a. to fund drainage consultant’s report i. into flooding in targeted area(s) in Burscough in order to determine causes, responses and

solutions, to support the validity and quality of the flood group report into Flooding in Burscough11. To consider recommendations of the Capital Projects Working Group held on 4th October:

a. That in principle, if no other sources can be found, the Parish Council will use CIL monies to enable the Mere Avenue project to be completed without further delay.

b. That consideration be given to how Burscough PC can work with partners to gain the best value from CIL monies raised from developments in Burscough.

12. Outside Committees: To Receive Reports on outside committees and events attended by members 13. Street Scene Meeting: to note the minutes of the street scene working group held on 27 th September 2016

and to consider its recommendations as follows:a. Bloomin’ Burscough

i. that the competition be held earlier, perhaps end June, and that not all categories need to be judged at the same time.

ii. that there two new categories be established:1. Business -

a. Best Summer Display – Businessb. Best Landscaping – Business

2. Children’s Competition - to be Best Sunflower with prizes for various age groups. 3. that a Scarecrow Competition or similar themed event be held in 2018 and that during

the coming year, the Parish Council investigate and develop a proposal4. that sponsors will be sought for all prizes. 5. that a budget for next year be set at £500, and that if it is not needed due to

sponsorship, that it is used in the general budget for street scene.6. that the balance of the budget for 2016 (£575) be moved to the general street scene

budget.b. Hanging Baskets and displays It was recommended that hanging basket brackets outside of Burscough

Bridge be renewed /replaced. c. It was recommended that at the end of the season the beds be tidied but that no winter bedding should

be planted. d. SPID deployment: It was recommended that the Parish Council restart deployment of all existing SPIDSe. that the risk assessment as amended by Cllr Mackrell, is adopted f. that the Parish Council seeks volunteers to change batteries and manage the simple SID and that

suitable ladders and training are procured.g. that up to eight mounting plates be purchased.h. Christmas decorations

i. It was recommended that the tree at St Johns should be wrapped and if a small amount of extra garlands/decorations are required they should be purchased if that is possible within budget

ii. Tree at War Memorial: 1. To note that WLBC have decided not to provide a Christmas Tree at the War Memorial. 2. that in order that Burscough can enjoy a Christmas tree, it was recommended that the

Parish Council pay for and contract to provide a tree at the War Memorial this year and as the budget is insufficient to cover this additional cost, that funds be found from savings in another budget

14. Speeding Traffic and Road Safety: to consider what action the Parish Council can take to reduce speeding traffic and improve road safety, including provision of signage and financial support for Burscough Road Safety Group’s meeting costs and similar.

15. Membership of Planning Meeting and working groups: to consider appointment of additional members.16. To consider proposal for the removal of telephone boxes from Furnival Drive and Richmond Avenue17. To consider Report on Meeting with Police 3rd October and actions arising18. To consider how the Parish Council may support a multi agency approach for Refugees and Asylum Seekers at

Ordinary Meeting 14th September 2016

MINUTES

Present: Cllrs Atherton, Bullen, Crawford, Hardisty, Kennedy, Leyland, Makin, and Warrilow,

245. Apologies for Absence were received from Cllrs Reade, Mackrell, Sutherland, Taylor and Bell.246. Disclosure of Pecuniary and Non Pecuniary Interests: Cllr Atherton advised that she will withdraw from any

discussion and voting regarding the Interchange as a company that she has an interest in may be a potential tenant in the future.

247. Minutes of Previous Meetings: It was resolved that the Minutes of the ordinary meeting held on 13 th July 2016 and the extraordinary meeting held on the 25 th July 2016 were approved as a true record and duly signed by the Chairman

248. Residents’ Points of Interest: a. A resident raised the issue of road safety at the A59 near to Booths store/Bull and Dog, and the need

for a crossing at that point.b. A resident raised the issue of the lack of maintenance and unsightly condition of the roundabout at

junction of Pippin Street and Tollgate Road. Cllr Dereli agreed to take forward, and to also take forward the issue of A board chained to to chevrons on the roundabout. Clerk will if required, use delegated budget for emergency maintenance if required to ensure the roundabout is in good order for 11th November.

c. It was noted that Lathom Civic Service is to be held on the 2nd October.249. Correspondence was noted as follows:

a. Lawrence Critchley: Unauthorised signage and unkempt state of Tollgate road/Pippin Street Roundabout

b. Mr McGhee Orrell Lane speeding traffic. 250. To receive a report from the Police. No police were present. It was reported that Sgt Appleton had offered a

meeting with members at a date and time to be arranged. It was noted that the monthly reports and the opportunity to ask questions and expand on advice given were invaluable. It was resolved that the Police be asked for crime statistics for July and August and each month on-going. It was resolved that the offer of a meeting should be accepted.

251. To receive a report from County Councillor Dereli: Cllr Dereli reported as followsa. Crossing at Bull and Dog: Cllr Dereli will raise issue with Booths.b. Burscough Library is not likely to close until satellite is set up which may take some timec. Interchange: Cllr Dereli expressed concern regarding lack of feedback from Network Rail and other

agencies.d. County Cllr will look again at Orrell Lane to see what can be done

252. Borough Councillors Reporta. Platts Lane is looking overgrown, so considering what can be done about thatb. Parrs Lane planning application has been approved and the borough council is yet to decide whether

or not to go to judicial review. 253. Finance:

d. Annual Audit: i. It was resolved that the satisfactory conclusion and publication of the audit, and the annual

return and certificate be accepted and approved.ii. It was resolved that all items listed on the internal auditors report be implemented with

immediate effect. 254. Transport:

a. Buses: to review position regarding community transport provision: It was noted, that while there was no significant progress to report, discussions were on-going.

b. Trains, Response from Rosie Cooper MP noted. It was resolved to thank Rosie Cooper MP for her intervention and to ask her to continue to progress the matter on our behalf, and it was further resolved that concerns be expressed that the Department of Transport are not serving the needs of the people of West Lancashire and have failed in their duty to consult and to recognize a change in their ways of working, which without consultation puts their contract into jeopardy. The changes will elongate the journey time to Piccadilly and to the Airport and will prohibit access for some disabled passengers. It was further resolved that the Parish Council should invite Rosie Cooper MP to discuss this further.

c. Burscough Interchange: (Cllr Atherton left the room during this discussion) It was resolved that in principle Burscough Parish Council will take ownership of Burscough Interchange if all costs can be off-set by leasing space to community organization(s) and subject to the above, that the working

group consider the criteria by which suitable organisations may be considered as tenants. 255. Mere Avenue Annual Rospa Inspection: It was resolved that the Annual Rospa Inspection be noted and that

there being no urgent actions required the condition be kept under review. 256. Capital Projects Working Group:

a. It was resolved that contribution of £1381 to funding the Brick Pits via funding application submitted for LEF be approved.

257. Armistice Day: a. It was resolved that RBL recommendation of providing refreshments at Booths be agreed, and that a

PA system be hired from Audio Installb. It was noted that Mr David Coulson who provides the PA system for Remembrance Sunday wished

his £60 fee to go to a charity. It was resolved that subject to the nature of the charity, that in principle a fee of £60 for the PA system at Remembrance Sunday could be given to a charity of the volunteer’s choice.

258. Branding: a. It was resolved that recommendations of the working group meeting of 21st July 2016 be accepted as

follows:i. That the ‘Home of the Whooper Swan’ be adopted as the brand for Burscough.

ii. That a working group of parish councillors, businesses, groups & residents be convened to design the signage, logo etc. to include images of all heritage that Burscough links with.

iii. Town Twinning1. That informal links be set up to twin with Akureyri in Iceland, and that Priory College

lead on behalf of the village initially2. That a phased plan be created for this to expand to other schools/organisations

b. It was resolved that the existing Parish Council logo shall remain as at present and would not be affected by the branding.

c. It was resolved that the Parish Council support a plan for an art installation depicting whooper swans at Pippin Street roundabout, and that that art installation should make a connection to Burscough.

259. Outside Committees: a. Cllr Crawford spoke about floodingb. Cllr Atherton updated the meeting regarding Fairtrade Group which she had attendedc. Cllr Atherton and Cllr Hardisty reported that a first meeting of the Peter Lathom Charitable Trust

would take place in the Autumn.260. Membership of Planning Meeting: to consider appointment of additional members. Deferred261. Bloomin Burscough:

a. Cllr Makin reported that the competition had been a success. There had been two categories and prizes awarded to winner and highly commended in each category.

b. Ideas were sought for how the competition may be enhanced for 2017 and a children’s section was suggested.

c. It was resolved that the Bloomin’ Burscough Garden Competition should become a regular event.262. Christmas Shop Window Competition:

a. It was resolved to seek interest from community groups, schools and organisations for judges for 2016.

b. It was resolved that refreshments should be provided for judgesc. It was resolved that a first prize of £100 should be awarded only to the winning window.

263. Leeds and Liverpool Canal Bicentenary Re-creation of 1816 Inaugural Boat Passage 22 nd October 2016: It was noted that members of the Parish Council are invited to join Burscough Heritage Group to receive the Flotilla of boats in Burscough at the Wharf.

264. Lathom Civic Service 19th September 2016: It was resolved that Cllr Bailey be asked to attend on behalf of the Parish Council

265. WLBC Overview and Scrutiny Committee: It was resolved that the Parish Council seek to make a presentation to a WLBC committee or cabinet meeting, on the topic of visitor economy, and to consider what resources are need to take this forward.

266 . The next meeting of the Parish Council will be held on 12th October 2016 at 7 pm

Burscough Parish CouncilFunding Policy

Reviewed 18th July 2016For approval at Parish Council Meeting 12th October 2016

1. Burscough Parish Council wishes to be the funder of last resort (ie, where other funders are unable to

fund)2. Burscough Parish Council wishes to maximise the impact of grant funding it provides as follows.

a. All applications are shared with West Lancs Council for Voluntary Services to consider alternative funding streams that may result in bringing additional funding into Bursxo ugh, and to provide support and development opportunities for Burscough based voluntary sector organisations. This may necessitate applicants meeting with CVS either in Burscough or at their Skelmersdale offices.

b. After reviewing each bid, CVS will prepare a recommendation to help with funding decisionsc. At the end of each year Burscough PC will assess the success of the protocol in terms of additional

finances raised for Burscough and in additional traning and development support to Burscough organisations.

3. Once a report is received from CVS, Burscough PC Finance Working Group will consider whether or not the funding bid meets the criteria for funding and whether or not sufficient funds are available to meet the request. The Finance Working Group will make a recommendation to the Parish Council.

4. The Parish Council will determine whether or not to fund the applicant.5. Burscough Parish Council will not fund repeat applications or similar events, as it is the expectation that

other funding sources will be found, 6. Burscough Parish Council reserves the right to consider special cases that don’t meet set criteria”7. All applicants will sign a funding agreement as follows8. FUNDING AGREEMENT1. I/We will use any funding awarded for the purposes set out in this application. We understand that changes cannot be approved retrospectively. I/We will first agree any changes on how the fund is to be spent with the Council. 2. I/We will not sell any equipment or other assets purchased with the funding awarded without the prior knowledge and consent of the Council. 3. I/We will not use the fund to pay for any expenditure already incurred or committed by the organisation prior to approval of requested fund.4. I/We will spend the funding within 12 months of the date of the award. Any unspent funds will be returned. 5. I/We realise that we are responsible for any overspend on the project.6. I/We will meet all legal requirements, including but not limited to those relating to employment, health and safety, child protection (including Enhanced Criminal Record Bureau checks and ISA (Independent Safeguarding Authority) registration of staff and volunteers working with vulnerable adults and children) and environmental health matters.7. I/We will keep all itemized financial records and accounts, including receipts to show how the fund was spent for at least one year after the completion of the project.8. I/We accept responsibility for obtaining all planning and statutory consents.9. I/We will make sure that any written material promoting the project will acknowledge the financial assistance provided by the Council. I/We will consult the Council prior to issuing any publicity relating to the services that the Council is helping to fund.10. I/We will provide Burscough Parish Council with materials/images and information for the purpose of publicizing the work of the Parish Council.11. I/We will provide a written report to the Parish Council including a breakdown of expenditure and summary of outcomes within eighteen months of the funding award to show members of the community hw their grant was used. ____________________________________________________________________________________

Item 7D CIL Report to WLBC

The Parish Council is required to provide an annual report to WLBC to account for CIL monies received and the use to which they have been put. CIL monies must be spent within a five year period, and they can be spent as follows:

A local council must use CIL receipts passed to it in accordance with regulation59A or 59B to support the development of the local council’s area, or any part ofthat area, by funding—(a) the provision, improvement, replacement, operation or maintenance ofinfrastructure; or(b) anything else that is concerned with addressing the demands thatdevelopment places on an area.

‘Infrastructure’ is broadly defined in the Town and Country Planning Act 2008, and typically covers 3broad categories:• Physical infrastructure: e.g. highways, transport links, cycleways, energy supply, water, floodalleviation, waste management• Social infrastructure: e.g. education, health, social care, emergency services, art and culture,sports halls, community halls• Green infrastructure: e.g. parks, woodlands, play areas, public open space

a. It was noted that the date should be amended to read 6th Septemberb. Minutes were noted only, as only Cllr Crawford was present from the previous meeting.

5. Existing projects to progressa. Mere Avenue renewal of equipment: A first draft tender document was circulated.

i. Clerk to meet with Procurement Officer at WLBC on Friday to review. ii. Further request to be made to Leisure Services for copies of past tenders. iii. Burscough PC has set aside £15,000 from budget, and £1683 CIL funds received in

March 2015, and has requested a similar amount to be allocated from S106. Further funding being sought but request Parish Council agree in principle to fund total required from CIL monies if no further funding is received.

b. Towpath improvement project i. This is included in the WLBC consultation as one of the schemes to take forward.ii. Renewed efforts to start to push forward. Looking more hopefuliii. Meeting to be arranged with Nick Smith of CaRT.iv. Meeting to be arranged with Cycle Champion at LCC

ii. Mtg arranged with Network Rail regarding illegal crossing of railway lines which may result in support for bridge.

iii. Contact Peter Richards again about whether or not another access and landing point might be possible as Cricket Club would look favourably on provision of land.

d. Improvement to land at Cricket Club: i. Work has started with Cricket Club. ii. Environmental Assessment being undertaken – grant made to County Councillor for

g. Youth shelter and skateboard parki. Tess and Cllr Atherton met with George Pratt regarding youth shelter at the Grove. It

was noted that WLBC would be prepared to vary the lease with LCC to allow a part to be leased to Burscough PC for the provision of a youth shelter. WLBC advise they would not force a change on LCC. Clerk to write to LCC Head of Children’s Services, Possibly John Coffee, to ask if they are prepared to consider a change to lease, either just a small area to accommodate a covered seating area, or the whole of the grass area at the rear of the side next to where the mini buses park.

a. Noted that at the Parish Council meeting it was agreed that the competition should continue.

b. It was recommended that the competition be held earlier, perhaps end June, and that not all categories need to be judged at the same time.

c. It would be nice to have a celebration, and a more planned and formal event to hand over prizes to winners.

d. Members recommend that there are two new categories and these are:i. Business;

1. Best Summer Display – Business2. Best Landscaping – Business

ii. Children’s Competition to be Best Sunflower – children would be asked to send in images of themselves with a sunflower; parents would be required to complete form approving use of image and entry to competition. It was recommended that prizes would be smaller than for the Best Gardena and Best Hanging Baskets and that there should be prizes for various age groups.

iii. It was recommended that a Scarecrow Competition or similar themed event be held in 2018 and that during the coming year, the Parish Council investigate and develop a plan for how such a competition might work.

e. With regard to Businesses, it was recommended that while cups would be important for winners, a cash prize would not be important.

f. Sponsors will be sought for all prizes. g. It is recommended that a budget for next year be set at £500, and that if it is not needed

due to sponsorship, that it is used in the general budget for street scene.h. The competition for 2016 cost a total of 425. It is recommended that the balance of the

budget be vired to the general street scene budget as this is under pressure.. 5. Grow Wild – planting for bees – development of Square Lane site.

a. Cllr Reade will consider if any further development is needed this year, and will report back to a future meeting.

b. Contractor to be asked to spend an extra hour or so weeding the bed.6. Bus Shelter cleaning – last clean was at the weekend – all in order. Graffiti on shelter opposite Lyon, to

be actioned.7. Hanging Baskets and displays

a. It was recommended that hanging basket brackets outside of Burscough Bridge be renewed /replaced.

b. It was recommended that the idea of buying containers and stocking them locally each year be investigated, but that if such a plan was deemed suitable it should be undertaken in stages (so that a small number could be grown locally, and some bought in on hire, and each year if successful more planters could be purchased outright.

c. It was recommended that at the end of the season the beds be tidied but that no winter bedding should be planted.

8. SPID deployment: It was recommended that:a. Burscough PC restart deployment of existing SPIDSb. Push ahead on installation of solar spid c. SPID battery replacement – Cllr Mackrell who is a qualified HSE professional/tutor has

reviewed the health and safety report for having volunteers change batteries and with modifications in place advises it is sound.

d. It is recommended that the Parish Council seeks volunteers to change batteries and manage the simple SID. Note arrangements will have to be made regarding ladders and training.

e. Purchase of more mounting plates: It was recommended that a purchase order be placed for up to eight mounting plates.

9. Speed restrictions/Road Safety a. Fish Lane – It was noted that the speed restrictions on Fish Lane are now in place.b. Moss Lane – on going – see above regarding Solar SPID. Mr Martland to cut hedge over

weekend and Parish Council and LCC to arrange meeting with him next week to consider position for post

c. Orrell Lane – Clerk has been in touch with Mr McGhee but no good outcomes so far. d. New Lane – Clerk to follow up New Lane speed concerns and possibly share letter

received with residents.e. Recent serious collision and safety concerns among residents: It was agreed that a

meeting should be offered for next Weds at 6pm at the Grove to discuss how we can help residents in their quest for better road safety and reduced speeds on local roads.

10. Christmas decorationsa. It was recommended that the tree at St Johns should be wrapped and if a small amount of

extra garlands/decorations are required they should be purchased if that is possible within budget

b. Tree at War Memorial: Although it was felt to be very unfair, in order that Burscough can enjoy a Christmas tree, it was recommended that the Parish Council pay for and contract to provide a year at the War Memorial this year and as the budget is insufficient to cover this additional cost, that the clerk look to see where funding can be vired from,

11. Date of next meeting: The next meeting would normally fall on the last Tuesday of the month, but due to Clerk’s training, it is now scheduled for 1st November here at Martland Mill.

Item 8 Community Transport

We have stalled somewhat on this. There is still interest among some of the parishes (Bickerstaff/Newburgh/Halsall) but unless LCC are prepared to put in an amount to support the development of infrastructure needed to support a community scheme, Burscough on its own can’t make this happen. I have spoken with Greg Mitton at CVS and Paul Cotterill, along with others in West Lancs who remain very keen to take a pan West Lancs scheme ahead. They have some excellent experience and skills to bring partners and funding together and I believe this is the best chance we have to create a sustainable model.

Item 9 Interchange

1. In all, three members of the Parish Council have expressed an interest in taking space in, or making use of the Interchange. Those interests are not necessarily well developed, but it does introduce a difficulty in having members work without bias. I would like to suggest that a small steering group is set up, led by CVS and Community Futures which manage the process and report their recommendations back to the Parish Council. That would include an Open Day event for potential users, and would strengthen any bids for funding. It would mean that ALL members of the Parish Council would be able to feed in to that, without fear of compromising their position as Parish Councillors. This would not take any power from the parish council but would facilitate a final outcome.

2. Community Futures offer some services for free, but the legal services for setting up a charitable trust is up to £300 maximum. I would recommend that this offer is accepted.

CONSULTATION ON BT PAYPHONE KIOSK REMOVAL

The Council have been notified by BT of a proposal to remove a number of phone-boxes from within the Borough, due to their diminished or low usage.   Overall the use of payphones has declined by over 90% in the last decade as people have moved over to mobile phones.

Under the scheme BT are consulting  Council’s to seek their views on the programmed removal of the payphones.  Notices have been placed, close to the phone-boxes, affected by the proposals informing residents of the intended removal.   The locations of the payphones affected by the consultation is attached for your information.

If the proposal involves the removal of a traditional red box local communities can consider whether they wish to ‘adopt’ the phone box (with the pay- phone removed) for a nominal fee of £1.  More details on this process can be found at http://business.bt.com/phone-services/payphone-services/adopt-a-kiosk/

Meeting with Sgt Appleton, at Ormskirk Police Station 3 rd October 2016

Present: Sgt Appleton, Cllrs Warrilow, Mackrell, Atherton, BullenTess Reddington, Clerk

1. CA – W Lancs had lost officers, and has to save money, although starting to recruit again.2. Inspector June Chessell is over the area3. He stated that there are two levels of policing: immediate response and neighbourhood policing.

Emphasis has changed recently towards dealing with more serious incidents. This does not mean that neighbourhood policing is neglected – just that it is dealt with in a slightly different way and there can be more flexibility in where they are deployed. Some recent cases that may be of interest:

a. War memorial fencing damaged –two local youths identifiedb. Vehicles damaged on Ainscough Drive – 4 youths identifiedc. Anti social behaviour on Quays met with two week operation, focussing on key times and dates

4. It was noted that cuts to policing in Burscough, are only one of the many cuts that Burscough is facing now and in the recent past: We are often classed as a “low priority” not just for the Police but for Borough and County Councils and the cuts taken overall are having a very considerable effect. These include loss of bus services, library, loss of railway ticketing, reduction in youth services, reduction in

parish council, loss of provision of Christmas Tree, reduction in grass cutting, reduction in traffic warden attendance at schools etc etc….loss of some Do cameras work?

5. Yes as far as we know and they have fairly good coverage. These are controlled by WLBC. Trees on Industrial Estate possibly blocking visibility in some cases. This to be taken to Business Watch Meeting next week – GW

6. Police response is based on number of incidents, so reporting to the police is important. Reports must be specific and contain clear report of a crime – cant be “near miss”.

7. Importance of 101 number and Crime stoppers number to report anonymously 8. Discussion regarding drug use – residents’ information welcome and helpful. Sgt A showed A4

laminated signs which can be put up in areas encouraging people to report. Agreed to go ahead with this – Sgt A to action.

9. Speeding and Road Safety Issues – a. John McLaughlin deals with this and is responsible for road engineering matters and works in

partnership with LCC. b. Community Road Watch team do regular session on Cottage lane and this is having positive

impact. Parish Council to provide list of places where Community Road Watch Team can be deployed in Burscough. Community Concern at Cottage Lane has influenced the amount of police activity in area.

c. Sgt A stresses that more likely to be successful bid if there is data to support it (reports from public)

10. Regarding further police input into good design particularly in regard to capital projects such as the Canal Bank, liaise with Rachel Hines.

11. Halloween and Mischief Night – There will be patrol in Skelmersdale. 12. Event Organisation and managing traffic – TJR – Police support is needed for community groups

running events that can increase traffic. Police withdrawal from this area has left a gap in provision. Sgt A suggests private companies but this would not be feasible owing to the cost.

13. Crime Figures for September showed 9 assaults and 3 detections. a. It was reassuring to know that there are particular pathways for domestic cases and they are

treated equally seriously. It would be helpful if they are identified separately as they don’t impact so directly on safety in public areas

b. Information supplied is dry and it is important to provide background information (eg a report of 2 sexual assaults without further detail was worrying and there was no way to know how serious these were)

c. Requested that report is to be forwarded by 1st Weds of month, so that it can be included in parish council papers. This allows opportunity for the Parish Council to take action if necessary.

14. Police cannot give guarantee of attendance at meetings, 15. Bullying tends to be dealt with by schools16. Any reports that don’t need immediate action can be emailed in. Items requiring immediate action can

be telephoned in on 101. 17. It may be possible to restart PACTs if there was demand (more than 20 for meetings). It is unlikely that

this could be monthly but quarterly might be realistic. Burscough PC to advise if this is required.18. Racist incident at Tesco – discussion around Multi Agency Approach and how this was working in

Burscough. Cllr Atherton to forward information to Police.19. Priory Prom – Disappointment expressed regarding lack of response to Trevor Road being blocked on

evening of Priory Prom. Sgt A not aware.20. Moss lane Traffic Accident discussed. Police still seeking information. Discussion regarding Moss

Lane traffic issues and traffic issues/road safety in wider community. Parish Council would like to work more strategically to improve road safety – including better systems for seemingly small issues like branches obscuring traffic signs, or walking buses.

21. Concern expressed about road safety at Junction Lane Bridge and zebra crossing. Contact John McLaughlin to see if anything can be done

22. It was noted that there is a new PCSO, Francis Bower along with existing staff, Steph Morley and PC Dave Rigby.

Since 1 September 2014, WLBC have charged a Community Infrastructure Levy (CIL) on certain new developments. The monies collected through CIL must help pay for infrastructure required across the Borough needed to support new development. Most of the money received through CIL will be spent on strategic, borough wide projects listed on our Infrastructure Delivery Schedule, and in line with the CIL Regulations 2010 (as amended) and our Regulation 123 list,

We are inviting you to have your say on whether you agree, or disagree, with how we propose to use the CIL monies. Your comments will be considered as we prepare our final recommendations, before a final decision is made by Cabinet in early 2017.

Please note that this service is taking place 30 minutes earlier than usual owing to demands on Police Officers to cover all Remembrance Services taking place. We do hope that this will not cause a problem and you will still be able to attend.

Cars may be parked at Lathom Park CE School during the laying of the wreaths.
