The Burnaby Association for Community Inclusion (BACI) had pulled out at the end of March after more than 20 years operating the before-and-after-school care.

In a February interview, its co-executive director Tanya Sather said it had struggled with a “significant deficit” at the centre due to years of low enrolment and it hadn’t had children with special needs enrolled for some time, so it no longer met its mandate.

BACI also said at the time that it was ending its operation of the out-of-school care at Suncrest elementary at the end of June, also due to a lack of special needs clients. SBNH will take over both child care centres, at Suncrest in September and Twelfth Avenue immediately, said its executive director Antonia Beck.

A local cycling advocacy group is calling for the missing link to be built to complete a safe bike route between New Westminster and through Burnaby to South Vancouver.

Andrew Feltham, chair of the New Westminster branch of HUB (formerly the Vancouver Area Cycling Coalition), wrote

to Transportation Minister Mary Polak about the proposal, which was prompted by an exploratory ride last fall by cyclists from HUB.

The proposed route would run from the Queensborough Bridge ramp that connects with the south side of Marine Way/Stewardson Way. From there, a widened shoulder separated from traffic by cement barriers could be built along Marine Way, allowing for two-way bicycle traffic.

The path would end at the bottom of the hill, at the edge of the fence of the Southern Railway yards,

where a crossing would be built over a ditch connecting the path to the end of Trapp Avenue south of Marine Way.

From there, cyclists and pedestrians could head to a multi-use path at Meadow Avenue which takes them to existing trails at Fraser Foreshore Park, along the new River District under construction in Vancouver, through the industrial area along Kent Avenue and even to Richmond over the Canada-Line SkyTrain bridge, which includes a bike path.

With about 12 children in a centre with capacity for 25, Twelfth Avenue needs about 16 kids to break even, said Beck. Surveys of the school’s families shows there is a need in the area, so it’s a matter of letting them know the centre is available and boosting registrations.

The existing fee structure will continue for now, but it will be reviewed in the summer to try and make it financially more feasible, she said.

“It’s quite expensive to operate … It’s not babysitting, they’re childcare professionals.”

The advantage SBNH has, she said, is that the two centres will join the seven it already operates, allowing some costs,

resources and expertise to be shared among several sites. With some sites full to capacity and others not, they help balance each other out.

Beck noted that SBNH can also help connect its childcare client families to other resources it offers, such as seniors outreach programs.

Since SBNH just took over the Twelfth Avenue centre on Tuesday, it has shuffled staff from other sites, including its childcare manager, to work there in the meantime with plans to hire new staff for September.

Meanwhile, work on its major childcare project, an out-of-school centre at Gilpin elementary, continues with a new facility expected to be built and ready to open by

September.The Burnaby school district already

gave SBNH a one-year extension, ending this school year, on its current space inside the Gilpin building which the district wants to return to school use. And after years of fundraising, it has $237,000 towards its $280,000 goal, thanks to individual donations totalling $41,000, SBNH fundraising totalling $39,000 and several large donations including those from developers Ledingham McAllister ($30,000), Concord Pacific ($15,000) and Beedie Group ($10,000), and the Alexandra Foundation ($25,000) which supports neighbourhood houses.

Project organizers did encounter a slight hitch when the company that was to

supply the portable structures went into receivership, Beck said, but it hopes to find a new supplier soon.

When complete, the centre will have room for 40 kids and eventually a pre-school when it’s not being used for out-of-school care. It will also free up space at its centre at Douglas Road elementary as SBNH has been transporting 10 kids there from Gilpin while awaiting the new, larger centre to open.

Beck gave full credit to the parents who spent four years on the Gilpin project noting it’s to the point that they “don’t have kids that need care anymore.”

Bringing up her 18-month and three-year-old sons, it can be hard for Shaunna Prentis to find time to put on makeup or fix her hair up just right.

That’s why she’s bringing Modern Mama, a social and educational community that gives moms a chance to reconnect with their womanhood, to North Burnaby.

Being a mom can make it difficult to “retain your own identity, remember I’m actually a woman” says Prentis.

To keep that from happening, Modern Mama organizes outings

to the mall, to a spa for a makeover, playdates at Burnaby Village Museum and educational workshops on sleep deprivation or infant CPR. A nanny service is brought in to mind the little ones.

Social isolation can be one of the biggest unintended consequences of becoming a mother, says Prentis, who endured her own struggles with postpartum depression. Friends without kids go on with their lives while those with kids have their own challenges managing schedules.

“You can’t do what you used to do,” says Prentis. “It’s frustrating.”

Being able to get out of the house for a little “me time” is all about finding balance, says Prentis, “otherwise you get

swallowed up.”While casting about

and has since launched in communities across Alberta and in the Lower

would be the perfect venue for such a service, as it’s not always easy for young moms to bundle themselves and their charges into Vancouver.

While some of the events are free, others have a fee to cover the cost of guest speakers or a nanny service.

Prentis will be officially launching Modern Mama with a party for moms and their kids on Sunday, April 28, from 10 a.m. to 3:30 p.m. at Artspace children’s art centre, 4600 Hastings St.

There will be art, craft, music and dance activities for kids, swag bags and door prizes for parents.

Presumed father destroyed it shortly before his deathWanda [email protected]

A B.C. Supreme Court judge has declared a Burnaby man died without a will after the original document could not be found.

George Patrick Thierman died in August 2010 at the age of 92. His son and executor of his estate, Patrick Thierman, applied for a declaration that his father died intestate, or without a will, and that the costs of the application be paid to him from the estate.

Thierman’s wife, Tillie, predeceased him in 2008 leaving his seven children as potential beneficiaries, according to the recent judgment by B.C.

Supreme Court Justice William Ehrcke.

Thierman’s estate consists mainly of his Burnaby home, worth about $932,000, a 2007 vehicle and bank accounts worth about $20,000.

He had a lawyer prepare a will in 2006 and Ehrcke concluded that Thierman did receive the original document and deposited it in his safe deposit box at a Burnaby bank branch.

In 2009, Thierman fell ill and while in hospital told Patrick and his son-in-law that he was granting them power of attorney. He also told them he was leaving his entire estate to one of his twin sons, David, who he believed could live independently with the proceeds, but that his twin brother, Andrew, could not live independently and he

wanted him to become a ward of the state.

While his son-in-law explained that the will could be challenged, particularly by Andrew, and that there were ways to prevent this, Thierman never instructed them to proceed with those measures.

Both David and Andrew lived with Thierman for at least 20 years before he died, and were fully dependent on their father to provide all their necessities.

As Thierman became increasingly frail and debilitated by illness, including cancer, he became reliant on David to care for him. However, in his final year, he complained to three of his children that David was no longer providing adequate care. “On several occasions he told Patrick that David had begun to ignore his requests for food and assistance,” the judgment said.

Bank records show that on Aug. 3, 2010, Thierman accessed his safe deposit box for the last time. It was the day before he was admitted to hospital for a serious operation. After the surgery he was bedridden and he died on Aug. 25 of that year.

Patrick accessed the safe deposit box on Aug. 13, 2010 while his father was still in hospital, but the original will was not there. He, his brother Joseph and sister-in-law have also searched the family home extensively since Thierman died but have not found the original document, only a copy.

Thierman “was known to members of his family to be an organized man in relation to his important papers,” Ehrcke said.

Andrew took legal action under the Wills Variation Act to set aside the terms of

the will. He opposed Patrick’s application simply because he could not have the will changed if the court declared that his father died without a will.

However, Ehrcke concluded that Thierman destroyed the will with the intention of revoking it.

The children’s inability to find the original will, their belief that their father would not be careless with such a document, and Thierman having discussed his unhappiness at the treatment he was receiving from his primary beneficiary, Ehrcke said, “All of these circumstances point in the same direction, namely, that the deceased removed the will from his safe deposit box and destroyed it before his death.”

Burnaby wills and estates lawyer Stephen Miller, who is not connected to the case, explained that in general, having the original will is crucial. “If you can’t find it then it’s presumed he [destroyed] it on purpose.”

If the family can’t prove otherwise, and the courts declare the person died without a will, the Estate Administration Act sets out the hierarchy of who gets what. In the case of a family where the only beneficiaries are surviving children, the estate would be split equally among them, Miller said.

Miller noted the legislation might not distribute the estate as the person wished, which is why it’s important to have a will. Most lawyers and notaries will file a voluntary wills notice at a registry in Victoria which states when the will was signed and where the original is being kept.

It would also encourage more people to commute to work in the Big Bend industrial area, which has limited transit bus service, and provide a connection from the 22nd Street SkyTrain station.

The issue is safety and comfort, Feltham said. “There’s no pleasure in riding along an 80-kilometre-an-hour freeway.”

And the proposed route would give people an option to leave their cars at home.

“There are a lot of new businesses down there, a lot

of retail and a lot of new recreational trails and access … There’s a lot more reasons to go down there than there was 10 years ago [before the current Queensborough Bridge interchange was built].”

Burnaby city hall has received Feltham’s proposal and staff are awaiting direction from city council before proceeding, said transportation planner Leah Libsekal.

“We recognize there is a need in the area because we’ve noted there are pedestrians that do go to the [22nd Street]

SkyTrain station from that area of east Burnaby … There isn’t a particularly clear access route for them.”

Libsekal noted that while Burnaby has a bike lane along Marine Way, it essentially ends once cyclists get to the section cited in the proposal, which is the jurisdiction of the Ministry of Transportation.

“The ministry received this proposal yesterday and will be reviewing it for its feasibility,” a transportation ministry spokesperson said in an email Wednesday.

Are we slowly starving our public schools?

In a school district like New Westminster, which is grappling with an accumulated deficit of more than $5 million or Coquitlam, which had a surprise $7.5 million deficit, it’s easy to believe this.

Then you go to the BC Liberals website and you’ll hear that “Funding for K-12 education in B.C. is at the highest level in history.”

Which is true, but also a load of garbage.

Most things we spend money on today cost more than they ever have. You might as well say British Columbians spend more on bread than at any time in history.

But what the party’s website doesn’t provide is the tremendously long list of caveats and qualifiers required to paint a real picture of education funding today. You must factor in inflation (see: bread), bargained salary increases, MSP increases and curveballs like the payments school districts have to make to pay for carbon offsets.

When you gather all that

together, it’s clear that in real dollars B.C. schools are actually getting by on less than ever before.

And this comes at a time when schools are asked to be everything from cafeterias for the poor and crusaders against bullying to settlement centres for new immigrants.

Talking about public education has always been fractious, and often emotional.

After all, we’re talking about our kids. And education is one of the biggest cost drivers in the government’s budget. So we often see teachers and the government painted as pariahs each time the teachers’ collective agreement comes up for renewal.

And perhaps it shall always be thus.

But few can argue that tight budgets in B.C. have continued to

squeeze schools to the breaking point. And parents, too, are being saddled with more of the burden of fundraising for everything from books and new technology to playgrounds.

For its part, the BC Teachers Federation acknowledges the government’s argument that enrolment in B.C. has dropped in recent years, and that yes, overall, spending on education has increased.

“But this simplistic narrative of fewer kids and more funding doesn’t tell the real story,” states a BCTF brief to the Select Standing Committee on Finance and Government Services from last October. “The stark reality is that funding increases have not been large enough to preserve the same levels of service our students had a decade ago.”

The BCTF looked at several measures for expenditures to compare B.C. to the other provinces and territories and ranked B.C. as dead last in most categories.

BCTF’s pitch to the finance committee is actually quite reasonable: Let’s hit the Canadian average for education

funding as a percentage of Gross Domestic Product, and also bring B.C. up to the average for educator-to-student ratio.

They estimate the cost to achieve this would be in the ballpark of a billion dollars.

And they’re suggesting that B.C. taxpayers might be willing to step up and meet this challenge. Today, B.C. has the lowest personal tax rate in the country, something the BC Liberals brought in beginning with a whopping 25 per cent income tax cut in 2001.

The result, the BCTF say, has been an erosion in our ability to fund important public services. Like education.

I don’t know about you, but I wasn’t complaining about my personal tax rate. Like most people, it came off my cheque before I even noticed it.

Yes, it would hurt me now if the tax cut were suddenly reversed. That’s the way these things go.

But I, for one, would be willing to swallow some modest, incremental increases if it meant we could stop starving our schools.

Happy to pay a little more for public education

The audit of the Pacific Carbon Trust raises many fundamental questions about the province’s claim to be carbon-neutral.

Many people have questioned the scheme which forces public agencies to pay funds equalling $25 per tonne of greenhouse gas emission to PCT, a Crown agency. This money has come from the operating budgets of schools, hospitals and universities.

PCT in turn buys carbon offsets from private organizations, so that a wooded area in the Kootenays was saved from logging, in part through this agency.

It is highly questionable to take money from classrooms and emergency rooms to buy carbon offsets. It would make much more sense to give capital funds to various provincial agencies to physically reduce their greenhouse gas emissions through, for example, more efficient furnaces or better insulation.

However, like many political programs, there is a large element of smoke and mirrors in this. The public are being told government is reducing emissions, and some of them actually believe it.

Environment Minister Terry Lake clearly does not believe there is anything wrong with taking money from schools and hospitals and redistributing it to private corporations which, according to the report, would likely undertake programs to reduce emissions anyway. The audit indicates that the entire carbon offset program needs a more thorough examination, and it should be curtailed until that has been done.

Meantime, if the government has money it can put towards reducing emissions, it needs to put it towards actual projects within the public sector — not to private corporations and non-profits.

Reducing carbon emissions is a worthy goal.

Government has a role to play, but must do so in a way that is seen to be an effective and practical use of tax dollars.

The 19,000-square-foot lot at the corner of 18th Avenue and Sixth Street represents a viable opportunity for affordable housing in Burnaby.

While it is reported that Housing Minister Rich Coleman and Burnaby Mayor Derek Corrigan have opposing views on the history and negotiations regarding this site, both have also publicly acknowledged the need for affordable housing in Burnaby.

There are far too many Burnaby people living in extreme poverty, including families and seniors. Most have great difficulty finding an affordable place to live.

The Burnaby Task Force On Homelessness recognizes the need for collaborative efforts and shared responsibility from the city, the province and the federal government to ensure the success for creating and maintaining affordable housing.

The task force brings considerable expertise in this area and is committed to working with all three level of government to establish affordable and transitional housing.

We encourage Mayor Corrigan and Minister Coleman to work together to create the housing which is so desperately needed by Burnaby citizens.Wanda Mulholland

ROLL MSP, TAX INTO ONE

Forty million dollars a year is what it costs the B.C. government to collect Medical Services Plan premiums from us all.

This expense is unnecessary. MSP should not be a separate tax, but be included in the income tax system as it is in other provinces.

Over the last 12 years

of the BC Liberal governments this wasted money amounts to half a billion dollars.

This is about the same as the money wasted by the previous NDP government on fast ferries.

The difference is that this

waste by the Liberals has been deliberate.

Let us hope that the next B.C. government gets rid of this waste.

Sinclair to get honourary degree from SFU

Soccer star Christine Sinclair is among 10 people to receive honourary degrees from Simon Fraser University at its spring and fall convocation ceremonies.

The spring recipients, June 11-14, include Michael Ingham, Bishop of the Anglican Diocese of New Westminster, the first Anglican bishop to authorize the blessing of same-sex unions, who announced this week that he will retire Aug. 31; and accomplished bagpipers and brothers Jack and Terry Lee, who have developed the SFU Pipe Band over the past 30 years, leading it to six world championships.

Also being honoured this spring are Indian actor and Gandhi International Peace Prize winner Shabana Azmi; Vancouver architect Barry Downs whose projects have included the Expo 86 site, Kwantlen College and the Champlain Heights and False Creek communities; B.C. Forest Service research ecologist Andy MacKinnon who has authored six bestselling field guides to plants in North America; and Canadian senator Kelvin Ogilvie, who developed an automated DNA manufacturing process and invented the antiviral drug Ganciclovir, used to fight infections in weakened immune systems.

At the Oct. 10-11 convocation ceremonies, SFU will recognize Sinclair, who led the Canadian women’s soccer team to a bronze medal at the 2012

Olympics; political scientist and SFU president emeritus Michael Stevenson who led a $500-million expansion of campus facilities; and Dr. John Webb of St. Paul’s Hospital, who pioneered one of the most important advances in heart disease in the last 25 years—the non-surgical transcatheter replacement of diseased heart valves.

Burnaby’s District Student Advisory Council presents Burnaby’s Got Talent, a district-wide talent show, on Wednesday, April 10 at Michael J. Fox Theatre, 7373 MacPherson Ave., at 6:30 p.m.

The event features student performances from each Burnaby high school–two finalists from each school will

compete at the finale, where one winner will be chosen by a panel of judges.

A silent auction will also be held, and door prizes will be awarded. Tickets are $7 for students and $10 for adults and will be available at the door, or in advance at [email protected].

All proceeds will be donated to the Burnaby Task Force on Homelessness. DSAC aims to raise $4,000 this year.

The Environment Awards have two designations—”environment awards” to groups and individuals for outstanding environmental achievements, and “environmental stars” to accomplishments on a smaller scale but equally significant.

For the first time, the Greater Vancouver Home Builders’ Association is asking people in Metro Vancouver to vote for their favourite new or renovated project with their People’s Choice Award. The new award will be handed out at the gala ceremony with the other categories on April 20.
