Institutional coordination in BiH
IMPLEMENTATION ACTORS: • PAR in BiH is being implemented by the institutions (administration), while the
Governments at all levels are bearing political responsibility for implementation. • Action plans are defining concrete activities and institutions responsible for its
implementation.
MANNER OF IMPLEMENTATION: • Two ways of Action plan implementation – through individual and joint activities;• Individual activities are including activities of the individual institutions, in the scope of
their everyday work, which are directed towards the achievement of the Action Plan’s specific goals
• Joint activities are including a coordinated action of two or more institutions from different levels orientated towards the implementation of the AP goals, at the same time and with the multiple actors.
IMPLEMENTATION APPROACH : • Institutional approach is based on the activities of institutions, defined with their own
work plan; • Project approach is the most common in the case of implementation of the joint
activities, what includes planning and implementation of AP activities through preparation and implementation of the joint projects, carried out by the institutions of different levels.
PAR implementation in BiH
PARCO – a central point in coordination of the PAR implementation:
COORDINATION OF THE INSTITUTIONS:
• Coordination of the individual activities includes initiation and monitoring of the RAP1 goals implementation, at the level of individual institutions.
• A key instrument of the PARCO coordination, regarding individual activities, is a progress monitoring and reporting.
• A basis for coordination of the institutions is defined by the Common Platform, which establishes coordination system and identifies key actors.
• Established functions of the Entity/District PAR Coordinators and Supervisory Teams for each reform area.
PAR Coordination in BiH
• After revising AP1, a new system and methodology of monitoring and evaluation of progress prepared: based at the quality indicators (evaluation of the achievement of goals at the basis of indicators);
• Monitoring of RAP1 progress based on realisation of the goal, which is tracked using the “street light” system:
• RAP1 realisation untill the mid - 2012
Progress Monitoring & Evaluation
“One-time” goals are envisaged for implementation in a specific year. Until the mid.2012, implementation is at the following level:
“Continuous” goals are the RAP1 goals envisaged for implementation during the RAP1 lasting (4 years). They are being implemented
on the annual basis, where current state is:

COORDINATION OF JOINT ACTIVITIES:
• Direct effect on the RAP1 implementation through preparation and implementation of the projects;
• Projects oriented towards implementation of the RAP1 goals;
• Projects are connecting administration/institutions and the PAR Donors at the basis of the joint work on the PAR implementation;
• Financing the PAR implementation through operational PAR Fund, with the guarantee of transparency, objectivity and efficiency of spending Donors’ funds.

Donor Coordination of the PAR
• One of the most important contributions to the PAR: PAR Fund – the instrument of the PAR financing and of the joint approach to the PAR implementation;
• A unique system of Fund’s financial management, with the domestic institution (PARCO) as a key actor;
• PAR Fund management Board – representatives of Donors, PARCO, Governments in B&H:
• Involvement of all actors in the process of preparation, approving and
financing projects – Supervisory Teams, PAR Coordinators, Governments, Donors;
