Community Planning Team workshop no. 2The second meeting with the community representatives was held on 7 October 2015. This document is a visual representation of the ideas and outcomes produced on the night.
Workshop purposePurpose
- Present the draft master plan
- Explain how engagement has shaped the draft master plan
- Seek feedback on the draft master plan outcomes
- Understand the principles underpinning the draft master plan
- Gather initial feedback
Format
The community representatives were split into four groups with representatives from the technical specialities (land use, traffic, public realm and built form) rotating around each group to discuss issues and gather feedback. The following pages represent each of the technical specialities and the responses from the groups.
Ideas & issues Land use
The mix along the park and river of retail and mixed-use is the right balance
The proposed neighbourhood centre of the community heart precinct works well
The interface of the neighbourhood centre with Apollo Road may be an issue in terms of commercial activity, access noise etc. It may be better to have a residential interface with Apollo Road
How will the master plan achieve the finer grain of land uses characteristic of the local area? Can the fabrications workshop and mixed-use areas achieve this outcome?
As the site is being redeveloped, can temporary uses occupy some of the warehouse spaces to allow for more organic growth and a range of incubator business opportunities?
Park and ride facility — this idea generated considerable debate among the groups with no consensus on where, or even if, one should be located adjoining the Apollo Road ferry terminal
The site should allow for aged care as well as young care
Include more non-residential development such as mixed-use development and small-scale retail, provided it has adequate car parking provisions
The private sport and recreation area option will not meet the demands of the existing and future residents. There should be no built form in this open space
A child care centre could be located in the private sport and recreation area
The land use mix needs to be supported by ‘green fingers’.
Ideas & issues Traffic & transportGenerally the local streets are well located including the esplanade and North-South Avenue
Signalisation of Apollo Road/Lytton Road intersection supported. Make sure new signalisation includes pedestrian crossings.
855 dwellings will result in too much traffic
Concerns about ‘rat running’ at a number of locations through the site and adjacent streets
Desire for no vehicle access to Bolan Street
A number of local footpaths need to be provided or upgraded to enable seemless connections into the site
Consider introducing Local Area Traffic Management (LATM) devices such as roundabouts in nearby local streets to discourage speeding and excess traffic
Upgrades to the ferry terminal and services, with perhaps an express service to the city to be considered
Concerns over traffic impacts to Riding Road and Hawthorne Road and the Oxford Street roundabout
Consideration should be given to a connection to Taylor Street through the Royal Australian Navy site
Signalise the intersection of Taylor Street and Lytton Road
Need to create a comfortable pedestrian realm to encourage walking — shade trees and shelter over footpaths
Potential for North-South Avenue to be a wider, more generous boulevard
Cycle facilities (parking and paths/lanes) should be included in the master plan
Regular local bus service loop to serve the local area and ferry terminal needed
Mixed views on whether a park and ride facility should be provided near the ferry terminal. The proposed passenger set down and drop off, and disabled parking widely supported
Ideas & issues Public realm Acknowledge the military history of the site through elements such as public art.
Relocate the existing memorial in Tugulawa Park to a more suitable location, possibly as part of the riverfront park and in an appropriate location where it can be better observed
Entry statement on Apollo Road
North-South Avenue to include green space on western side of the street
Ensure cycleways throughout the site with cycle facilities at the ferry terminal
The private sport and recreation area should be a multi-use outdoor sports facility only — no built form over this area.
Some acceptance of a possible trade-off allowing a small extension of riverfront development to the east if the balance of the private sport and recreation area was retained for open space
Desire for additional green/open space within the design including pedestrian cross-block links with green walls
Desire for a mix of elements in the parkland — children’s play area, dog park, outdoor gym, skate park, events space, outdoor cinema etc. Disabled access to all facilities is key.
Inclusion of fountains and lighting as features within the parkland design
Mooring/marina facilities on the riverbank with particular emphasis on non-motorised boating and recreation — sailing, kayaking, dragon boats etc. Ensure there is no conflict between users
Desire for wider footpaths on Apollo Road and retention of the existing street trees, particularly the 1898 camphor laurel tree
Additional, large street trees throughout the precinct and retention of trees where possible.
Ideas & issues Built form Support from two out of four groups for the built form approach
Desire for two to three storey interface with Apollo Road in the Community heart precinct, retain existing views to the river
Both concern and support for the five storey height within the precinct
Support for detached housing interface with existing residential areas, along Baldwin Street
Character built form as a transition in the interface areas on Apollo Road and Baldwin Street
Support for mixed-use development to provide a good built form outcome (like South Bank)
Ensure a diversity of architecture by selling the lots to different developers
Inclusion of articulation in building facades to mitigate a ‘wall’ effect
Incorporation of vertical gardens into the built form
Consider more fine-grain development against riverfront parkland
Gaps between buildings to allow views through development as well as additional laneways/walkways to break up built form
Fabrication workshop could include markets, shared business workplace/hub
Library could be located within the Community heart precinct
