The Portland Foundation2013 Annual ReportFront CoverPortland is the birthplace of automotive engineer Elwood Haynes, who somewould argue invented the first automobile. Portland now has a mural onone of its downtown buildings to honor Mr. Haynes, due in part to grantfunding from The Portland Foundation.
Portland businessman Randy Fisher brought the idea of the mural to theFoundation, having witnessed similar projects in towns in Missouri along theMississippi River. With guidance from the Foundation, Mr. Fisher partneredwith the Jay County Historical Society to submit a grant proposal for a muralto be painted on the north side of the Eagles Building in downtownPortland. But first, work had to be done to prepare the wall for the muralproject. Mr. Fisher used his own funds for the brick wall to be powerwashed, tuck pointed, and painted.
The Foundation board of trustees approved the grant proposal in theamount of $10,000 and artist Pamela Bliss was hired to complete the work.Bliss, who teaches a public art and space class at Indiana University, hasworked on other mural projects in the state, including tributes to GennettRecords and early Jazz music in Richmond, and to author Kurt Vonnegut inIndianapolis. Bliss completed work on the mural in August 2013.
But the story does not end there. The beautiful mural on the restored northwall of the building was complemented by the front of the building thatalso needed restored. The Portland Foundation reached out to the PortlandRedevelopment Commission and offered to partner on funding therestoration of the façade on the building. The Commission agreed to theoffer, and the Foundation granted $6,930 towards the $14,550 project. Mr.Fisher then partnered with the owner of the building adjacent to the southof the Eagles building and its façade is now also restored.
A quote at the bottom of the mural that is attributed to Mr. Haynes isappropriate for the end of the story that began with one man’s dream andended with the collaboration of many parties in order to make the dream areality. “It is the good that we may be able to do for our fellow men andnot the glory of achievement that really counts.”

Dear Friends,
As we close yet another successful year at The Portland Foundation, we are reminded that the journey of a community foundation isa marathon and not a sprint. It is about relationship building in order to grow endowments that are meant to last for perpetuity, andit is about being good stewards with assets that have been gifted to us.
The Foundation was the recipient of six estate gifts during 2013. This report celebrates those donors’ lives, as well as the lives of allof our donors over the past sixty two years. Our donors bless us with the ability to serve Jay County as we work to enhance thequality of life in the community.
The generosity of our donors in a community of 21,250 continues to astound us. Who would ever have dreamed that two gifts of$1,000 each in 1952 would be the seeds that have blossomed into an organization with assets of nearly $29 million and 310endowment funds? We certainly wonder what our founders would think of the organization and if they, in their wildest dreams, everthought it would grow the way it has.
We have accomplished much but there is still more to be done because, as the title of this report suggests, The Portland Foundationis building for the future of Jay County!

FRIENDS OFJAY COUNTY AGRICULTURE
At December 31, 2013 the Friendsof Jay County AgricultureEndowment has grown to $116,697and the Friends of Jay CountyAgriculture Fund has grown to$10,909.
Grants were awarded to:
Jay County 4-H Poultry Club -$3,000 to fund the purchase ofcages, a trailer, fans and feeders.
Jay County FFA - $2,000 matchinggrant to fund a tree walk of the 50trees native to Indiana.

Sharon Dues MemorialScholarship Fund –Established in 2013 by JoeDues as a memorial to his wife.Sharon was a longtimeemployee of the Jay SchoolCorporation who believedstrongly in the importance ofeducation and the benefits it
provides for a student's future. The fund shallprovide scholarships to Jay County High Schoolgraduates.
Russell and Mary Jane Figert ScholarshipFund – Established in 2013 by the Russell FigertEstate. Russell was a teacher and principal atNoble School and Mary Jane was a bookkeeperfor several local businesses. The fund shallprovide scholarships to graduates of Jay CountyHigh School.
Ted C. Fleming and Alma M. FlemingEndowment Fund – Established in 2013 by theTed Fleming Estate as a memorial to himself andhis sister. Alma owned the Jay County AbstractCompany and Ted was an employee of thecompany.
Gladys G. Hardy ScholarshipFund – Established in 2013 bythe Gladys Hardy Estate.Gladys spent a part of herworking career as a nurse,working especially with theelderly. The fund shall providescholarships to Jay CountyHigh School graduatesstudying nursing.
Larry and Maria Hiatt Endowment Fund –Established in 2013 by Larry and Maria Hiatt.The fund shall provide support for the JayCounty Historical Society. The Hiatts serve asvolunteers at the Historical Society, whereLarry serves as president of the board ofdirectors.
Pay It Forward Scholarship Fund –Established in 2013 by the Foundation board toprovide an opportunity for previousscholarship recipients to “Pay Forward” theirscholarship award to assist future generationsof Jay County students.
Earl G., Genevra J., and Glen E. PyleEndowment Fund – Established in 2013 by the
Glen Pyle Estate as amemorial to himself and hisparents. Glen was a magicianand performed as “Gomer theClown,” visiting Fort Waynearea nursing homes andhospitals.
Judith A. Sipe EndowmentFund – Established in 2013 bythe Judith Sipe Estate. Thefund will provide support forprojects at the Jay CountyHospital, where Judy servedas an employee for manyyears.
Everett and Lisabeth HiattTaylor Memorial ScholarshipFund – Established in 2013 bythe family of Everett andLisabeth Taylor who werelifetime residents of rural JayCounty. Although unable toafford college himself, Everettunderstood the value of
education. Lisabeth was one of eleven children,nine of whom graduated from college. Everettwas a farmer and an executive at the JayGarment Company and Lisabeth was a teacher.The fund shall provide scholarships to JayCounty High School graduates.
Orla L. and Ruth E. Tharp Educational Fund –Established in 2013 by the Ruth Tharp Estate.Orla Tharp was the Cashier at the PeoplesBank and Ruth was a homemaker. The fundshall provide scholarships to Jay County HighSchool graduates.

Established in 2001 by the Foundation boardwith gifts received in honor of The PortlandFoundation’s 50th Anniversary.
Ann H. GoodrichAdministrative Endowment $95,013
Established in 1999 by Ann H. Goodrich,philanthropist and civic leader. The fund is toprovide support for the operation of theFoundation.
Administrative EndowmentFirst Merchants Bank $391,915
Established in 1999 through matching fundsfrom Lilly Endowment’s GIFT III Initiative. Thefund is to provide support for the operation ofthe Foundation.
Administrative EndowmentMainSource Bank $271,909
Established in 1999 through matching fundsfrom Lilly Endowment’s GIFT III Initiative. Thefund is to provide support for the operation ofthe Foundation.
Hugh N. Ronald, Jr. Memorial Trust $52,098Established in 1983 by the Graphic PrintingCompany, publishers of The Commercial
Review. Mr. Ronald was the former publisherand president of the firm as well as co-founderof The Portland Foundation. The fund is toassist in the administrative expense of runningthe Foundation.
Edward A. and Orpha M. Zearbaugh MemorialEndowment Fund $4,007
Established in 2011 by Dale and Ruth AnnWidman in memory of Mrs. Widman’s parents.Mr. and Mrs. Zearbaugh were long-timePortland residents and were active in thecommunity. The fund is to provide support forthe operation of the Foundation.
ADMINISTRATIVE FUNDS TOTAL $854,906
UNRESTRICTED FUNDSUnrestricted funds enable the Foundation torespond to changes and opportunities in thecommunity in a proactive manner. Donors whocreate and support these funds understand thatunforeseen events and situations are inevitable,and the Foundation needs flexibility inaddressing them. The donor allows the Board ofTrustees the freedom to choose the grantrecipients.
Abromson-Fleming Memorial Trust $790,600Established in 1975 by Mrs. Marian F.Abromson in memory of her father, JamesFleming, a local attorney and civic leader.
James and Marian AbromsonMemorial Trust $22,970
Established in 1989 by Suzanne A. Joiner as aliving memorial to her parents. Mr. and Mrs.Abromson were local business and civicleaders and both served as Foundationtrustees.
Russell H. Ashton, Ruth L. Ashton andRichard W. Ashton Memorial Trust FundFirst Merchants Bank $1,382
Established in 1996 by Richard W. Ashton as amemorial to his parents. Mr. Ashton worked asa salesman and Mrs. Ashton was a homemaker.

How to Give Through ThePortland FoundationDonors can give to existing funds or create new ones that best serve their needs andcharitable interests. Prospective donors are urged to discuss the various optionslisted below with their attorney, accountant or other financial advisor.
Endowment FundsAn endowment fund is a living memorial that may carry your family name. It createsa pool of charitable assets that provides enduring charitable support. Donors maychoose one of five ways to have their contributions administered:
UnrestrictedThe donor allows the Board of Trustees the freedom to choose the grant recipientsand respond to changing needs in the community.
Field of InterestThe donor may specify a field of interest, but leaves selection of the exact recipientsto the discretion of the Board of Trustees.
RestrictedThe donor may name one or more particular agencies or institutions to receivegrants.
ScholarshipThe donor outlines the criteria for awards to deserving students so they may pursueeducational opportunities.
Donor AdvisedThe donor may suggest possible grant recipients to the Foundation each year.
Planned Gifts Providing Lifetime Income
Planned gifts provide the benefits of charitable giving, while affording you and lovedones income from thedonated assets.
Through The Portland Foundation, donors have the opportunity to preserve andstrengthen the Jay County community. For information on these and other ways touse The Portland Foundation, call Doug Inman at (260) 726-4260.
Applying for GrantsThe Portland Foundation encourages requests from any new or existing charitableorganization or community agency in Jay County.
Grant PoliciesGrant proposals must have direct relevance to Jay County charitable needs.
Areas The Portland Foundation wants to support are:
• Start-up costs for new programs
•One-time projects or needs
•Capital needs beyond an applicant organization’s capabilities and means
Generally, The Portland Foundation does not support:
• Individuals, other than scholarships
• Religious or sectarian purposes
•Make-up of operating deficits, post-event or after-the-fact situations
• Endowment campaigns
• Propaganda, political or otherwise, attempting to influence legislation or intervenein any political affairs or campaigns
Requests are reviewed and voted on twice a year. Deadline dates are typically inJanuary and July and are announced in the local media.
Foundation staff will review the grant request and will contact the requestingorganization for any additional information or clarification. Following staff review, theproposals are sent to the Board of Trustees for evaluation and fundingrecommendation.
Following the next regularly scheduled board meeting, applicants are informed inwriting of the Board’s decisions as well as any conditions placed on a grant.
