As India’s apex industry association working

towards the development of India, CII adopted

the vision of late Professor CK Prahalad in 2007

of an India on its 75th independence in 2022

for its nation-building initiatives. CII undertook

an extensive and exhaustive visioning exercise

through a pan India public reasoning process

across the social, geographic and social spectrum,

and the results of this exercise were mapped to

the core strengths and potential of India, which

were crystallized into a vision document titled

‘India@75 - The People’s Agenda’.

Technology and Innovation

Modern India has maintained a strong focus on science and technology, given its importance for economic growth. As India aspires to achieve sustainable and inclusive growth, science, technology and research will play a defining role towards this goal. In this light, CII works to bring technology to the centerstage and make it into a movement in the Indian Industry through several Science, Technology and R&D activities.

Under Technology and Innovation, CII’s initiatives pertain to areas such as Technology, R&D, Innovation, Design, IPR, Higher Education and Start-ups under the overarching umbrella of Knowledge Economy. Since 1990 CII has been working to strengthen the Knowledge Economy ecosystem in India. CII’s 1st Chairman of National Technology Committee was Dr. APJ Abdul Kalam.

To strengthen the Knowledge Economy in the country, CII has been working towards achieving the following by 2022:

Increasing by 5-fold, Industry’s investments in R&D from current 0.30% of GDP to • global average of 1.5% of GDP by 2020 – while Indian Pharma and Automotive sectors have been investing handsomely in R&D, CII is putting its best efforts to attract similar investments by other key sectors.

Increasing by 10-fold Government’s R&D expenditure in higher education institutions • from its current 0.04% of GDP to global average of 0.4% of GDP. Indian Government spends around 0.65% of GDP in R&D and that is quite decent at par with the global average but most of it goes into R&D institutions. CII is pursuing the Government to reallocate its expenditure more in higher education institutions to impact excellence in education and quality of human resource.

Doubling the filing of Intellectual Property (primarily, patent & design) by Indian residents • in India from the current filing of 12000 patents per year and 6500 designs per year. This is a concern area – India is fast changing its historical philosophy of “knowledge increases with free dissemination” to “protecting knowledge for economic benefits”.

Increasing high quality R&D professionals (Masters/PhD) produced by higher education • institutions from its current number of 1 per thousand employed to 5 per thousand employed. This is an impact of low investment by industry in R&D and low R&D fund allocation in academic institutions by Government.

Strengthening Innovation ecosystem for India going up to top ten nations in the Global • Innovation Index. India has improved its ranking substantially in the last two years. Streamlining faster reporting of data points by different Government departments are being done apart from improving performance parameters.

Increasing the number of start-ups registered every year from the current 80,000 to • 250,000. Ease of Doing Business will be fundamental to achieve this goal.

CII with Government of India and State Governments has launched many PPP vehicles to achieve these goals and a few such initiatives are listed below:

Global Innovation & Technology Alliance (GITA), a not-for-profit company, incorporated • jointly by CII and the Government of India, has been managing and implementing government’s international and national industrial R&D and Tech-Acquisition programmes and funds. In international industrial R&D programme, one industry from India and one company from other countries co-develop a product or service for which the project cost is equally shared by India, the partner country, Indian Industry and partner-country’s Industry.

Prime Minister’s Fellowship Scheme for Doctoral Research is an innovative PPP vehicle • where Indian PhD Scholars get double scholarships - 50% scholarship provided of Government of India and 50% provided by Industry. Selected PhD scholars do research on sponsoring Industry’s research assignment under academic guide and Industry mentor.

CII being the founding knowledge Partner of Global Innovation Index has now embarked • upon, in partnership with Government of India, a very prestigious “India Innovation Index” initiative that will measure innovation ecosystem in all the States in India and rank them to trigger healthy competition to improve innovation ecosystem as an important subset of Ease of Doing Business.

Framework for Measuring Industry-Academia Linkages, a PPP initiative of CII and • Government of India, is to measure academic institutions’ linkages with Industry and recognizing / rewarding the best. Quantitative mapping of Industry participation, collaborations and investments in institute’s governance, infrastructure, curriculum, faculty development, research/consultancy, and placements of students is done. Industries sponsor awards to top institutions and faculty in respective fields for outstanding industry-collaborations.

CII also facilitates industry-academia collaborations through signing of MoUs at the • Rashtrapati Bhavan where President of India oversees such MoU signing and reviews the progress made in collaborative works done by industry and academia.

CII has set up four Technology Development & Promotion Centres and three IPR • Facilitation cells in partnership with State Governments and Government of India. The purpose of these PPP Technology & IP centres has been to work with the local MSMEs and entrepreneurs to build their capability, to get new technologies developed / acquired / commercialized by them and to protect intellectual property for them.

Arts, Literature and Sports

To promote Arts, Literature and Sports, CII has been trying to increase Industry participation. CII’s focus on art and literature was aligned to the then theme of ‘Business for Livelihood’. Sports now is also increasingly being seen as an economic enterprise, generating wealth and employment. The CII National Committee on Sports aims to promote sports by defining the agenda to catalyse the forces of policy making as well as private enterprise. At the grassroots level, it focuses on education and infrastructure, and at the corporate level, it promotes the business of sports.

As early as 2012, CII had signed an agreement with Olympic Gold Quest (OGQ), an initiative of sporting legends Geet Sethi and Prakash Padukone, to identify and support Indian athletes with a proven track record.

The Corporate Soccer Festival has been another initiative to promote sports.

It has also been working to increase the number of brands invested in sports.

With sports now being categorized as a CSR activity under Schedule VII of the Companies Act, efforts are being made to mobilise corporates to fund sports.

Various Round Tables and the National Seminar on the Development of University Sports further helped draw attention to the sporting culture in India and the potential to develop it further.

Under the business of sports, CII constituted a market study for mapping all local sporting events which can be leveraged for branding.

CII also interacted with a 10 Member Australian Government Mission on sports technology visiting India to understand the market and forge partnerships. It also interacted on sports infrastructure with the Dutch Sports Infrastructure to better understand and achieve desired benchmarks in creating an ecosystem for sports.

CII had partnered with the World Crafts Council to organize an international jewellery summit in association with the Development Commissioner – Handicrafts, Union Ministry of Textiles to showcase the potential. The event brought craftspeople from all parts of India and the world on a common platform to expand the market.

To promote art, an exhibition of affordable art was held at the International Engineering and Technology Fair in February 2011.
