400 million and $300 million, respectively.More than 61 percent of textiles that are collected for reuse or recycling are exported to foreign countries. Thus, the strength of the textile recycling industry is largely dependent on those frequently volatile economies. In addition, despite record demand for textiles, the industry has been downsizing as a result of insuffi cient supply. Experts cite increased municipal recycling of textiles as a critical strategy to increase supply. Currently, successful community recycling programs range from curbside collection to drop off centers, often partnering with local charities and nonprofi t organizations. With end users paying between $80 to $160 per ton for the recovered textiles, revenues are covering most communities’ textile processing costs. Therefore, additional education is needed to increase the tonnages collected through municipal and county programs.Although it is still in the early stages of development, carpet recycling is a key area of growth in the textile industry. Carpet recycling can include refurbishment, recycling carpet into new carpet face fi ber, manufacturing fi bers into other plastic products and carpet backing into new backing, or producing a recycled-content carpet backing by melting different types of backing and fi ber materials together. Barriers to carpet recycling include its bulkiness and the typically long distances to markets, which can make it diffi cult to cost-effectively recycle. Also, carpet fi bers and backing are comprised of a wide variety of materials, making it diffi cult to develop standard recycling technologies.

What an interesting name for a site. This company carries clothing made from hemp, organic cotton, bamboo, or a blend of these fi bers. Outdoor clothes are available at http://www.naturescloset.net/ and, yes, they carry Patagonia clothes as well as other brands you may not be as familiar with.The Hunger Site at www.TheHungerSite.com has an organic tunic top that sells for $28. The Hunger Site will fund 50 cups of food for each one that is bought. The Irwindale Chamber of Commerce and the City of Irwindale have put in formal requests to the Santa Ana District Manager of the United States Postal Service for a geographical based zip code. Currently Irwindale residents and businesses are assigned to one of three zip codes primarily identifi ed with other cities. 91706 serves the majority of our community but is fi rst and foremost affi liated with Baldwin Park, 91702 (Azusa) and 91010 (Monrovia) make up the balance. The USPS website even states that there is not a post offi ce in Irwindale, yet we have one located at 16025 Calle del Norte, Irwindale.Not having our own zip code causes a great deal of confusion. Most zip code programs do not recognize Irwindale as the correct city when the zip code is entered. Because zip code programs tend to use the primary city, some of our businesses actually believe they are located in Baldwin Park or Monrovia. Even our Chamber receives mail addressed with Baldwin Park as the city location! Since some of our street names are identical to street names in the other communities it gets even more bewildering for those making deliveries. An example of this is Candywarehouse.com who is located on Third Street in Irwindale. Anytime there is a new delivery person their shipments will most likely go to the Third Street in Baldwin Park instead of the correct address in Irwindale.In addition, most demographics are computed and listed by zip code which is problematic for our city. Most internet searches include Irwindale as part of the other city’s information. The one found for Irwindale incorporated Baldwin Park’s information into it. We encourage you to send you own letter with any issues you have personally experienced to:

Whether or not the experts will agree on if a recession is truly upon us, it’s clear that times are shaky for many businesses and consumers facing the rising costs of living and doing business. With an uncertain economy, many workers worry about the threat of losing a job, and businesses worry about how to cut expenses and salvage the bottom line. But, despite the layoffs that occur in some markets, industries, and organizations, the opposite pressure - to retain staff - is just as strong in others. In fact, a recent report by Workforce.com showed that despite the economy, 64% of companies plan to keep staffi ng budgets steady, 87% do not plan to change compensation budgets, and 93% are not looking to instate salary freezes. But despite these plans, many employers fi nd it diffi cult to simply retain the staff they have. Given that turnover can cost anywhere from one to three times the cost of an employee’s salary, losing key staff is even more diffi cult to afford when times are tight. So, what can you do to retain employees in light of current conditions? These ideas can help you retain your highly valuable and skilled workforce.

Be fl exible. According to the Families and Work Institute’s newly released “2008 National Study of Employers,” employers are more likely to retain workers if they offer fl exibility in the workplace. Flexible work programs offer more than simply a leg-up on the competition in recruitment efforts. They are a way to retain staff despite major life-altering changes that have traditionally meant an exodus from the workplace, such as parenthood or reaching retirement age. Flexible work schedules are also of great appeal to younger workers who are willing to job hop in favor of a more contemporary work environment.Retain training programs. Though they’re often the fi rst thing to get cut, it’s important to continue offering training and development programs when times get tight. Economic pressures often trickle down, causing demands for higher productivity levels from employees. In order for workers to do this, you must equip them with increased skills and knowledge. Employees who feel pressured to do more will be tempted to seek other employment if they feel the company isn’t doing its part to help their work improve. Consider telecommuting. Though telecommuting programs are not an option for every employer, many organizations are getting creative on how they can utilize telecommuting to retain their workforce. Council approved the amendment to the Irwindale Municipal Code regarding the hours of operation for designated skate board areas. The designated skate park area will be closed at dusk throughout the year instead of 6:00 p.m. during standard daylight time (November-March) and 9:00 p.m. during daylight savings time (April-October). Council adopted the City of Irwindale budget for Fiscal Year 2008-2009.Council directed staff to proceed with the scheduling of a public hearing to rename Tifal Avenue to “Miguel Miranda Avenue” and to begin the process for renaming/rededicating all streets named for founding fathers, beginning with Mike Martinez.Council approved a tentative parcel map to allow for the division of an existing parcel into two parcels for residential use located adjacent to 16109 Central Street. Our Senior Center offers many forms of entertainment for our seniors and this trip is just one way they can get together with friends and have a good time.

Health FairOn May 3, 2008, our seniors held a “Steppin Out with Senior Centers/Health Fair.” They walked, stretched, had health screenings and felt good about taking care of themselves. The purpose of this annual event is to showcase the positive impact senior centers have in their communities.

Huntington LibraryAnother outing planned by our Senior Center was a trip to the Huntington Library on May 10, 2008. The Library’s rare books and manuscripts are one of the world’s largest and most used collections in American. The art collection is very distinguished and the botanical gardens include more than 15,000 different species of plants. Our seniors also enjoyed an afternoon tea party and had a wonderful time. 50th Anniversary / 4th of July CelebrationThis was a very special year for the City of Irwindale as we celebrated our 50th Anniversary. To commemorate this momentous event, the City combined celebrations with the 4th of July and hosted a parade followed by festivities at Irwindale Park. Several of our past councilmembers, Jr. Kings and Queens, Miss Irwindales and dignitaries from neighboring cities joined us in our celebration and had a great time riding in our parade. Presentations were given to all distinguished participants and the afternoon was fi lled with music, carnival activities and great food. The City was honored to have so many take part in this historic event. Pictured are some of the participants in our 50th Anniversary parade.

Labor Law Corner By: Cal ChamberHandling Employee Requests: Three-Step Process Helps Prevent Trouble. Employees often come to me with special requests, such as for a leave of absence, a fl exible schedule or the option to telecommute. Is there a simple way I can fi gure out which requests I must grant?Employees make many kinds of requests and it’s often diffi cult to determine which ones you must — or should — grant. Considering each request using a simple three-step process will help you fi gure out how to respond without getting into legal hot water. Steps to Consider: For illustration here, let’s consider the case of an employee who asks you for time off to care for his seriously ill mother:Step 1: What does the law say? In many instances, the employee’s request will be governed by law. For example, the employee who requests a leave of absence to care for his seriously ill mother may be eligible for a legally protected leave under the state and federal family leave laws. You must determine if the employee meets the legal criteria to take a family leave, such as whether you are a large enough employer and whether the employee has worked for you long enough.If the employee meets the requirements, grant the leave. If not, don’t deny the leave yet without considering step two.Step 2: What does your employee handbook say? Even if the law doesn’t require you to grant the employee’s request, look at what your employee handbook says about it. Many companies have policies that are more generous than what the law provides. (Note: Sometimes these policies are not contained in a formal employee handbook, but have been issued piecemeal throughout the years as individual policies.) Does your company have a policy providing medical leaves of absence other than those required by the family leave laws? Or perhaps a policy allowing personal leaves of absence?If so, determine whether the employee meets the requirements of those policies. If not, move on to step three.Step 3: What is your past practice? If nothing in the law or your policies would require you to grant the request, consider your past practices. Even if your handbook does not provide for leaves of absence of any kind, look back to whether any leaves have nonetheless been granted in the past.Often the way a company actually acts is very different from what is stated in its employee handbook. Maybe you

granted an employee a leave of absence a few years ago when her child had surgery, or gave another employee a week of unpaid leave when her sister was terminally ill. If you’ve granted such leaves before, consider whether this is a similar situation. Could this employee claim you were discriminating against him by not granting this leave? The key is to treat similarly situated employees similarly unless there is a valid business justifi cation for treating them differently.If there is a valid business reason for denying this leave even though others have been granted, could you document that reason if necessary? For example, you could show that this employee requested time off during your busy season, while the other requests were during the slow season.Precedent: If nothing in the law, your policies or your past practices indicates you must grant the request, then you are free to grant or deny it at your company’s discretion. Keep in mind, however, that this decision will set a precedent for future requests.

Your November ballot will be full of initiatives for you to consider. Given that about half of California voters now vote by mail, many of them weeks before the election, campaigns will start communicating their messages toward the end of summer. If you want to get ahead of the propaganda, take a look at the initiatives now and think about your position before you are bombarded with simplistic television commercials. Here are the numbers of each measure and a link to the Secretary of State’s website that includes the summaries and text of each one. The state ballot pamphlet that will include the arguments for and against each measure will be available for public examination beginning July 22nd.Prop. 1: High-Speed rail bond (submitted by the Legislature, not as an initiative)Prop. 2: Treatment of farm animalsProp. 3: Children’s hospital bondProp. 4: Parental notifi cation for a minor to have an abortion Prop. 5: Nonviolent offender rehabilitation, sentencing and parole Prop. 6: Anti-gang penalties Prop. 7: Renewable energy requirements Prop. 8: Marriage is defi ned as between one man and one woman Prop. 9: Victims’ rights in criminal cases Prop. 10: Alternative energy bond Prop. 11: Redistricting commission
